Implementasi Kebijakan Manfaat Jaminan Hari Tua di Provinsi Gorontalo
Get PDFThis writing discusses the implementation of the Old Age Insurance (JHT) benefit policy in Gorontalo Province. JHT membership in Gorontalo Province is still low. JHT is a social security needed by workers and can be enjoyed when entering retirement age. This writing uses descriptive qualitative methods with data collection techniques through the study of literature. The result of this paper is that the implementation of JHT benefits policy in Gorontalo is influenced by the content and context of the policy itself. One context is the existence of community needs which are seen as not having placed JHT as an important thing in social security for workers. This emphasizes the need for BPJS Employment to improve socialization, education and expand partnerships for better JHT sustainability. Penulisan ini membahas mengenai implementasi kebijakan manfaat Jaminan Hari Tua (JHT) di Provinsi Gorontalo. Kepesertaan JHT di Provinsi Gorontalo masih rendah. JHT merupakan jaminan sosial yang diperlukan oleh tenaga kerja dan dapat dinikmati ketika memasuki usia pensiun. Penulisan ini menggunakan metode kualitatif deskriptif dengan teknik pengumpulan data melalui studi literatur. Hasil dari penulisan ini yakni implementasi kebijakan manfaat JHT di Gorontalo dipengaruhi konten dan konteks kebijakan itu sendiri. Salah satu konteksnya ialah adanya kebutuhan masyarakat yang dipandang belum menempatkan JHT sebagai hal penting dalam jaminan sosial bagi pekerja. Hal ini menekankan perlu BPJS Ketenagakerjaan untuk meningkatkan sosiallisasi, edukasi dan memerluas kemitraan untuk keberlangsungan JHT yang lebih baik

Analisis Kualitas Pemeriksaan Pengelolaan Keuangan Negara oleh Badan Pemeriksa Keuangan Republik Indonesia (BPK-RI) Perwakilan Sulawesi Selatan
Get PDFThis study aims to analyze the quality of the examination of State Financial Management conducted by the Financial Examination Agency (BPK) of the Republic of Indonesia representative of South Sulawesi. Analyze how the criteria in giving opinion on regional finance so that the Opinion is in line with the findings of irregularities, besides how the results of the BPK's examination or findings can be used as a basis for law enforcement against the examinee if found to be a violation which is great for some parties. The method used in this research is descriptive type with the aim to provide a factual description of the quality of audits conducted by the BPK on State Finance. Qualitatively analyzed based on reports and records in the field. With data collection techniques including primary data, namely observation and interviews and secondary data, namely library research and documentation. The results of the study show that the audit process carried out by the BPK, namely, Planning, Implementation and Reporting of Examination, has a process that gives the entity a great opportunity to achieve WTP, namely the value of materiality which is quite tolerant and the number of meeting opportunities provided by the examiner and entity so that opportunity to commit fraud by negotiating so that the auditor does not contain findings. The advantage gained by the entity from the results of BPK's examination is getting trust from the community, obtaining Regional Incentive Funds and as a high selling point in political contestation.Penelitian ini bertujuan untuk menganalisis kualitas dari pemeriksaan Pengelolaan Keuangan Negara yang dilakukan oleh Badan Pemeriksa Keuang (BPK) Republik Indonesia perwakilan Sulawesi Selatan. Menganalisa bagaimana kriteria dalam memberikan opini terhadap keuangan daerah sehingga Opini selaras dengan temuan penyimpangan yang diungkap oleh BPK, selain itu juga bagaimana hasil pemeriksaan atau temuan BPK dapat dijadikan dasar penegakan hukum terhadap terperiksa jika ditemukan ada pelanggaran serta dengan diperolehnya opini terbaik dari BPK akan menjadi keuntungan yang besar bagi beberapa pihak. Metode yang digunakan dalam penelitian ini adalah tipe deskriptif dengan tujuan untuk memberikan gambaran faktual mengenai Kualitas pemeriksaan yang dilakukan BPK terhadap Keuangan Negara. Dianalisa secara kualitatif berdasarkan laporan dan catatan yang ada di lapangan. Dengan teknik pengumpulan