Model Public Private Partnership Penyediaan Infrastruktur Pelayanan Publik: Pengalaman Indonesia dan India
This study is based on the fact that there are several weaknesses that the government has in the provision of public service infrastructure, both in Indonesia and India. Some of these weaknesses include limited capacity of apparatus resources, budget shortages, management and technology weaknesses in the provision of public service infrastructure. This article aims to see how a public private partnership is conceptually and how the experiences of the Indonesian and Indian states in putting this concept into practice. This study uses qualitative research methods with library research techniques. Literature study is applied with data analysis techniques in several stages. Through this literature study method, it was found that public private partnership is strongly associated with the concept of new public management and governance. There are many forms of public private partnership such as BOT (Build Operate and Transfer), BT (Build and Tranfer), BTO (Build, Transfer, and Operate), BLT (Build, Lease, and Transfer), BOO (Build, Own, and Operate), ROO (Rehabilitate, Own, and Operate), ROT (Rehabilitate, Own, and Transfer), DOT (Develop, Operate, and Transfer), and CAO (Contract, Add, and Operate). But the overall form is essentially aimed at providing infrastructure and public services can be more efficient, effective and economical. In practice, both in Indonesia and India, has had a noticeable effect such as the opening of new jobs for residents because this public private partnership has long been applied in various development sectors, especially in the service of basic community needs, such as education, health, transportation, public housing, social services, and clean water supply.Kajian ini didasarkan pada fakta adanya beberapa kelemahan yang dimiliki oleh pemerintah dalam penyediaan infrastruktur pelayanan publik, baik di Indonesia maupun India. Beberapa kelemahan tersebut meliputi keterbatasan kapasitas sumberdaya aparatur, kekuragan anggaran, kelemahan manajemen dan teknologi dalam pengadaan infrastruktur pelayanan publik. Artikel ini bertujuan untuk melihat bagaimana public private partnership secara konseptual dan bagaimana pengalaman negara Indonesia dan India dalam mempraktekkan konsep tersebut tersebut. Kajian ini menggunakan metode penelitian kualitatif dengan teknik studi kepustakaan. Studi kepustakaan diterapkan dengan teknis analisis data dalam beberapa tahap. Melalui metode studi kepustakaan ini ditemukan bahwa public private partnership sangat terkait dengan konsep new public management dan governance. Terdapat banyak bentuk public private partnership seperti BOT (Build Operate and Transfer), BT (Build and Tranfer), BTO (Build, Transfer, and Operate), BLT (Build, Lease, and Transfer), BOO (Build, Own, and Operate), ROO (Rehabilitate, Own, and Operate), ROT (Rehabilitate, Own, and Transfer), DOT (Develop, Operate, and Transfer), dan CAO (Contract, Add, and Operate). Namun keseluruhan bentuk tersebut pada hakekatnya bertujuan agar penyediaan infrastruktur dan pelayanan publik bias lebih efisien, efektif dan ekonomis. Dalam prakteknya baik di Indonesia maupun India telah memberi efek yang nyata seperti terbukanya lapangan kerja baru bagi warga karena public private partnership ini sudah sejak lama diterapkan dalam berbagai sektor pembangunan, terutama pada pelayanan kebutuhan dasar masyarakat, seperti pelayanan pendidikan, kesehatan, transportasi, perumahaan rakyat, soaial, dan penyediaan air bersih.
