    Studi Pembuatan Teh Kulit Kopi Robusta Petik Merah Dengan Penambahan Daun Mint

    Kulit kopi (cascara) merupakan limbah pertanian yang berpotensi dikembangkan menjadi minuman fungsional bernilai ekonomi dan kesehatan. Penelitian ini bertujuan untuk mengevaluasi kualitas teh celup berbahan dasar kulit kopi robusta petik merah dengan penambahan daun mint (Mentha sp.). Metode yang digunakan adalah deskriptif kuantitatif dengan empat formulasi perlakuan: P1 (95%:5%), P2 (90%:10%), P3 (85%:15%), dan P4 (80%:20%). Evaluasi dilakukan melalui uji organoleptik (warna, aroma, dan cita rasa) oleh 40 panelis tidak terlatih serta analisis kadar kafein. Hasil menunjukkan bahwa formulasi P4 memberikan skor tertinggi pada parameter warna (3,85), aroma (3,88), dan cita rasa (3,85). Kadar kafein terendah ditemukan pada formulasi P1 (2,588 ml/g), sedangkan tertinggi pada P2 (5,505 ml/g). Penambahan daun mint terbukti meningkatkan karakteristik sensori tanpa meningkatkan kadar kafein secara signifikan. Formulasi P4 direkomendasikan sebagai alternatif teh herbal berbasis limbah kopi yang potensial dikembangkan secara komersial

    Scenario Thinking-Based Strategy in Preventing Sexual Violence in Higher Education: Strategic Learning from Universitas Brawijaya

    Sexual violence has been a public concern, and cases of sexual violence in Indonesia have been increasing in recent years. The cases also occur in higher education, which should be a strong fortress against moral damage. The phenomenon of sexual violence is something that is both visible and invisible and difficult to control. A competent strategy is required for higher education to prevent sexual violence. This study aims to describe the preventive strategies adopted by Universitas Brawijaya to address sexual violence on campus through a scenario thinking approach. A qualitative method was employed, comprising five phases: orientation, monitoring, action, synthesis, and exploration. The findings reveal that the university's strategy focuses on identifying potential risks, conducting risk analysis, simulations, and implementing multi-stakeholder-based interventions. Key components include the development of institutional policies, the establishment of dedicated units such as the Integrated Unit for Sexual Violence and Bullying and the Ethics Commission, and the active involvement of student organizations and academic communities. The study concludes that a comprehensive, adaptive, and collaborative approach is essential for universities to effectively prevent and manage sexual violence in a dynamic and uncertain environment

    Implementing OKR in Indonesian Public Bureaucracy: A Case Study of the Ministry of State Secretariat

    This study aims to examine the compatibility of Objective and Key Results (OKR) as a performance management framework in the context of public bureaucracy, with a case study at the Ministry of State Secretariat. Using a qualitative approach, this study analyzes the application of the basic principles of OKR, the advantages and disadvantages that arise, and the implementation challenges faced. The results of the study indicate that the success of OKR adoption is highly dependent on the organization's contextual awareness, namely the ability to adapt the design and implementation of OKR to the existing structure, work culture, and regulatory system. OKR provides a number of advantages such as increased performance tracking, employee performance diversification, collective alignment and accountability, flexibility, and frequency of performance monitoring and evaluation, thereby increasing the perception of fairness among employees. However, there are also weaknesses such as the tendency for OKR to become a to-do list, incompatibility with certain types of work, and insynchrony with the performance compensation system. Other challenges include HR capacity, work culture transformation, performance-based reward systems, consistency in the review and monitoring process, and coordination between agencies, and the need for a sustainable digital support system. Despite the growing popularity of OKR in private sector organizations, empirical studies examining the adaptation and effectiveness of OKR in public sector bureaucracies, particularly in developing country contexts, are still very limited. Therefore, this study contributes to the public administration literature by providing contextual empirical findings on how OKR interacts with bureaucratic characteristics, regulatory frameworks, and government organizational culture in Indonesia. These findings emphasize that OKR cannot be adopted uniformly in the public sector, but needs to be implemented gradually and adaptively

