BUMDes Policy in Supporting Village Economic Independence Through the development of the Sambibulu Tourism Village at Sidoarjo
This study aims to analyze the implementation of the Sambimadu BUMDes Policy in supporting village economic independence through the development of Tourism Villages. This research method is descriptive qualitative. The type of data used in this research is qualitative data, which is divided into primary data and secondary data. Implementing BUMDes policies in the development of Tourism Villages is the focus of this research. Sources of data obtained through Library Research are available online and offline, such as scientific journals, books, and news from trusted sources. The results showed that the implementation of the BUMDes policy in supporting the village's economic independence through the development of the Sambibulu Tourism Village had not been fully successful, this was due to the incompetent Human Resources of the Sambimadu BUMDes. The characteristics shown by BUMDes staff are that they only prioritize their interests so that they underestimate their duties and responsibilities. And they do not fully understand the BUMDes policy in developing tourist villages regarding their cognitive abilities. On the one hand, there is good communication support between the Village Government and BUMDes Sambimadu because every week, it evaluates activities to correct deficiencies in the BUMDes Policy Implementation process
Between the Reality and the Regulation of Land Ownership Transfer Services by Buying and Selling at the Land Office
This research attempts to ascertain how service rules for the purchase and sale of land ownership rights are implemented and to explain the difficulties encountered while enforcing legislation. The implementation model theoretical reference from van Metter & van Horn is utilized to tackle this issue. Data collecting methods included observation, document analysis, and interviewing. Using interactive model analysis procedures that include data reduction, data display, and conclusions, the data was examined. Interviews, observation, and document analysis are all employed in the data collecting process. This analysis demonstrates that while the adoption of the rule has followed the proper procedures, the timeliness of service is still far behind expectations. This is because there are many application files, which means that the workload is more than the capacity of the available human resources, the application files are incomplete, the applicant's ID has not been verified, and there are no supervising or executor officials in place
Dynamics of The Labor System (Kafala) in Qatar
Although the kafala system remains in place in most GCC countries, Qatar has undertaken significant reforms and ratified a number of conventions related to human rights, such as those on the prevention of human trafficking and the protection of children. The purpose of this study is to describe the labor system (Kafala) that has long been adopted by GCC countries, including Qatar. Qatar is the only country that is progressive enough to reform its migrant worker policy. This research is qualitative because the instrument used is a document study. The results of this study indicate that the number of high dependence on migrant workers is quite high and vulnerable to labor scandals. This is further exacerbated by the mobilization of migrant workers to welcome the grand event of the four years, the 2022 World Cup. The phenomenon is growing massively, including reports from the International Human Rights Institute, Amnesty International and the International Labor Organization (ILO) forcing the Qatari government to make adjustments
Intelligence Reform Model as A Bridge to The Inflexibility of Bureaucracy Reforms Implementation in The State Intelligence Agency
Every state intelligence organization is faced with the same problem in maintaining a balance between demands for accountability and openness with the confidentiality principle possessed by intelligence. The bureaucratic reform policy that forces all government agencies to apply the same standards, some of which are considered too rigid if implemented in the state intelligence agency.. Several criteria for assessing bureaucratic reform actually contradict the need for intelligence reform at the State Intelligence Agency (BIN), which is slowly tending to erode intelligence professionalism and secrecy to become more open, and have an impact on the weakening of the intelligence work system. This research will bridge the implementation of bureaucratic reform policies with the intelligence reform model so that the two can go hand in hand and strengthen each other. The method used in this research is the Systematic Literature Review (SLR) of journal articles published in the 2014-2019 period. Intelligence reform modeling is compiled based on the Research Question (RQ) related to policy objectives and intelligence typology. The results obtained from this study indicate that reform in intelligence organizations cannot be fully assessed using an evaluation worksheet of the implementation of bureaucratic reform, but rather prioritizes the ideal intelligence structure, intelligence secrecy, special surveillance, intelligence coordination, and effectiveness of intelligence operations. This research needs to be interpreted as merely a form of commitment and seriousness of researchers to participate in efforts to build a more professional intelligence community following the principles of democracy, upholding law, and human rights.
