    SIMANKEL: A Web-based Information System for the Efficiency of Village Administration

    Administrative services in Sekarteja Village are still carried out manually through physical recording, which causes data irregularity, risk of losing archives, and limited access to information for the community. This research aims to develop and evaluate the feasibility of a web-based Kelurahan Administration Management Information System (SIMANKEL) as a solution to these problems. System development uses the Research and Development (R&D) method with a waterfall process model that includes requirements analysis, design, implementation, testing, and documentation. The system was developed using PHP Native, MySQL as a database, and the user interface was designed based on UI/UX principles using Visual Studio Code. System evaluation was conducted by referring to three aspects of the ISO 9126 software quality standard, namely functionality, usability, and efficiency. The test results show that all functions run according to specifications (100%), the usability aspect obtained a feasibility score of 91% from 20 respondents (excellent category), and the efficiency aspect shows that the system load time is in the good category based on testing using GTMetrix. These findings indicate that SIMANKEL is feasible to use as an information system for administrative services in Sekarteja Village and has the potential to increase the effectiveness, efficiency, and transparency of pub services

    This study aims to analyze policy implementation, identify problems in SDI implementation, and recommend what strategies can be used in the successful implementation of SDI. This study uses a qualitative descriptive method to describe the implementation of SDI in Langkat Regency based on existing facts. Data was collected through observation, interviews, and documentation. The research informants consisted of the SDI Organizing Team, including Bappeda, BPS, Diskominfostand, and representatives of regional apparatus. The results of the study show that the implementation of SDI in Langkat Regency is still in the early stages and is not optimal. Efforts to catch up have been carried out with regulations, institutional formation, and the SDI Langkat Portal. However, various obstacles are still faced, such as suboptimal coordination between PDs, limitations of competent human resources in the field of statistics and data management, inadequate technological infrastructure, and low understanding and commitment to SDI principles. Awareness of the benefits of SDI is also minimal, so strategic steps are needed to increase the effectiveness of data governance in Langkat Regenc

    Analisis Two-Level Games Theory: Respons Indonesia terhadap Konflik Dagang Crude Palm Oil dengan Uni Eropa

    The trade conflict between Indonesia and the European Union over CPO arose due to the RED II and EUDR policies, which were deemed discriminatory and potentially harmful to various parties, particularly domestic parties. This study aims to analyze Indonesia's strategy in responding to the conflict by applying Robert D. Putnam's Two-Level Games theory. The research method used is descriptive qualitative with data collection techniques through literature review by examining various written sources that will be validated. The study results show that Indonesia has implemented strategies simultaneously at Level I through international diplomacy and at Level II through the unification of domestic actors and interests. The results indicate that among all the strategies implemented, filing a complaint with the WTO proved to be the most effective step, resulting in a victory for Indonesia. The conclusion of the research indicates that Indonesia's success is not only determined by strategies in the international arena but also by domestic pressure and support. Theoretically, this finding reinforces the understanding of how domestic factors influence foreign policy, while practically, the research suggests that the government should strengthen domestic partnerships and promote joint diplomacy with other countries in facing global trade challenges.Penelitian ini berfokus menganalisa respon konflik dagang pada komoditas CPO antara Indonesia dengan Uni Eropa dalam pendekatan Two-Level Game Theory. Konflik ini berakar dari parlemen UE yang mengeluarkan regulasi RED II sebagai turunan dari RED pertama yang bertujuan untuk mengurangi ketergantungan impor produk biofuel dengan membatasi ekspor kelapa sawit Indonesia sebagai bentuk upaya mewujudkan perubahan iklim. Metode penelitian yang diaplikasikan pada penelitian ini ialah desktriptif kualitatif dan metode pengambilan data yang diterapkan yakni studi pustaka dengan mengumpulkan berbagai referensi dari bahan literatur seperti buku, jurnal, media berita, dokumen undang-undang negara, website resmi kementerian, serta lembar pernyataan pers dari kementerian yang kredibel. Dengan menggunakan pendekatan teori Two-Level Games ini, penulis berupaya menganalisa respon serta strategi Indonesia dalam menghadapi konflik dengan mengidentifikasi dinamika interaksi serta kepentingan para aktor pada level internasional dan level domestik dalam negosiasi internasional. Hasil dari penelitian ini menyimpulkan bahwa dalam menghadapi suatu konflik, para pemangku kepentingan negara dapat melakukan upaya diplomatik dengan mengacu pada konsep negosiasi internasional dalam Two-Level Games Theory untuk mencapai hasil yang disepakati bersama dengan memperhatikan serta menyeimbangkan beberapa kepentingan para aktor di masing-masing tingkatan atau level

