    Mitigation Models and Strategies Corona Virus Disease 2019 (COVID-19) Non-Natural Disasters (Study on BPBD of West Kalimantan Province)

    Covid-19 is a non-natural disaster that has shocked countries in the world since the end of 2019 until now and its spread has not been controlled, various efforts have been made by the virus pandemic countries including Indonesia. Its spread occurs in almost every province in Indonesia, one of which is West Kalimantan Province. To prevent the spread of the virus, regional disaster management agencies (BPBD), with various parties, undertake mitigation of its spread and efforts to heal trauma during the pandemic. This study aims to determine the models and strategies of BPBD in mitigation, trauma healing efforts carried out during the pandemic and to find out the obstacles of BPBD in mitigation in West Kalimantan Province. The method used is descriptive qualitative, data sources obtained from interviews with informants, observation and documentation. The analysis technique uses an interactive model by reducing, presenting, drawing conclusions and verification. The results of this study produce models and strategies for mitigating non-natural disasters with a collaborative strategy and a pentahelix approach. Trauma healing efforts have been carried out to provide understanding to the community with preventive measures. The obstacles faced in mitigation include the low level of public awareness in maintaining health protocols and the lack of incomplete SWAB equipment in every district / city.

    Millennial Leadership Style of Public Services in The Society 5.0 Era

    This article aims to analyze and describe the millennial leadership style for public services in the era of society 5.0. The method used in this article is a qualitative descriptive method. This method refers to the identification or characteristics that distinguish groups of people, objects and events. The results of the article show that 1) The challenges of public service in the era of society 5.0 provide great opportunities for millennials to lead bureaucratic organizations. Because millennials are seen as far more competitive, creative, critical, and idealistic in leading bureaucratic organizations than their seniors, Generation Y; 2) The millennial character is very close to digitalization adaptation so that it provides opportunities for government collaboration with the industrial sector; 3) In 2030 it is estimated that 70 percent of future leaders in Indonesia will come from the millennial generation who are at a productive age. This generation is in control of the Indonesian economy in the future and is expected to be able to lead this nation towards a more advanced and dynamic development. This article provides an illustration that millennial opportunities to become leaders need to be encouraged so that they are able to become exemplary leaders, leaders who have a sense of responsibility, and leaders who are able to take risks and work in teams

    Implementation of The Local Budget Social Assistance Policy for Disability In Tangerang Selatan

    Social assistance is one of the poverty reduction programs carried out by the South Tangerang City Government. Poverty is defined as a condition of the inability of income to meet basic needs so that it is not able to guarantee survival. South Tangerang City has received the spill over effect of various economic impacts. Persons with disabilities have a low level of welfare. The low welfare is partly because they have limited physical functions and often have negative emotional experiences due to their physical limitations. Limited physical functions make it difficult for persons with disabilities to access work because they are considered less productive. This has a negative impact on persons with disabilities such as losing their role, independence, status, and financial stability. The purpose of this study is to analyze the implementation of regional budget social assistance policies for disabilities in South Tangerang. And to find out the supporting factors and inhibiting factors. This research method uses a qualitative approach with descriptive methods. qualitative approach, using the Theory of Policy Implementation according to Edward III. The results of this study indicate that the implementation of the Regional Budget Social Assistance Policy for Disabilities in South Tangerang has not been going well, it is based on poor communication from the implementor to the community, in terms of both human and financial resources are still lacking.     The implementation of the duties and functions of government institutions in the President's closest circle is an interesting thing to research. Its strategic position does not necessarily make its role carried out optimally. This can be seen from the function of providing policy recommendations carried out by the Cabinet Secretariat. Problems such as the disobedience of stakeholders to the flow of policy submissions, as well as problems on administrative matters such as supporting rules, communication strategies, information technology support, the effectiveness of policy monitoring, and the implementation of sanctions, have made the implementation of such functions not run optimally. Therefore, this study aims to analyze the implementation of the function of providing policy recommendations by the Cabinet Secretariat. The analytical framework used in this study is Policy Implementation Theory, particularly the Administrative Implementation Model by Matland (1995). This research uses the qualitative method that is descriptive analysis, with the focus of the research is the Cabinet Secretariat in the period 2015 until now. The result of this study is the implementation of the function of providing policy recommendations in dealing with various challenges and problems.     Effectiveness of Waste Management in Bitung City Environmental Agency

