    Training on bias indicators – new links between forensic didactics and methodology

    The aim of this article is to reveal the place of training on bias indicators in forensic didactics and its influence on the methodology of hate crime investigation. The results of the study confirmed that bias indicators allow law enforcement officers to act in three main directions at the initial stage of the investigation: firstly, to identify a possible case of hatred; secondly, to identify the the elements of the offense that are related to hatred and to carry out and record the initial actions in an appropriate manner; and, thirdly, to identify a possible bias motive when assessing the motivation of the crime. These pointsallow the offence to be properly qualified and the case to be fully examined in court. It is suggested that the topic of bias indicators should be considered as a strong argument demonstrating the influence of modern forensic didactics on forensic methodology. Therefore, this topic could be considered as an independent integral part of the methodology of investigation of hate crimes. In order to achieve the set training objectives that meet the needs of practice, it is important to convey the theoretical and practical relevance of this topic to law enforcement officers by means of modern methods of training oriented towards solving practical problems, to allow officers to construct their own cases of identification of bias indicators, to model scenarios of case investigation, to refer to them in evaluating the decisions of courts, to present possible mistakes that can be made, and to analyze ways to avoid such mistakes

    The Digitization of Administrative Justice in Ukraine

    This article deals with the current state of introduction of new technologies in administrative proceedings in Ukraine. The purpose of this article is to analyze the means and areas of digitalization of justice, the results of implementation, and future prospects. This article makes relevant the rapid process of digitizing the procedures related to the implementation of the functions of the branches of government. This process is due to the policy of the new government in Ukraine, which won the 2019 election. The President of Ukraine, Volodymyr Zelensky, and the Ministry of Digital Transformation presented the “State in a smartphone” program of further development of digitalization, which has already been partially implemented in the “Action” mobile application. In addition to current modernization projects, the digitalization of the administrative judiciary began long before the announcement of the above-mentioned development program. There is a Unified Judicial Information and Telecommunication System in test mode in Ukraine, which includes electronic document management, electronic correspondence, automatic distribution of cases, etc

    CC BY 4.0The study aimed to describe bureaucratic neutrality at regional level and its necessity in direct regional head elections in Indonesia. This research is important in examining whether state civil apparatuses are tempted to enter the practical political arena in regional head elections despite being prohibited by the principle of bureaucratic neutrality. This study employed a descriptive quantitative research method and index analysis techniques. A research population of 12,539 state civil apparatuses (SCAs) in Banyumas, Indonesia was utilized, 400 of which were selected as the research samples. Employing Slovin formula, 95% confidence level and margin of error 4.92% were obtained. This study indicates a satisfactory level of bureaucratic neutrality at 3.18 or 79.59. Indicators of high bureaucratic neutrality level include the absence of SCAs’ support to non-incumbent or incumbent regent candidates on social media as well as the non-response of SCAs to the request of incumbent regent candidates’ campaign team to perform actions that may benefit incumbent regent candidates. Meanwhile, indicators of low bureaucratic neutrality level include the preservation of neutrality upon discovering other SCA colleagues’ support to non-incumbent or incumbent regent candidates on social media and the preservation of no support to non-incumbent or incumbent regent candidates. These findings present an opportunity to realize a professional merit and bureaucracy system in Indonesia. This study offers recommendations of increased neutrality awareness campaigns among bureaucratic officials and the importance of encouraging SCAs to consistently remind colleagues who may violate the principle of neutrality. Enforcement of legal actions against violators of bureaucratic neutrality is also necessary as a deterrent effect for bureaucratic officials who are not committed to upholding bureaucratic neutrality

While the economic crisis of 2008 was triggered by financial factors, the crisis of 2020 was caused by factors of a non-economic nature – the COVID-19 pandemic. The purpose of this paper is to assess changes in the performance and level of economic activity in the Visegrad Group economies in 2009, 2019 and 2020. This assessment is performed using GDP per capita, magic square and the misery index. In 2009, the best performing country was the Czech Republic and the worst was Hungary. In 2019 and 2020, Poland reached a performance level similar to the Czech Republic, and Slovakia performed the worst

    Dissemination and impact of the preventive measures performed by the police on the public

    The purpose of prevention and its implemented measures is to create a safer environment for society, to reduce the number of criminogenic cases. Preventive measures are very important in the police system, because their proper implementation can have a positive impact on society and strengthen its security. Prevention is aimed at eliminating the causes that lead to the occurrence of a criminal act. The purpose of community prevention is to unite society and law enforcement institutions in the fight against crime, to strengthen cooperation. So the police carry out many and various preventive measures, the effect of which can be seen by looking at today's crime statistics, and they are always looking for new means of dissemination. With proper implementation of preventive measures, their purpose is to reduce the level of crime, increase the sense of security in the country, and create a closer relationship with citizens. In this content, the purpose of the article is to discuss the impact of preventive measures implemented by officials on the citizens of the Republic of Lithuania. The concept of preventive measures is very similar in all fields of science, but law enforcement institutions usually fight crime by implementing preventive measures. The purpose of prevention is very specific - to prevent unwanted events from happening and to prevent them from happening. Preventive measures are usually used to eliminate the causes of unwanted events. The emergence of the position of community officers helped to ensure greater public safety and increased confidence in law enforcement institutions. Community policing is essentially a collaboration between the police and the community to identify and solve community problems. It has even been argued that community policing is a philosophy that promotes organizational strategies that support the systematic use of partnership and problem-solving techniques to proactively address the immediate conditions that cause public safety problems such as crime, social disorder, and fear of crime. It can be said that preventive measures can have an impact on creating a safer environment. Based on the answers given during the empirical study, it can be concluded that the majority of respondents feel safe where they live. However, it is quite confusing that preventive measures are not known or heard of by a considerable number of respondents. So the question arises, perhaps the officials do not spread enough information about the preventive measures being implemented. Particular attention should be paid to social networks, as the younger generation uses them very widely