Collaborative Governance : Proyek Penyelenggaraan Jaringan Tulang Punggung Serat Optik Palapa Ring di Indonesia Tahun 2016-2019
The digital divide in Indonesia is a wicked problem that requires a collaborative process to solve it. In this case, the government implements a National Strategic Project consisting of the construction Palapa Ring’s optical fiber backbone network infrastructure that uses the concept of PPP (Government and Business Entity Cooperation). This study aims to analyze how to manage the collaborative governance of the Palapa Ring’s Project. The research method used was qualitative descriptive with post positivist that used the collaborative governance theory of Emerson and Nabatchi (2015) as knife analysis. The results showed that based on the results of the research and discussion it could be concluded that the collaborative governance process in the Palapa Ring Optical Fiber Backbone Network Implementation Project in Indonesia had not run optimally because there are several dimension of collaboration that have not been well fulfilled. The recommendation for the next study is that collaborative research also looks at the outcomes of ongoing infrastructure development.Kesenjangan digital di Indonesia merupakan wicked problem yang membutuhkan proses kolaborasi dalam penyelesaiannya. Terkait dengan permasalahan tersebut, pemerintah menyelenggarakan Proyek Strategis Nasional berupa pembangunan infrastruktur jaringan tulang punggung serat optik Palapa Ring yang menggunakan konsep KPBU (Kerja Sama Pemerintah dan Badan Usaha). Penelitian ini bertujuan untuk menganalisa bagaimana penerapan tata kelola kolaboratif proyek penyelenggaraan jaringan tulang punggung serat optik Palapa Ring yang telah berjalan selama tahun 2016 - 2019. Metode penelitian yang digunakan adalah kualitatif dengan pendekatan post positivist yang menggunakan teori tata kelola kolaboratif Emerson dan Nabatchi (2015) sebagai pisau analisis. Hasil penelitian menunjukkan bahwa proses collaborative governance dalam Proyek Penyelenggaraan Jaringan Tulang Punggung Serat Optik Palapa Ring di Indonesia belum berjalan secara maksimal karena terdapat beberapa dimensi kolaborasi yang belum terpenuhi dengan baik. Rekomendasi untuk penelitian berikutnya adalah selain melihat dari sisi collaboration dynamics, peneliti juga melihat dari sisi outcome pembangunan infrastruktur yang telah berjalan
Kualitas Pelayanan Masyarakat di Kecamatan Bontobahari Kabupaten Bulukumba
This study aims to determine the quality of community service in Bontobahari District, Bulukumba Regency, South Sulawesi Province. The method used is descriptive method in order to describe the condition of the subject / object of the researcher based on the facts of the field. The primary data source is obtained from structural officials, officers who are directly faced with the application program users. The data collection technique is done through in-depth interviews, observations, questionnaires and documentation. Based on the results of the research, the quality of community service in Bontobahari Subdistrict is quite good, the procedure that must be followed is quite simple, but there are still some community members who find it difficult to prepare the files. The requirements and completion of the incoming file and meeting our immediate requirements are never postponed. The condition of the facilities and infrastructure of services that are clean, neat and orderly so that they can provide comfort to the recipients of the service. The presence of a technology and and information system in human life today can no longer be circumvented and even its presence is a necessity.
Penelitian ini bertujuan adalah Untuk mengetahui kualitas pelayanan masyarakat di Kecamatan Bontobahari Kabupaten Bulukumba Provinsi Sulawesi Selatan. Metode yang digunakan metode deskriptif agar dapat mendeskripsikan keadaan subyek/obyek peneliti berdasarkan fakta-fakta lapangan. Sumber data primer didapat dari pejabat struktural. Teknik pengumpulan datanya dilakukan melalui wawancara mendalam, observasi, kuesioner dan dokumentasi.Berdasarkan hasil penelitiaan Kualitas pelayanan masyarakat di Kecamatan Bontobahari sudah cukup baik,Prosedur yang harus dijalani cukup sederhana, namun masih ada beberapa anggota masyarakat merasa kesulitan menyiapkan berkas-berkasnya. Persyaratan dan penyelesaikan berkas yang masuk dan memenuhi persyaratan langsung kami proses tidak pernah menunda-menunda. Kondisi sarana dan prasarana pelayanan yang bersih, rapi dan teratur sehingga dapat memberikan rasa nyaman kepada penerima pelayanan. Kehadiran sistem teknologi dan dan informasi dalam kehidupan manusia saat ini tidak dapat lagi dielakan bahkan kehadirannya sudah merupakan kebutuhan
Citizen Involvement: Fostering Alternatives and Risk Considerations on Natuna Rural Coastal Borderland
The rural coastal development phenomenon in Natuna Regency hasn’t shown improvement significantly, especially in potential development resources utilizing to be a strategy and performance which can reduce the development problems faced. This study aims to explore the suitability of the rural coastal development strategy with its main mission, alternative actions where are the risk considerations and also the citizen involvement on the rural coastal development strategy. This research using a qualitative approach. Hence, the research process is carried out deeply and through the data collection techniques process systematiclythrough of interviewing informants in the field, studying data and relevant information analyzing. The results explain about the Natuna rural coastal development strategy has not fully implemented the risk considerations as a main consequence to thedevelopment benefits failure activities undertaken. This finding is the lack of involvement influence for the rural coastal villagers, especially in the citizen’s idea repositioning process as an alternative forrural developing strategy implemented,thus for the development goals achieving in Natuna rural coastal
