    EU FUNDS AS A INSTRUMENT FOR INCREASING THE QUALITY OF HIGHER EDUCATION IN CROATIA

    Europski strukturni i investicijski fondovi (ESI fondovi) financijski su instrumenti kojima se teži osigurati ekonomska i socijalna kohezija na europskom tržištu. Četiri su glavna fonda koji se ubrajaju u Europske strukturne i investicijske fondove, a oni su: kohezijski fond, strukturni fondovi, Europski poljoprivredni fond za ruralni razvoj i Europski fond za pomorstvo i ribarstvo. U strukturne fondove ubrajaju se: Europski fond za regionalni razvoj i Europski socijalni fond. U financijskom razdoblju 2014-2020 Republici Hrvatskoj je iz Europskih strukturnih i investicijskih fondova (ESI) na raspolaganju bilo ukupno 10,731 milijardi eura. Od tog iznosa 8,452 milijardi eura je bilo predviđeno za ciljeve kohezijske politike, 2,026 milijarde eura za poljoprivredu i ruralni razvoj te 253 milijuna eura za razvoj ribarstva. Glavni ciljevi financijske perspektive 2014-2020 odnose se na povećanje zapošljivosti i uspostavljanje ekološke ravnoteže uz zaštitu klime kroz uvođenje inovacija u sektor poljoprivrede diljem Europske unije. Također ciljevi uključuju smanjivanje jaza među zemljama članicama i omogućivanje cjeloživotnog obrazovanja i transparentnog zapošljavanja. Kroz navedenu financijsku perspektivu financirane su brojne javne i privatne institucije. Primjer dobre prakse je projekt pod nazivom „Izgradnja zgrade, infrastrukture i okoliša studentskog paviljona u sveučilišnom kampusu u Osijeku“ kojim je osječko sveučilište znatno doprinijelo povećanju kvalitete života studenata koji borave u tom smještaju. U tijeku je financijska perspektiva 2021- 2027 koja je, u usporedbi s prethodnom, više usmjerena na lokalni i regionalni razvoj promičući zelenu, povezaniju i pametniju Europu koja će biti „bliže“ građanima. Posebna pozornost, kroz navedeno razdoblje, biti će posvećena digitalnoj i zelenoj tranziciji. Hrvatska će imati na raspolaganju 14,48 milijardi eura, u sklopu Europskih strukturnih i investicijskih fondova, dok će za „Next generation Europe“ imati na raspolaganju 9,3 milijardi eura.European structural and investment funds (ESI funds) are financial instruments that aim to ensure economic and social cohesion on the European market. There are four main funds that are included in the European Structural and Investment Funds, namely the Cohesion Fund, the Structural Funds, the European Agricultural Fund for Rural Development and the European Maritime and Fisheries Fund. Structural funds include the European Fund for Regional Development and the European Social Fund. According to the official website of the Republic of Croatia in the financial period 2014-2020 a total of EUR 10.731 billion was available to the Republic of Croatia from the European Structural and Investment (ESI) funds. Of this amount, EUR 8.452 billion was earmarked for cohesion policy objectives, EUR 2.026 billion for agriculture and rural development, and EUR 253 million for fisheries development. The main objectives of the 2014-2020 financial perspective relate to increasing employability and establishing ecological balance while protecting the climate through the introduction of innovations in the agricultural sector throughout the European Union. The goals also include reducing the gap between member countries and enabling lifelong education and transparent employment. Numerous public and private institutions were financed through the mentioned financial perspective. An example of good practice is the project entitled "Construction of the building, infrastructure and environment of the student pavilion on the university campus in Osijek", which significantly contributed to increasing the quality of life of students on campus. The financial perspective 2021 to 2027 is underway, which, compared to the previous one, is more focused on local and regional development, promoting a greener, better connected, more resilient and people-friendly Europe. During the mentioned period, special attention will be devoted to the digital and green transition. Croatia will be granted EUR 14.48 billion from the European Structural and Investment Funds, while EUR 9.3 billion will be made available through “Next Generation EU“ funding

