English and Lithuanian Terms in the Parallel Migration Corpus
Purpose: The aim of this paper is to present the results of conceptual/thematic and linguistic (synonymous variability) analysis of migration terminology extracted
from the parallel corpus composed of the EU legal acts and other documents, as well
as legal acts of international organizations – the United Nations and the Council of Europe. This presentation will provide the principles of compilation of the parallel corpus,
terminology extraction methodology, and results of their analysis

CC BY-NC-ND 4.0The aim of this study is to determine the strategic vectors of the implementation of
mechanisms for civil service professionalisation in the context of social changes. The leading method
for studying the problem is the structural and functional method, which allows for the comprehensive
consideration of the mechanism of civil service professionalisation through a two-part analysis and
a study of the structure and functionality of the research object. Such general methods of scientific
knowledge as analysis and synthesis, incomplete induction and deduction, generalisation and abstraction were also used in the study. The study analyses the definitions of the term “professionalisation”; determines the factors that should be considered when developing a new mechanism for civil
service professionalisation or modernisation in the context of public changes; analyses the strategic
plan of the activities of the National Agency of Ukraine on Civil Service for 2019–2022 and identifies
its main advantages and disadvantages in the aspect of studying civil service professionalisation; and
suggests strategic vectors of implementation of mechanisms for civil service professionalisation, which
can have a positive effect in the context of public changes
Processing Multi-Word Discourse Markers in Translation: English to Hebrew and Lithuanian
Purpose: It has been proved that multi-word expressions are of key importance
in language generation and processing. They also could perform a function of discourse
organization, and certain multi-word expressions operate as discourse markers. The
purpose of the current research is to examine multi-word expressions used as discourse
markers in TED talk English transcripts and compare them with their counterparts
in their Lithuanian and Hebrew translations, identifying if English multi-word expressions used as discourse markers in social media texts remain multi-word expressions
in Lithuanian and Hebrew translation and searching for reasons for the changes of discourse markers in translation. We follow the research question of how English multiword discourse markers are processed in Hebrew and Lithuanian translation
Positive Organizational Practices, Life Satisfaction, and Psychological Capital in the Public and Private Sectors
CC BY 4.0Public and private sector employees confronted stressful life circumstances that affected
the world during the COVID-19 pandemic. Therefore, new knowledge on possible psychological and
organizational resources is needed. This study aimed to explore positive organizational practices,
psychological capital, and life satisfaction of employees in the public and private sectors. The survey
applied the Satisfaction with Life Scale (SWLS), the Psychological Capital Questionnair — PCQ-24,
validated in the Lithuanian population (the Lith-PCQ-21), and the Positive Organizational Practices
Questionnaire. The sample consisted of 582 employees, including 443 public sector and 139 private
sector employees. The respondents’ mean age was 42.0981 years (SD = 13.23083). The CFA results
confirmed the six-factor structure of positive organizational practices, χ2 = 270,884.785; Df = 406;
CFI = 0.996; TLI = 0.996; NFI = 0.995; RMSEA = 0.074 [0.070–0.078]; SRMR = 0.043, the four-factor
structure of psychological capital, χ2 = 32,780.109; Df = 190; CFI = 0.983; TLI = 0.980; NFI = 0.978; RM-
SEA = 0.082 [0.076–0.088]; SRMR = 0.067, and one factor structure of life satisfaction, χ2 = 10,588.246 ;
Df = 10; CFI = 0.999; TLI = 0.999; NFI = 0.999; RMSEA = 0.022 [0.000–0.066]; SRMR = 0.014. The
findings revealed that private sector employees demonstrated higher scores of dignity, support, care,
forgiveness, and overall positive organizational practices than public sector employees. Private sector
employees demonstrated higher optimism scores than public sector employees, and public sector
employees demonstrated higher self-efficacy scores than private sector employees. Male employees
demonstrated significantly higher scores on dignity, meaning, and forgiveness than females. Significant positive correlations were found between age and resilience, care and age, care and number
of working years, care and number of working years in the current organization. Psychological
capital mediated the link between positive organizational practices and life satisfaction. Positive
organizational practices were linked to life satisfaction and psychological capital in both employees’
groups, but the features of links were distinctive in the public and private sectors. These results
signify the importance of positive organizational practices and psychological capital for the life
satisfaction of employees

