Organizational Reasons that Cause Professional Burnout Syndrome in Social Workers
This article presents theoretical organizational aspects that cause professional burnout syndrome by highlighting how work organization can be a factor that causes or prevents professional burnout syndrome. It reveals how organizational culture is associated with overcoming professional burnout syndrome. Organizational assumptions relating to professional burnout involve work resources, management, and the professional environment. Organizational factors include profession, type of work, working hours, the existence of conditions for optimal performance, clarity of work content, social support, assistance at work, leadership style, support for motivation, regulation of communication with colleagues and clients, optimal workload, employees’ commitment to an organization, and career opportunities, amongst others. The research object of this paper is: professional burnout syndrome, and overcoming it in the context of the organization. Specifically, the research question is: What are the organizational factors that help social workers employed in community rehabilitation centres to overcome professional burnout? The aim of this article is to reveal organizational factors that cause professional burnout syndrome in social workers employed in the community rehabilitation centre, alongside an analysis of overcoming and preventing it in the context of the organization. This involves two tasks: 1) to present organizational factors that cause professional burnout syndrome; and 2) based on the experiences of social workers, to reveal organizational factors that cause professional burnout syndrome in social workers employed in the community rehabilitation centre
Labor Digitalization in Europe
CC BY-NC-ND 4.0The purpose of this research is the study of the effects of digital transforma-
tion on employment and their possible correlation with the labor deficit. The labor deficit
in European countries, and especially those of the European Union, is studied. Secondary
data regarding Information and Communications Technology (ICT) specialist skills, the
employment rate, and the Digital Economy and Society Index (DESI) are collected and
analyzed. Data analysis reveals that, on one hand, the labor deficit is undeniable; however,
the greatest deficit relates to the lack of digital competences. On the other hand, with rapid
technological advancements and the introduction of Artificial Intelligence to the production process, a new environment will be formulated both at the economic and social level.
This study is based on the secondary data of specific indexes; in future research, an empirical study will be conducted in European countries to study labor digitalization in depth,
especially in the post-COVID-19 era, as this pandemic has increased digitalization in all
countries. The adoption of new legislative and prescriptive frameworks is necessary to address the labor deficit. It is necessary to take measures both at the European and national
level, as well as to effectively utilize programs and initiatives that will protect the preexisting workforce and will establish the ground for new employees. This can be activated
mainly through training, either in the form of new education (reskilling) or re-education (upskilling). The originality of this research is based on the fact that it explores the impact
of ICT Skills on employment and the dependence between ICT Skills and DESI. Its value is
in revealing the structural problems of the labor market in Europe and the cross-country
comparison of how digitalization can help to solve the labor deficit problem in European
countries

Corpora for Bilingual Terminology Extraction in Cybersecurity Domain
The paper aims at presenting English-Lithuanian corpora for bilingual term extraction (BiTE) in the cybersecurity domain within the framework of the project DVITAS. It is argued that a system of parallel, comparable, and training corpora for BiTE is particularly useful for less resourced languages, as it allows to efficiently use strengths and avoid weaknesses of comparable and parallel resources. A special focus is given to the open nature of the data, which is achieved by publishing the data in CLARIN-LT repository
Evaluation of a Set of Measures to Stimulate the Country's Economy After the Exposure to the COVID-19 Virus: Lithuanian case
In the wake of the economic changes brought about by the global COVID-19 pandemic, both states and
organizations unifying them, have taken urgent action to mitigate the socio-economic impact and support
economic recovery. Nevertheless, not all designed and implemented emergency measures have achieved the
desired results. The purpose of the research is therefore to examine the effectiveness of these measures. Due to
the limited amount of data, time period, and other conditions, only Pearson and Spearman correlation analysis
was used to achieve the goal. Summarizing the results of the study, it can be stated that the biggest influence on
the country's economy in the short term was the choice of measures to stimulate the country's economy after
COVID-19 virus, rather than the restriction of movement or the number of COVID-19 patients. However, the
wage subsidy used by most countries in the world has been identified as the best means of stabilizing the
economy in the short term
Changes in the Legal Regulation of Insolvency in Lithuania during the Implementation of the Directive on Restructuring and Insolvency
This article analyses the essential changes in the legal regulation of the insolvency process of legal entities that entered into force on 15 July 2021, which were transferred to the Lithuanian
national legal regulation as a result of transposition of the provisions of the Directive 2019/1023 of
restructuring and insolvency. The article analyses in detail the essential changes, related to the obligation for businesses to use preventive restructuring mechanisms and increasing the accessibility and
attractiveness of restructuring for businesses. It is concluded that the discussed regulatory changes
are important for improving the conditions for restructuring and encouraging businesses to make
