    The effect of the media on the image formation of the police institution

    The success of every organization and institution partly depends on image formation in society. The formation of the opinions of individuals in modern society is also influenced by the increasingly popular online media. These days, information on the Internet spreads much faster than through other sources of public information. Means of public information are very important nowadays in our society, they form an opinion about a certain object or create an image of a certain institution. The mass media, having an influence on public opinion, easily creates images about certain institutions. Having the right image and the trust of the citizens of the state, the institution can communicate properly and achieve its goals. Therefore, the goal of many organizations is to have a great image. It is not easy to do, it requires a lot of effort. The police, like every organization, has the goal of working usefully and having the public's trust, and with trust, the image of the institution can be created. In order to achieve this, the police often publish public information about the institution's activities, achievements or good works done to the largest possible audience of people, in this way the aim is to form a better reputation of the institution. The already existing image of the organization is like a representation, because it describes the institution itself, allows to evaluate and receive feedback, evaluates the favorability of the person, the behavior towards the organization. A police institution also strives to create an image and strives to make it a good one. This is quite difficult to do, but with a lot of effort not only from the organization itself, but also from its employees, it becomes an easier task. Employees are one of the links in creating the image of the organization in society. Employees of a police agency have rules that they must follow in order to ensure that their behavior is appropriate both when dealing with the media and with the public. Thus, the purpose of this article is to evaluate the influence of the media on the image of the police institution. The research reveals the influence of the media on the image of the police institution, but the media is not the only influencing tool. Personal experience when dealing with this institution is also extremely important. And the most frequently mentioned means of public information are social networks, where respondents find both positive and negative information about the police institution

    The author of the doctoral thesis „Lobbying activity in the municipal waste management sector” investigates manifestations of the interest groups lobbying activities in the legislative process of municipal waste management. Both EU and Lithuanian legislation establishes the principles of a transparent, accountable legislative process and obliges to disclosure the declarations of the lobbying activity. Nevertheless, the “invisible”, latent nature of the lobbying activities in the legislative process of the municipal waste management sector, has a negative impact on the public interest and presuppose the imperfect legislative situations - it can be identified as the main problem of this dissertation research. The dissertation reveals the legal characteristics of lobbying activities, divulges the condition and changes of legal regulation of municipal waste management at the national level. The research identifies and evaluates the problems of interest groups lobbying activities in municipal waste management legislation: competition of legal norms, legal loopholes or situations of imperfect legal regulation. According to the conclusions, relevant solutions are proposed

    Problems of the relationship between individual enterprise and its participant in bankruptcy proceedings

    According to the model chosen by Lithuania for the insolvency proceedings of the individual enterprise (IE) and the bankruptcy proceedings of the participant of IE (a natural person), the priority is given in time to the insolvency proceedings of the IE. Upon completion of the bankruptcy proceedings of the IE, the IE ceases to be a participant in civil law relations the claims of its creditors expire, but the obligations of the participant of the IE as a natural person to the personal creditors do not end. Prior to the Law on the Natural Persons Bankruptcy, it was not possible to write off debts of this kind and the creditors of a natural person were entitled to enforce their obligations in accordance with the procedure laid down in the enforcement proceedings for an unlimited period. Following the adoption of the LPB, this changed and gave the natural person the opportunity, as a participant of the IE, to request the opening of bankruptcy proceedings for the natural person after the bankruptcy proceedings of the IE were closed and before the uncovered claims of the creditors of the participant of the IE were not covered. Whether the chosen solution to the insolvency of a natural person entrepreneur in cases where they used an individual enterprise to conduct business is effective and adequately protects the interests of both the natural person entrepreneur and they personal creditors and creditors of the IE

    Confirmation Bias in Simulated CSA Interviews: How Abuse Assumption Influences Interviewing and Decision‐Making Processes?