    Osteoartritis je najčešća reumatska bolest suvremenog društva. Osteoartritis je reumatska, degenerativna i kronična bolest koja progresivno oštećuje i uništava zglobne strukture, posebice zglobnu hrskavicu i time uzrokuje opadanje funkcionalnih sposobnosti i kvalitete života oboljelog. Oštećenje zgloba koje nastaje zbog osteoartritisa posljedica je mehaničkog stresa kombiniranog sa smanjenom zglobnom regeneracijom. Najčešći etiološki čimbenici osteoartritisa su nasljedni čimbenici, spol i dob osobe, životni stil i životne navike, način prehrane, nivo tjelesne aktivnosti, pretilost, dijabetes, vrsta i oblik zgloba, razina opterećenja zglobova, prethodne traume i bolesti i sl. Klinička slika osteoartritisa zgloba kuka najčešće uključuje osjećaj boli u zahvaćenom kuku, smanjenu pokretljivost zahvaćenog kuka i oteklinu zgloba. Terapija osteoartritisa zgloba kuka sastoji se od farmakoloških postupaka, nefarmakoloških postupaka i operativnih zahvata. U nefarmakološke postupke ubrajaju se fizioterapijski postupci. Fizioterapijske postupke treba dobro isplanirati i programirati i omogućiti adekvatan timski, multidisciplinarni i individualni pristup oboljeloj osobi. Prije izrade plana fizioterapijskih postupaka, potrebno je provođenje odgovarajućih postupaka fizioterapijske procjene oboljele osobe i razine njezinog onesposobljenja. Nakon fizioterapijske procjene, provode se fizioterapijske intervencije - terapijske vježbe, primjena transkutane električne nervne stimulacije, terapija ultrazvukom, terapija laserom, balneoterapija i termoterapija.Osteoarthritis is the most common rheumatic disease in modern society. Osteoarthritis is a rheumatic, degenerative and chronic disease that progressively damages and destroys articular structures, especially articular cartilage, and thus causes a decline in the patient's functional abilities and quality of life. Joint damage caused by osteoarthritis is the result of mechanical stress combined with reduced joint regeneration. The most common etiological factors of osteoarthritis are hereditary factors, sex and age of the person, lifestyle and habits, diet, level of physical activity, obesity, diabetes, type and shape of the joint, level of load on the joints, previous traumas and diseases, etc. Clinical picture of osteoarthritis of the joint hip pain most often includes pain in the affected hip, reduced mobility of the affected hip, and swelling of the joint. The therapy of osteoarthritis of the hip joint consists of pharmacological procedures, non-pharmacological procedures and surgical interventions. Physiotherapy procedures are non-pharmacological procedures. Physiotherapy procedures should be well planned and programmed and provide an adequate team, multidisciplinary and individual approach to the sick person. Before creating a plan for physiotherapy procedures, it is necessary to carry out appropriate procedures for the physiotherapy assessment of the sick person and the level of his disability. After the physiotherapy assessment, physiotherapy interventions are carried out - therapeutic exercises, application of transcutaneous electrical nerve stimulation, ultrasound therapy, laser therapy, balneotherapy and thermotherapy

