FAKTOR-FAKTOR PENDUKUNG PENINGKATAN KINERJA KARYAWAN DINAS PERIKANAN DAN KELAUTAN PROVINSI GORONTALO
Potential of marine and fishery resources in Gorontalo Province is estimated have enough opportunity, therefore
this sector is expected can be one of strategic economy activities to develop local economy. For realize the
expectation, Fishery and Marine Service of Gorontalo Province as technically authority and has public service
function, has been improving professional skill and performance of its officials in order to presents excellent
public service. Pass through this research will be studied about officials performance of the institute above
mentioned. This research is aimed to: (1) know influence of trainings, facilities and standard operational
procedures to official’s performance of Fishery and Marine Service of Gorontalo Province, and (2) know what
factor is most significant influence to official’s performance of that institute. The methods of analyses are: (1)
descriptive analyses, was used to see description of expedient to improved officials performance; (2) multiple
regression analyses, was used to know the influence of trainings, facilities and standard operational procedures
to officials performance; (3) t–test was used to know what factor is most significant influence to officials
performance; and (4) other statistical test to completed. Finally, it was concluded that trainings, facilities and
standard operational procedures significant influence simultaneity to official’s performance of Fishery and
Marine Service of Gorontalo Province. Besides, among that three factors, the standard operational procedures
is most influence individually to official’s performance. Therefore, Fishery and Marine Service of Gorontalo
Province is suggested to improve trainings, facilities and standard operational procedures continuity in order to
increasing official’s performance, especially the standard operational procedures as priority factor
Partisipasi Masyarakat Dalam Perencanaan Pembangunan di Desa Jatimulya Kabupaten Boalemo
In the Indonesian constitutional Autonomous Region is an elaboration of territorial decentralization. Realization in the form of the rights, powers and obligations of the region to regulate and manage its own internal affairs are based on the aspirations of the people in accordance with the legislation in force. One of the objectives scrolling regional autonomy policy in Indonesia is Democratization, empowerment and public participation. To achieve this, then the government has a policy of decentralization in stages, namely the provinces given limited autonomy, greater autonomy to the district / city and country are given genuine autonomy. Community participation is a process activities performed by individuals or in groups or communities. To unify their interest or relevance to the organization or people who join in order to achieve the objectives of society itself. This study uses descriptive qualitative research methods From the results of this study, researchers found that community participation in Jatimulya village influenced by the leadership, communication and education. The result showed that the head of the village has been carrying out its role as the leader of a well, the village government communication with the public is well established and low education affects people’s participation in development planning in the Jatimulya Villa.
Dalam ketatanegaraan Indonesia Otonomi Daerah merupakan penjabaran dari desentralisasi teritorial. Realisasinya dalam bentuk hak, wewenang dan kewajiban daerah untuk mengatur dan mengurus urusan rumah tangga sendiri yang berdasarkan atas aspirasi masyarakat sesuai dengan peraturan perundang-undangan yang berlaku. Salah satu tujuan pengguliran kebijakan Otonomi Daerah di Indonesia adalah Demokratisasi, Pemberdayaan dan Partisipasi publik. Untuk mencapai hal tersebut maka pemerintah menggulirkan kebijakan desentralisasi secara bertingkat, yakni kepada provinsi diberikan otonomi terbatas, otonomi luas kepada daerah kabupaten/kota dan Desa diberikan