    Thinking Across Capability Model for Accessibility of People's Business Credit (KUR) Capital for Micro Business Actors

    This research examines the central government's facilitation to foster the resilience of MSME actors through capital financing, namely the People's Business Credit (KUR) program. The implementation of capital assistance through KUR remains problematic, especially the accessibility. The main objective is to analyse the problem situations and dynamics of micro-business capital and provide recommendations in the form of an adaptive and innovative policy construction model to the government. This research utilises the Soft Systems Methodology (SSM) perspective, which can transform a complex, unstructured problem into a more structured problem situation and build a conceptual model that fits the context of the existing problem. The results indicate that the primary problem is the dominance of the KUR program's policy control by the central government, which complicates capital accessibility, especially for micro businesses, and limits the authority of local governments. The proposed conceptual model focuses on thinking across capabilities, which allows the adoption of thoughts, opinions, and ideas outside the inherent cultural framework to create innovative and adaptive policy outcomes. The two main dimensions of the model application are delegated task and authority, which is the power to delegate and provide insight or the ability to produce innovative and adaptive thinking. This resulted in two recommendations for the mandate mechanism to local governments, namely (1) authorising local governments to make recommendations for business status based on mapping to provide a guarantee for micro-businesses (2) the authority of local governments to work with banks to facilitate the distribution and bureaucratic management of KUR financing to micro businesses

    Women in Disaster Policy: A Bibliometric Mapping of the Research Literature 2015-2023

    The research regarding women in disaster policy discourse received attention from scholars and policymakers as the current leading international disaster policy had a shortfall in mentioning women's rights. Although many studies have deliberated how women engage with disaster, research that systematically maps how the literature regarding women in disaster policy develops has not yet been conducted. Per the result through the bibliometric mapping, the 58 pieces of literature included by the PRISMA (Preferred Items for Systematic Reviews and Meta-Analyses) framework are clustered into health, environment, economic, and socio-political contexts. The discourse discussion revolves around women's vulnerability, capacity and capability, and strategy and policy initiatives. The study contributes to the literature by mapping the research trajectory regarding women in the disaster risk reduction policy framework following the Sendai Framework for Disaster Risk Reduction 2015-2030 establishment. A recommendation model of the disaster policy framework and prospective research agenda is developed through the study

    Optimising Fiscal Decentralisation: Addressing Financial Management Challenges in Gorontalo Province

    Fiscal decentralisation is the basic capital to reach better governance, regional development, and fiscal autonomy. This paper discusses financial management barriers and opportunities in the Gorontalo Province, a region with low fiscal autonomy, as shown by its index and heavy dependency on central government transfer. This qualitative research, using data from interviews and document studies, found various inefficiencies in the province, such as incongruence between expenditures and revenues, lack of coordination among stakeholders, non-compliance by taxpayers, and delays in financial reporting. Drawing on the theoretical work of Schick (1998) for a framework for public expenditure management and using empirical evidence, this paper proposes an integrated strategy toward a better fiscal management system, diversification of revenue sources, enhancements in planning techniques, introduction of comprehensive accounting mechanisms, and stakeholder participation. This paper contributes to the debate on fiscal decentralisation by giving practical suggestions on how to achieve fiscal autonomy and promote sustainable development in economically less-developed regions

    The Direction of Papua Development: Is A New Autonomous Region the Answer?

    This study aims to show what kind of problems and challenges occur in the middle of Papua Province development, as well as the extent of complexity of these development problems and the challenges of the New Autonomous Region to answer it. We use the systematic literature review method by showing a collection of literature from the Scopus database that discusses the development of Papua and analyzing the literature collection into several clusters. Bibliometric analysis is used to generate statistical models that show the relationship between each study. 151 literature sources were used in this study and produced three clusters namely development process, environment, and communication. From these aspects, several development efforts have been carried out by the government such as collaboration with the private sector, community capacity building through local value development, and the involvement of indigenous peoples. Moreover, there are several things that need to be considered such as land acquisition issues, the difficulty of access, planning and control functions, political intervention and interests, along with the communication system that has not been integrated. The New Autonomous Region can have a narrow span of control so it will optimize supervision and monitoring functions, but there are several things that need to be considered when implementing it such as planning, existing human resources capacity, and financial aspects. There are some limitations in this paper, where we cannot reach some highland areas to directly observe the challenges that occur there. Future research can develop discussions about Papua development through direct observations in those areas

    What Indonesian Netizen Says about Covid-19 Vaccination? A Corpus Assisted Discourse Studies of YouTube's Comment

