CC BY-NC-ND 4.0This article examines the essence of the definitions of management decision and
decision-making, highlighting the essential components of these definitions. This later allows us to
provide the authors’ definition of the concept of organizational and communication support of the
decision-making process in the educational sphere. The article analyzes decision-making models that
can be extrapolated in educational institutions under reform conditions. The Rational model is high-lighted as a priority decision-making model for the educational sphere. Unlike existing models, the
Rational model differs in a significant number of economic criteria, which helps to make accurate
decisions among existing alternative choices. The communication process is considered, taking into account the stages of decision-making, where the relationships and correlations between actions at each
stage of decision-making are revealed. This subsequently makes it possible to form a matrix of the in-terrelationship of factors of the development of organizational and communication support and stages
of decision-making. The study of organizational and communication support for the decision-making
process in higher education institutions makes it possible to schematically depict a complex organizational structure, where close communication links between departments are defined. It is noted that
information about decisions is mainly provided remotely through the internal module of information
and communication support. This allows the administrative and management unit to distribute management information for execution simultaneously to all units, eliminating the distortion of information. It also enables the educational institution to effectively interact with the external environment.
The selected components of the organizational and communication support of the decision-making
process allow a comprehensive approach to the substantiation of the hypothesis, which is based on the
perception of organizational and communication support as necessary tools that have an impact on
the quality of the decision-making process in the educational sphere
Entrepreneurship Networks against COVID-19
As of May 2022, the pandemic has limited opportunities for entrepreneurs. The objective of the study
was to establish the networks of opportunities, motives, dispositions, ethics, pressures, challenges, reputation,
images, identities and behaviors related to entrepreneurship in the face of the health and economic crisis. A
documentary, cross-sectional and exploratory study was carried out with a selection of sources indexed to
international repositories: Scopus, JCR, WoS, Latindex, Redalyc, Scielo and Frontiers. A search was made for
the keywords of opportunism, optimization, innovation and entrepreneurship. The summaries corresponding to
the pandemic period from November 2019 to May 2022 were considered. A structure of relationships between
nodes and edges was found that suggests a neuronal learning that went from the dimension of pressure in the
face of the pandemic to entrepreneurial identity. The centrality parameters that measure the distance between
edges and nodes suggest that the dispositions are structured according to this principle of proximity. The
grouping coefficients that indicate the structuring of the edges and nodes according to their dimensions suggest
that the network is reconfigured from process innovation and resourcs optimization. The structure measure
reflects the pressure concentration as the network input and the identity dimension as the network output. The
centrality parameters that measure the distance between edges and nodes suggest that the dispositions are

A New Approach to the Symbolic Consumption of Luxury Goods in The Post-Covid Era - Conceptual Overview

COVID-19 impacts on Energy Poverty: Lithuanian Case Study
CC BY 4.0The analyses the impact of COVID-19 pandemics on energy poverty. Comparative assessment of Lithuanian trends with EU-27 and other Baltic
States was applied to identify the main differences in these trends and to
provide policy implications. Three main indicators from EU-SILC database
were selected to measure energy poverty: Population unable to keep home
adequately warm, Arrears on utility bills and Population living in a dwelling
with a leakages. Energy prices as the main indicator driving energy poverty
during COVID-19 pandemic was also addressed in order to fully grasp the
negative impact of pandemics on energy vulnerability and energy poverty in
Lithuania. The paper also provides policy recommendations to mitigate
negative impact of COVID-19 on energy poverty in Lithuania
Quasi-Judicial Authorities in Lithuania
The main purpose of quasi-courts is to resolve conflicts
between the individual and the executive. Administrative disputes arise
from legal relations governed by public law.1 In regards to inherent human
rights, it is important to remain vigilant, as those rights can be violated
by inadequate administrative regulation.2 During the process of
analyzing the issues of justice in Lithuania and other countries, a number
of differences and similarities are observed.

public administration entities and their illegal actions or omissions, to
protect the rights of civil servants from administrative arbitrariness, and
to protect the rights of municipalities from the illegal actions of state institutions
The Convergence of Customer Orientation and Collaborative Health Care Leadership in Lithuania
Improving health care quality is a continuous goal that requires constant attention and innovative solutions. One
of the sources from which we can learn about what quality changes are needed is patient experience. "Collaboration" is one
way to develop instruments and use them to gather knowledge about patient needs related to the patient journey and
measures to improve the quality of services, such as service collaboration. The direction, in terms of the identification of
patient needs and relatively urgent changes to the system, depends on the organizational culture determined by leadership.
Different approaches towards leadership initiate different outcomes and consequences. Collaborative health care leadership
comes with the decision to strengthen collaboration between health professionals and patients, thus addressing service
quality gaps. Therefore, it becomes important to understand patients’ expectations in terms of such cooperation. The study
aim is to investigate whether patient satisfaction barriers can be linked to shortages in collective leadership. All three
dimensions of collaborative leadership (horizontal collaboration, interorganizational (vertical) collaboration, and
collaboration with patients) demonstrate the link between leadership and accepted health care quality
Interpersonal Behaviors Questionnaire (IBQ) applied to parenting of emerging adults: dimensional structure and criterion validity
CC BY 4.0Background: The prolonged transitions to adulthood strengthen interest in parenting characteristics that can shape
emerging adults’ development and progression to full-fledged adulthood. It also strengthens interest in instruments
suitable for measuring such parenting characteristics. The current study contributes to this area of research by applying the Interpersonal Behavior Questionnaire (IBQ), to assess parenting behaviors that are pertinent for emerging
adults’ development and wellbeing, and seeks evidence of its dimensional structure and criterion validity.
Method: The sample of the study consisted of 600 emerging adults (Mage = 24.94, SDage = 3.03, range 19–29 years;
52.3% women). The dimensionality of IBQ was assessed by testing a sequence of theoretically plausible models representing alternative factor score structures. Criterion validity was investigated by exploring the associations between
the IBQ dimensions and basic psychological need satisfaction and frustration, negative affectivity, and thriving.
Results: The findings provide evidence of a hypothesized six-factor structure, but advocate for the use of exploratory
structural equation as it may more accurately reflect associations between the six dimensions. Findings also provide
evidence of criterion validity.
Conclusions: The findings indicate that IBQ applied to parenting targets dimensions highly relevant for EAs’ flourishing or impoverished functioning. Findings also offer evidence of structure and criterion validity for the IBQ applied
to emerging adults’ parent behaviors. As such, researchers may find IBQ attractive, as it is relatively concise yet also a
holistic measure that captures the behaviors that both support and thwart an emerging adult’s need for autonomy,
competence, and relatedness. Findings also shed light on the process of becoming an adult, the shift in parent–child
relationships during this process, and emerging adults’ wellbeing

Moral Damage: A Practical Look at the Concept and Modern Methods of Interpretation in Ukraine
Moral harm is a form of harm that is felt and perceived
quite individually by everyone. Given this fact, many articles have already
been written that have tried to unify all of the principles and approaches
to it.
The purpose of this article is to deconstruct the general approaches
to moral damage in Ukraine through the prism of history and to compare
the path already traveled with the one that has just begun, in the direction
of which Ukraine will move in the near future.
The scientific value of this article lies in the study of modern approaches
to moral damages which have recently emerged in Ukraine. This
article clearly shows changes in the approach to the legal understanding
of aspects of moral damage that are reflected in practice. This article also
shows the use of the same norms in Ukraine with different interpretations
at different times