otonomi asli. Partisipasi masyarakat merupakan suatu proses kegiatan yang dilakukan oleh perorangan maupun secara berkelompok atau masyarakat. Untuk menyatukan kepentingan atau keterkaitan mereka terhadap organisasi atau masyarakat yang bergabung dalam rangka pencapaian tujuan masyarakat itu sendiri. Penelitian ini menggunakan metode penelitian deskriptif kualitatif. Dari hasil penelitian di dapatkan bahwa partisipasi masyarakat di Desa Jatimulya di pengaruhi oleh kepemimpinan, komunikasi dan pendidikan. Dari hasil penelitian diperoleh bahwa kepala Desa telah melaksanakan perannya sebagai pemimpin dengan baik, komunikasi pemerintah Desa dengan masyarakat terjalin dengan baik dan rendahnya pendidikan masyarakat mempengaruhi partisipasi dalam perencanaan pembangunan di Desa Jatimuly
PERAN PEREMPUAN PEGAWAI NEGERI SIPIL DALAM PEMERINTAH DAERAH KABUPATEN BOLAANG MONGONDOW UTARA
Penelitian ini bertujuan untuk mengetahui peran perempuan pegawai negeri sipil dalam pemerintah
daerah di Kabupaten Bolaang Mongondow Utara. Metodologi yang digunakan dalam penelitian ini ialah
pendekatan kualitatif, yaitu menggambarkan kondisi empirik pemberdayaan peran perempuan pns di kabupaten
bolaang mongondow utara. data dikumpulkan melalui wawancara, observasi, focus group discussion. data
primer diperoleh dari 25 informan pejabat perempuan yang berperan dalam pengambilan keputusan, dan data
sekunder berupa dokumen tertulis dari instansi pemerintahan daerah kabupaten bolaang mongondow utara dan
studi kepustakaan. teknik analisis yang digunakan lebih menekankan pada analisis kualitatif. Hasil penelitian
menunjukkan bahwa peran atau keterwakilan perempuan pns kabupaten bolaang mongondow utara sudah
berjalan baik, buktinya penempatan disemua sektor dan optimalisasi dalam jabatan-jabatan strategis baik eselon
II III IV dijajaran struktural pemerintah daerah peran perempuan sudah terwakilkan. Dari hasil penelitian ini
dapat disimpulkan bahwa peran perempuan PNS Kabupaten Bolaang Mongondow Utara sudah berjalan baik,
dibuktikan jabatan strategis Eselon II.III.IV dijajaran pemerintah daerah 25% peran perempuan sudah
terwakilkan. Namun keseteraan gender masih perlu ditinjau kembali, melihat perbedaan jumlah pns perempuan
dan laki-laki di lembaga pemerintah daerah kabupaten bolaang mongondow utara masih di bawah harapan.
Faktor yang menjadi kendala perempuan PNS dalam pengambilan kebijakan dan perumusan kebijakan publik
ialah faktor internal yang melekat pada pribadi pegawai, kualitas SDM. Disarankan kepada pemerintah daerah
perlu untuk memberikan kesempatan yang seluas-luasnya bagi peningkatan dan pengembangan kompetensi sdm
perempuan pns. Memberikan ruang/peluang bagi kaum perempuan minimal 30% dalam berkreasi dan
berinovasi, agar peran perempuan pns dalam administrasi publik di kabupaten bolaang mongondow utara
memiliki nilai jual yang tinggi
Efektivitas Pengelolaan Perpustakaan Daerah di Kabupaten Bone Bolango Provinsi Gorontalo
Abstract
This study aims to determine how the effectiveness of the management of library office area at Bone Bolango regency. The method used in the implementation of the research is descriptive quantitative methods, data collection technic used are observation, questionaire and documentation. The data analysis technic using injection analysis and described descriptively. With a sample size of 30 people were taken from the entire population of 30 people. The result showed that; 1. The effective implementation of the management plant of library office area at the Bone Bolango regency category quite effective. 2. The effectiveness of the implementation of the organization management plant of library at Bone Bolango regency category quite effective. 3. The effectiveness of the implementation of the management plan of library at Bone Bolango regency success and target priority program categories is quite effective. 4. Monitoring and evaluation the management of library office area at Bone Bolango regency category effective because according to the results of the study support system has been imposed only madequate facilities.
