    Ethics in Police Management as a Factor of Leadership Efficiency

    CC BY 4.0Research background: Problems in law enforcement policy, police organization and management, and the work of an individual police officer cannot be addressed in practice in isolation. These three different levels of police action are based on certain rules that are in their specific moral contexts. The leadership competencies of the organization leaders allow to form the environment of staff cooperation, enable to take actions and responsibilities, and ensure ethical behavior of the employees of the organization. Thus, greater leadership effectiveness can be achieved if the manager is able to communicate with individuals, establish good relationships with them, inspire and persuade them to work together to achieve the common goals and vision of the institution. Purpose of the article: The article dwells on the meso-level, which generally is police organization and management. We will provide an answer to the question of how ethics in police management affects the relationship between managers and employees, brings efficiency to policing. The article aims to emphasize the new value of police quality by emphasizing ethics in police management as a factor in leadership effectiveness. Methods: This work was carried out using methods of analysis and synthesis of the scientific literature, as well as the application of logical and analytical methods in the analysis of key issues related to the role of ethics in leadership effectiveness. Findings & Value added: This work focuses on organizational ethical aspects that have so far been insufficiently addressed, the role of ethics in leadership effectiveness. The approach to police ethics presented links classical police values to modern management methods. Adherence to and dissemination of ethical principles are the characteristics of communication, which show what the other person is in contact with, how we value him, how much we respect and recognize his value

    State Regulation of Privacy and its Protection in the Use of Virds by Police: Comparative Perspective from Latvia and Lithuania

    The research analysis covers regulation on both: use of VIRDs and privacy protection in civil, administrative, and criminal laws (if these privacy protection rules could be applicable in the use of VIRDs). This research is focused on use of VIRDs by police in Latvia and Lithuania – legal regulation in both countries and its dissfunctions, however, the research includes only general aspects of privacy protection in the use of VIRDs by a Public Police (except for their use against outside threats) as the most directly and extensively touching individuals’ privacy aspects, because such use is widespread, relevant to most of the people as it is used in the everyday practice of the Public Police in public places. It is necessary to systematically investigate how privacy protection is ensured in particular national jurisdictions in the field of the operation and use of visual information recording devices. Such analysis is relevant because national jurisdictions are constantly confronted with challenges caused by modern technologies (particularly, VIRDs), the disputes concerning their use are only maturing, and new questions of legal governance of VIRDs’ operation and use arise. VIRD in this research means any type of device which is capable of recording video (for example, CCTV camera, dashboard camera) any photographic equipment (such as photo cameras or mobile phones with integrated photo-cameras, unmanned aerial vehicles (drones) (equipped with video/photo cameras)

    Forecasting Return on Equity of Commercial Banks Using Leading Indicators in Context of Signaling Theory

    The scientific problem of dissertation: which and how leading economic indicators can be included to structure of ratios helping to forecast return on equity in commercial banks and induce signals about the target return on equity. In the dissertation it was outlined theoretical concepts of signalling and forecasting return on equity in commercial banks from view of factor system complexity of forecasting return on equity, ascertained opportunities of using leading economic indicators and, using them, developed return on equity forecasting and signal inducing model in commercial banks. Besides, it was assessed model for return on equity forecasting and signal inducing, applying leading economic indicators in Baltic commercial banks and patronizing them Scandinavian banks, identified application opportunities and limitations. The results of the dissertation show that forecasting return on equity in commercial banks, applying leading economic indicators together with bank specific, coinciding and lagging economic indicators, improves accuracy of forecasting and inducing signals about target return on equity, in comparison to forecasting and inducing signals about target return on equity not applying leading economic indicators. The capability to induce and communicate more accurate signals on return on equity helps commercials banks to improve it‘s reputation in front of internal and external receivers of such signals.Disertaciniu tyrimu siekiama išspręsti mokslinę problemą: kokie ir kaip ekonominių veiksnių vertinimo išankstiniai rodikliai gali būti taikomi komercinių bankų nuosavo kapitalo pelningumo prognozavimo rodiklių sąrangai ir signalų apie siekiamą nuosavo kapitalo pelningumą indukavimui. Disertacijoje pateikiami komercinių bankų nuosavo kapitalo pelningumo prognozavimo ir signalizavimo teoriniai aspektai, pagrindžiamos ekonominių veiksnių vertinimo išankstinių rodiklių įtraukties į kuriamą modelį galimybės bei juos taikant sukuriamas komercinių bankų nuosavo kapitalo pelningumo prognozavimo ir signalų indukavimo modelis. Be to, disertacijoje įvertintas sukurtas komercinių bankų nuosavo kapitalo pelningumo prognozavimo ir signalų indukavimo modelis, nustatytos jo galimybės ir apribojimai. Disertacinio tyrimo rezultatai pagrindžia komercinių bankų nuosavo kapitalo pelningumo prognozavimo ir signalų indukavimo modelį (signalizavimo ir prognozavimo teoriją papildo nauju požiūriu), kuris kartu su kitais rodikliais kompleksiškai įtraukia ekonominių veiksnių vertinimo išankstinius rodiklius ir padeda patikslinti signalų indukavimą apie siekiamą nuosavo kapitalo pelningumą, nustatyti konkretūs tinkamiausi ekonominių veiksnių vertinimo išankstiniai rodikliai. Gebėjimas indukuoti ir komunikuoti tikslesnius signalus apie siekiamą nuosavo kapitalo pelningumą komerciniams bankams padeda gerinti savo reputaciją tiek prieš banko vidinius, tiek prieš išorinius signalų gavėjus