Analysis of the Impact Renaissance Dam Construction Toward Stability Nile River in Egypt
The Nile River is a vital lifeline for countries in East and North Africa, particularly Egypt, Sudan, and Ethiopia. Ethiopia's construction of the Great Renaissance Dam (GERD) since 2011 has raised serious concerns, particularly in Egypt, over concerns it will reduce the flow of water vital to the country's livelihoods and economic stability. This article aims to analyze the geopolitical impact of water on the construction of the Great Renaissance Dam in Ethiopia and its relation to the stability of the Nile in Egypt. The geopolitical impact of water is related to the potential reduction of Nile water flow, which can affect the availability of water for agriculture and water consumption downstream. The method used is qualitative descriptive analysis by collecting data from primary and secondary sources. The results of the analysis show that the geopolitical impact of water can affect regional stability in the Middle East and North Africa region, as well as impact the availability of water downstream and the stability of the Nile River in Egypt. A diplomatic solution is needed to overcome differences of views and reach an agreement that can meet the water needs of the affected region
Implementation of The Government Policies in The Performance of Merdeka Belajar Kampus Merdeka Program at Public Administration Study Program of Muhammadiyah University Makassar
Merdeka Belajar Kampus Merdeka (MBKM) program becomes one of the studies about policy which being held by the government to be applied to higher education. The key to a successful implementation of the MBKM policy in university is by changing the mindset into a curriculum based on adaptive and flexible learning achievement.The research method is a qualitativeresearch to determine the key informants, researchers use purposive and snowball techniques, and data collection techniques include in-depth interviews, observation, and documentation. The results indicated that the MBKM program regulation in the study program still experience some complications, such as in converting subjects and also the curriculum into a MBKM curriculum, coordinating the time difference at the beginning of the lectures with the form of learning activities, the hardship in partnering for cooperation and carrying out activities outside the study program, amount of programs and activities that must be done in a short time and simultaneously and also The MBKM implementing partners who limit the number of students acceptation at the location of the internship program and developing villages. In terms of strategic preparation, there are still insufficient resources, human resources that support the system, field supervisors and the low motivation of students to take part in the MBKM progra
Analysis of Challenges and Potential of the Village Economy Towards Competitive Village Development
This article aims to analyze the challenges and potential of the village economy towards competitive village development. This topic is important and interesting, because with a well-managed village economy, related to it will create maximum village development later, because the village economy is the main foundation in relation to village development. The research method used is a qualitative method of data analysis, where the source and data are obtained through the results of data coding using Nvivo 12 Plus software. In this method, the researcher uses a qualitative approach to data analysis, where this method utilizes qualitative data and is described according to the analysis obtained. The data collection technique uses data analysis techniques through Nvivo 12 Plus software which is carried out by researchers to collect valid, complete, and relevant data related to the topic of the problem that is the object of research. The data analysis technique used analysis techniques based on data from Nvivo 12 Plus, where this technique was carried out by researchers to obtain the required data. The author finds that the government and the community must take part in making a positive impact on the progress of the village, because the challenges in developing the village are still often found whether it is from the bureaucracy that is still convoluted, the level of community participation is still minimal, funding is lacking, and so on. and so on, then the participation of the government and the community will certainly find efforts to overcome each of these problems.
Political Reform in Saudi Arabia: Implications of Vision 2030 on International Relations in The Middle East
This article discusses the political changes taking place in Saudi Arabia as part of the Vision 2030 reform program and their impact on international relations in the Middle East. Vision 2030 is an ambitious national transformation plan aimed at economic diversification, social modernization, and institutional renewal in Saudi Arabia. In this context, this article investigates the policy implications and steps taken by Saudi Arabia in strengthening their international relations. This research uses a qualitative analysis approach by collecting and analyzing data from various sources related to political changes in Saudi Arabia and their impact on international relations. Research findings show that political reforms undertaken by Saudi Arabia have affected the dynamics of their relations with countries in the Middle East. Vision 2030 provides a broader framework for forging closer economic and political partnerships with neighboring countries, as well as strengthening Saudi Arabia's position in regional and international affairs.
Tourism Planning in Developing the Tourism Potential of The Pusuk Buhit Area in Samosir Regency
The grouping of existing tourism potential in the Pusuk Buhit area must be carried out in several stages of assessment or measurement as described in the Regional Long-Term Medium-Term Plan (RPJMD) of Samosir Regency for 2016-2021. the need for tourist facilities and tourist attractions of interest. The development of tourism potential carried out in the Pusuk Buhit area has not been realized optimally due to the incompatibility of grouping and planning in the development of tourism areas. The purpose of this study is to identify and analyze the tourism potential that can be developed in the Pusuk Buhit area through tourism planning. The analysis used in this research is qualitative analysis. The result of this research is the existence of tourism potential in the Pusuk Buhit area that can be mapped so that it can be developed according to the planning perspective and can realize superior and competitive tourism. The development of tourism potential is also a follow-up to policies that regulate the overall tourism potential in Samosir Regency, namely Samosir Regent Decree Number 474 of 2017 concerning Determination of Criteria and Classification of Tourism Objects in Samosir Regency. The Quality of Human Resources in Improving Community in Bandar Lampung City
This research reveals how the quality of human resources exists in the public service office in the City of Bandar Lampung. The element of the problem found in the depths by seeing how the change of the service pattern that exists in society is mainly in the use of digital services (E-government) for that Capacity of Officers, Employee Placement, Authority, Responsibility as well as Motivation of Officials in performing service based on the main tasks and functions of the District Officer in the City of Bandar Lampung need to be reviewed to get a good quality of human resources. The type of research used is the Qualitative Method using a case study approach. The results of the study found that there is an influence of the capacity of employees on the technological tendency to support the digital government services (Electronic Government) in the area so that good governance is realized, the placement of employees in accordance with their expertise, the authority of responsibility of each employee as well as the motivation is still a factor in achieving the quality of human resources in providing services in the district of the city of Bandar Lampung