data meliputi data primer yaitu observasi dan wawancara serta data sekunder yaitu studi kepustakaan dan dokumentasi. Dari Hasil penelitian menujukkan bahwa rangkaian proses pemeriksaan yang dilakukan BPK yaitu, Perencaanaan, Pelaksanaan dan Pelaporan Pemeriksaan terdapat proses yang memberi peluang besar entitas meraih WTP yaitu pada penetapan nilai materialitas yang cukup tinggi toleransinya serta banyaknya kesempatan pertemuan yang diberikan oleh prosedur antara pemeriksa dan entitas sehingga peluang untuk melakukan kecurangan dengan menegosiasikan agar auditor tidak memuat temuan. Keuntungan yang diperoleh oleh entitas dari hasil pemeriksaan BPK adalah mendapat kepercayaan dari masyarakat, memperoleh Dana Insentif Daerah dan sebagai nilai jual yang tinggi dalam kontestasi politik
PARTISIPASI MASYARAKAT DALAM PEMBANGUNAN DESA BENDUNG AIR TIMUR
Get PDFThis article aims to find out how the level of public participation in the decision-making process in the Bendung Air Timur village development program. The method used is a descriptive method. 60 respondents were taken randomly as many as 238 households in the East Air Dam village. Data collection uses questionnaires / questionnaires and is assisted by interview techniques. The analysis technique used is descriptive analysis (frequency distribution analysis and percentage). The results of the study show: (1) In terms of the indicators used, most of the respondents had never participated in the decision-making process of development programs in the village/village; (2) In terms of the indicators used, most of the respondents had never participated in the implementation of development programs in the villages / villages. Artikel ini bertujuan untuk mengetahui bagaimana tingkat partisipasi publik dalam proses pengambilan keputusan dalam program pembangunan desa Bendung Air timur. Metode yang digunakan adalah metode deskriptif. Responden sebanyak 60 kepala keluarga diambil secara acak (random) sebanyak 238 rumah tangga didesa Bendung Air Timur. Pengumpulan data menggunakan kuesioner / kuesioner dan dibantu dengan teknik wawancara. Teknik analisis yang digunakan adalah analisis deskriptif (analisis distribusi frekuensi dan persentase). Hasil penelitian menunjukkan: (1) Dari segi indikator yang digunakan ternyata sebagian besar responden belum pernah berpartisipasi dalam proses pengambilan keputusan program pembangunan di desa / desa; (2) Dari segi indikator yang digunakan ternyata sebagian besar responden belum pernah berpartisipasi dalam pelaksanaan program pembangunan di pedesaan / desa. Berdasarkan hasil kesimpulan penelitian: (1) Partisipasi publik desa Bendung Air Timur dalam proses pengambilan keputusan untuk program pembangunan desa / desa umumnya rendah; (2) Partisipasi publik Desa / Desa Bendung Air Timur dalam proses pelaksanaan / pelaksanaan program pembangunan, umumnya desa / desa rendah
E-Government dengan Pemanfaatan Web OpenSID dalam Pelayanan Publik di Nagari Tanjung Haro Sikabu-kabu Padang Panjang
Get PDFAs a form of e-Government development initiative, Nagari Tanjung Haro Sikabu-kabu Padang Panjang has an initiative in the form of using the OpenSID web application. But in its implementation, there are still shortcomings and problems in the OpenSID implementation process. This research was conducted using qualitative descriptive methods. Data were collected through interviews with respondents selected based on purposive sampling technique, documents on the use of OpenSID web and observing the use of OpenSID web on improving public services. The study show that the use of the OpenSID web in improving public services has gone well, can be seen from the dimensions of public sector web analysis. Utilization of the OpenSID web has various information and is managed well with the PPID. The impact of public services that can be felt from the use of the OpenSID web is to easily obtain nagari information, information on public service processes and public services that can be resolved quickly because of population data that already exists on the OpenSID server. However, the utilization of the OpenSID website is still not running optimally. This is because some of the information contained in the content is non-updated information and some information