    Legal Analysis of the Judge's Considerations in Supreme Court Decision Number 123 K/Pdt.Sus-PHI/2022 concerning Termination of Employment due to Company Efficiency

    This study aims to analyze the judges' considerations in Supreme Court Decision Number 123 K/Pdt.Sus PHI/2022 regarding termination of employment (PHK) due to efficiency, particularly in the context of worker protection, legal certainty, and the application of labor norms. The study uses a normative juridical method with an approach of analyzing court decisions and legal literature. The results of the analysis show that the judge emphasized that termination of employment due to efficiency is legally valid if the employer can prove the existence of losses or potential losses to the company and has fulfilled the rights of workers, including severance pay, length of service awards, and compensation in accordance with PP 35/2021. The judges' considerations reflect the application of Law 13/2003, PP 35/2021, as well as the principles of worker protection, justice, and legal certainty, although the standard of proof for efficiency remains relatively flexible. This study concludes that the decision provides legal certainty for employers as well as adequate protection for workers, but requires consistent supervision and enforcement to maintain the principle of substantive justice. . While this ruling provides legal certainty for the disputing parties, academically, we need to examine the Ratio Decidendi, or the judge's underlying reasoning. The question is: How does the judge determine the threshold at which a company is deemed "efficient" enough to lay off workers? Without strict criteria, the rationale of efficiency risks becoming a "convenient tool" for companies to unilaterally terminate employment

    Hubungan Mood di Dunia Kerja dengan Produktivitas Kerja Gen-Z di Yogyakarta

    Artikel ini bertujuan untuk menganalisis hubungan antara mood (suasana hati) dan produktivitas kerja pada Generasi Z di Daerah Istimewa Yogyakarta (DIY). Penelitian ini menggunakan pendekatan kuantitatif dengan desain korelasional. Data dikumpulkan melalui kuesioner skala Likert 4 poin terhadap 348 responden berusia 18–27 tahun yang aktif bekerja, terdiri atas 150 laki-laki (43,1%) dan 198 perempuan (56,9%), dengan mayoritas bekerja secara full-time (75,6%). Analisis data dilakukan menggunakan uji normalitas, uji linearitas, dan korelasi Product Moment Pearson. Hasil penelitian menunjukkan adanya hubungan positif dan signifikan antara mood dan produktivitas kerja (r = 0,489; p = 0,000). Temuan ini menunjukkan bahwa kondisi suasana hati yang positif berperan penting dalam meningkatkan produktivitas kerja Generasi Z. Oleh karena itu, penelitian ini merekomendasikan penerapan program manajemen mood serta integrasi aspek kesejahteraan psikologis dalam kebijakan pengembangan sumber daya manusia guna mendukung pembangunan SDM yang berkelanjutan di Daerah Istimewa Yogyakarta