Abstrak
Penelitian ini bertujuan untuk mengetahui seberapa efektivitas pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango.Metode yang digunakan pada pelaksanaan penelitian adalah metode kuantitatif deskriptif, teknik pengumpulan data yang digunakan adalah observasi, angket dan dokumentasi. Sedangkan teknik analisis data mengunakan analisis injek dan diurakan secara deskriptif. Dengan jumlah sampel 30 orang yang di ambil dari seluruh populasi yang berjumlah 30 orang. Hasil penelitian menunjukkan bahwa; 1)tingkat efektivitas pelaksanaan perencanaan pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango kategori cukup efektif, 2)Tingkat efektivitas pelaksanaan pengorganisasian pengelolaaan Perpustakaan Daerah Kabupaten Bone Bolango kategori cukup efektif; 3)Tingkat efektivitas pelaksanaan pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango mengutamakan keberhasilan dan sasaran program kategori cukup efektif. 4)Monitoring dan evaluasi Pengelolaan Perpustakaan Daerah Kabupaten Bone Bolango ketegori efektif karena menurut hasil penelitian system yang diberlakukan sudah menunjang hanya saja fasilitas yang kurang
Pengaruh Kemampuan Kerja dan Motivasi Kerja Terhadap Kinerja Karyawan PT. Semen Tonasa Kabupaten Pangkep
The purpose of this research is to know the magritude of the influence of the working ability and motivation work towards job satifaction and performance of employees. As well as to know the influence of job sansfaction of the employess en performance. The population in this study as many 232 employees, determining the number of sampel using sloving formula with a sample of 70 employees. The sampel using purpose sampling technique, the study analyzed by Structural Equation Modeling (SEM) with the help of software Smart PLS 2 basaed variance.From the result of the regression in obtai n(1) the result and research shows that the positive effect of work ability and significantly to job satisfaction. (2) the result of the analysis of the influence of work on perpormance capabilities of employees shows there is significant and positive influence amongst (3) he working the analysisand the research shows there is a positive and significant influance between the motivation of working towards job satisfaction the thirtd hypothesis as proven the result of (4) the analysis on the research indicates there is a positive and significant influence between the working motivation afects so (9) this hypotesis proved the result on the analysis the research indicates there is a positive and significant influence between the job satisfaction on performance.
Tujuan penelitian ini adalah untuk mengetahui besarnya pengaruh kemampuan kerja dan motivasi kerja terhadap kepuasan kerja dan kinerja karyawan, serta untuk mengetahui pengaruh kepuasan kerja terhadap kinerja karyawan. Populasi dalam penelitian ini adalah karyawan dan karyawati pada PT. Semen Tonasa di Kabupaten Pangkep Divisi Sumber Daya Manusia yasebanyak 232 karyawan, penentuan jumlah sampel menggunakan rumus slovin dengan jumlah 70 karyawan. Penentuan sampel menggunakan teknik purposive sampling, penelitian ini dianalisis melalui Structural Equation Modeling (SEM) dengan bantuan software Smart PLS 2 berbasis varians. Dari hasil analisis dan penelitian menunjukkan bahwa (1) kemampuan kerja berpengaruh positif dan signifikan terhadap kepuasan kerja. (2) Kemampuan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan. (3) Motivasi kerja berpengaruh positif dan signifikan terhadap kepuasan kerja. (4) Motivasi kerja berpengaruh positif dan signifikan terhadap kinerja karyawan. (5) Kepuasan kerja berpengaruh positif dan signifikan terhadap kinerja karyawan pada PT. Semen Tonasa di Kabupaten Pangke
Analisis Mekanisme Penggunaan Kendaraan Operasional Pada Kantor Sekretariat Daerah Kota Gorontalo
Abstract
This study aims to determine the mechanism of operational vehicle use at the Office of the Regional Secretariat of Gorontalo City and Identify what efforts are made Regional Secretariat Office of Gorontalo. The research approach used is quantitative and supported by primary data and secondary data. The result of research shows that: 1) Mechanism of utilization of operational vehicle in Regional Secretariat Office of Gorontalo reaches 78,33%. 2) The operational vehicle lending mechanism within the Office of the Regional Secretariat of Gorontalo City has not produced satisfactory results. 3) Referring to the average achievement of 68.06%, it can be interpreted that the operational vehicle financing mechanism within the Office of the Regional Secretariat of Gorontalo City has not been as effective and as efficient as expected. 4) Reviewing the average acquisition percentage of alternative answers obtained reached 77.78, this result assumes that the operational vehicle security mechanism within the Office of the Regional Secretariat of Gorontalo City has not been as expected. 5) The system of operational vehicle responsibility within the Office of the Regional Secretariat of Gorontalo City has not produced satisfactory results, this is supported by the percentage of alternative choice of normative answers only reaches 65.28%.
