General theory of criminalistics: from Hans Gross to Rafail Belkin... And what next?
The article analyzes processes of formation and development of the general
theory of criminalistics through the prism of science, emphasizing the contribution
of the Eastern European School of criminalistics scientists – especially
prof. Rafail Belkin. At the same time it is reminded that at the turn of the 19th
and 20th centuries the theoretical foundations of criminalistics were laid by
the so-called pioneers of forensic science with Hans Gross at the forefront. It is
emphasized that although in recent years there has been an increase in interest
in the process of formation and establishment of criminalistics at the turn of
19th and 20th centuries but Hans Gross’s theoretical attitudes and insights are
insufficiently analyzed and evaluated. Although H. Gross’s textbook focused
on the practitioners of those days interpreting and investigating crimes, he
himself wrote that we also have a theoretical part in it. Are we deep enough
in Gross’s ideas and are we able to evaluate and apply them creatively in the
modern world
Career management challenges: case of statutory organizations
The article analyses career management challenges in organizations. We live in a constantly changing
environment, where it is especially important to take care of your career. Scientific literature analyses various
aspects of career planning and management of employees in organizations. Professional career is an important
part of a person's life. Most workers today feel very stressed at work due to high levels of uncertainty and lack of
meaning. The text provides an analysis of career elements. The concept of career can be described as the joint
effort of an individual and an organization to achieve employee’s satisfaction at work and good performance in
the organization. Employee responsibility is more related to personal career planning. Meanwhile, career
management is the prerogative of the organization. Aim of the article: to analyse career management and
implementation opportunities in a statutory organization, identify problem areas and provide a model for career
management and implementation in statutory organizations. The article reveals theoretical aspects of career
management, the concept at the individual and organizational levels, examines career management models and
the possibilities of their application. Career features in the statutory institution are also defined. Features of the
statutory organization are revealed. The quantitative empirical research carried out presupposed the possibility
of identifying the main factors that promote and hinder the development of careers in statutory organizations;
identified problem areas and solution options and presented a formed model of career management and
implementation opportunities in statutory organizations

The authors compare the reality and perspective of the use of digital traces
in this study, including a brief characteristic of the digital traces and their theory.
In the context of a vision of considerably wider application in criminalistics
and forensic research, they point to the possibility of exploiting the digital traces
and its content as a new part of classical criminalistics and forensic traces.
The basis for this analysis is probably the only first complex work in Slovakia in
this area so far, especially the content of its first – theoretical part. The detailed
processing of knowledge was carried out as part of the research within the project
of the Center of Excellence in Security Research, including three major
outputs of dissertants involved in the project. Digital traces are typical of crime
related to the misuse of information and communication technologies, which is also the mistake in opinion of most experts. Unfortunately, according to published
research, great deficiencies are also shown in the field of police knowledge
of the digital traces. But as reality shows, they are part of virtually every
all activity of our present life. The authors in the study distinguish in the traces
of criminal activities a number of divisions – many kinds of digital traces. Extensive
research during and after the project in research activity 3.3., Center of

