    Collaboration of Stakeholders In Formation and Development Nagari-Owned Enterprise

    Communal land is one of the village assets that can be utilized for the benefit of the public, and it can be managed by an enterprise owned by the village, devoted to creating self-reliance of the village. Law No. 6 of 2014 on the village, mandated the management of the village assets in the form of Village-Owned Enterprise (BUMDes), in West Sumatra, it is called Nagari-Owned Enterprise (BUMNag). Nagari Lubuk Malako has several business fields managed in the form of village cooperative, which later transformed into BUMNag. This paper is the result of a research aimed at describing and analyzing how the collaboration was undertaken by many stakeholders in Nagari, in the formation and development of the BUMNag. With the descriptive qualitative method, through analysis of the data in the form of etic and emic, Nagari Government of Lubuk Malako succeeded in changing the form of the management of the business field of smallholding plantation, to be managed by BUMNag. Changes in the form of management are the result of governance collaboration in Nagari. Stakeholders in Nagari, namely indigenous community, private firms, and youth leaders, worked together to increase participation in doing the vertical and horizontal collaboration, and made networking to push Wali Nagari (Head of Nagari) as the governmental component in order to facilitate the formation and development of BUMNag

    Relation among Stakeholders in HIV/AIDS Response Case Study: Palu Municipality

    This study aims at acquiring data and information regarding why there is an increasing annual trend of HIV/AIDS in the city of Palu. In order to answer the aforementioned question, this research focused on the relation established among stakeholders involved in HIV/AIDS response.The ongoing trend of HIV/AIDS in the city of Palu has always been confronted with HIV/AIDS response policies in the form of: (1) fnding as much cases as possible; (2) preventive measures; (3) policies on medication, support and treatment/care; and (4) empowerment policy. However,research results show that the increasing trend of HIV/AIDS found in the Palu Municipality is due to the poorly established relation among stakeholders, be it key stakeholders, primary stakeholders, or secondary stakeholders. In addition to the poor relationship established among stakeholders being observable through a number of negative characteristics seen in their interactional and relational paterns, it was also found that the said relation was influenced by each of the stakeholders’ power and interests

    Policy of Inclusive Education for Education for All in Indonesia

    The purpose of this article is to discuss the basic and essential contents of the policy of inclusive education in Indonesia. Inclusive education is the recent worldwide agenda for educational reform toward the no-discrimination in education. Regardless of any condition and circumstances, it is guaranteed that every child has the right for education, as it is also clearly highlighted in the global program of Education for All (EFA). This paper is a content and analytic review on the national policy of inclusive education towards the education for all in Indonesia, i.e the Regulation of National Ministry of Education (PERMENDIKNAS) Number 70 Year 2009. Number of schools implementing the inclusive education policy has significantly increased, supported also by the province and district related regulations. However, the context of the policy of inclusive education as the major guideline for the policy implementation lead to various and even narrowed perspective on the concept of inclusion. Inclusive education is still discussed more in term of learners with disabilities only. Much progress has been made, yet it is still much left to be accomplished to achieve the fundamental and universal rights on education to all society

    Tweeting in Disaster Area: An Analysis of Tweets during 2016 Major Floods in Indonesia

    Social media allows people in the disaster area to communicate disaster information, to the people outside the disaster area, more quickly and accurately. Unfortunately, there are limited researches that examine the use of Twitter by people in the disaster sites. This study aims to explore the use of Twitter by users in the disaster-affected areas. We use the feature of twitter geolocation, to separate information from inside and outside the disaster site. This research gives depiction about communication behavior of people in the affected disaster area, through social media. The result showed that people in disaster location use twitter to give first-hand report, coordinate rescue effort, provide help and express grief. In addition, by focusing on the affected area, Twitter used by lay people is usually found rather than other users. From the segment of time, the researcher finds a number of tweets that will increase each day. Users will share more information the days after rather, than the day of disaster. In practical term, this research explores the used of social media by the victims of disaster, which can encourage effective communication to people or group outside the location; theoretically, this research gives more detail understanding about shared information from the people in the disaster place

