On the Evaluation of the Effectiveness of States' Measures to Overcome the Covid-19 Crisis: Statistics and Common Sense
This investigation is dedicated to the endeavor of critical analysis of the measures that countries and their governments have carried out in order to mitigate the consequences of Covid-19 pandemic. The main issues are: were these measures relevant and effective, or they simply led to the chaos and decline of national economies as well as to the crash of trusts into the powers of current transnational unions and treaties? What was the role of the international organizations such as UN and WHO? Can we consider the actions of Russian Government as sufficient and timely? Do we enter the new era of political and financial relations
The Right to Freedom of Conscience as a Compass in the Research of Western and Islamic Legal Traditions
The key argument in this paper is that, now more than ever,
the situation and transformations of freedom of conscience play the role of a
compass in the research of Western and Islamic legal traditions. In the West,
where the separation between state and church is enshrined, or in Islam,
where religion and law are closely related, the state of freedom of conscience
and the level of its legal safeguarding might impact changes to the legal
paradigm itself. To study issues related to the right to freedom of conscience
means to capture those transformations which might influence the future of
freedom, democracy, and the principles of the rule of law. Moreover, these
transformations might impact the directions in which civilizations, states,
and legal traditions are heading. Section 1 of this paper analyzes common
constitutional aspects of the right to freedom of conscience in the West. The
cases of Lithuania, France, and the United States are selected for research
on the question of the right to freedom of conscience. Section 2 turns the
discussion towards the question of freedom of conscience in Islamic legal
tradition. In this chapter, primary Islamic legal sources and the two most
significant methodologies of Islamic legal interpretation are considered. In
addition to this, the case of the Tunisian constitutional model is explored on
the question of freedom of conscience. Section 3 considers the state of Islam in
the West. More precisely, the state of freedom of conscience among Muslims
living in the West, which is influenced by both local legal order and Islamic
norms, is analyzed
The Constitutional Non Bis in Idem Principle in Criminal Justice: The Contemporary Concept and Current Issues of Application
This article examines the universally recognized principle of
law that prohibits double punishment for the same crime (non bis in idem).
The study singles out the essential elements of this principle developed in
the judgments of the European Court of Human Rights, the Court of Justice
of the European Union, and the rulings of the Constitutional Court of the
Republic of Lithuania, and provides relevant examples of Lithuanian case
law in criminal cases in response to violations. This article also presents the
logical structure of the non bis in idem principle, and emphasizes that its
content is revealed by the answers to three key questions: 1) What is meant
by “for a crime”?; 2) What is meant by “for the same (idem)”?; and 3) What
does it mean to “punish or persecute twice (bis)”? Detailed answers to these
questions are explored within the content of this article. At the same time, the
mistakes that lead to the detection of non bis in idem violations in particular
cases are highlighted, as well as potential remedies to these violations which
can be selected by the court, taking into account the specifics of each criminal
case
Imaginative Communication and Community: The Phenomenological-Enactive Approach to the Co-Constitution of Public Phenomena
CC BY-NC-ND 4.0An ever-evolving phenomenological-enactive perspective can expand
our reflection on the entanglement between enactive subjects and their living
ecologies. This article applies certain classical phenomenological projects and their
enactive extension to public phenomena (objects, spaces, events, etc.). As an instance
of the embodied cognition discourse, this research also aims to thematize the enactive,
affective, and intersubjective aspects of the relation to the (urban) Lebenswelt. This
may help in understanding both the potential of the phenomenological-enactive
methodology and the processes of an embodied intersubjective co-constitution of a
public ethos. Theoretical ideas presented in the article are illustrated with reflections
on some concrete public phenomena
Legal Issues Related to the Use of Twitter Data in Language Research
Twitter data is used in a wide variety of research disciplines in Social Sciences and Humanities. Although most Twitter data is publicly available, its re-use and sharing raise many legal questions related to intellectual property and personal data protection. Moreover, the use of Twitter and its content is subject to the Terms of Service, which also regulate re-use and sharing. This extended abstract provides a brief analysis of these issues and introduces the new Academic Research product track, which enables authorized researchers to access Twitter API on a preferential basis

Linking the Employee Voice to a More Sustainable Organisation: The Case of Lithuania
During the past years, sustainability has become an idea of organisational development.
