    Ovaj završni rad bavi se izradom sustava sigurnog otključavanja vrata temeljenog na prepoznavanju lica koristeći Raspberry Pi 4 računalo. Sustav koristi Python za obradu slike i prepoznavanje lica korištenjem biblioteke poput OpenCV. Sustavi prepoznavanja lica postaju sve popularniji u svijetu zbog svoje praktičnosti, brzine i visokog stupnja sigurnosti koje pružaju. Implementacija sustava prepoznavanja lica na Raspberry Pi-u omogućuje pristupačno i učinkovito rješenje za kućnu sigurnost. Rad uključuje detalje o hardverskoj i softverskoj implementaciji, uključujući modeliranje u programu Fusion360 i 3D ispis vrata. Rezultati pokazuju visoku učinkovitost sustava u stvarnim uvjetima.This final thesis deals with the development of a secure door unlocking system based on facial recognition using Raspberry Pi 4. The system utilizes Python for image processing and facial recognition, employing libraries such as OpenCV and dlib. Facial recognition systems are becoming increasingly popular worldwide due to their convenience, speed, and high level of security they provide. Implementing a facial recognition system on the Raspberry Pi offers an affordable and effective solution for home security. The thesis includes details on hardware and software implementation, including modeling in Fusion360 and 3D printing of the door. The results demonstrate high system efficiency in real-world conditions

    Cilj ovog rada je predstaviti važnost utjecaja kojeg imaju organizacije poput Međunarodne federacije vlasnika tankera u slučaju onečišćenja (ITOPF) na morski okoliš, brodove te osobe koje su obuhvaćene incidentima izlijevanja ulja. Navedene su temeljne usluge Federacije i jasno istaknute radnje koje ih definiraju te su predočeni načini nadoknade štete. Pošto se otklanjanju onečišćenja mora pristupiti vrlo profesionalno, spominju se tvari koje su završile u morskome okolišu od strane brodova i način na koji se moraju tretirati. Kroz grafove je naznačen broj nezgoda po proteklim desetljećima, kao i operacije koje su brodovi obavljali tijekom samih nezgoda, čime se zaključuje da je prisutan trend smanjenja broja nezgoda. Ovisno o vrsti nezgode i težini posljedica po okoliš, provodi se nekoliko osnovnih tehnika saniranja uz koje se sve više primjenjuju one najnovije s više mogućnostima i lakšim manipuliranjem.The main goal of this paper work is to present the importance of the impact that organizations such as International Pollution Tankers Owners Federation (ITOPF) have on the marine environment, ships and individuals involved in oil spill incidents. The most important services of the Federation are listed and the action that define them are clearly highlighted. The ways of compensation for damage are also presented. Since the removal of pollution must be approached very professionally, substances that have ended up in the marine environment by ships and the way in which they must be treated are mentioned. The graphs indicate the number of accidents by the past decades, as well as the operations that ships performed during the accidents themselves, which concludes that there is a trend of decreasing the number of accidents. Depending on the type of accident and the severity of the consequences for the environment, several basic remediation techniques are carried out, with the latest ones with more possibilities and easier manipulation are increasingly applied

    U ovom radu istražena su inovativna sidrišta i sustavi privezivanja radi zaštite morskog ekosustava. Detaljno su analizirane i opisane njihove značajke, prednosti, nedostaci te tehničko-tehnološki, ekološki i društveni aspekti uporabe. Objašnjene su različite vrste inovativnih sidrišta, njihova primjena i najnovije tehnologije korištene diljem svijeta. Provedena je SWOT analiza koja ističe snage, slabosti, prilike i prijetnje implementacije inovativnih sidrišta. Snage ukazuju na ekološke i tehnološke prednosti, dok slabosti naglašavaju izazove u implementaciji i prihvaćanju novih tehnologija. Prilike otkrivaju potencijal za rast i inovacije u ekološki prihvatljivim tehnologijama sidrenja, dok prijetnje ističu moguće rizike i prepreke za dugoročni uspjeh ovih sidrišta.This master's thesis delves into innovative anchor and mooring systems designed to protect the marine ecosystem. It thoroughly analyses and describes their features, advantages, disadvantages, as well as technical, technological, ecological, and social aspects of usage. The thesis explains various types of innovative anchors, their applications, and the latest technologies used worldwide. A SWOT analysis highlights the strengths, weaknesses, opportunities, and threats of implementing innovative anchors. The strengths emphasize ecological and technological advantages, while the weaknesses emphasize challenges in the implementation and acceptance of new technologies. The opportunities reveal potential for growth and innovation in environmentally friendly anchoring technologies, while the threats highlight possible risks and obstacles to the long-term success of these anchors