wider and more intensive use of this legal instrument, but targeted and effective communication on
restructuring legal options is important at this stage of insolvency management reforms
Lay judges in the disciplinary chamber of the Polish Supreme Court: disciplinary sanctions to judges
CC BY-NC-NDSince 2015, the Republic of Poland has been facing serious challenges to
the constitutional order of a democratic state governed by the rule of law, which is based
on the principle of the separation of powers and their balance. The highest representative
body of the nation – the parliament, elected by universal suffrage – adopted amendments to the law that significantly affected one of the three elements of the principle of
distribution of powers, i.e., the separation of powers and independence. Despite the help
of international organizations, the process of change regarding the independence of the
judiciary in the Republic of Poland has not stopped. This article analyses the procedure
and powers of the Disciplinary Chamber of the Polish Supreme Court, which has led to
one of the main disputes between Polish and European Union institutions, involving the European Commission and the Court of Justice of the European Union. International resistance to non-democratic processes related to the application of disciplinary liability to
judges is reviewed, and the practical functioning of the Disciplinary Board is analysed –
including, among other things, public lay judges elected by the parliament
Indicators for Assessing the Social Sustainability of Regions in an Environment of Change
The article reveals how the issue of regional social sustainability is becoming increasingly important in the modern environment of change theoretical principles are distinguished, based on regional social sustainability indicators. A variety of methods and tools for measuring sustainability can be found in scientific sources, but indicators to measure the social sustainability of regions are poorly disclosed, although they play an important role in an environment of change. In response to recent changes in the world, it is important to provide new and effective ways to meet the needs of today's society. Observing the problems of the regions in recent years in the period of change, one of the main goals becomes to strengthen the results of regional development and to establish the main sustainability indicators for the assessment of social sustainability of the regions
Responsibility of the director of the legal entity: restriction of the right to hold the position of a director
CC BY-NC-NDThis article analyzes the problems of the imposition of liability on a director of a legal entity. The essence and objectives of the restriction of the right to hold
the position of a director of a public and (or) private legal entity or to be a member of
a collegial management body are examined according to the doctrines of international
law and the case law of Lithuanian courts. The content of restriction of the right to hold
the position of a director of a legal entity is revealed by analyzing the legal regulation of
Lithuania, which establishes the basis of imposition of liability on a director of a legal
entity and some peculiarities which should be considered in each individual case.
Analysis of the procedure for imposition of liability of holding the position of a director reveals significant inconsistencies between the Law on Legal Entities of the Republic
of Lithuania and the Code of Civil Procedure of the Republic of Lithuania. This article
also analyses whether the meeting of creditors as a governing body has the right of apply
to the court to commence the procedure of imposition of a sanction on a director of a
legal entity.
Focus is also placed on the relationship between said sanction established in the Law
on Insolvency of Legal Entities of the Republic of Lithuania and the sanctions established
in Article 120 of the Code of Administrative Offenses of the Republic of Lithuania
Applying Optimization Models for the Formation of the Management System of Business Processes
CC BY-NC-ND 4.0The purpose of this paper is to build a model for the optimization of the
management system of business processes of enterprises, taking into account the time factor. Additional limitations in the model allow the influence of the quarantine restrictions
on enterprises’ economic activity in the context of the COVID-19 pandemic to be identified. The methods used in this paper are: analysis; synthesis; systematization; theoretical generalization; the method of Charnes and Cooper; the synergistic approach; and modelling.
The negative impact of the COVID-19 pandemic on the economic activity of enterprises
in Ukraine, in particular in the engineering services sector, is discussed. The economic-
mathematical model of the rational formation of the management system of the business
processes of enterprises in the engineering services sector, taking into account the time factor, is developed. This allows business processes to be optimized and economic activity to be
improved in terms of the global pandemic. The results of using the optimization model for
the management system of the business processes of project design, electrical maintenance,
manufacture of electrical equipment, starting-up and adjustment works, and consulting
are presented. The economic-mathematical model is an effective tool for the improvement
of quality management systems and the activity of enterprises as a whole. The scientific
novelty of this research may be considered from the prospects of two aspects of the optimization of business process systems: 1) the value of the financial resources in time; and 2) the
impact of quarantine measures related to restrictions on carrying out economic activities
in time. The application of the economic-mathematical model of the optimal organization
of business process systems to enterprises in the engineering services sector will allow top-
level managers to receive important information for managerial decision-making, which
is aimed at improving the quality of the management system, achieving the key business
objectives, and maximizing profit