    Kvaliteta uređaja i brojni tehnološki pomaci omogućuju jeftine i jednostavne metode za dijagnosticiranje osteoporoze. Svjetska zdravstvena organizacija prepoznala je denzitometriju kao jedinu metodu za dijagnostiku osteoporoze. Mjerenje je točno i sama pretraga je vrlo jednostavna. Kod ove bolesti brojnim ljudima je izrazito potrebna pomoć i pravilna dijagnoza kako bi napredovali u samoj prevenciji i liječenju. Ipak, većina ljudi nije svjesna da je ovo tiha bolest koja se šulja i napada tek u starijoj dobi, iako je moguće i osjetiti patološke promjene ove bolesti u mlađoj populaciji. Obično tek dođe do dijagnoze kada blaga trauma ili pad izazove prijelom, te kada se na rendgenskoj snimci vidi slaba kost i niska koštana gustoća. Dodatni problem, koje sve osobe koje se bore sa ovom bolesti, je da se kvaliteta života izrazito smanji, Dijagnoza osteoporoze nažalost, u većini slučajeva, se uspostavi tek kada je prekasno, ali zato su dijagnostičke metode pristupačne, jeftine i sa niskim udjelom zračenja. Također, treba napomenuti da prevencija ovog patološkog stanja kreće od malih nogu te pažnjom na pravilnu prehranu i izbjegavanju štetnih navika koje itekako mogu uzrokovati kronične bolesti i pomoći u brzini razvoja ove bolesti.The quality of devices and numerous technological advances enable cheap and simple methods for diagnosing osteoporosis. The World Health Organization recognized densitometry as the only method for diagnosing osteoporosis. The measurement itself is accurate and the examination is very simple. With this disease, many people need help and proper diagnosis in order to progress in prevention and treatment. However, most people are not aware that this is a silent disease that sneaks up and attack only in old age, although it is possible to feel the pathological changes of this disease in the younger population. Usually, a diagnosis is only made when a mild trauma or a fall causes a fracture, and when an X-ray shows a weak bone and low bone density. An additional problem, which all people who struggle with this disease, is that the quality of life is significantly reduced. The diagnosis of osteoporosis,unfortunately, in most cases is established only when it is too late, but that is why the diagnostic methods are easily accesible, cheap and with a low amount of radiation. Also, it should be noted that the prevention of this pathological condition starts from a young age and by paying attention to proper nutrition and avoiding adopting harmful habits that can cause chronic diseases and help speed up the development of this disease

    Multipla skleroza je kronična, progresivna bolest središnjeg živčanog sustava. Najčešće se pojavljuje u mlađoj životnoj dobi između 20. i 40. godine života te češće obolijevaju žene. U procesu liječenja važan je interdisciplinarni pristup kako bi pacijent imao potpunu medicinsku skrb. Problemi koji se pojavljuju su motorički, urogenitalni, seksualni, kognitivni, a uz njih se pojavljuju bol i umor. Sve to znatno utječe na kvalitetu života pacijenta, a jedna od glavnih intervencija u liječenju je neurorehabilitacija. Cilj neurorehabilitacije je održati i povećati sposobnost pacijenta, prevenirati moguće komplikacije te educirati pacijenta i njegovu obitelj. Uloga fizioterapeuta je napraviti adekvatnu neurofizioterapijsku analizu pacijenta, a zatim osmisliti i provesti odgovarajuću neurorehabilitaciju.Multiple sclerosis is a chronic, progressive disease of the central nervous system. It most often appears at a younger age, between the ages of 20 and 40, and it affects women more often. In the treatment process, an interdisciplinary approach is important so that the patient has complete medical care. The problems that appear are motor, urogenital, sexual, cognitive, and pain and fatigue appear along with them. All this significantly affects the patient's quality of life, and one of the main interventions in treatment is neurorehabilitation. The aim of neurorehabilitation is to maintain and increase the patient's ability, prevent possible complications and educate the patient and his family. The role of the physiotherapist is to make an adequate neurophysiotherapy analysis of the patient, and then design and implement appropriate neurorehabilitation