    Persepsi Petani tentang Program Asuransi Usaha Tani Padi (AUTP) di Kota Padang

    Padang City is one of the highest rice production areas in West Sumatra Province. However, there are significant risks and uncertainty in conducting rice cultivation including climate change, as well as being subject to pests and diseases of crops and livestock, and the fluctuation of rice prices in the market. Agricultural risk mitigation is a solution to dealing with high levels of risk. The Government has made efforts to mitigate agricultural risks through the Rice Farming Business Insurance (AUTP) program. Therefore, this study aims to analyse farmers' perceptions of the AUTP program in Padang City. The research method used is survey. Primary data were collected using a structured interviews for 100 respondents in three subdistricts. Respondents were selected by using non probability sampling with a purposive sampling method. The study results show that most of respondents already knew about the AUTP program from Extension Officers. However, almost 82 percent of respondents have never claimed due to the high percentage of damage claims (75% of the total affected land) which should be full filed.  Farmers’ reason for join the AUTP program is because of they had experienced crop failure. Though, they are willing to pay AUTP premiums of IDR 36,000/Ha per planting season as a protection for their rice farming businesses.Kota Padang merupakan salah satu wilayah produksi padi yang tinggi di Provinsi Sumatra Barat. Akan tetapi, petani menghadapi risiko produksi karena usaha tani padi rentan terhadap perubahan iklim dan serangan hama dan penyakit yang dapat menyebabkan risiko gagal panen. Mitigasi risiko pertanian menjadi solusi dalam menghadapi tingkat risiko yang tinggi. Sejak tahun 2016, Pemerintah telah melakukan upaya mitigasi resiko pertanian melalui program Asuransi Usaha Tani Padi (AUTP). Untuk itu, penelitian ini bertujuan untuk menganalisa persepsi  petani tentang program AUTP di Kota Padang. Metode penelitian menggunakan metode survei dan observasi pada usahatani padi di Kota Padang. Pengumpulan data primer dilakukan dengan cara wawancara terstruktur dengan kuisioner untuk 100 responden. Hasil penelitian menunjukkan bahwa petani mempunyai persepsi yang positif terhadap Program AUTP.  Sebagian besar petani sudah mengetahui program AUTP yang bersumber dari informasi Petugas Penyuluhan. Akan tetapi, hampir 82 persen dari responden belum pernah mengajukan disebabkan syarat tingginya persentase klaim kerusakan (75% dari total lahan terdampak). Umumnya petani bergabung dengan program AUTP dilatar belakangi kegagalan panen. Walaupun pemahaman petani masih kurang tentang pelaksanaan AUTP tetapi mereka bersedia membayar premi AUTP permusim tanam sebagai bentuk perlindungan usaha tani pad

    Pemetaan Komoditas Hortikultura Sebsektor Sayur-sayuran di Provinsi Sumatra Barat

    This study aims to map the most potential vegetables to be developed in West Sumatra Province.The Location Quotient (LQ) method is employed to identify leading and non-leading commodities,while the Shift Share Analysis (SSA) is used to analyze structural changes and the competitivenessof the commodities. The study utilizes secondary data in the form of vegetable sub-sectorhorticultural production data by regency/city over a six-year period (2017–2022). The results showthat large chili is the leading vegetable commodity in West Sumatra, with an LQ value greater than1 across 17 regencies/cities. Conversely, garlic is categorized as a non-leading commodity, with anLQ > 1 found in only one regency. Nevertheless, garlic is identified as the most progressivecommodity based on the highest net shift value. Net growth of vegetable sub-sector commoditieswas identified in 10 out of 18 regencies/cities, with Solok Regency contributing the most. In termsof individual commodities, cabbage recorded the highest net growth, while chayote experienced thelowest. The resulting commodity mapping can serve as a basis for local government in formulatingspatial and sustainable development policies, as well as a strategic reference for businesses andinvestors in directing horticultural investments in West Sumatra.Penelitian ini bertujuan untuk memetakan jenis sayur-sayuran yang paling potensial untuk dikembangkan di Provinsi Sumatra Barat. Metode Location Quotient (LQ) digunakan untuk menentukan komoditas unggulan dan non-unggulan, sedangkan Shift share analysis (SSA) untuk melihat perubahan struktur dan daya saing komoditas. Data yang digunakan adalah data sekunder yaitu data produksi komoditas hortikultura subsektor sayur-sayuran menurut kabupaten/kota  selama enam tahun (2017-2022) yang diperoleh dari Badan Pusat Statistik (BPS) Provinsi Sumatra Barat. Hasil penelitian menunjukkan bahwa jenis sayuran yang menjadi komoditas unggulan adalah Cabe besar dengan nilai LQ>1 tersebar di 17 Kabupaten/Kota, sedangkan Bawang putih termasuk dalam komoditas non-unggulan dengan nilai LQ>1 hanya terdapat pada 1 Kabupaten/Kota, akan tetapi bawang putih menjadi komoditas paling progresif dengan nilai Pbij terbesar. Selain itu, Pertumbuhan bersih komoditas (Pbij) di Sumatra Barat terjadi pada 10 dari 18 kabupaten Kota, dengan kontribusi terbesar diberikan oleh Kabupaten Solok. Sedangkan pertumbuhan bersih komoditas paling besar dari jenis sayuran adalah kubis dan yang paling kecil adalah labu siam.     Produktivitas Padi sebagai Indikator Modernisasi Pertanian dan Kaitannya dengan Ketahanan Pangan di Jawa Tengah Tahun 2023