Abstrak
Penelitian ini bertujuan untuk mengetahui mekanisme penggunaan kendaraan operasional pada Kantor Sekretariat Daerah Kota Gorontalo serta Mengidentifikasikan usaha-usaha apa yang dilakukan Kantor Sekretariat Daerah Kota Gorontalo. Pendekatan penelitian yang digunakan adalah kuantitatif dan didukung dengan data primer dan data sekunder. Hasil penelitian menunjukan bahwa : 1) Mekanisme pemanfaatan kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo mencapai 78,33 %. 2) Mekanisme peminjaman kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum menampilkan hasil yang memuaskan.3) Merujuk pada capaian rata-rata sebesar 68,06 %, maka dapat diinterpretasikan bahwa mekanisme pembiayaan kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum seefektif dan seefisien seperti yang diharapkan. 4) Meninjau perolehan rata-rata persentase alternatif jawaban yang diperoleh mencapai 77,78, hasil ini mengasumsikan bahwa mekanisme pengamanan kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum sesuai harapan yang diinginkan. 5) Sistem pertanggungjawaban kendaraan operasional di lingkungan Kantor Sekretariat Daerah Kota Gorontalo belum menampilkan hasil yang memuaskan, hal ini didukung oleh angka persentase alternatif pilihan jawaban yang normatif hanya mencapai 65,28 %
ANALISIS STRATEGI PENGEMBANGAN PERTANIAN MELALUI PENGENDALIAN HAMA TERPADU (PHT) PADI DI KABUPATEN GORONTALO
This study aims to (1) determine how the application of IPM in Gorontalo regency. (2) Determine and analyze
the strategy of agricultural development through the application of integrated pest management (IPM) in
increasing farm production and welfare in Gorontalo regency. Qualitative research methods were used. Analysis
of the data used is a SWOT analysis . SWOT analysis is a form of analysis to maximize strengths and weaknesses
and the opportunities and threats meminalisir. The results showed that : (1) Implementation of Integrated Pest
Management (IPM) in Rice Gorontalo regency is going well although not maximize, efforts are made to make
the technology adoption of Integrated Pest Management (IPM) by farmers in the district of Gorontalo, among
others, by socialization IPM integrated through school activities by agricultural extension , training harness and
use a variety of agricultural technology (2) In the improvement of agricultural development through the
implementation of IPM technology the identified factors are classified into internal and external strengths,
weaknesses opportunities and threats to seek and obtain a key success factor the most appropriate strategy in the
implementation of rice IPM in Gorontalo regency is SO strategy (incorporating Strengths and Opportunities)
that increase the use of quality seeds using cultivation techniques based on the principles of IPM technology is
also supported by state funds center is expected to improve its performance in terms of development of
agricultural production
Kualitas Pelayanan Publik di Desa Potanga Kecamatan Boliyohuto Kabupaten Gorontalo
Abstract
This research used a qualitative method through natulastic approach as the part of the government research, with the aim to determine the public services quality also obstacles in improving of public services effort quality in village of Potanga sub-district of Boliyohuto. Source of research data enable two data sources are sources of primary data and source secondary data. Based on the research result can be described; (1) Effort to improve public services in village of Potanga can be identified as follow; a) to improve the principle of public services; b) the principle of public services; and c) to improve public service standarts. (2) Efforts to improve the public services in village of Potanga can be caterogized as good and in accordance with the public service policies, laws, public service, and the role, duties and responsibilities of the village government to the public service. (3) Obstackle in improving of the public services effort quality in villafe of Potanga, that is internal resistance in the form of problem officer/staff both the term of quantity nor in term of the quality of human resources. (4) External obstacles sourced from the society reason of physical and phycological and environmental.
