Reflections on the Customer Decision-Making Process in the Digital Insurance Platforms: An Empirical Study of the Baltic Market
Multifold effects of the COVID-19 global health crisis and economic lockdowns are reflected in the insurance industry, and are predicted to expand to the post-COVID-19 era. It is expected that, within a short period of time, the current worldwide situation, in regards to the coronavirus, will be reflected in new trends, regarding customer behavior, organizational management, and culture, as well as reveal improved business management models, legacy infrastructure, and service systems in insurance organizations. Here, a focus on end-user preferences, data, and their behavior modeling in digital platforms are major practical drivers within the modern insurance concept, but there is a paucity of researches within the theoretical synthesis of consumer decision-making (CDM) models, information system theories, and behavioral economics concerning modern insurance-specific value chains and digitalized decision-making processes. Therefore, the following research aims to expand upon the existing scientific knowledge of end-user behavioral patterns and process frameworks in the Baltic insurance market, by including and examining a factor group of technological enablers and a digital environment. Research results in digitalization, personalization,
and customization levels within the Baltic non-life insurance market are homogenous with a leading position of Estonia and overall evaluations ranging between Satisfied and Rather Good. There are also three major factor groups and process stages identified, which influence insurance purchase decision-making in digital insurance platforms in the Baltic market

To the Assessment of the Role of National Traits in the Processes of the Safe Operation of Nuclear Power Facilities Maintenance
One of the features of the post - Fukushima development of nuclear technologies in terms of the impact of the human factor on safety is the analysis of the national context in the safety culture. The starting point for this thesis is the transboundary nature of the nuclear power safety problem, which, in turn, depends on the ability of people to act together at the national and international levels. Thus, exploring how the national context influences decision-making and the performance of production objectives, and a better understanding of national cultural characteristics, is an important topic to be developed in this article
Schengen and the Concept of Internal Border Security
The main purpose of the Schengen Agreement was to abolish border checks at internal borders between
Schengen Member States. This principled idea was later transposed into the provisions of the Schengen
Convention and reiterated in the Schengen Borders Code. Despite the fact that the priority objective of the
Schengen Agreement is to apply the principle of free movement of persons and to abolish internal border controls,
there is one exception, in cases where public policy or national security so require, the Schengen State, in
consultation with the other Contracting Parties, may decide to carry out border checks at the internal borders of
the country concerned for a limited period, depending on the situation at the internal borders. The abolition of
controls at internal borders is not an irreversible process, which means that rules governing the reintroduction of
controls at internal borders must be introduced into national law. This article analyzes the norms of the Schengen
acquis and the main elements of the concept of protection of internal borders, evaluates the principles of
reintroduction of control at internal borders. It is assumed that EU countries that have agreed on common security
standards have the right to decide and implement national measures to ensure public order and national security
Ensuring effective restructuring proceedings in the implementation of the restructuring and insolvency directive
This article analyzes the problems of ensuring the effectiveness of restructuring proceedings when implementing the Restructuring and Insolvency Directive into the law of the Republic of Lithuania. It examines the economic, social, and legal objectives of restructuring proceedings, and how this process can preserve viable companies operating in the market which encounter issues of solvency. The goals of the Restructuring and Insolvency Directive and the need to harmonize restructuring proceedings in the European Union are also assessed. This article additionally focuses on analyzing elements of ensuring the effectiveness of the restructuring proceedings set out in the Restructuring and Insolvency Directive: essential contracts, new and interim financing, suspension of individual enforcement measures, and the confirmation of a restructuring plan. It analyzes how these elements of the restructuring proceedings can help to ensure the preservation of viable companies and the continuity of activities during restructuring proceedings. Finally, this article also examines the proposed amendments to the Law on the Insolvency of Legal Entities regarding the implementation of the Restructuring and Insolvency Directive, and considers whether the proposed amendments will increase the efficiency of restructuring proceedings
The Assessment of the Educational Potential of the Regional Population of the Russian Federation
CC BY-NC-ND 4.0Aim: This article covers an important subject – the assessment of the educational potential of the regional population of the Russian Federation. This is one of
the most fundamental issues in modern society to be considered for the future development of Russia. The authors look at the concept of educational potential, systematize its
key indicators, and perform an index analysis of factors that characterize educational
activity and the technical, material, and informational basis of education in the Russian regions.
Methodology: This article introduces a number of integrated components that characterize educational activities as well as the technical, material, and informational basis
of education. A structured list of recommendations is provided for the implementation of multidimensional regional classification, in line with both individual as well as broad
indicators covered in the analysis.
Results: The regression model is based on an integral indicator that characterizes educational activity and defines the index of educational performance: the share of employed,
higher-educated members of the population aged 25–64 years in the total number of economically active people of the same age group. Integral indicators characterizing educational activity and the technical, material, and informational basis of education were used
in the benchmark analysis which defined leading and lagging regions in the Russian Federation. Based on these indicators, a multidimensional breakdown structure was developed
to distinguish the weaknesses of other regions in relation to the leader.
Conclusion: These results may be useful for statisticians and economists for research on
the level of informatization of the population and the economy
Financial Security Assessment in the European Union Countries
CC BY 4.0Financial security of the country means the absence of threats to the financial system, ensuring the stability and
development of the financial system and the ability to maintain the financial sovereignty of the state. The aim of the article
is to evaluate financial security in EU countries. The aggregate financial security index (AFSI) is used to reach this goal.