Efektivitas Program Penanggulangan Anak Jalanan Berbasis Community Development di Kota Serang (Studi Pada Program Rumah Singgah)
One aspect that often escapes the government's priority agenda is to realize the constitutional mandate to deviate policies that involve the role of parents, families, communities, countries, governments, and local governments to develop obligations, namely to protect (to protect), fulfill (to fulfill) and respect the rights of children, especially children, which fall into the category of social problems such as street children in Serang City. This research article aims to determine the effectiveness of community development-based street children prevention programs in the city of Serang in the study of the Shelter House Program. This study uses a qualitative approach with descriptive methods. To find out the phenomenon of research regarding the effectiveness of street children prevention programs based on community development in the city of Serang today by using Duncan's theory which consists of 3 (three) indicators, namely achievement of goals, integration, and adaptation. The results showed that the prevention of street children based on community development on the shelter program was not effective
Salah satu aspek yang sering kali luput dari agenda prioritas pemerintah adalah merealisasikan amanat konstitusi sampai pada kebijakan devirat yang menyangkut peranan orang tua, keluarga, masyarakat, negara, pemerintah, dan pemerintah daerah untuk mengembankan kewajiban, yaitu melindungi (to protect), memenuhi (to fulfill) dan menghormati (to respect) hak-hak anak terutama anak yang termasuk ke dalam kategori masalah sosial seperti anak jalanan di Kota Serang. artikel penelitian ini bertujuan untuk mengetahui efektivitas program penanggulangan anak jalanan berbasis community development di Kota Serang studi pada Program Rumah Singgah. Penelitian ini menggunakan pendekatan kualitatif dengan metode deskriptif. Untuk mengetahui fenomena penelitian mengenai efektivitas program penanggulangan anak jalanan berbasis community development di Kota Serang saat ini dengan menggunakan teori Duncan yang di dalamnya terdiri dari 3 (tiga) indikator, yaitu pencapaian tujuan, integrasi, dan adaptasi. Hasil penelitian menunjukkan penanggulangan anak jalanan berbasis community development pada pada Program rumah singgah tidak berjalan efektif
Implementasi Kebijakan Sekolah Ramah Anak Dalam Mewujudkan Kota Layak Anak di Kota Depok
Child-friendly and child-based schools are an effort to fulfill children's rights and provide quality education for children. This study aims to explain the implementation of Child Friendly School Policies established by the Ministry of Female Empowerment and Child Protection and to analyze the supporting and inhibiting factors for the implementation of Child Friendly School Policies in SMP Negeri 6 Depok. This study used a qualitative method that shows the implementation of the Child Friendly School Policy in SMPN 6 Depok been going well, assessed in the context of the process, results (output), impact (outcomes) and causality (causal connection).The factors that support the implementation of the Child Friendly School Policy at SMP Negeri 6 Depok are good and smooth communication, attitudes and commitment of all school people, coordination between the Depok Government and the School and the positive support of all school members, parents, surrounding communities. However, there are still obstacles, namely the limited school budget and the number of teachers, and the density of teacher activities that have caused the implementation of policies to be not optimal. For facilitating the implementation of child-friendly school policies, collaboration between central government and local government, schools and communities is needed. Sekolah yang ramah anak dan berbasis hak anak merupakan upaya memenuhi hak-hak anak dan memberi pendidikan yang berkualitas bagi anak. Penelitian ini bertujuan untuk menjelaskan implementasi Kebijakan Sekolah Ramah Anak yang ditetapkan oleh Kementerian Pemberdayaan Perempuan dan Perlindungan Anak dan menganalisis faktor pendukung dan penghambat implementasi Kebijakan Sekolah Ramah Anak di Kota Depok. Penelitian ini menggunakan metode kualitatif yang menunjukan implementasi Kebijakan Sekolah Ramah Anak di SMP Negeri 6 Depok sudah berjalan baik, dinilai dalam konteks proses, hasil (output), dampak (outcome) dan hubungan sebab akibat (causal connection). Faktor-faktor yang mendukung implementasi Kebijakan Sekolah Ramah Anak di Kota Depok adalah komunikasi yang baik dan lancar, sikap dan komitmen seluruh warga sekolah, koordinasi antar Pemda Depok dengan Sekolah serta adanya dukungan positif seluruh warga sekolah, orang tua, masyarakat sekitar. Namun masih terdapat faktor penghambat yaitu terbatasnya anggaran sekolah dan jumlah guru serta padatnya aktivitas guru menyebabkan pelaksanaan kebijakan belum optimal. Untuk memperlancar implementasi kebijakan sekolah ramah anak dibutuhkan kerjasama antara seluruh pihak baik pemerintah pusat dan daerah, sekolah dan masyaraka
Analisis Faktor-Faktor Yang Mempengaruhi Partisipasi Masyarakat Dalam PILKADA Bali