    Smart Environment Program, Smart Way to Smart City

    Bandung City Government is ranked the 3rd in smart city index in Indonesia only within 8 months of smart city application. Considering this achievement, it is necessary to study this fast-tracking success of smart city to enable a lesson learnt for other local governments. Hence, this research aims at evaluating the best practices of smart environment program as one of smart city projects and analyzing the positive transformation being brought. The analysis will be based on three core activities in smart environment: (1) the creation of thematic parks as open public spaces; (2) the restoration and the revitalization of rivers and its river banks; (3) urban gardening or urban farming. Combined with the result of extensive of literature review, this research will apply eight (8) aspects of smart environment. These aspects are (1) The Provision of Public Open Space; (2) Good Waste Management; (3) Slum Areas Management; (4) The Revitalization of River; (5) Eliminate “Chopsticks Syndrome†in Building Construction; (6) Alternative energy; (7) Reducing the Production of CO2; (8) Urban Farming. A qualitative research method were used in this research. The analysis of this research is a comparative analysis, with the use of smart city best practices in other cities in other countries as the benchmark. Seven local government work units/departments/agencies of Bandung Citywhich play important role as the leading sectors of the smart environment program were the key resources of this research. The data were collected from 30 interviews. This research gave its reader a new perspective in understanding the concept and the practices of smart city in the public administration perspective

    Evaluation of Creative (Metal) Industry Development Policy in Dealing with the ASEAN Economic Community in Sidoarjo

    Economic Kreatif is one of the progress factors of the national economy. The creative economy concentrates on the economic dynamics of the creative industry sector, which was recently targeted by the government as an area with significant growth potential. On January 20, 2015, President Joko Widodo established a new non-ministerial institution called the Creative Economy Agency (Bekraf). This body is responsible for the expansion of the creative economy in Indonesia. East Java has 29 districts and 9 cities, a number of which host creative industry businesses in the field of SMEs, namely Sidoarjo district. Sidoarjo regency, which is one of the regencies in East Java, is focused on the development of Micro Small Medium Enterprises in facing the ASEAN Economic Community (AEC). The primary creative industry in Sidoarjo district are the Metal Industries in Ngingas Village, Waru Sub-district. The small and medium industry (IKM) metal center of Ngingas, Sidoarjo, East Java is one of the component suppliers for major manufacturing companies in Indonesia. Craftsmen in these industrial centers are constrained by licensing problems. They are also constrained by limited business capital for the procurement of raw materials and production machinery, and the lack of metal waste disposal facilities

    Promoting Collaboration in Jabodetabekjur: A Learning Regions Perspective on Knowledge-Based Economy

    This research raised issues on knowledge â€" based economy (KBE) in Jabodetabekjur, especially Bogor, Depok and South Tangerang. Using qualitative approach, this research examines collaboration involving city governments, college/research institutions, businesses/industries,communities and found the reasons why collaborations for the beneft of KBE in Jabodetabekjur as a learning region has not established yet. The causes are: (1) lack of cohesion in terms of policy/administration, ecology, economics and social system; (2) institutional failure; (3) non optimalregional cooperation; (4) unalignment with the national urban development strategies; and (5) loss of momentum in KBE development. Learning regions can be constructed by analyzing a path or trajectories combined with the potentials of the urban region elements (Academicians, Businesses, Communities and Governments). They can also be constructed via governance approach and development of appropriate organizational models. City’s administrations should take active roles as the initiator of the collaboration process opted by certain types and activities. Strategy and policy â€" making related to collaboration gave rise to: (1) KBE development themes; (2) vision/ mission statements; and (3) principles of engagement and capacities. Resources gaps were found and can be applied as inputs to build joint projects, namely: (1) incubation and innovation centers; and (2) product innovation promotion center

    Governing People through Risk Technology: A Case Study of Garbage Clinical Insurance in Malang, Indonesia

    Garbage Clinical Insurance (GCI) by Indonesia Medika, offers an innovative program to address the prevalent issues of health, a health access equality. By using garbage as a premium of the insurance scheme, it has served the poor community in  Malang with the free health facilities. By elaborating governmentality theory of Foucault as a theoretical framework, this research is aimed to investigate the means used by Indonesia Medika to shape people’s behavior through insurance technology. Moreover, this study is also dedicated to contribute to the policy discourse of addressing health access inequality. Using case study as the research design, this research found that Indonesia Medika has produced a risk discourse of insurance technology as government rationality, to govern people. This was implemented through various practices of surveillance, using the body as a target of intervention. Health risk awareness is the targeted conducts upon society, the governed. Despite the wide recognition, both at the national and international level, GCI faced difficulties to approach local government, as the part of their strategic alliance. However, this initiative has been considered as an alternative policy in tackling poverty, by creating a certain condition, which stimulates people to govern themselves according to the end of the state.&nbsp