There is a growing trend to focus more not only on yield and economic profit but also
on the care for the environment and contribution to the social balance, simultaneously
delivering economic, social, and environmental benefits. This paper aims to determine
how employee voice can lead to a more sustainable organisation by examining the gap
between employee preferences and the current situation. The quantitative method in
the form of a survey was used to examine the role of employee voice in the journey
towards a more sustainable organisation across different sociodemographic
characteristics. Four-hundred-and-twelve complete responses from Lithuanian
employees representing different business and public sector organisations were used
for analysis. The results of empirical research revealed a significant gap between the
employee voice (importance of sustainable behaviour) regarding economic, social and
environmental issues and the manifested corresponding sustainable behaviour. The
largest interval in values of the employee voice and the current situation was
determined in the groups of sustainable environmental behaviour and sustainable
economic behaviour
The Concept of Community in Meeting the Concept of a Good School from the Perspectives of Teachers, Students, Parents, and School Administration
For the past three decades, Lithuania has been working on the creation and development of the Good School. The Good School Concept, approved in 2015 and developed in response to the National School Concept (1988), encourages the continuation of this discussion. Educational reform in Lithuania began in 1988 when the National School Concept was introduced, which aimed at fostering a vision of the national and civic school. Based on the Lithuanian educational documents, the General Concept of Education in Lithuania and the Good School Concept (2015) emphasize the close collaboration between family, school, and society. The Good School Concept of 2015 states that “the good school is a school that aspires towards the foundation of humanistic values to seek the creation of meaning, discovery, and personal success, which, in its activities, is guided by the decisions made by its community members”. This article presents both quantitative and qualitative research. The current study is a part of the wider research “The Conception of School Community of General Education School Progress in terms of the Good School Concept”. The quantitative research presented in this article takes the form of a questionnaire survey performed in 2018, which involved representatives of general education school management and teachers, as well as grade 7–12 gymnasium students and their parents. The Mediation of Administrative Disputes and the Concept of Its Success in the Context of the Constitutional Principle of Responsible Governance
This article briefly presents the models of mediation in
administrative disputes currently used in Lithuania, and seeks to expand the
application of this alternative method of dispute resolution to the field of public
administration. The authors draw attention to the current public perception
of the success of mediation (as the conclusion of a settlement agreement),
and boldly criticize it as insufficient. This paper also analyzes the need to
use mediation as a preventive and non-judicial (not only quasi-judicial)
alternative dispute resolution method, which could strengthen social dialogue
between citizens and public administration entities and increase citizens’ trust
in state authorities in general. The prevailing view that successful mediation
occurs only when the parties to the dispute reach an amicable settlement is
rejected. The authors instead suggest that administrative mediation should
be considered successful if its application has created the conditions for
re-establishing dialogue and cooperation between parties, thereby changing
their attitude toward the dispute. Such a perception of the success of mediation
is preceded by the constitutional principle of responsible governance. At the
end of this article, it is confirmed that there is no contradiction between the
modernization of the public administration system and society, and that the
application of mediation must become an integral part of the constitutional
principle of responsible governance
The impact of Covid -19 on students’ academic and social life: a brief overview of projects ‘activities and research results
The global outbreak of the coronavirus (Covid-19) pandemic has undoubtedly affected the daily lives of all humankind.
The introduction of quarantine in most parts of the world has fundamentally changed the nature of both professional,
work and academic studies, which has had a significant impact on society’s social and personal life. No doubt, a number
of challenges arose with distance learning, teaching and learning during the coronavirus (Covid-19) pandemic.
The quality of studies, the social environment, learning and living conditions (dormitories), the organization of
internships, the conditions for student mobility, technical possibilities, academic integrity, etc.) have changed. academic life.
In order to understand and analyse the impact of this problem, Mykolas Romeris University (hereinafter MRU), with
the help of ESDI third-year doctoral students, initiated the project “Impact of Covid-19 on Students’ Academic and Social
Life” in 2021. The project was funded by the state budget under the invitation of the Ministry of Education, Science and
Sports of the Republic of Lithuania “to Support Civic, Scientific, Entrepreneurial, Creative and Sports Student Initiatives”.
