The role of the Tatar educational elite in the formation of national socio-political thought at the turn of the XIX-XX centuries (modern research aspects)
At the end of the 20th century, changes took place in the world that forced politicians and scientists to rethink many seemingly established postulates about the laws of social life and about the ways of development of human civilization. The modern development of the social movement among the Tatars of Russia, and especially the national processes in Tatarstan largely repeat the trends in the development of the nation in the pre-Soviet period. The main role in the social movement of nations is played by the activities of the elite aimed at creating political, educational and cultural institutions. The turning point in the history of the Tatar people should be considered the end of the 19th - the beginning of the 20th century. The Tatar ideology was created during the period of rapid development of bourgeois socio-economic relations (especially noticeable among the Tatars of the Volga-Ural region) and the rise of national culture. However, until recently, the sources and works of authors of different times have not been fully studied, although they contain data on the processes of formation of the Tatar social factor and the Tatar nation itself in the context of the development of the Russian community
The basic function of happiness and vivacity from Rumi's point of view
Happiness is one of the effective characteristics in human existence that the human soul and body have received many effects from this emotional aspect of human beings. Although psychologists' definitions of the causes and factors of happiness are different, but everyone agrees on one basis, and that is the essential need of the individual and society to strengthen the dimension of happiness and vitality in human beings, and that this feature can lead to prosperity and growth. Provide progress in the individual and society. This article confirms that the teachings of Jalaluddin Mohammad Rumi seek to provide a bed of happiness, with the difference that happiness is different from the view of Rumi as a religious mystic with the views of other greats. This research intends to study happiness and vitality on the basis of spiritual Masnavi. Access to Rumi's thoughts and ideas is important because his ideas can be considered as a great Muslim poet and mystic and a representative of Islamic mysticism and can be generalized to the thoughts of many of his followers. Our method in this paper is a library based on documentary study and content analysis. According to Rumi, sorrow is one of the means of conduct and the seeker can not be painless and sorrow, and sorrow that is not in the path of growth is unpleasant and sorrow that is in the direction of excellence is valuable and pleasant. Sadness and happiness cause human mental moderation. Wise sorrows should be welcomed and irrational joys should be avoided. Wise sorrows are the path to happiness, and as a result, the dynamism and mobility of the soul destroys many of the sorrows and daily joys and gives true clarity to the human soul
The linguistic components of intercultural communications on an example of a multicultural society: comparative studies of cultures
Intercultural communication is considered a progressively developing trend, both abroad and in modern Russia. The concept of Western research on this topic is interdisciplinary approaches this situation is conditioned by the need for a multilateral analysis of the processes taking place in this field. Attention is focused on studying the barriers to communication of representatives of many socio-cultural systems. The information reflects the experience of using Western methodology to analyze the problems of intercultural interaction. The main barriers that reduce the effectiveness of interactions are the differences in cognitive schemes that are relevant for representatives of certain cultures (in particular linguistic and non-verbal schemes, moments of public consciousness). The results of the study do not allow the dissemination of conclusions to an extremely broad social context. But due to the experience of interpreting the problems of intercultural communication, information is useful for organizations that function in the field of education, as well as leading dialogue between Russia and the West. It was possible to identify approaches to the definition of intercultural communication as an important branch of knowledge in the context of globalization, analyzing domestic and foreign traditions. The factors that predetermine the effectiveness of communication, as well as methods for overcoming complexities in the course of intercultural communication, are listed. The approaches that form the basis of the process of preparing people for life and work in a multicultural society, in the context of intercultural communication, are at the center of attention. Thanks to the culture of communication, it is possible to achieve mutual understanding between different nations, to form national self-consciousness, as well as the effective development of traditional cultures. A valuable social function is to translate not just the national and ethnic culture, but also to introduce the younger generation to common values, the world cultural process, of which the culture of any people is considered a part. For this, a dialogue of cultures is established, inter-ethnic communication appears. Nowadays there are quite a lot of nationalistic tendencies explaining the desire of the ethnoses to revive and preserve, develop personal cultural traditions and language, and to establish modern culture at the personal and group level thanks to national forms and symbols
Evaluating the performance of modern rural management (Dehyari) in improving social contexts and attracting financial resources for the development of rural entrepreneurship in Khalilabad
Entrepreneurship is one of the most important tools for planning and achieving the development of rural communities. Today, due to the problems in these communities, attention and emphasis on rural entrepreneurship is very important; Because entrepreneurship can play an effective role in improving the economic and living conditions of villages by creating new employment and income opportunities, and the present study aims to evaluate the performance of modern rural management (rural) in improving social contexts and attracting financial resources. It has been prepared for the development of rural entrepreneurship in Khalilabad city. The present research is applied in terms of purpose and in terms of descriptive-analytical method, which used library and field methods to collect information and a researcher-made questionnaire for field data. The sample population was randomly studied using Cochran's formula including 370 people in 23 villages of the city. The results obtained in the villages of the city show that the performance of rural villagers in Khalilabad city in order to develop rural entrepreneurship has been weak. Villages have not improved the social context and attracted financial resources for the development of rural entrepreneurship and have not been able to achieve the desired goals
Counter-Pandemic Vector of Remote Learning for University Students: Risks and Benefits of Educational Process Large-Scale Digitalization
