    The Study of James Rosenau's Affiliation Theory with an Emphasis on the Role of Individual and International System Variables in the Analysis of Regionalism in the Second Pahlavi and Islamic Republic of Iran

    Different theoretical approaches can be used to analyze countries' foreign policy and regionalism. The present study intends to study and compare the policy of regionalism of Iran in the second Pahlavi era and the Islamic Republic based on the theoretical approach of James Rosenau, using the variables of decision-making personality, role, government, society and international system variables. Iran's regionalization policy during the Second Pahlavi period was in line with the structure of power in the international system. At the same time, Iran, in this period influenced by the structure of the bipolar system and the Cold War, also sought to gain supremacy and leadership in the region, as the most important person in foreign policy decision-making and in the personality of Mohammad Reza Shah. On this basis, we can say that the two variables of the international system and the decision-making personality were the most important variables influencing the process of foreign policy and regionalism of Iran during this period. In the Islamic Republic, with the formation of ideological elements such as the construction and nature of political power based on the velayat-e faqih and the idea of issuing a revolution, the policy of regionalism was in conflict with the structure of power in the international system and in line with ideological foundations and interests. Accordingly, the two variables of the international system and the decision-making personality were the most important variables influencing the process of foreign policy and regionalization of Iran during this period. The purpose of this paper is to use a descriptive-analytical method, a comparative study and to use the historical data to study the effect of each of these variables on the regionalization process

    The relevance of this article is due to the need to form and develop algorithmic thinking of higher education students as the main requirement of the information society following 21st century skills and competences for new millennium learners. The purpose of the article is to consider algorithmic thinking as a new dimension of learning in higher education. The leading approach to the study of this problem is the analysis of methodological literature, and the experience of students, teachers, and academic staff. The article considers the essence, main properties, and characteristics of algorithmic thinking, suggests the universal sequence of algorithm development and model of algorithmic thinking as well as determines its importance for any subjects outside the information and communications technology area. The materials of the article can be useful for lecturers, professors, and other academic staff of universities and institutes when studying any subjects related to the basic and professional training of students

    Improving of Educational Programs for the Formation of Information and Communication Competence of Teachers

    The educational process has to manage the demand to meet all modern requirements for educational activities, which cannot be realized without proper formation of information and communication competence of teachers. The aim of this study is to identify the modern condition of formation and practice of information and communication competence of teachers in the paradigm of Ukrainian educational realities. Our task is to compare them with the practice of leading European countries and predicted directions of education-2030 with a focus on improving digital competencies of a teacher as an organizer of educational activities. A prominent place in the process of increasing the information and communication competence of teachers is occupied by the appropriate conditions for creating an information and communication environment for the formation of the future teacher of higher education institution. The methods of collection, analysis and systematization, data generalization concerning the modern condition of development of competencies in the usage of information and computer technologies by Ukrainian teachers and the whole world were used in the process of the study. An assessment of the readiness of Ukrainian teachers to provide online education has been made in the context of a world coronavirus pandemic.     Educational migration from the countries of the Commonwealth of Independent States to the Russian Federation

    Nowadays educational migration is still one of the most relevant topics for Russian and foreign scientists and understudied topic at the same time. Despite the many published sources including quantitative and qualitative aspects of the process, the set of topics under consideration is quite limited (adaptation of foreign students, brain drain, demographical characteristics of migrants, etc.). The article using scientific principles of systematicity and general scientific methods (analysis, synthesis, induction, deduction, comparison, classification, etc.) considers the dynamics of the changes in the amount of foreign students from the countries of the Commonwealth of Independent States to the Russian Federation (including which countries they are from), correlation of the process with forming-up Common Education Space in Russia and CIS. The study conducted led to the conclusion that the actions by government agencies of the Russian Federation, higher education institutions and scientific organizations allowed stopping the negative process of foreign students drain, which took place in 1990-s, promoting and increasing the educational migrant influx from the countries of the Commonwealth of Independent States from 2000 to 2007. Among the leaders in the number of students studying at Russian universities, in early 1990-s there were Kazakhstan, Ukraine and Belorussia and in 2017 there were Kazakhstan, Turkmenistan and Uzbekistan.

    Ethno-Aesthetic Communication in the Context of the Formation of Technological Culture of Students in the System of Continuing Education

    The relevance of the problem presented in this study is conditioned by the fact that the multifactorial nature of qualities of technological culture of the individual requires a search for paradigms, an identification of the range of approaches aimed at developing not only technological, professional, but also cultural competences of students in multiparadigmatic viewpoint. The purpose of the article is to theoretically substantiate the polyparadigmatic approach to the formation of technological culture of students in the system of continuing education based on ethno-aesthetic values. The leading method for the research of this problem is the method of concretization, which allows us to consider the formation of motivational, cognitive, activity (practical) - technologically important personal qualities (Belentsov S. I, Fahrutdinova A. V, 2017). The structure of the polyparadigmatic approach to the formation of technological culture of students in the system of continuing education based on ethno-aesthetic values includes axiological, cultural, socio-cultural, activity-technological, ethnopedagogical, and ethno-aesthetic approaches. The polyparadigmatic approach has an integrative basis, it is based on scientific and ethnic knowledge expressed in the form of concepts, didactics of technological and higher education, ethno-aesthetic didactics, which ensure the continuity of the formation of the components of technological culture of students in the system ‘school – University – additional education’