AFSI calculation is based on five sub-indexes: Human Development Index, Economic Globalisation Index, Financial
Development Index, Index of Economic Freedom and Country Level Index of Financial Stress. The results show that Market-based EU countries have the highest financial security. The lowest financial security was set in Eastern European countries
Reduction of Homicides in Porto Alegre: Fighting Criminal Factions
The homicide rates rose sharply in the city of Porto Alegre between the years 2011 and 2016. This
situation was compared to the “Barbarian Age” by the local press. However, due to the actions conducted in the
public security sector from 2017 onward, the homicide rate went down 19% in the municipality and maintained
this reduction throughout 2018 and 2019. Thus, this article aims to present the actions that were taken to fight the
high homicide rates in Porto Alegre, mostly by describing Operation Firm Hand (Operação Pulso Firme), which
took place in July of 2017. With this in mind, the exploratory study used bibliographic and documental review
techniques and took into account scientific articles and media publications from public agencies and from the
local press. The article exposes the main actions that were implemented in order to modify the scenario, comparing
them with other successful cases in Brazil and internationally, presenting the aspects that had to do with actions
focused on repressing criminal factions, thus reducing homicide rates
Self-Defence against Terrorist Attacks
The article analyses the concept of self-defence against non-state actors – terrorist groups. The events of
last decades where non-state actors (terrorist groups) had carried out attacks amounting to armed attack in sense
of Article 51 of UN Charter left a dilemma for states whether the right to self-defence encompasses as well actions
against non-state entities. The state practice illustrated in present article supports the idea that self-defence is
possible against whoever committed armed attack, be it a state or non-state entity. The article also discusses the
standard of action against states harbouring terrorists
An Assessment of State Aid for the Employment of Disabled People Based on the Practice of Other EU Countries
Countries facing social problems that are related to people with disabilities use a variety of instruments and methods to address them. One such measure is State aid. However, the application of these measures does not always lead to the achievement of public policy goals, the improvement of indicators such as the integration of people with disabilities into the labour market, and the reduction of social exclusion. This paper examines a social problem related not only to the increase in the employment rate of people with disabilities, but also to research on improving the living standards of this group. Lithuania has been promoting the employment of disabled people by providing State support for employing disabled people for more than a decade. It should be noted that this support scheme has remained practically unchanged throughout this period, and is provided to social enterprises where the employment of persons with disabilities provides limited opportunities for participation in society and does not change public attitudes towards persons with disabilities. This employment model shows sluggish progress in the reduction of unemployment and poverty among people with disabilities, and needs to be assessed and adjusted to implement various policy actions and measures. Efforts have been made to reform employment policy for people with disabilities since 2020, but these changes are not yet concrete, and State aid continues to be granted to disabled people employed based on a care-employment model. The impact of these changes may be insignificant in the future, so it is important for the State to fundamentally review the implemented policy based on the practice of other countries.Šalys, susiduriančios su socialinėmis problemomis, kurios yra susijusios su neįgaliaisiais, taiko įvairias priemones ir būdus, siekdamos jas išspręsti. Viena iš tokių priemonių – valstybės pagalba. Nepaisant to, šių priemonių taikymas ne visada leidžia pasiekti valstybės politikoje nustatytų tikslų ir pagerinti tokius rodiklius kaip neįgaliųjų integracija į darbo rinką ir socialinės atskirties mažinimas. Straipsnyje nagrinėjama socialinė problema, susijusi ne tik su neįgaliųjų užimtumo didėjimu, bet ir su galimybių pagerinti šios grupės gyvenimo lygį tyrimais. Straipsnio tikslas – išanalizuoti kitų šalių praktiką, siekiant sukurti efektyvų neįgaliųjų užimtumo įsitraukimo į darbo rinką modelį. Pagal pasirink-tus rodiklius, atspindinčius socialinę atskirtį ir skurdą, atliekamas daugiakriteris ES šalių 2010–2018 m. laikotarpio vertinimas. Taikant paprastųjų svorių sudėjimo metodą (SAW), pagal politikos įgyvendinimo efektyvumą vertinamas ES šalių vykdomas valstybės politikos neįgaliųjų užimtumas ir jų socialinis įtraukimas. Remiantis atlikto daugiakriterio vertinimo rezultatais, nustatyta, kad sėkmingiausiai neįgaliųjų skurdo mažinimo ir užimtumo politiką analizuojamu 2010–2018 m. laikotarpiu įgyvendino dvi šalys – Nyderlandai ir Suomija. Remiantis Nyderlandų ir Suomijos vykdomos politikos pavyzdžiais, gali būti siūlomi du skirtingi reformos modeliai Lietuvai. Vienas iš siūlomų modelių galėtų būti nukreiptas į griežtų priemonių, skatinančių neįgaliųjų integravimą į darbo rinką, taikymą. Tam galima pasitelkti Nyderlandų politikos pavyzdį ir nustatyti kvotas darbdaviams, kurios leistų įdarbinti tam tikrą skaičių neįgalių asmenų. Tokiu atveju laukiami rezultatai būtų pasiekti ir be valstybės pagalbos teikimo, kadangi prievolė įdarbinti neįgaliuosius būtų įtvirtinta teisės aktais. Kitas siūlomas modelis susijęs su švelnesnių priemonių taikymu, t. y. valstybės pagalbos teikimu visoms įmonėms, pasirengusioms įdarbinti neįgalius asmenis. Kadangi Lietuvoje socialinėms įmonėms skiriama parama negeneruoja laukia-mos naudos, šio modelio atveju tikslinga remtis suomių patirtimi ir socialinėms įmonėms skirti valstybės pagalbą, jei įdarbinami sunkią negalią (0–25 proc. darbingumo lygį) turintys asmenys. Taip pat labai svarbus ir valstybės sektoriaus vaidmuo kaip socialiai atsakingo darbdavio, priimančio sveikatos problemų turinčius asmenis, todėl šiam sektoriui galėtų būti nustatomos neįgaliųjų įdarbinimo kvotos