Penelitian ini menggunakan metode kualitatif melalui pendekatan naturalistik sebagai bagaian dari penelitian pemerintahan, dengan tujuan untuk mengetahui kualitas pelayanan publik serta hambatan dalam upaya peningkatan kualitas pelayanan publik didesa Potanga Kecmatan Boliyohuto. Sumber data penelitian memfungsikan dua sumber data yaitu sumber data primer dan sumber data sekunder
Berdasarkan hasil penelitian dapat diuraikan; (1) Upaya peningkatan pelayanan publik didesa Potanga dapat diidentifikasi sebagai berikut; a) peningkatan azas layanan publik; b) prinsip layanan publik; dan c) peningkatan standar layanan publik. (2) Upaya peningkatan pelayanan publik didesa Potanga dapat dikategorikan baik dan telah sesuai dengan kebijakan pelayanan publik, undang-undang pelayanan publik, serta peran, tugas dan tanggung jawab pemerintah desa terhadap pelayanan publik. (3) Hambatan upaya-upaya peningkatan kualitas pelayanan publik di desa Potanga, yaitu hambatan internal berupa masalah aparat/staf baik dari segi kuantitas maupun dalam hal kualitas sumber daya manusia (4) Hambatan eksternal bersumber dari masyarakat karena alasan fisik dan psikis dan lingkunga
Restrukturisasi Organisasi Perangkat Daerah Kecamatan di Kabupaten Kolaka Utara
This study aims to analyze the process of organizational restructuring of regional devices in the scope of North Kolaka District Government (Case Study of Tiwu and Lasusua Sub-districts) and analysis of typology and size of the organization of the Kecamatan. This research was conducted in North Kolaka Regency using mix method approach. The research shows that the process of restructuring of regional apparatus organization in North Kolaka district especially in Tiwu District and Lasusua sub-district institutional redesign has not been through the stages and process of effective and efficient institutional arrangement, the formation process of the formulation team, the political process of policy determination, the process of determining type and magnitude of sub-district organization, organizational structure and working procedures, duties and sub-district functions that overlap one affair with other affairs, and the lack of socialization of institutional arrangement policy so that the process of organizational restructuring of sub-district has not been rational, effective and efficient as well as determination of tipelogi and the size of Tiwu and Lasusua sub-district organizations have not been based on analysis of the main workload of government affairs in general variables and technical variables in a rational, effective and efficient manner.
Penelitian ini bertujuan menganalisis proses restrukturisasi organisasi perangkat daerah di lingkup Pemerintah Kabupaten Kolaka Utara (Studi Kasus Kecamatan Tiwu dan Kecamatan Lasusua) dan analisis tipelogi dan besaran organisasi Kecamatan tersebut. Penelitian ini dilaksanakan di Kabupaten Kolaka Utara dengan menggunakan pendekatan mix method. Penelitian menunjukkan proses restrukturisasi organisasi perangkat daerah di Kabupaten Kolaka Utara khususnya dalam redesain kelembagaan Kecamatan Tiwu dan Kecamatan Lasusua, belum melalui tahapan-tahapan dan proses penataan kelembagaan yang efektif dan efisien, proses pembentukan tim perumus (kepanitiaan), proses politik penetapan kebijakan, proses penentuan tipe dan besaran organisasi Kecamatan, Struktur Organisasi dan Tata Kerja, Tugas Pokok dan Fungsi Kecamatan yang tumpang tindih antara satu urusan dengan urusan yang lain, serta kurangnya sosialisasi kebijakan penataan kelembagaan sehingga belum terwujudnya proses restrukturisasi organisasi Kecamatan yang rasional, efektif dan efisien serta penentuan tipelogi dan besaran organisasi Kecamatan Tiwu dan Kecamatan Lasusua belum berdasarkan analisis beban kerja utama urusan pemerintahan dalam variabel umum dan variabel teknis secara rasional, efektif dan efisien
