    The Enhancement of Regional Disaster Management Agencies (BPBD) of Sumbawa Regency’s Capability in Flash Flood Management Through Aid Assistance of Japan International Cooperation Agency (JICA)

    The need for enhancing capability has a very important significance in effective disaster management activities. Regional Disaster Management Agencies (BPBD) of Sumbawa Regency established cooperation with the Japan International Cooperation Agency (JICA) in enhancing the capability of flash flood management. The purpose of this research was to review and evaluate the JICA’s aid assistance programs toward BPBD of Sumbawa Regency, hereafter analyze the impact of the programs. Evaluation and analysis of this research were measured by three indicators of capability which is resources, leadership and policy implementation. This research used a qualitative descriptive method and proceed through the source and method triangulation. The researcher used purposive sampling technique in choosing seven informants from BPBD of Sumbawa Regency’s staff. The results showed that JICA’s aid assistance programs towards BPBD of Sumbawa Regency had been achieved by the targets and goals that have been determined. This program has impacted on enhancing the capability of resources that leads to the ability in Mapping, Technical Guidelines (JUKNIS) and Disaster Management Plan (RPB). Increasing the capability of Human Resources (HR) gives the effect of increasing capability in other fields such as financial resource capability, technical resource capability, leadership capability and policy implementation capability. The main factors in the success of the capability enhancement are the discipline factor of BPBD staff, high willingness to improve capability by BPBD staff, capability- enhancing programs, and clear direction from JICA

    Compliance and Conflict of Value in Public Policy Implementation: Comparison between the New Order and the Reformation Era

    This research aims to examine differences in the relationship of bureaucratic and political officials during the New Order (Soeharto’s era) and the Reformation (post-Soeharto) era within the arena of public policy implementation. This is a matter of importance given that there is a change in relations between the two from integration in the New Order to bureaucratic impartiality in the Reformation Era. This study attempts to answer the question: How were the relations of bureaucratic and political officials in the implementation of local level public policy during the New Order and the Reformation Era? A qualitative research has been conducted in Tegal Municipality using the following data collection techniques: interview, focus group discussion, documentation, and observation. Tegal Municipality was selected as the study location because of the unique relationship shown between the mayor and the bureaucracy. Its uniqueness lies in the emergence of bureaucratic officials who dare to oppose political officials, based on their convictions that bureaucratic/public values should be maintained even if it means having to be in direct conflict with political officials. This research indicates that the relationship between bureaucratic and political officials in the arena of local level policy implementation during the New Order was characterized as being full of pressure and compliance, whereas during the Reformation Era bureaucrats have the audacity to hinder policy implementation. Such audacity to thwart policies is considered to have developed from a stance that aims to protect public budget and values in policies. The occurring conflict of values here demonstrates a dichotomy of political and bureaucratic officials that is different from the prevailing definition of politics-administration dichotomy introduced at the onset of Public Administration studies

    Labor Market Flexibility: Advantages for Workforce or Threat?

    Labor Market Flexibility (LMF) which is supported by the law of supply and demand are considered capable of creating an efficient labor market. As well as apprenticeship programs were considered to improve the quality of the labor force which can suppress the number of unemployed. Whether the application of LMF can be a positive impact like as imagined by its proponents? This is the result of research that seeks to see the dynamics of industrial relations faced by the workforce under the LMF system and dismantle the neoliberal project of the apprenticeship system. The study was conducted during September-November 2016 in the industrial area of Bekasi. The study used a descriptive qualitative approach. Collecting data through participatory research or live in. Searchable data sources using methods of a snowball effect. In the end, this study involved seven trade unions, six companies, two foundations labor brokers, three government agencies, 35 workers (10 contract workers, 10 workers outsourcing, and 15 workers apprenticeship) and three labor activists. The result is the implementation of contract system and outsourcing many violate the rules. In the industrial area of Bekasi composition flexible workforce of more than 50% of the total workforce. And under the LMF system occurs bureaucratization in industrial relations. In addition, LMF policy does not reduce unemployment but only rotate unemployment. and the apprenticeship system is expected to increase human resources in the labor force application only used by the owners of capital to get cheap labor

    Efforts to Overcome Child Commercial Sexual Exploitation Victims in City Tourism Area, Manado

    The tourism sector has a significant contribution to the economy of Manado City, North Sulawesi Province. However, on the other hand, it has a negative effect on the increase in the number of child commercial sexual exploitation victims and makes children into commercial sex workers. Despite not effective, the Local Government of Manado City, North Sulawesi Province, has made efforts to cope with the child commercial sexual exploitation victims. In connection with the case, this study is designed to analyze the causes of ineffectiveness of Local Government efforts in tackling child commercial sexual exploitation victims. The study was conducted in tourism area of Manado City, North Sulawesi Province. The informants involved in this study were divided into two types: experts and non-experts. The informants were determined by using Opportunistic Sampling, and the sampling is using Snowball Sampling. The results of the study showed that the development of tourism sector has negative effect on children in the communities. Efforts made to cope with child commercial sexual exploitation victims by the local government and relevant parties have not been effective due to limited allocation of budgets and skilled, quality human resources, the lack of harmonious understanding between police with judges and public prosecutors as law apparatus, supervision, and protection of victims in solving the cases of child commercial sexual exploitation victims, the implementation of action committee’s duties and responsibility have been not effect, the number of obstacles facing them

    Public Administration at A Crossroad: Policy on Agricultural Extension within Digital Society

    The study is aimed to reveal the public administration process in a challenging digital society. Facing the globalization, agriculture sector in Indonesia cope with the same challenge. In term of modernization, the role of agricultural extension is considered as one of the main factors in transferring technology and knowledge to the farmers. The case study was taken on Indonesian agriculture policy in Yogyakarta Province to reveal two different aspects namely (a) the dynamic and relevance of agriculture policy to deal with nowadays digital society challenge and (b) how the extension agents respond the policy in terms of digitalized society and globalization. The qualitative data was taken from in-depth interview and FGD with extension agents in Yogyakarta province were used for the research main data. The research result has shown that the impact varied from different extension groups/districts. The characters of extension agents and mostly Indonesian agriculture sectors are mostly the aging agriculture labors and lower technology application.     Elaboration on Public Administration Crises: An Endeavor in Seeking Scientifc Identity

    This paper aims to elaborate the crises occurring in the science of public administration based on signifcant conceptions of scholars. Public administration’s initial emergence as a novel scientifc discipline sparked a theoretical-conceptual debate specifcally in the domain of epistemology. For the sake of systematical order, this paper is divided into three phases of crisis based on the dynamics of the theoretical-conceptual development of public administration, namely: (1) identity crisis; (2) paradigm crisis; and (3) intellectual crisis. The illustration of each crisis phase is aimed at conveying conception points of scientists which facilitates in reading the narrative of shifts and theoretical-conceptual contents including their inherent values. For this reason, a search or walkthrough of relevant literature is necessary to observe the development of thoughts in public administration.The study result shows that the differing ideas and argumentations which had occurred throughout every discussion on public administration have had implications on the heterogeneity of the public administration feld. The various shifts of locus-focus and paradigm in public administration is seen as a systematic atempt in fnding its true self as a scientifc discipline. The efforts of public administration in separating itself from the shadows of political science was also observed, although being capable of truly separating itself is considered as extremely difcult, bearing in mind that the focus and locus of public administration is very much affected by constantly developing social political influences. In addition to that, various shifts of locus and focus seems to have empirical implications particularly in the scientifc scope of public administration