    This research analyzes the views of the Indonesian people regarding Covid-19 vaccination through comments on the YouTube social media platform. This study aimed to analyze arguments, discussion patterns, attitudes, and views of the Indonesian people in the YouTube video comments at the start of the Covid-19 vaccination in Indonesia. Academically, this research provides in-depth information about the views of the Indonesian people on Covid-19 vaccination, which comes from online comments. This research is helpful for information providers and governments to make evidence-based policies and campaigns for effective communication strategies for vaccination programs. This study uses mixed methods by combining corpus linguistic methods with critical discourse analysis. Using the help of Antcont software, we analyzed 22,529 comments on the five videos about Covid-19 vaccination. The results showed various public views about vaccines; we found fifteen categories of comments: actors, health, media, rejection, acceptance, state, religious, mass, Islam, other countries, law, economy, region, knowledge, and politics. The contribution of this research is to fill in the gaps in the literature about people's reactions to vaccination in the context of social media. The implication of this research is to contribute to decision makers to take evidence-based policies to communicate Covid-19 vaccination

    Factors of Successful E-Petitions in Policy Making Process: A Scoping Review

    Efforts to continue to increase public participation in policymaking continue to be carried out as a step toward a more open government. Along with the popularity of online petitions (e-petitions) initiated by various lines of society, a systematic analysis was carried out to find out how successful an online petition (e-petitions) is as a public space in policy making. We try to provide a new perspective from a broader side of the previous partial research. This indicator of success is based on the original purpose for which the petition was published. As a result, there are three important things that are divided into two scopes of paths for achieving goals. First, the way of communication in which there is a linguistic approach is an important factor that influences how information from the petition is conveyed to the public and leads to the publicity of the petition. Second, the way of delivery is the basis for how the voice of the community is conveyed to policymakers, which is influenced by the political will of a region. Finally, media attention is a factor between the two scopes, which have dual roles as a “toa†to the public, and a messenger of policy. This review is expected to be a reference for initiators who propose policies from the community as well as a consideration for policymakers to actively involve the community's role in the policymaking process

    Impaired Neutrality: A Propensity That Occurs Among Indonesian Bureaucrats in the Election

    This paper explores the propensity of neutrality disruption among Indonesian civil servants during political elections. It aims to provide empirical evidence to prove that some Indonesian civil servants have the proclivity to violate neutrality by supporting political candidates in a campaign or through social media during the elections. This research was conducted with qualitative methods by literature review, examining policy documents, and a descriptive study to provide an overview of the theoretical normative and practical findings. This research utilized the Indonesian Civil Service Commission (KASN RI) report which showcased 1,399 neutrality violation reports and 982 neutrality violation cases among Indonesian civil servants in 2020 (2020 was the year of 270 simultaneous heads of regional elections in Indonesia), making Indonesia among the “few & self-interest†sphere countries in the modified dimension of interest and societal spheres framework. As the way out from the neutrality infringement paradox, this paper proposed a collaborative approach between government agencies to overcome civil servant neutrality violations and strategies to reduce abuse of power by the head of the government agency during the elections. The implication of this study is to remind the bureaucracy that dynamics and disharmony in implementing neutral competence and political responsiveness inside the bureaucracy occur during elections. Academically, this study is significant in showcasing the complex relationship between neutral competence and political responsiveness in bureaucracy. Practically, the study is substantial for the bureaucracy to learn how to prevent and be immune from political influence during the election

    Poverty in Golden Fishing: A Regulatory Impact Assessment of Fishermen Poverty in Indonesia

    An area's wealth of natural resources can bring prosperity to its people. However, this is not the case with the fishermen in the Maluku Tengah Regency, Maluku, Indonesia, who live in the Golden Fishing area. For nearly 20 years, fishermen in this district have lived below the poverty line. In this study, RIA will be used to evaluate policies from the central government level to the district government level. The goal is to add to the repertoire of knowledge in the study of public policy and see the causes of this issue and alternative solutions. This field research uses a qualitative approach with a Regulatory Impact Assessment (RIA) analytical instrument. This study found that the government needed adequate strategies and designs to get fishermen out of the poverty trap. As a result, the government needs help to make quality policies. So that the strategic plan of the Fisheries Service of the Maluku Tengah Regency, which should be the spearhead of fisherman poverty reduction policies, becomes the most dominant inhibiting factor in creating fishermen's welfare. The proof is that many programs in the strategic plan do not favor fishermen. So the Fisheries Service of the Maluku Tengah Regency needs to evaluate the strategic plan as a whole so that it can have a positive impact on fishermen