    Fear of Cancer Recurrence as Reminder about Death: Lived Experiences of Cancer Survivors’ Spouses

    CC BY 4.0Fear of cancer recurrence is the most prevalent and burdensome emotional concern among cancer survivors’ spouses after treatment. This qualitative study aimed to reveal death-related experiences of spouses of cancer survivors in remission, in the context of fear of cancer recurrence. Seven spouses (aged 35–56), four women and three men were explored. Data were obtained using an unstructured interview and analyzed by inductive thematic analysis. The spouses associate cancer relapse with death, risk of losing their spouse. The threat of death triggers not only the feelings of insecurity, uncertainty about the future and loss of control, but also appreciation of life, focus on positive aspects in relationships. Planning for the “worst” scenarios and avoidance helped spouses to reduce tension and enhance control. Interventions for spouses should focus on promotion of emotional expression of death related concerns underlying fear of relapse, also developing new coping strategies to accept and tolerate uncertainty

    Solving issues of organizing forensic science activities and, as a result, development of forensic science institutions is a direction of scientific researches requiring constant monitoring by scientists and practitioners. It is quite natural that effectiveness of the investigation and consideration of criminal cases and proceedings of other types in courts largely depends on the level and potential of a particular forensic science institution and the system of organizing forensic science in the country. In connection with the above, proposed topic seems to be relevant. The article provides information about National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute» ideas are the basis for issue analysis and ways for their solving, set out in the second part of the article. Author of the article considers the main activity directions of National Scientific Center «Hon. Prof. M. S. Bokarius Forensic Science Institute». The main achievements of the Center in the field of science, education and forensic practice are analyzed. The analysis of by-laws governing the activities of forensic science institutions of the Ministry of Justice of Ukraine is carried out. According to the author, taking into account the proposals for reforming forensic science activities will have a positive effect on the level of expert provision of justice in the State

    Electronic leadership at local self-government: conceptual analysis and literature review

    CC BYE-government refers to the use of information and communication technologies (ICT) to improve functions and processes of the government and it is one of the most frequently researched topics. In current research, the use of ICT at the local self-government level is mostly associated with processes that take place between the organization and the citizens, i. e. e-services. Internal processes of public administration organizations, like administering and leading employees using ICT, have been insufficiently taken into account. However, it has so far received less attention, especially in the context of local self-government. Although first studies on this topic already exist in Lithuania, the systematic analysis of e-leadership concept and practice in municipal administrations is still lacking both in Lithuania and abroad. This study examines how e-leadership refers to e-government and what are features of e-leadership at local self-government that should be taken into account when considering leadership issues in the context of digitization at local self-government. The study has revealed that previous e-government dimensions are usually directed outwards, i. e. to the relations with citizens by providing them with e-services or general information, by participating them into the processes of public administration organizations. In difference to that, e-leadership represents a dimension of e-government that focuses on internal processes, i. e. human resource management in the public sector when digitalisation is taking place. During the COVID-19 pandemic period e- leadership has become an integral part of public sector institutions, including local self-government. E-leadership at local self-government has already required and still requires new skills from municipal leaders and managers to ensure organizational processes, to move quickly and efficiently to new channels and platforms of communication, to adapt to new political, social and technological environments, to learn how to allocate more autonomy, responsibility and freedom to employees, and to manage the emotional and psychological difficulties of employees. The peculiarities of e- leadership at local self-government result from the national legal framework, the institutional structure (based on the political-administrative duality), the purpose of public administration to promptly respond to local citizens’ expectations, and the pursuit of efficiency using limited organizational resources

    Preconditions for successful education of children with autism spectrum disorder at primary general school: experiences of parents

    CC BY 4.0The article presents the results of a qualitative study revealing preconditions for the successful education of children with autism spectrum disorder (hereinafter referred to as ASD) at a primary general school based on the experiences of their parents. The study revealed that preconditions for the successful education of children with ASD at a primary school are linked to parental acceptance of their child’s disability and their openness, having their child diagnosed with ASD, the preparedness of the school to accept children with ASD, the child’s preparedness to attend school, parent-school cooperation, the focus on the adaptation of the child at school and the creation of a favourable educational environment in the classroom.