    CC BY 4.0Purpose: Research has shown that confirmation bias plays a role in legal and forensic decision-making processes and, more specifically, child interviews. However, previous studies often examine confirmation bias in child interviews using non-abuse-related events. We enrich the literature by examining interviewers’ behaviours in simulated child sexual abuse (CSA) cases.Method: In the present study, we used data from a series of experiments in which participants interviewed child avatars to examine how an assumption of abuse based on preliminary information influenced decision-making and inter-viewing style. Interview training data (Ninterview = 2084) from eight studies with students, psychologists and police officers (N = 377) were included in the analyses. Interview training data (Ninterview = 2084) from eight studies with students, psychologists and police officers (N = 377) were included in the analyses.Results: We found that interviewers’ preliminary assumption of sexual abuse having taken place predicted 1) a conclusion of abuse by the interviewers after the interview; 2) higher confidence in their judgement; 3) more frequent use of not recommended question types and 4) a decreased likelihood of reaching a correct conclusion given the same number of available relevant details. Conclusion: The importance of considering how preliminary assumptions of abuse affect interview behaviour and outcomes and the implications for the training of investigative interviewers were discussed

    The criminalisation problems in finance and business order in Lithuanian law

    The current wording of the 97th Lithuanian Criminal Law still has not solved significant problems related to a clearer definition of the limits of criminal liability in relation to administrative liability. The huge scale of business activities till the pandemic situation and especially present difficult situation regarding the long- term economic downturn because of the post-pandemic situation and military actions in Ukraine – all this naturally increase the risk of possible crime in finance and business order in order to survive this difficult situation. This grounds the topicality of this theme and necessity to re-examination of significant Lithuanian legal regulation. Therefore, the purpose of the research is to analyse the issues of the relationship between criminal and administrative responsibilities in the field of finance and business order and its application in Lithuanian case- law. So, the tasks of the research are based on three main area of this analysis, i.e. criminal and administrative responsibilities for illegal economic activity, fraudulent and negligent accounting, and for violating the procedure for submitting financial documents and data to institutions, according to legal regulation and case-law of the Court of Cassation. The article uses basic research methods such as document analysis, systematic analysis, comparative analysis, the deduction analysis and generalization methods. The analysis of this article substantiated the incompleteness of Lithuanian legal regulation on these questions, as the problems seen in the case-law of the Court of Cassation clearly require a substantial adjustment of the criteria for delimitation of criminal and administrative liabilities, i.e. legal regulation of criminal liability for unauthorised engagement in economic, commercial, financial or professional activities requires a serious consideration of the waiver of feature “the form of a business”, as well as the criminal liability for fraudulent and negligent management of accounts needs the establishment of a specific criterion defined in monetary terms, meanwhile the criminal liability for violation of the procedure for submission of financial documents and data to state institutions requires the increase of inadequately low the amounts of minimum standard of living

    Social Control in the Road and Urban Environment: Comparative Analysis

    Under the aegis of social control theory, this work aims to identify the main differences between police pursuits of vehicles on highways and urban roads. The perceptions of military road police officers in Minas Gerais about the characteristics of vehicle chase occurrences are used, identifying the main differences between vehicle pursuits on highways and in urban areas. The data collection instrument was a semi-structured questionnaire. Data were analyzed using statistical tools and content analysis. Among the differences between the pursuit of vehicles in the urban area and on the highways, 6 (six) of them make up a total of 68% of the total differences that emerged. These 6 (six) main differences are as follows: a) vehicle speed; b) characteristics of the roads; c) onlookers – presence of people on the roads; d) risk of accidents; e) characteristics of the siege and blockade operations; f) difficulties in communications

    CC BY 4.0Armed conflicts cause damage to schools, educational process and violates the right to education outlined in Convention on the Rights of the Child, children are deprived of equal opportunities to receive education, armed conflicts perpetuate exclusion and poverty. However, once the armed conflict is over, the education system is still being challenged. The object of this publication – education systems in post-conflict settings. The author merges insights of other authors, who examine education system problems in post-conflict settings, and authors, who propose logic framework for prioritizing problems in post-conflict settings. Then adapted plausible (theoretic) model of prioritized education system problems is proposed. The model builds on the premise that institutions in post-conflict settings find themselves at the critical juncture, where they can initiate change. The premise corresponds to rational choice institutionalism ideas. Publication author employed documentary research and theoretic modelling methods