    Emocionalni, psihološki i socijalni dio zajedno čine mentalno zdravlje ljudskog bića. Utječe na to kako osoba misli, kako se osjeća i ponaša. Pomoć je itekako moguća, samo ju treba zatražiti. COVID-19 je virusna bolest i prvi slučaj zabilježen je 17.studenog 2019.godine. Znanstvenici su utvrdili kako je COVID-19 uzrokovan virusom SARS-CoV-2, ali ostatak je bio poprilično nepoznat. Cyberbullying je pojam u svijetu poznat, a predstavlja nasilje preko interneta. „Sindrom fantomske vibracije (eng. Phantom vibration syndrome) novi sindrom među aktivnim korisnicima društvenih mreža. Društvena mreža je vrsta internetske usluge koja se najčešće javlja u obliku platforme poput prozora ili web-stranice, a važnu ulogu imaju u održavanju komunikacije. Fizička aktivnost pomaže u smanjenju anksioznosti, depresije i sličnih stanja. Zdravstveni radnici s obzirom na posao, izloženiji su lošijem mentalnom zdravlju. Od početka pandemije, provedena su mnoga istraživanja, ali je iznimno nizak broj onih na temu mentalno zdravlja i zdravstvenih radnika i pacijenata. Javnost već težak posao medicine, činila još težim inače, a u tijeku pandemije pogotovo. Do danas, društvene mreže promijenile su način komunikacije u svijetu te kako se ljudi prilagođavaju jedni drugima. Otkriveno je kako aktivnost na društvenim mrežama utječe na osjećaj usamljenosti, FOMO (Fear of missing Out), hiperaktivnost i sl. Prisutna je usamljenost i iscrpljenost. Nakon prestanka izolacije, javlja se onaj strah od povratka na posao i kod obitelji. Podjela prema spolu adolescenata pokazuje kako na djevojke imaju više problema. Adolescenti koji imaju manjak društvenih vještina, na društvenim mrežama iste može i razviti. Apelira se na korisnike društvenih mreža da razmisle prije nego što komentiraju tuđe objave.Emotional, psychological and social part of human being, together represents ones mental health. It affects how person thinks, feels and acts. Help is possible, we just need to ask for it. COVID-19 is a viral disease and its first case was recorder od november 17th 2019. Scientists confirmed that COVID-19 was caused by a virus SARS-CoV-2, but the rest of it was unknown. Cyberbullying is a worldwide term which means bullying on the Internet platforms. Phantom vibration syndrome is a new syndrome among active social media users. Social media is a type of Internet service known in a form such as windows or a website, also is a big part in maintaining communication. Physical activity can help with decreasing anxiety, depression nad similar conditions. Since the beginning of the pandemic, a loto of research was done, but the number of those whose focus was on the subject of mental health, health workers and their patients, was very low. Media was making a job already hard, even harder, especially in pandemic. Until this day, social media changed the way world communicates and how people adapt to each other. It was discovered that social media affects people feeling lonely, FOMO (Fear of Missing Out), hyperactivity and similiar feelings. Loneliness and exhaustion are present. After the isolation was done, there was fear of going back to work and family. Gender divison showed that girl struggled more. Adolescents who have less social skills, could actually benefit from social media and cand develop those skills. It is asked from social media user to always thinkk before they comment on other peoples posts

    ADMINISTRATIVE PROCEDURES WHEN ENTERING THIRD-COUNTRY NATIONALS

    U ovom se radu prikazuju pojmovi vezani za provedu posebnog upravnog postupka ulaska državljana trećih zemalja u Republiku Hrvatsku. Pojašnjava se što podrazumijeva nadzor državne granice, kako se obavlja granična kontrola, a kako se štiti državna granica. Nadalje, u radu se objašnjava u kojim slučajevima će se državljanima treće zemlje odbiti ulaz u državu. Definira se pojam vize te koje je tijelo nadležno za njeno izdavanje. Isto tako, ističe se što se događa u slučajevima kada se viza izdaje na graničnom prijelazu te kada se može odbiti zahtjev za izdavanje takozvane kratkotrajne vize. U radu se objašnjava zabrana ulaska i boravka državljaninu treće zemlje, slučaj nezakonitog ulaska državljanina treće zemlje u Republiku Hrvatsku. Analiziraju se rješenje o povratku kao i rješenje o protjerivanju. U radu se pojašnjava u kojim se slučajevima državljani trećih zemalja smještaju u centar za strance, koje su to mogućnosti blažih mjera od smještaja u centar, a koji su razlozi za smještaj u centar, kada se produljuje smještaj, kako je uređeno smještanje maloljetnika i obitelji u centar, i što je stroži policijski nadzor.This paper presents terms related to the implementation of a special administrative procedure for the entry of citizens of third countries into the Republic of Croatia. It is explained what the monitoring of the state border entails, how border control is performed, and how the state border is protected. Furthermore, the paper explains in which cases third-country nationals will be refused entry to the country. The term visa is defined, and which body is responsible for issuing it. It also highlights what happens in cases where a visa is issued at a border crossing and when a request for a so-called short-term visa can be rejected. The paper explains the ban on the entry and stay of a citizen of a third country and the case of illegal entry of a citizen of a third country into the Republic of Croatia. The decision on return as well as the decision on expulsion is analyzed. The paper explains in which cases citizens of third countries are accommodated in a center for foreigners, what are the options for milder measures than accommodation in a center, what are the reasons for accommodation in a center, when accommodation is extended, how the accommodation of minors and families in the center is arranged, and the stricter police supervision