CC BY-NC-ND 4.0One of the factors of discontent on the part of the urban population is the loss of natural landscapes, fragmentation, and destruction of habitat due to the sprawl of settlements and infrastructure.
The determining role in conflict resolution belongs to local authorities, who mediate between actors
with different social and economic interests.
The purpose of this article is to study the prerequisites for the formation and development of the
environmental protest movement, caused by the lack of proper communication between the authorities and the public around issues concerning urban landscaping in Kazakhstan. The object of the study
is the factors that affect the emergence and development of civil environmental initiatives. The article
uses protest event analysis, which allows the dynamics of civic mobilization and its key characteristics
to be reconstructed on the basis of various textual sources from social networks.
The Meta Corporation (Facebook, Instagram) played a defining role as a communication channel, with more than 200 posts, 132 photos, 74 videos, 188 pieces of textual information, and 165 links. At the same time, it was found that the greatest negative reaction and subsequent escalation of the
conflict was caused by the withholding of information on the decisions made by official bodies in the
public domain (+43%), while the imitation of dialogue by the authorities gives little hope of a positive
resolution of the conflict (-12%).
The results obtained with different scenarios underscore the need and responsibility of government agencies to develop and strengthen the capacity of local communities to play an active role
in decision-making. Public participation and social partnership expand the number of participants,
guaranteeing a new quality of management process in gathering information, setting priorities, making decisions, monitoring their implementation, and evaluating results
Impact of Legal Instruments of a Specialised Agency of the United Nations – the World Health Organization – on the Management of Public Health in National Law
The role of the World Health Organization in the management
of the global COVID-19 pandemic and its relevant impact on the national-level
legislative decisions made by states fuel discussions about the scope of the
powers of this organization. This article deals with the influence of the World
Health Organization on its member states in the management of public health.
The WHO’s impact is assessed and conclusions are drawn, taking into consideration:
the circumstances of development of the WHO, the functions set out in
its Constitution in order to achieve the best health of all peoples, and the levels
of imperativeness of the legal acts issued by the WHO and their application
in the national law of Lithuania during the management of the COVID-19
pandemic.
This research reveals that although the activities undertaken and the legal
instruments enacted by the World Health Organization in the area of public
health do not have a binding legal force in many cases, they have legal significance
because they clarify the content of binding legal instruments and serve
as guidelines for states for the further legal development of health systems at
the national level. Such a mode of operation of this organization opens up an
opportunity to make use of the advantages of soft law, compared to inflexible
hard law, and to retain the neutrality of medicine and health sciences in terms
of political interests

Republic of Kazakhstan “On local government and self-government” with the corresponding articles
from the text of the Constitution. The priority directions of the ways of reforming the conceptual foundations of local government and self-government in Kazakhstan during the years of independence are
analyzed. The research uses general scientific and special methods of scientific knowledge. Among the
results obtained, we point out the following: proposals for improving legislation; recommendations
for improving the Constitutional Law “On elections in the Republic of Kazakhstan”; reflections on

CC BYUkraine has been facing unprecedented challenges since 2014. A Revolution of
dignity makes Ukraine turn closer to the EU and NATO, while ongoing and expanded Russian
aggression threatens the very existence of Ukrainian statehood. One of the key directions of making
Ukraine resilient to threats and challenges is the decentralisation process. It aims at making the
government and public administration in Ukraine more democratic, transparent and efficient, open
to public concerns and the needs and expectations of local communities. The article proposes
analytical approaches towards the decentralisation process taking into account the imperative of
democratisation and security challenges that Ukraine has been dealing with. The authors consider
both dimensions of the national regional policy and self-government reforms, proposing a balanced
vision on their advantages and disadvantages, as well as pointing out key problems that should be

Building of Parallel and Comparable Cybersecurity Corpora for Bilingual Terminology Extraction

the cybersecurity domain within the framework of the project DVITAS. It is argued that a system
of parallel, comparable, and training corpora for BiTE is particularly useful for less-resourced
languages, as it allows efficiently to combine strengths and avoid weaknesses of comparable
and parallel resources. A special focus is given to the availability of sources in the cybersecurity domain and issues related to copyright-protected publications, as well as the data curation
performed for building the corpora and depositing them to CLARIN-LT repository
Fear of Cancer Recurrence: Lived Experiences of Cancer Survivors’ Spouses
CC BY 4.0Fear of cancer recurrence is the most prevalent and burdensome emotional concern among cancer survivors’
spouses after treatment. This qualitative study aimed to disclose, what are cancer survivors’ spouses lived experiences
of fear of cancer recurrence. Seven adult spouses were explored. Data were obtained using a semi-structured interview and analyzed by inductive thematic analysis. Analysis revealed that fear of cancer recurrence is interpersonal
experience and fear transmits in a couple. The spouses associate cancer recurrence with death and risk of losing
their spouse. The threat of cancer recurrence triggers not only the feelings of insecurity, uncertainty about the future
and loss of control, but also appreciation of life. Planning and control, religiosity, avoidance and awareness of fear
helped spouses to reduce concerns about relapse. Interventions for spouses should focus on promotion of emotional
expression of cancer recurrence concerns, also learning to accept and tolerate uncertainty