    The Role of China’s ICT Investments and Strategic Communication in Enhancing Influence in Kenya

    China's economic engagement with Africa has evolved to include extensive investments in ICT as part of its Digital Silk Road initiative. In Kenya, Chinese ICT investments began in 1998 to establish a national telecommunications ecosystem. Drawing on Network Power and Communication Power, this study examines the role of DSR and communication strategy in shaping Kenya's digital and communication landscape. This paper argues that China's investments in Kenya have introduced digital standards, media communication platforms, and infrastructure, creating asymmetrical relations and controlling public narratives. By leveraging its investments, China built Kenya's telecommunications backbone, embedding its technological standards and limiting Kenya's ability to switch to alternative ICT providers and products. Consequently, Chinese ICT products dominate Kenya's market. Furthermore, the presence of Chinese state media in Kenya has shaped information flows and media content, blurring the line between economic development and strategic communication. This study contributes to understanding the strategic use of Chinese ICT investments to extend influence in Kenya, a regional leader in East Africa, through technological integration and communication networks

    TAHU SUMEDANG: Digital Public Service Implementation (A Studi at Regional Government of Sumedang Regency)

    Digital transformation in public service delivery has become a key strategy in promoting government efficiency, effectiveness, and transparency. This study aims to analyze the effectiveness of implementing the TAHU SUMEDANG digital public service portal in the Sumedang Regency and identify the challenges encountered in its application. The research adopts a qualitative approach using a case study method, involving in-depth interviews with 10 key informants, participatory observations, and document analysis of regional public service policies and reports from 2023. The findings reveal that the TAHU SUMEDANG portal has increased service speed by up to 40% compared to the pre-digitalization period and expanded public access to administrative services, with a 65% increase in active users over the past year. Furthermore, service transparency has improved through an online service tracking system accessed by more than 12,000 users. These findings align with previous studies by Nugroho (2021) and Pratama and Wahyudi (2022), demonstrating that adopting digital technologies in local public services can accelerate bureaucratic responsiveness and enhance citizen satisfaction. However, the implementation still faces significant challenges, including limited digital infrastructure in 23% of peripheral villages, low digital literacy, especially among older people, and resistance from 30% of government staff who are not yet accustomed to the digital system. Compared to similar programs such as "SIPANDA" in Banyuwangi Regency and "Jakarta Smart City," Sumedang still has room for improvement regarding data integration and service simplification. In conclusion, digitalization through the TAHU SUMEDANG portal has positively impacted the quality of public services, yet it requires further strengthening in infrastructure, digital literacy, and staff capacity. The results of this study are expected to serve as strategic input for local governments in formulating inclusive, adaptive, and sustainable digital public service policies.Digital transformation in public services has become a strategic step in enhancing the effectiveness and transparency of government administration. Users experience convenience in obtaining services without the need to visit government offices in person. Additionally, service transparency has improved through the provision of real-time information and a service status tracking system. However, this study also identifies several challenges in the portal’s implementation, such as limited digital infrastructure in remote areas, low digital literacy among the public, and resistance from government employees to system changes. This research confirms that digitalizing public services through the TAHU SUMEDANG portal provides significant benefits in enhancing the quality of local government services. However, to ensure its effectiveness, further efforts are needed in strengthening technological infrastructure, improving public digital literacy, and providing training for government employees. The findings of this study are expected to serve as a basis for recommendations to local governments in optimizing the implementation of digital-based public services to enhance service quality for the community