does not yet exist.Sebagai bentuk inisiatif pengembangan e-Government, Nagari Tanjung Haro Sikabu-kabu Padang Panjang memiliki inisiatif dalam bentuk menggunakan aplikasi web OpenSID. Namun dalam implementasinya, masih ada kekurangan dan masalah dalam proses implementasi OpenSID. Penelitian ini dilakukan dengan menggunakan metode deskriptif kualitatif. Data dikumpulkan melalui wawancara dengan responden yang dipilih berdasarkan teknik purposive sampling, dokumen tentang penggunaan web OpenSID dan mengamati penggunaan web OpenSID untuk meningkatkan layanan publik. Studi ini menunjukkan bahwa penggunaan web OpenSID dalam meningkatkan layanan publik telah berjalan dengan baik, dapat dilihat dari dimensi analisis web sektor publik. Pemanfaatan web OpenSID memiliki berbagai informasi dan dikelola dengan baik dengan PPID. Dampak dari layanan publik yang dapat dirasakan dari penggunaan web OpenSID adalah dengan mudah mendapatkan informasi nagari, informasi tentang proses layanan publik dan layanan publik yang dapat diselesaikan dengan cepat karena data populasi yang sudah ada di server OpenSID. The Effect of Human Resource Competency and Implementation of SIMDA on the Quality of Financial Statement at BPKAD Office of Gorontalo City
Get PDFThis empirical study was intended to analyze, measure, and discuss the effect of human resource competency and the implementation of regional financial management information system on the quality of financial statement at BPKAD office of Gorontalo City.. Based on the initial study and research problem, hence the research used a quantitative approach and supported by ex post facto method. The technique of data analysis employed multiple regression. The findings of this study include: first, there has been a significant effect of human resource competency on the quality of financial statement at BPKAD office of Gorontalo City. Second, there has been an important effect of the Implementation of Regional Financial Management Information System on the quality of financial statement at BPKAD office of Gorontalo City. Third, there has been a contribution of the effect of human resource competency and Implementation of Regional Financial Management Information System simultaneously on the quality of financial statement at BPKAD office of Gorontalo City. Based on the previous conclusions, it is recommended: 1) To improve the human resource competency in regard of the use of regional financial management apps through training and advanced technical guidance activities, 2) To make an effective use of regional financial apps in various institutionsin Gorontalo City government, 3) that further research should examine the effect of other factors on the quality of financial statement

This evaluation aims to measure reactions to training programs. The type of research used is qualitative decriptive with technical data analysis using weighting formula from Kickpatric. The r esults showed that 1) Participants who provided positive training for higher training, 2) Participants who showed positive responses during the training, 3). / accommodation (area and facilities), 4) No participants showed any adverse reaction to the training
Sebagai suatu tahapan dalam pengelolaan program Diklat, peran evaluasi amat menentukan karena evaluasi menjadi alat bagi pemimpin apakah Diklat itu sudah mencapai tujuan atau tidak. Evaluasi Pendidikan dan Pelatihan Aparatur model reaction level dari Kickpatrick adalah model evaluasi yang berfokus pada persepsi peserta terhadap program Pendidikan dan Pelatihan beserta tingkat efektifitasnya. Evaluasi ini bertujuan untuk mengukur reaksi peserta terhadap program pelatihan. Jenis penelitian yang digunakan adalah dekriptif kualitatif dengan tehnis analisis data menggunakan rumus pembobotan dari Kickpatric. Hasil penelitian menunjukan bahwa 1) Peserta menunjukkan reaksi positif yang tinggi terhadap pelatihan berkaitan dengan sebagian besar komponen pelatihan, 2) Peserta menunjukkan reaksi yang positif karena menyadari memperoleh masukan yang berguna selama pelatihan, 3) Peserta menunjukkan reaksi yang lebih baik terhadap pelatihan meliputi komponen asrama/penginapan (luas dan fasilitasnya), 4) Tidak ada peserta yang menunjukkan reaksi kurang baik terhadap pelatiha