CC BY-NC-ND 4.0This article analyzes how a regulating entity influences an object based on the strategic goal and the goals and principles of state regulation of the development of the public-private
partnership (PPP) sphere as a single system. It is possible to distinguish several functional mechanisms in this analysis, including organizational, administrative, economic, legal, and informational
approaches. The authors used general scientific methods and analyzed the main directions of PPP
development and implementation strategies in the health sector. It was found that the mechanism of
state regulation of PPP development includes a set of processes (within the system) aimed at ensuring the purposeful influence of state authorities (regulating entities) to transfer proactive (based on
planning, coordination, adjustment) and reactive (adaptability and dynamic response) responses to
the parameters of a regulated object. This is done to stabilize changes in the state of the object or to
overcome individual contradictions, following existing functions and principles as well as established
goals and state policy in the field of PPP development. Based on PPP projects, these multisectoral
clusters can become so-called “growth points” of individual industries connected by projects. In this
vein, the main methodological risk factors are determined, and recommendations on a methodology
that should be used by risk managers are provided. There is a possibility of obtaining an intersectoral
effect from the implementation of PPP projects as a new approach to the implementation of combined
goals through PPP and reducing the cost of services while increasing quality
Certification as a Remedy for Recognition of the Role of AI in the Inventive Process

the specifics of Artificial Intelligence and its enhancing capabilities, there is an increasing incentive to innovate if the role of Artificial
Intelligence in the inventive process is recognized not solely as a tool under the patent legal framework. Nonetheless, since the concept of
an “inventor” is traditionally attributed to natural persons, there is no consensus on whether the mentioned term should be interpreted as a
living instrument. This article focuses on interpreting the concept of an “inventor” under the patent legal framework. It outlines the potential
approaches to address an incentive to innovate if the role of Artificial Intelligence in the inventive process not only as a tool is reflected.
The main argument developed in the article is that proposals to amend the patent legal framework to address the issue might not be as
preferred as introducing the certification system instead

in the contemporary civilization tied with going missing of
people. Also, a chronological scope of the work associated
with crime-related threats and the implementation.
The problem of disappearances is the subject of lively
public debate, both due to the scale and sensitivity of the
phenomenon. The disappearance of a loved one is one of the
most dramatic events that can happen to a person. People die
regardless of sex, age, social status, and education. A certain
percentage of disappearances is the result of a well-considered
- more or less - and conscious decision of such a person
Problematic aspects of civil litigation involving bitcoin
CC BY-NC-ND 4.0This article analyzes the main problems encountered in civil proceedings
dealing with bitcoin. It is possible to distinguish two main features of bitcoin, on the basis
of which certain problems arise in the civil procedure: decentralization and anonymity.
In light of the aforementioned traits of bitcoin, this study analyzes international legal
doctrine and case law that has dealt with bitcoin or other cryptocurrencies. One of the key
issues that the courts have to deal with is deciding whether bitcoin can be the subject of
property rights. The author argues that the main distinguishing feature that characterizes
the ownership of a bitcoin is the ownership of the private key of the cryptocurrency.
Considering the different perspectives of handling civil cases involving bitcoins, the article
discusses two different situations: first, situations involving the identity of the person who
owns the private bitcoin key; second, situations where the identity of the person who owns
the private key is not known. According to the author, in the second case, challenges in the
civil procedure will be faced from the initiation of the civil case to the enforcement stage
National odontology database – opportunities and problems
Due to the high resistance of the teeth, which are the
basis of odontological research, odontology may successfully
become one of the leading methods of identifying people.
The key to this is to create a database that would collect each
patient’s dental information and be able to independently
analyze the information provided to them and effectively, or only partially, make a positive identification. The following
work covers topics such as tooth resistance, the characteristics of the odontological database, cases of using it, and the
analysis, based on the author’s research, of why we need it
Artificial intelligence and data protection in the context of development of criminalstics
The article analyses how artificial intelligence (AI) is changing the way people
live and work. Given the rapid development of AI technologies and the
global political context, namely, the high level of investments in AI in an increasing
number of the countries, the EU needs to work together to make the
most of the many opportunities offered by AI and to address its challenges.
Strengthening Europe’s AI capacities is a key element in implementing a broader
strategy aimed at ensuring that Europe adapts to the digital age and that the
next 10 years become the digital decade, as set out in the Digital Compass. AI
can be a strategic tool to address existing threats and anticipate both future
risks, including hybrid threats, and opportunities. It can also contribute to the
fight against crime and terrorism and enable law enforcement authorities to keep track of the rapid development of technologies used by criminals and the
ircross-border activities. We believe that the representatives of criminalistics
do not yet pay enough attention to this issue. This should become one of the
strategic directions for the development of criminalistics. AI can contribute to
achieving the objectives of the EU Security Strategy