The relevance of this study is due to the challenges of the global pandemic, which has led to the large-scale development of education digitalization. In this regard, this article is devoted to revealing the features of remote learning in the context of a global pandemic, identifying the risks and benefits of digital learning. The article reveals the discursive content of the counter-pandemic vector of distance learning for University students; defines the classification of risks and advantages of large-scale digitalization of students’ remote learning. Based on the results of the study, the authors justified the consolidated model of students distance learning, the counter-pandemic vector of which is a large-scale digitalization of the University educational process. The effectiveness of the model is proved by the results of its use in the process of large-scale digitalization of students’ remote learning in the context of a global pandemic. The materials of the article have practical application and can be useful in the development and implementation of digital educational complexes. Source Municipal Management In Russia: The National Base Of The President And System Digitalization
The purpose of the study is the diagnosis of practice and the introduction of new legal norms and digital technologies of municipal administration; life quality improvement and sustainable socio-economic development provision in all municipalities of vast Russia. The article analyzes the necessary changes in the Constitution of the Russian Federation (1993), which should ensure life quality increase and accelerated socio-economic development of municipalities. These include: the changes in the powers and functions of local governments; strengthening the responsibility of local administrations for social performance results. A search is underway for the optimal coordination of the functions and powers of federal, regional and municipal governments on a new constitutional basis. The scientific basis of municipal administration is being developed - the theory of municipal service as the managerial core of local self-government is proposed. The scientific methodology of the state and municipal services is correlated. New parameters of social responsibility of local government officials are defined. The possibilities of digital technologies are being studied to increase the effectiveness of municipal governance. The article proposes to conduct systemic digitalization of state and municipal government actively. New digital technologies are considered as a necessary scientific and informational basis to increase the effectiveness of local management. In the article, each of the proposed trends for municipal governance improvement is considered from the perspective of the possible interaction problem study between the authorities and citizens; the conflicts between authorities at various levels. They studied the danger of the destructive consequences of existing performance indicators, local management methods and technique conservation. They presented the perspectives of further research and officials and local administration efficiency and responsibility increase
The Exercise Vibration Wave Principle in Physical Rehabilitation of Children with Musculoskeletal System Disorders
The article describes the methodical and methodological possibilities of the vibration-wave principle of physical exercises in the context of its use in the physical rehabilitation of children with musculoskeletal disorders both in the conditions of the hall for movement therapy and in the aquatic environment using the example of hydrokinesis therapy. The analysis of the well-known healing properties of vibration on the human body, which can be used in the physical rehabilitation of children with musculoskeletal system disorders, is given. The known possibilities of acoustic wave effects on the musculo-fascial and skeletal systems of people are analyzed. The unique possibilities of applying the phenomena of vibration and waves not only on land but also in an aquatic environment, in conditions of hydrokinesis therapy in a pool are considered. The properties of a longitudinal elastic (acoustic) wave and its effect on the musculoskeletal system of children are characterized. The authors proposed a new concept in physical rehabilitation - "correctional acoustic internal field" on land and "correctional hydroacoustic external field" (in water). The methodological aspects of the varieties of using these fields in an autoactive (independent, conscious) version and in an imperative (forced, directing from the outside) version are considered
¿Se publican las tesis sustentadas de psicología en el Perú? Un análisis de tres universidades mejor posicionadas en el ranking Scimago
In order to determine the characteristics and frequency of publication of psychology theses from three Peruvian universities with better positioning in the Scimago ranking, a descriptive study of document analysis wasconducted on 180 undergraduate theses approved in the period 2010 -2019. The search for articles was carried out in Google Scholar and the Scopus database. The results indicate that the theses in greater proportion are of correlational type (53.3%), oriented to a line of clinical and health psychology (51.1%), considering a high school type population (26.1%) and with a sample size between 51 to 200 participants (47.2%). Only three studies were published in indexed journals. It is concluded that the frequency of publication of theses from Peruvian universities that lead the Scimago Ranking is very low. This reveals the need to strengthen formative research and promote strategies to increase scientific production from the Peruvian undergraduate level.Con el objetivo de determinar las características y la frecuencia de publicación de tesis de psicología de tres universidades peruanas con mejor posicionamiento en el ranking Scimago, se realizó un estudio descriptivo de análisis de documentos sobre 180 tesis de pregrado aprobadas en el periodo 2010 – 2019. La búsqueda de artículos se realizó en Google Académico y la base de datos de Scopus. Los resultados indican que las tesis en mayor proporción son de tipo correlacional (53,3%), orientados a una línea de psicología clínica y de la salud (51,1%), considerando una población de tipo escolar de nivel secundario (26,1%) y con un tamaño muestral entre 51 a 200 participantes (47,2%). Solo tres investigaciones lograron ser publicadas en revistas indexadas. Se concluye que la frecuencia de publicación de tesis de universidades peruanas que lideran el Ranking Scimago, es muy baja. Esto revela la necesidad de fortalecer la investigación formativa e impulsar estrategias para incrementar la producción científica desde el pregrado peruano

Distance Learning in the Humanitarian Field amid the Coronavirus Pandemic: Risks of Creating Barriers and Innovative Benefits
The goal of the research is to study the risks and innovative benefits of distance learning. The main research method is an anonymous survey of academic staff (university teachers) and students (future philologists, foreign language teachers), based on the need to clarify the situation associated with the use of distance learning technologies in the conditions of the quarantine. The following data have been obtained in the course of the study: the most significant opportunities for distance learning, the level of satisfaction with distance learning technologies, the compliance with the previously drawn up training schedule in the distance learning conditions, the satisfaction with the promptness of informing about the training schedule, the use of distance learning technologies to provide feedback, the factors that affect the quality of the implementation of distance learning technologies, the teachers' positive experience of using distance learning technologies, the use of distance learning technologies when providing students with lecture materials, as well as the use of information resources of the institution by the students. The results of the study have revealed that both students and teachers are aware of the need to work in a distance learning environment, but the coronavirus pandemic has created new risks for the higher education system, which require an innovative approach to overcoming barriers in the distance learning system. The results of the article can be used in the organization of distance learning at a humanitarian university