    Rad analizira politike i prakse budžetiranja i javnih rashoda te njihovu ulogu u mjerenju uspješnosti javnog sektora. Fokus je na stručnim metodama ocjenjivanja uspješnosti i percepciji lokalnog stanovništva. Obrađene su teorijske osnove javnih rashoda, uključujući klasičnu i suvremenu teoriju, te načela, klasifikaciju i svrhu javnih rashoda. Posebna pažnja posvećena je izvorima financiranja, poput proračuna, javnog zajma i javnog duga. Analiza politike budžetiranja uključuje pregled aktualnih politika u Hrvatskoj te strategije optimizacije budžeta, poput participativnog budžetiranja i elektroničkih sustava za upravljanje budžetom. Praksa upravljanja javnim rashodima istražena je kroz planiranje, izvršenje, kontrolu i evaluaciju proračunskih stavki, s naglaskom na transparentnost i odgovornost. Mjerenje uspješnosti javnog sektora razmatra se kroz različite kriterije i metode, uz primjere iz Rijeke i Svetog Ivana Zeline. Zaključno, rad naglašava važnost kombiniranja stručnih metoda mjerenja i percepcije građana za cjelovitu procjenu uspješnosti.The paper analyzes the policies and practices of budgeting and public expenditures and their role in measuring the performance of the public sector. The focus is on professional performance evaluation methods and the perception of the local population. The theoretical foundations of public expenditures, including classical and contemporary theory, as well as the principles, classification and purpose of public expenditures, are covered. Special attention is paid to sources of financing, such as the budget, public loan and public debt. Budgeting policy analysis includes an overview of current policies in Croatia and budget optimization strategies, such as participatory budgeting and electronic budget management systems. The practice of public expenditure management was investigated through planning, execution, control and evaluation of budget items, with an emphasis on transparency and accountability. Measuring the performance of the public sector is considered through various criteria and methods, with examples from Rijeka and Sveti Ivan Zelina. In conclusion, the paper emphasizes the importance of combining professional measurement methods and citizens' perception for a complete assessment of performance

    U radu je obrađena problematika analize struje kratkog spoja u brodskim elektroenergetskim mrežama. Navedeni su i opisani parametri sinkronog generatora tijekom kratkog spoja. Analizirani su uzroci kratkog spoja i posljedice nastale protjecanjem struje kratkog spoja kroz sustav. Objašnjene su komponente struje kratkog spoja i vrste kratkog spoja koje mogu nastati u brodskim elektroenergetskim mrežama. Analizirane su metode izračuna struje kratkog spoja. Definiran je pojam selektivnosti zaštite i objašnjene su vrste selektivnosti. Taksativno su navedeni komercijalni programski alati koji se upotrebljavaju za proračune elektroenergetskih mreža.The thesis deals with the issue of short-circuit current analysis in ship power networks. The parameters of the synchronous generator during a short circuit are listed and described. The causes of the short circuit and the consequences caused by the flow of the short circuit current through the system were analyzed. The components of the short circuit current and the types of short circuit that can occur in the ship's power grids are explained. The short circuit current calculation methods were analyzed. The concept of selectivity of protection is defined and the types of selectivity are explained. The commercial software tools used for power grid calculations are listed in detail

    Application of the MAMCA Method in the Evaluation of Delivery Flows within City Centers: A Case Study of Rijeka

    The aim of this paper was to propose a model for the evaluation of the flow of goods delivered to urban centers based on a systematic approach, generating possible scenarios of delivery activities and selecting those criteria for evaluation that contributed to the development of delivery activities and their evaluation by individual stakeholders. The number of users of delivery services is increasing, which leads to an increase in the volume of goods in the city center, creating additional traffic congestion—so-called bottlenecks—which results in an increased noise level and the emission of harmful exhaust gases, increasing dissatisfaction with the quality of life of the city population. It is, therefore, necessary for decision-makers to make a decision that achieves the best consensus among stakeholders. A test was carried out in the city of Rijeka. Based on a review of the literature and the spatial planning of the city of Rijeka, this paper proposed the following possible scenarios for the delivery of goods within the city center: status quo, delivery from one consolidation center, delivery from two consolidation centers, delivery by environmentally friendly vehicles from one consolidation center and livability. The criteria were evaluated by relevant stakeholders to determine the weight of each criterion for the development of goods deliveries in the city center. This paper used a multi-actor multi-criteria analysis (MAMCA) based on the optimization and ranking of scenarios in accordance with the given objective, the research problem, the defined criteria and the interests of the stakeholders. The solution of the MAMCA analysis evaluated the scenario with two consolidation centers best in accordance with the specified optimization objective

    Addressing the Significance of the Union List with a Focus on Marine Invasive Alien Species Impacts