    Rice productivity is an essential indicator of agricultural modernization and a key determinant of regional food security. This study aims to analyze the relationship between rice productivity and the Food Security Index (FSI) in Central Java Province, as well as to identify the role of productivity in strengthening regional food security. The research employs secondary data from all districts and cities, analyzed quantitatively through descriptive statistics, correlation, and linear regression methods. The results reveal a positive relationship between rice productivity and food security, indicating that regions with higher productivity tend to achieve better food security conditions. Although the contribution is relatively limited, the findings confirm that improving productivity as part of agricultural modernization remains an important factor in enhancing regional food security. The study implies that agricultural development policies should emphasize production efficiency, technological adoption, and farmer institutional strengthening to support a sustainable food system.Produktivitas padi merupakan indikator penting dalam mengukur tingkat modernisasi sektor pertanian sekaligus sebagai determinan ketahanan pangan suatu wilayah. Penelitian ini bertujuan untuk menganalisis hubungan antara produktivitas padi dan Indeks Ketahanan Pangan (IKP) tahun 2023 di Provinsi Jawa Tengah, serta mengidentifikasi kontribusi produktivitas terhadap ketahanan pangan daerah. Penelitian menggunakan data sekunder dari 35 kabupaten/kota dan dianalisis melalui statistik deskriptif, korelasi Pearson, serta regresi linear berganda menggunakan perangkat lunak Stata. Hasil menunjukkan bahwa rata-rata produktivitas padi sebesar 55,29 ku/ha dan rata-rata IKP sebesar 84,63. Terdapat hubungan positif antara produktivitas padi dan IKP (r = 0,318; p = 0,063). Setiap peningkatan 1 ku/ha produktivitas padi berkontribusi terhadap kenaikan IKP sebesar 0,31 poin. Meskipun kontribusinya relatif kecil (R² = 10,09%), produktivitas padi terbukti menjadi salah satu indikator modernisasi pertanian yang mendukung ketahanan pangan di tingkat regional.Kata Kunci: produktivitas padi; modernisasi pertanian; ketahanan pangan; Indeks Ketahanan Pangan; Jawa Tenga

    Grade Point Average Inflation and Academic Feudalism: A Study of Power Relations in the World of Higher Education

    The phenomenon of GPA inflation in Indonesian higher education reflects a complex social issue, where academic grades often fail to represent intellectual capacity and instead emerge as products of power relations between lecturers and students. This paper analyzes how symbolic power within academic spaces cultivates a culture of compliance and strategic adaptation among students in pursuit of cum laude honors. Employing a theoretical-critical approach and Michel Foucault’s discourse analysis, the study reveals that academic assessment systems frequently function as instruments of power reproduction, reinforcing academic feudalism and suppressing critical expression. High GPAs, in this context, are often symbolic compromises rather than genuine intellectual achievements. The findings suggest that social structures in universities shape students into submissive, administratively efficient individuals with limited intellectual courage—ultimately undermining the emancipatory function of higher education. This paper calls for academic decolonization to establish egalitarian dialogue, transparent grading systems, and a redefinition of respect (adab) as a foundation for critical and ethical discourse in education

    The Development of Performance Management Regulation of Civil Servants in Indonesia

    The Industrial Revolution 4.0 and the development of information technology have reached the point where it is possible to create Artificial Intelligence (AI) that can replace most things humans can do. The government is affected by this change. Such rapid global developments demand improvements in the performance management of the State Civil Apparatus (ASN). ASN performance management is not only for assessing employee performance but also as a tool for improving employee performance. The shift in the perspective of ASN performance management is leading to a cascading approach, supporting agile work mechanisms in line with organizational needs and the implementation of continuous performance dialogues between leaders and employees. This research is qualitative and uses a descriptive method in trying to analyze the function of law in ASN performance management regulations since the enactment of Law No.5 of 2014 concerning the State Civil Apparatus until now. This study shows the importance of consistently and accountably implementing the principle of transparency as a general principle applicable in the management of civil servant performance in Indonesia