    CITIES IN VUKOVAR - SRIJEM COUNTY

    Cilj ovoga rada jest napraviti pregled svih pet gradova Vukovarsko-srijemske županije (u nastavku rada: VSŽ) te doći do zaključka kako su i koliko ovi gradovi napredovali tijekom godina. Najprije će biti riječ o samoj Vukovarsko-srijemskoj županiji te će se analizirati svaki od pet gradova abecednim redom. Gradovi Vukovarsko-srijemske županije jesu Ilok, Otok, Vinkovci, Vukovar i Županja. U pregledima gradova, kako je već i rečeno, fokus je na njihovu razvoju. Nakon osnovnih podataka, donosi se pregled njihove povijesti koja je za neke od ovih gradova jako bitna te je utjecala na njihove statuse, ali je i prva misao na njih. Potom se donosi pregled javnih i kulturnih ustanova, a stavlja se naglasak na one koje su značajne za neki grad. Iznose se posebitosti svakoga grada, ističe bogata tradicija te se komentiraju njihove mogućnosti za razvoj. Analizira se i kretanje broja stanovnika kroz posljednja desetljeća, a ono će otkriti da postoji problem depopulacije gradove VSŽ. Uspoređujući dostupne podatke najbolje će se vidjeti kako su i koliko razvijeni neki gradovi VSŽ. U zaključku se rada sažimaju svi podaci o ovim gradovima te se dolazi do konačne misli o tome ima li mjesta za napredak istih i na koji način. KThe aim of this work is to make an overview of all five cities of Vukovar-Srijem County (hereinafter: VSŽ) and to come to the conclusion of how and to what extent these cities have progressed over the years. First, it will be about the Vukovar-Srijem County itself, and each of the five cities will be analyzed in alphabetical order. The towns of Vukovar-Srijem County are Ilok, Otok, Vinkovci, Vukovar and Županja. In reviews of cities, as already mentioned, the focus is on their development. After the basic information, there is an overview of their history, which is very important for some of these cities and has influenced their status, but it is also the first thought about them. After that, an overview of public and cultural institutions is presented, and emphasis is placed on those that are significant for a certain city. The peculiarities of each city are presented, the rich tradition is emphasized and their possibilities for development are commented on. The movement of the population over the last decades is also analyzed, and it will reveal that there is a problem of depopulation in the cities of VSŽ. By comparing the available data, it will be best to see how and how developed some cities of VSŽ are. In the conclusion of the work, all the data about these cities are summarized and a final thought is reached on whether there is room for their progress and in what way