    In the European Union, regulations and policies have been established to prevent and manage invasive alien species (IAS). The EU Regulation 1143/2014/EC, commonly known as the IAS Regulation, identifies species that pose significant ecological risks, requiring a coordinated response across all EU Member States. These species are classified as “species of Union concern” based on thorough risk assessments and standardized procedures within the EU. Accordingly, species are included in The List of Invasive Alien Species of Union Concern (the Union list), which is subject to regular updates through continuous species evaluations. Currently, the majority of the species on this list are terrestrial and freshwater with few marine species represented. The primary aim of this paper is to review the procedure for the inclusion of species in the Union list. The steps for inclusion are outlined by the IAS Regulation and associated legislation, which govern the risk assessment process. In addition, this paper synthesizes available scientific literature and official documents to summarize the impacts of Plotosus lineatus and Rugulopteryx okamurae on biodiversity and ecosystem services.     U ovom završnom radu detaljno će se razdraditi značaj organizacije timskoga rada na brodu radi sprječavanja nesreća koje se događaju na moru. Godinama se istraživalo i došlo do zaključka da je od 75 do 90% pomorskih nesreća uzrokovano ljudskom pogreškom. Također istraživanjem se došlo do zaključka da umor, radno opterećenje, nepovoljni vremenski uvjeti i tehnički kvarovi imaju utjecaja na uzrok pomorskih nesreća. Kroz završni rad obradit će se i organizacijska struktura broda te će se prikazati poslovi i odgovornosti zapovjednika broda, prvog časnika, drugog časnika i trećeg časnika palube. Govoriti će se i o međunarodnim propisima na temu sigurnosti. Analizirat će se i pomorska nesreća broda za kružna putovanja Costa Concordia te će se ukazati na to koliko je važno imati uspješno vodstvo na brodu kao i učinkoviti timski rad.In this thesis, the significance of the organization of teamwork on the ship will be elaborated in detail in order to prevent accidents that occur at sea. It has been researched for years and came to the conclusion that 75 to 90% of maritime accidents are caused by human error. The research also came to the conclusion that fatigue, workload, adverse weather conditions and technical failures have an influence on the cause of maritime accidents. Through the final paper, the organizational structure of the ship will be processed and the jobs and responsibilities of the ship's captain, first officer, second officer and third officer of the deck will be presented. International safety regulations will also be discussed. The maritime accident of the Costa Concordia cruise ship will also be analyzed and it will be pointed out how important it is to have successful leadership on board as well as effective teamwork

    Pomorski kontejnerski promet je temelj globalne trgovine i bitno utječe na međunarodnu ekonomiju. Rast trgovine i širenje tržišta zahtijevaju stalno unapređenje kapaciteta i efikasnosti kontejnerskih brodova. Kontejnerski brodovi i terminali igraju ključnu ulogu u logističkom lancu, gdje je učinkovitost obrade tereta presudna. Dinamika ponude brodskog prostora i tržišne prisutnosti kompanija zahtjeva kontinuirana ulaganja u flotu i tehnologiju. Regulatorni okviri poput Konvencije o sigurnim spremnicima (CSC), ISO standarda i carinskih postupaka osiguravaju sigurnost i pravnu zaštitu u kontejnerskom prometu. Haška i Roterdamska pravila naglašavaju globalnu povezanost i kompleksnost ovog prometa. Kontejnerizacija je donijela značajna poboljšanja u međunarodnom transportu povećavajući efikasnost i smanjujući troškove što je ključno za rast globalne ekonomije.Maritime container transport is the basis of global trade and significantly affects the international economy. The growth of trade and the expansion of the market require constant improvement of the capacity and efficiency of containerships.Containerships and terminals play a key role in the logistics chain, where cargo handling efficiency is crucial. The dynamics of the supply of shipping space and the market presence of companies require continuous investments in the fleet and technology. Regulatory frameworks such as the Convention on Safe Containers (CSC), ISO standards and customs procedures ensure safety and legal protection in container transport. The Hague and Rotterdam rules emphasize the global connection and complexity of this traffic. Containerization has brought significant improvements in international transport, increasing efficiency and reducing costs, which is crucial for the growth of the global economy

    Supravodljivost je pojava nestajanja električnog otpora kod nekih materijala, kao rezultat ohlađivanja vodiča do kritične temperature, Tc, otkrivena 1911. godine. Pojava je interesantna brojnim znanstvenicima, posebice fizičarima diljem svijeta. U posljednjih 113 godina istraživanja supravodljivosti, dobiveno je čak devet Nobelovih nagrada u tom području. Porastom potrošnje električne energije sve je važnija primjena u području elektrotehnike, ali i transporta, što je opisano u radu.Superconductivity is the phenomenon of the disappearance of electrical resistance in some materials, as a result of cooling the conductor to a critical temperature, Tc, discovered in 1911. The phenomenon is interesting to many scientists, especially physicists around the world. In the last 113 years of superconductivity research, as many as nine Nobel Prizes have been awarded in the field. With the increase in electricity consumption, the application in the field of electrical engineering, as well as transport, is becoming increasingly important, which is described in the paper