    Lithuanian Territories Contaminated with Explosives: Case Study of Kaunas

    Public security is caused by various factors: from crime prevention to global security needs. Public security includes public relations regarding liquidation of dangerous consequences for human health and lives caused by criminal offences and natural disasters and elimination of reasons causing such consequences. According to A. Maslow, security is a primal need arising after struggle for survival; thus, other needs can be satisfied only after meeting the security need. The First and the Second World Wars as well as dislocation places of Russian military forces are the main reasons of Lithuanian territories contamination with explosives. Military conflicts and armed struggle are key factors in discussion regarding contaminated territories all over the world. Lithuanian territories contamination with explosives has been still a relevant problem because news is coming in of human encountering explosives remaining from war that was 70 year ago. These findings are threatening public security, health and life. Danger to security occurs due to the fact that explosives can be hit while digging ground and sometimes people do not recognize explosives or think that they are not dangerous. These thoughts can be denied by the numbers of dead or injured people, who treated war findings without precaution. Therefore, the aim of this article – to discuss influence of contaminated territories with explosives on public security. In order to do this, the following objectives are identified: to discuss the concept of explosives and the risk to public; to describe the relevance of the problem in other countries in the world; to estimate the relevance of the problem of contamination with explosives in Kaunas city and Kaunas district. In order to discuss the danger of remaining explosives from war to public, concepts of explosive and explosions are described as well as danger of unexploded ordnances and their occurrences in Kaunas city and Kaunas district. These territories were chosen due to the fact that battles of the First and the Second World Wars took place more or less in these territories; in addition, separate German military troops and Russian military forces were dislocated there

    Maternal informativeness and maternal health literacy are important factor in maternal health care. In this case, the relation-ship with health care providers, oriented to the impeccable behavior of the mother during pregnancy, uncomplicated course of pregnancy, childbirth and nursing care is very important. In Lithuania, the health care of pregnant women is carried out in accordance with the procedure provided for in legal acts, giving pregnant women the opportunity to choose a health care specialist - obstetrician, gynecologist, family doctor, midwife during physiological pregnancy, childbirth and a healthy newborn. The legislation specifies health care services for pregnant women, outpatient care (7-8 times) during the physiological course of pregnancy and the possibility for a pregnant woman to choose a maternity hospital according to her health condition and personal discretion. Services are free of charge (for socially insured patients), reimbursed by territorial health insurance funds. However, pregnant women training service is non-specified, developing health literacy and access to training courses for pregnant women by funding them from public hospital funds. The choice is up to the pregnant woman, optional, unregulated is not legitimized by a uniform standard

    Practices for the engagement of citizens and other research and innovation (R&I) stakeholders in science can be found aplenty in existing literature, all along with principles, guidelines and tools providing meaningful guidance for practitioners in Research Funding and Performing Organizations (RPFOs) and helping them achieve high quality and responsible Citizen Science projects addressing sustainability challenges. Such guidance, however, is scarce when it comes to setting up and running transdisciplinary Citizen Science eco system, where projects can be systematically initiated by different stakeholders and carried out in a dedicated supportive environment. Based on literature review and series of semi-structured interviews with quadruple helix stakeholders in Lithuania, the paper provides a current overview of the perceptions, concerns, motivational factors and obstacles with regard to participation in Citizen Science activities

    Improving IT Service Management in Customer Service Business: A Case Study

    Organisations that provide information technology services mostly set goals for improving the quality and management of services. The ability to remain competitive is one of the most critical factors in any modern organisation's success. For business processes to be successful, it is necessary to rely on rational and well-thought-out solutions. In many cases, data-based solutions create conditions to avoid or reduce significant risks. The article examines the possibilities of applying IT processes to improve customer service and presents its improvement outcomes. Customer satisfaction with the services provided is directly correlated with the quality of services. The research investigates and empirically evaluates the existing IT incident management processes of the selected company and provides opportunities for their improvement. After analysing incident management processes in the selected company, an improvement of the incident management processes was presented to eliminate the identified deficiencies. Descriptive and inferential statistical methods were used to evaluate the effectiveness of the improvements. The results obtained show that the improved process had a statistically significant positive impact on improving the customer service quality. Therefore, it can be stated that the implemented changes are effective and useful in the context of the company's operations

Based on the classic work of the sociologist Robert Merton, this article addresses the side-effects of attempts that have been made by the Lithuanian national government to improve on the governance of basic and high-schools. The intended goals of the policies concerned the increase of autonomy of school governance through the decentralization of responsibilities; increasing autonomy of and control over school governance; increasing market-driven governance, inducing competition and collaboration between schools, and altering the relation between service providers and recipients
