Užsienio universitetų absolventų profesinių žinių ir kompetencijų taikymo efektyvumas: Kazachstano atvejis
CC BY-NC-ND 4.0This paper analyzes the effectiveness of the application of the professional knowledge
and competencies of Kazakhstanis who have graduated from foreign universities. Based on the results
of a survey of 1,111 Kazakhstanis who completed their studies abroad and in-depth interviews with
44 graduates of foreign universities, the authors consider how effectively Kazakhstani graduates of
foreign universities apply their knowledge and competencies in Kazakhstan and abroad. At the same
time, this research analyses the main motives of Kazakhstanis for studying abroad, the factors preventing the use of intellectual potential in Kazakhstan, as well as the reasons that prompted them to
stay abroad or return to Kazakhstan.
According to the results of the study, the use of the intellectual potential of graduates is influenced by: the high degree of bureaucracy in the country (34.5%); low wages (28.3%); and the absence
of the conditions necessary for effective work (26.8%). Only 21.3% of the survey participants fully
apply their acquired knowledge and skills at work.

Peculiarities of the Legal Regulation of Telework in Public Administration
This paper analyzes the peculiarities of the legal regulation
of telework in public administration, related to the global COVID-19
pandemic and its consequences – mobility bans, quarantine, etc. The
main goal is to assess the need and specifics of telework in public administration,
to review the legal regulation of telework in public administration,
and to analyze the challenges of telework in the public administration
sector in Lithuania. The article concludes that the need for regulation
of telework is very high and will remain so in the future, and emphasizes
that all changes in regulation around the world are being made in real
time in response to a pandemic. Various public administrations are developing
methodological tools to help implement successful teleworking.
In Lithuania, meanwhile, there is a serious lack of legal clarity regarding
the compensation of additional costs incurred by teleworkers
Use of modern forensic research methods in traffic accident investigations
The article shows the possibilities of using new technologies such as
event-related data stored in car information systems, video recordings in traffic
accident investigations. All the analysis is based on presentation of concrete
investigation where without the use of the data obtained from these devices, a
detailed investigation would not be possible. Asing on main findings emerging
problems and perspectives are discussed
Employee-driven Innovation Capability: The Role of Knowledge, Creativity, and Time Sufficiency
CC BY-NC-ND 4.0Creativity and innovation are fascinating issues in the current literature because
they play an essential role in organizational sustainability. Although previous studies found that
knowledge and creativity are prominent predictors of innovation, the existing literature regarding
the connection between these concepts remains insufficient. The present study investigates how
individual creativity and an employee’s innovation capability are influenced by different types of
knowledge (i.e., knowledge network, knowledge quality, and knowledge sharing). Furthermore, it
attempts to amplify the grasp of the pathways and conditions to improve innovation capability by
assessing the mediating role of an individual’s creativity and the moderating role of time sufficiency.
The present study promoted structural equation modelling and cross-sectional design to test the
hypotheses, utilizing data collection from 414 full-time employees at 69 SMEs in Indonesia. The
findings revealed that creativity mediates the effects of knowledge quality and knowledge sharing
on employees’ innovation capability. Furthermore, the influences of different types of knowledge on
creativity and innovation capability are not alike – time sufficiency plays the role of moderating the
relationship between knowledge quality and employees’ innovation capability. The present study
contributes significantly to helping define how knowledge, creativity, and innovation capability are intertwined by highlighting the vital role of knowledge quality, knowledge sharing stimulation, and
time sufficiency enhancement
Transformational leadership in military education: Lithuanian case study

The authors of this paper propose that the universal nature and theory of transformational leadership is fully applicable to any military organization. Through enhanced learning, feedback and interaction practices any organization will achieve a permanent competitive advantage. A case study of educational system transfer from Finland to Lithuania based on results in Gen. J. Žemaitis Military Academy (MAL) is presented. Why the Number of Adult Learners is Not Growing - Attitudes of Lithuanian Adults towards Lifelong Learning
CC BY 4.0This article analyzes the reasons that continue to encourage the way of a more
active involvement of adults in lifelong learning in Lithuania. Lithuania is characterized by
an educated society that wants to advance, but Lithuania's Lifelong Learning (LLL) Index is
one of the lowest in the EU. According to LSD data in 2019, Lithuanian LLL indicator was
only 7%. Lithuania's Progress Strategy Lithuania 2030 and the National Progress Program
2014-2020 mention LLL as one of the most important strategic goals to be implemented at all
levels and to cover all social areas. The education strategy for 2013-2022 aims to “mobilize
not only the educational community, but also all Lithuanian people to study purposefully in
order to achieve personal and national success. “(p. 11). Recent research indicates that that
although the main challenges hindering the growth of the number of adults participating in
lifelong learning in Lithuania are financial barriers and the belief that learning is too late,
and learning motivation is low, yet positive attitudes of Lithuanian adults towards lifelong
learning, provide general expectation of increasing motivation for adult learning and more
active involvement of adults in lifelong learning
The Correlation between Statement of Cash Flows, IAS 7, and Earnings per Share, IAS 33: A Case Study at Daimler AG (Mercedes-Benz)
CC BY-NC-ND 4.0The present paper aims to examine the relationship between cash flows from operating, investing, and financing activities from one side, and earnings per share from the other, for
Daimler AG (Mercedes-Benz) – one of the largest and oldest multinational automotive corporations
in the world. The paper is based on the analytical and descriptive approaches, and tests the hypotheses of the study using the annual reports for the period of 2010–2020. The analysis of data is performed using the IBM-SPSS 25 statistical program in addition to Microsoft Excel 2013. This study
uses the techniques of descriptive and inferential statistics. Based on the results, this paper concludes
that there is no relationship between net cash flows and earnings per share; there is also no statistically significant correlation between cash flow from investing and earnings per share. Regarding the
net cash flow from operating and financing, there is a statistically significant relationship between
this independent variable and earnings per share; at the same time, the correlation is positive for
financing activities but negative for operating activities with earnings per share. Multinational automotive corporations such as Daimler AG (Mercedes-Benz) should show a link between cash flows
and earnings per share when making decisions related to operating and investing activities because
the relative difference between the statement of cash flows and earnings per share is important for
external users, especially investors