    Interlingua Interferences in English and Russian in Physics Field

    Proper knowledge of a language requires being aware of such interlingua interference as “false friends of a translator”. The research conducted with higher school students revealed the fact of misunderstanding and their being confused when dealing with the stratum of terminology under consideration. Therefore, the aim of the paper is to consider ‘false friends of a translator’ in physics field taking account of their similarities or differences in the pronunciation, meaning and spelling in English and Russian. For realizing this aim the authors empirically surveyed two groups of higher school final-year students to contribute to their language development through good knowledge of terms. The research was conducted on the base of comparison, observation and empirical methods and the teaching-practicing-controlling approach. The results obtained show that proper educating the future specialists to the use of the lexical units under consideration correctly can improve their language knowledge for their professional growth. The results can be used in language teaching practice, in making dictionaries for special purposes, as well as for making some possible contribution to terminology science

    Power and Society in Russia during the First World War: The Rewiev of Modern Russian Historiography

    Relevance of the investigated topic is determined by the fact that modern historiography considers the society not only as a receptor but also as independent actor with its own purposes, ideas and interests.  The study of society, which is under emergency conditions (wars, revolutions, etc.), is especially interesting for historians and other social sciences researchers. The investigation of historical experience of power and society interaction in Russia can be interesting under modern Russian conditions. The object of the given article is modern Russian historiography of World War I. The article aims to characterize the modern Russian historical literature, which deals with the power and society interaction in Russia in 1914-1917 (from the beginning of World War until the February Revolution in Russia). The authors describe the impact not only internal (source study, methodology) but also external (social and political aspect) factors on historiography. They made a conclusion that modern Russian historians consider the power and society interaction from two main points of view (social and political spheres), describe it as generally constructive and emphasize that at one point collaboration was replaced by confrontation (especially in the political sphere).   In modern Russian historiography, there are controversial opinions about some problems (for example, who initiated the interaction: power or society). The materials of the article can be helpful for historians, university professors, teachers, who deal with problems of history of Russian historical science and Russian history of early XX century

    On The Formation of the Pedagogical Culture of Future Mathematics Teachers in the Context of the Implementation of the Competence- Based Approach

    The relevance of the problem under study is due to the need to modernize the professional training of future teachers in the context of the implementation of the competence approach. One of the most effective methods for improving the training of a modern teacher is his subject and methodological training. In modern times, competitive teachers are in demand, possessing the necessary and sufficient types of professional activity, a high level of pedagogical culture. In the process of studying the formation of pedagogical culture, there was an elected teacher of mathematics. In the focus of the problems of the formation of the pedagogical culture of the future teacher, the problems of the formation of the pedagogical culture in the context of the implementation of the competence approach, associated with the specificity of the formation of the pedagogical culture of the teacher of mathematics, remain insufficiently studied. The article shows the content of the structural components of the teacher's pedagogical culture, developed and implemented the conditions for the formation of the pedagogical culture of the future mathematics teacher in the context of the competence approach. The leading research technologies are metacognitive technologies of a reflexive character with the means of information and communication technologies. The following methods were used in the study: theoretical (analysis of philosophical, psychological and pedagogical literature on the problem of research, study of mass and generalization of advanced pedagogical experience, pedagogical modeling), empirical (pedagogical observation, conversation, questionnaire, interviewing, testing). The materials of the article can be useful to future mathematics teachers, graduate students, teachers of higher educational institutions interested in the formation of teacher's pedagogical culture, and professional training of subject specialists

    Social Female Adaptation / Resocialization in the Russian Reality

    Adaptation to the conditions of freedom and the resocialization of persons who served their terms is determined by a gender factor, especially in societies with a bright masculine characteristic, to which the Russian society belongs too. In such societies, the process of female post-penitentiary adaptation is more complicated, because it, as before, is dominated by a more negative attitude to female crime than to male one. This is a reflection of the specifics of a society of a masculine type, where the system of double standards influences public consciousness and determines the attitude towards persons who broke the law depending on their gender. Thus, the post-penitentiary female resocialization in Russia occurs under the influence of a combination of factors and difficulties that are typical for this period of women’s lifetime, typical of ex-prisoners in Russia and connected with a specific attitude of the society to female crime as well. This situation, in many respects, determines an unsuccessful scenario of the process of post-penitentiary female resocialization and, as a result, increases risks of recurrent crime in the female environment in the modern Russian societ

    Nasser Khosrow and Sanai Poets of Bipolar or Multipolar? (Poetic awakening from dream to reality)

    Different views have long been expressed about poetry, its essence and purpose. Poetry and the environment, together, are constantly changing and being influenced by each other. Poetry as a social necessity has always been a tool to promote worldly and spiritual purposes. Nasser Khosrow and Sanai, bipolar poets whose dark thoughts and ideas could not be found in the dark pole of their poetry and thought, and as a result of their inner intellectual and revolutionary awakening, marked a turning point in the history of culture and literature of this rich border. They figured out and made the poem, which they had previously employed in their worldly needs and lowly interests, as a means of spreading morality and religion, and they were epoch-making. Regardless of some of the intellectual contradictions that result from going through different mental states, their poetry has been a mirror of their society's pain and aspirations. This study, while explaining the characteristics of good and committed poetry and its mission, deals with the subject of intellectual awakening, its causes and contexts in the poetry and thought of these two poets, and examines the effect of this awakening on their intellectual orientation, whether it is possible between dark and light poles. Their thought was absolutely different, or this demarcation - in terms of their intellectual contradictions - is merely the result of views based on prejudice, absolutism and sanctification