    Tema ovog završnog rada temelji se i fokusirana je na sportskom marketingu, jer razvojem sporta i cjelokupne sportske industrije javio se koncept nazvan sportski marketing. Sport je zaokupio jako puno ljudi i postao je visoko rangiran u cijelom svijetu. Marketinška strategija važna je za potrošača, jer dobra marketinška kampanja dugo ostaje zapamćena. Bitno nam je sportski proizvod dobro reklamirati i znati pogoditi ciljanu skupinu, a to nam je nemoguće bez menadžmenta. Sposoban menadžer je ključni faktor uspjeha. Sportski marketing je složen proces u koji je uključeno puno procesa. Naveden je i primjer komercijalizacije sporta kroz nogomet, jer je jedan od najvažnijih sportova jer su ulaganja u njega velika. Sponzorstvo je glavni ključ i navela sam primjer Liga kupa, Fa kupa. Rad nam pokazuje koliko sve mora biti povezano da bi marketing mogao promovirati sport.The topic of this final paper is based and focused on sports marketing, because the development of sports and the entire sports industry gave rise to a concept called sports marketing. The sport has captured a lot of people and has become highly ranked all over the world. Marketing strategy is important for the consumer, because a good marketing campaign is remembered for a long time. It is important for us to advertise the sports product well and know how to hit the target group, and that is impossible for us without management. A capable manager is a key success factor. Sports marketing is a complex process with many processes involved. An example of the commercialization of sports through football was also given, because it is one of the most important sports because the investments in it are large. Sponsorship is the main key and I gave the example of the League Cup, the Fa Cup. The work shows us how everything must be connected in order for marketing to promote sport

    PROCEDURAL POSITION OF THE DEFENDANT IN CRIMINAL PROCEEDINGS

    Ovaj završni rad na svom početku opisuje temeljne pojmove koji su bitni za razlikovanje položaja osobe tijekom samog kaznenog postupka. Tako su opisani izrazi osumnjičenik, okrivljenik, optuženik i osuđenik, a sam naziv mijenja se ovisno o fazi kaznenog postupka. Tijekom postupanja prema osumnjičeniku, kasnijem okrivljeniku, policijski službenici i državni odvjetnik poduzimaju različite radnje, ovisno o vrsti i okolnostima počinjenog kaznenog djela. Međutim, neizostavan dio prilikom svakog postupanja prema okrivljeniku je obavljanje razgovora s tom osobom, odnosno provođenje same radnje ispitivanja koji se mora obaviti po strogo određenim procesnim pravilima. Posebno je to dovelo do promjene u načinu rada policijskih službenika koji se bave istraživanjem kaznenih djela, odnosno policijskim istražiteljima. Najveći dio ovog rada posvećen je upravo radnji ispitivanja okrivljenika i važećim propisima koji uređuju takvo postupanje, pravni položaj okrivljenika, jasno određena procesna pravila tijekom ispitivanja, njegova prava kao i način osiguranja nazočnosti okrivljenika u samom postupku. Samo ispitivanje osumnjičenika, kasnijeg okrivljenika, odvija se po jasno određenim procesnim pravilima, gdje policijski službenici nemaju pravo na pogrešku i zapravo bi ispitivanje trebalo biti posljednja radnja koju poduzimaju prije podnošenja kaznene prijave, naravno ovisno o vrsti kaznenog djela i okolnostima počinjenja, gdje dolazi do izražaja taktika postupanja.This final paper at its beginning describes the basic terms that are essential for distinguishing the position of a person during the criminal proceedings. The terms described are: a suspect, a defendant, an accused and convict and the name itself changes depending on the stage of the criminal proceedings. During the treatment of the suspect, later the defendant, the police officers and the state attorney take different actions, depending on the type and circumstances of the crime. However, an indispensable part of any treatment toward the defendant is the conduct of an interview with the person, i.e.the conduct of the interrogation itself, which must be performed according to strictly defined procedural rules. In particular, this has led to a change in the way police officers involved in criminal investigations, i.e. police investigators, work. Most of this paper is focused on the interrogation procedure of the defendant and the applicable regulations governing such conduct, the legal position of the defendant, clearly defined procedural rules during the examination, his rights and the manner of ensuring the presence of the defendant in the proceedings. The interrogation of the suspects, the later defendant, follows the clearly defined procedural rules where police officers have no right to make a mistake and, in fact, the interrogation should be the last action they take before filing a criminal report, depending of course on the type of crime and circumstances, expressing tactics of action