Community political participation is a political process in an effort to determine state decisions and policies to improve the welfare of the community. This research was conducted in the context of community participation, particularly Jembrana Regency which has a variety of different characteristics of the community. Those specific characteristics of Jembrana Regency community are; 1) Geographical aspect which showing a very wide area distribution, 2) Population aspect which indicating the difficulty of reaching rural areas that are relatively far from the city center and government, 3) Sociological aspect which representing political euphoria that often creates tension from the preparation stage to the final stage of the election. The problems formulated in this study are the factors that become obstacles to community participation in the regional elections of Bali Province. This study uses a quantitative approach with data analysis techniques, namely factor analysis, which aims to find factors that become a barrier for society to choose their governor. The respondents taken were 260 people with stratified proportional random ampling technique, from 5 sub-districts. Data collection techniques are carried out by doing observation, distributing questionnaires, and documentation. The results of the study concluded that the factors that inhibit volunteers in regional head elections are; 1) Not competent, 2) Geographical, 3) Not independent.Partisipasi politik masyarakat merupakan proses politik dalam upaya menentukan keputusan dan kebijakan negara untuk menyejahterahkan masyarakatnya. Penelitian ini dilakukan dalam konteks partisipasi masyarakat, khususnya Kabupaten Jembrana yang memiliki ragam karakteristik masyarakat yang berbeda. Karakteristik khusus yang dimiliki masyarakat Kabupaten Jembrana adalah; 1) Aspek geografis, menunjukkan sebaran wilayah yang sangat luas, 2) Aspek kependudukan, menunjukkan sulitnya menjangkau wilayah pedesaan yang jaraknya relatif jauh dari pusat kota dan pemerintahan, 3) Aspek sosiologis, yang menunjukkan euphoria politik yang sering menimbulkan ketegangan dari tahap persiapan sampai ke tahap akhir pemilihan. Persoalan yang dirumuskan dalam penelitian ini adalah faktor yang menjadi penghambat partisipasi masyarakat pada pemilihan kepala daerah Provinsi Bali. Tujuan penelitian ini adalah untuk mencermati faktor penghambat partisipasi masyarakat pada pemilihan kepala daerah. Penelitian ini menggunakan pendekatan kuantitatif, dengan teknik analisis data yakni analisis faktor, yang bertujuan untuk mengkonfirmasi faktor penghambat masyarakat dalam memilih gubernur. Responden yang diambil sebanyak 260 responden dengan teknik stratified proportional random sampling, dan populasi sebanyak 225.725 dari 5 kecamatan. Teknik pengumpulan data dilakukan dengan melakukan observasi, menyebarkan kuesioner, dan dokumentasi. Hasil penelitian menyimpulkan bahwa faktor-faktor penghambat menjadi sukarelawan dalam pemilihan kepala daerah adalah; 1) Tidak memiliki kompetensi, 2) Geografis, 3) Tidak independen. Kontribusi penelitian adalah memberikan sumbangsih dalam kebijakan kepemiluan terutama dalam mengatasi rendahnya partisipasi masyarakat. Secara konseptual penelitian ini memberikan sumbangsih konsep tentang perubahan perilaku masyarakat dalam menggunakan hak pilihnya
Pembangunan Pariwisata Berkelanjutan: Studi tentang Pengembangan Wisata Gua Selomangleng di Kota Kediri
This article aims to determine the extent of the development of Selomangleng Cave in the City of Kediri in the perspective of sustainable tourism development. In this study the researcher used a qualitative descriptive method in which the researcher elaborated, described, explained, concerning matters related to the development of Selomangleng Cave tourism objects, as well as the development implications, challenges ahead in the perspective of sustainable development. The results of this study concluded that the development of the Selomangleng Cave of the City of Kediri was still very minimal, constrained by the issue of land ownership, however there was still an effort to develop Selomangleng Cave tourism in accordance with the principles of sustainable development.
Artikel ini bertujuan untuk mengetahui sejauh mana pengembangan Gua Selomangleng di Kota Kediri dalam perspektif pembangunan pariwisata berkelanjutan. Dalam penelitian ini Peneliti menggunakan metode deskriptif kualitatif dimana peneliti menguraikan, menggambarkan, menjelaskan, mengenai hal-hal yang terkait dengan pengembangan obyek pariwisata Gua Selomangleng, serta implikasi pengembangan, tantangan kedepan dalam perspektif pembangunan berkelanjutan. Hasil penelitian ini menyimpulkan bahwa pengembangan wisata Gua Selomangleng Kota Kediri masih sangat minim, terkendala dengan persoalan kepemilikan lahan, namun demikian tetap ada usaha pengembangan wisata Gua Selomangleng yang sesuai dengan prinsip pembangunan berkelanjutan
The Regional Health Sovereignty Performance at the External Border Islands in Republic of Indonesia
The purpose of this study is to distinguish the organizational structure performance of the Natuna District Health Office as a regional government organization that carries out the health sector authority in border areas or outermost islands in Indonesia. The research used descriptive method in a qualitative approach and involved 12 informants which were analyzed in depth so as to explain the exact performance of the organizational structure. The results of the study explain that as an area that faces pressure from problems that are different from other regions in Indonesia, Natuna regency always allocates the good financial resources. However, the organizational structure performance which describes the organization and also the management still requires serious attention and continuous improvement efforts