    This study aims to analyze the workload of daily workers in waste management/cleaning and landscaping services at the Environmental Office of Langkat Regency. Daily workers play a crucial role in maintaining environmental cleanliness and aesthetics, yet face challenges such as heavy workloads, limited human resources, and inadequate equipment. Using a qualitative approach, data were collected through in-depth interviews and direct field observations. The results indicate that the heavy workload is due to the large volume of tasks, uneven work distribution, and lack of attention to workers' welfare, leading to physical exhaustion and mental stress. The study recommends increasing workforce capacity, improving facilities, and reviewing workload management policies to enhance efficiency, improve the welfare of daily workers, and optimize service delivery.Penelitian ini bertujuan menganalisis beban kerja tenaga harian lepas pada pelayanan persampahan/kebersihan dan pertamanan di Dinas Lingkungan Hidup Kabupaten Langkat. Tenaga harian lepas berperan penting menjaga kebersihan dan keindahan lingkungan, namun mereka menghadapi tantangan berupa beban kerja tinggi, keterbatasan sumber daya manusia, dan minimnya peralatan memadai. Dengan pendekatan kualitatif, data diperoleh melalui wawancara mendalam dan observasi langsung di lapangan. Hasil menunjukkan beban kerja berat disebabkan volume tugas besar, pembagian kerja tidak merata, dan kurangnya perhatian terhadap kesejahteraan pekerja, yang memicu kelelahan fisik dan stres mental. Penelitian merekomendasikan penambahan tenaga kerja, perbaikan fasilitas, dan peninjauan kebijakan pengelolaan kerja guna meningkatkan efisiensi, kesejahteraan tenaga harian lepas, serta optimalisasi pelayanan

Significantly, visitors' interest in seeing animals increases, particularly birds. Birds are one of the favorite attractions for the public when visiting Ragunan Zoo. Ensuring a sufficient circulation area around the bird enclosures is crucial for the zoo management. To support the success of Ragunan Zoo as a popular tourist destination for the Indonesian public, pedestrian circulation is a vital factor to ensure its standard.     Mental and psychological health factors significantly influence daily life, and public housing plays a vital role in residents' well-being. By optimizing therapeutic architecture, it is expected that the overall comfort of residents, including mental, behavioral, spiritual, and psychological aspects, can be improved. This study uses a qualitative descriptive method, including literature review, field observation, and interviews, to investigate the impact of therapeutic architecture on physical and psychological health balance in public housing. The results show that design elements like green spaces, natural lighting, ventilation, and calming color schemes contribute to creating an environment that reduces stress and enhances comfort. This study reveals that the application of therapeutic architecture can improve both mental and physical health, ultimately leading to a better quality of life for resident

    Optimalisasi Limbah Kayu Sungai untuk Kesejahteraan Masyarakat di Desa Wisata Tangkahan

    Kegiatan pengabdian ini bertujuan untuk meningkatkan pemanfaatan limbah kayu Sungai Batang Serangan sebagai bahan baku alternatif dalam produksi kerajinan masyarakat Desa Sei Serdang, kawasan Ekowisata Tangkahan. Permasalahan mitra meliputi rendahnya pemanfaatan limbah kayu, belum adanya teknik pengawetan kayu yang memadai, serta kurangnya pemahaman digitalisasi pemasaran. Metode pelaksanaan terdiri dari sosialisasi, pelatihan produksi dan pengawetan kayu dengan teknik perendaman dingin, pelatihan pembuatan cinderamata, pelatihan konten pemasaran digital melalui YouTube, serta pendampingan dan evaluasi. Hasil kegiatan menunjukkan bahwa 60% produksi peserta berhasil menggunakan bahan limbah kayu, dan biaya produksi dapat ditekan hingga 26,67%. Mitra juga mampu menyusun SOP pengawetan kayu serta menghasilkan konten pemasaran video secara mandiri. Program ini tidak hanya berdampak pada efisiensi produksi dan peningkatan daya saing produk, tetapi juga turut mendukung pelestarian lingkungan sungai. Kegiatan ini merekomendasikan penguatan lanjutan dalam aspek manajemen usaha dan pemasaran digital berbasis e-commerce agar produk limbah kayu dapat dikembangkan sebagai unggulan Desa Wisata Tangkahan

    Resilience and Resistance: A Feminist Perspective of Women and the National Liberation Struggle for the Independence of Western Sahara

    This paper examines the role of Saharawi women in the national liberation struggle for Western Sahara's independence through the lens of Feminist National Liberation Theory. It examines their contributions to political activism, administration, governance, and transnational advocacy, as well as the oppression women faced under Moroccan colonialism and the Saharawi liberation struggle. Sahrawi women suffer torture, arbitrary detention, and sexual harassment as a result of their resistance to the Moroccan occupation and struggle for self-determination. This paper adopts the Feminist National Liberation Theory to examine how Saharawi women have been both active agents and symbolic pillars of resilience and resistance in their efforts to challenge colonial oppression. It employs a qualitative historical analysis and feminist critique of women's roles in the independence struggle, using secondary sources of data, including historical documents, reports, and academic literature. t. The paper argues that women’s agency is not secondary but fundamental to independence struggles and that national independence cannot be achieved without gender justice, positioning Saharawi women as both symbols and agents of resilience and resistance