    This study aims to analyze and describe the effectiveness of Waste Management at the Bitung City Environmental Service. The concept used is about the management of public services, the effectiveness of public services and excellent public services. The method used is qualitative, with a focus on the effectiveness of waste management through indicators of sorting, collecting, transporting and processing waste. Sources of data are leaders, structural officials in the field of waste management, supervisors and field officers and the community. The results showed that the waste had not been sorted and separated according to the type, time and place of disposing of the waste had not been complied with according to regulations, as well as the limited number and ability of collecting officers. Limited number and capacity of transportation means, working time or transportation cycle, not all waste has been processed and utilized through waste processing facilities. This study concludes: 1.) The collected waste has not been sorted and separated 2.) The collection of waste by field officers in all areas has not been maximized. 3.) Limited number of fleets, means of transportation, and working time and transportation cycles. 4.) Waste processing and utilization has not been maximized. There are several factors that affect the effectiveness of waste management at the Bitung City Environmental Service, including; Human resources, facilities and infrastructure, rules and regulations, limited land area for landfill

    Performance and Factors Inhibiting Research and Scientific Publication of Universitas Terbuka Indonesia Lecturers

    Efforts to improve the performance of research and scientific publications in Indonesian universities are still a challenge. Various problems often become an inhibiting factor for lecturers' research performance. This study analyzes how the performance and factors were inhibiting the performance of research and scientific publications at the Universitas Terbuka, which is the only Open and Distance Learning Higher Education institution (PTTJJ) in Indonesia. The research method used is qualitative descriptive. The results showed that although the number of research and journal publications increased during 2017-2019, the performance of research and scientific publications of Universitas Terbuka lecturers has not been optimal. Of the five factors are considered as obstacles, three of which are factors that are generally also found in other universities, namely the lack of competence and motivation of lecturers in researching, lack of research/laboratory support facilities, and the research culture among lecturers has not yet developed well. Meanwhile, two other factors were different findings, namely the issue of lecturer recruitment and development policies in the early days of the establishment of the Universitas Terbuka, which was not in line with the needs of the study program, and the problem of characteristics and workload of PTTJJ lecturers which are different from conventional university lecturers. Universitas Terbuka lecturers are not only obliged to carry out the tri dharma functions of higher education but they are also burdened with tasks related to the management of PTTJJ or quite a lot of academic administrative work

    Pelayanan Publik Pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu di Kabupaten Bulukumba

    This article discuss about the level of effectiveness of public services One Stop Investment Service and Integrated Services regarding the management and issuance of Building Permit at Bulukumba Regency. The Office of Investment and Integrated Services (DPMPTSP) with the service unit for the management and issuance of the Buidling Permit is in the category of the most visited by the people in Bulukumba Regency. This condition has an impact on the high frequency of public services that occur in these service units, so it is necessary to know the level of service effectiveness. This study used a survey approach to employees of the Building Permit Service Unit and the community who use the Building Permit service. The data collection technique used a questionnaire. The data analysis technique used frequency tabulation and a Likert scale as the rating scale. Overall, the results of this study indicate that the level of effectiveness of public services at the Investment and Integrated Services Office is in the 'Good' category or the 'Effective' category. The conclusion of this study is that basically public services at the Investment and Integrated Services Office have been going well and have received a good response from the community who use Building Permit services even though this still requires maximum efforts from the local government of Bulukumba Regency to improve these services.Artikel ini membahas tentang tingkat keefektifan pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu Satu Pintu Kabupaten Bulukumba terkait pengurusan dan penerbitan IMB. Dinas Penanaman Modal dan Pelayanan Terpadu (DPMPTSP) dengan unit layanan pengurusan dan penerbitan IMB terkategori paling ramai dikunjungi masyarakat. Kondisi tersebut berdampak pada tingginya frekuensi layanan publik pada unit layanan tersebut sehingga perlu diketahui tingkat efektifitas pelayanannya. Penelitian ini menggunakan pendekatan survei terhadap pegawai pada Unit Layanan IMB dan masyarakat pengguna layanan IMB tersebut. Teknik pengumpulan data menggunakan angket. Teknik analisis data menggunakan tabulasi frekuensi dan Skala Likert sebagai skala penilaian. Secara keseluruhan, hasil penelitian menunjukkan bahwa tingkat efektifitas pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu terkategori ‘Baik’ atau terkategori ‘Efektif’. Kesimpulan penelitian ini adalah pada dasarnya pelayanan publik pada Dinas Penanaman Modal dan Pelayanan Terpadu telah berlangsung baik dan mendapat respon yang baik dari masyarakat pengguna jasa pelayanan IMB meskipun hal tersebut masih memerlukan upaya maksimal dari pemda Kabupaten Bulukumba untuk meningkatkan pelayanan tersebut

    The issue of spatial planning becomes crucial for vulnerable areas. Padang, as one of the areas prone to earthquakes, needs to pay attention to the allocation of space. After the 2009 earthquake, it was recorded that Padang City had revised the Regional Spatial Plan (RTRW) twice, namely in 2010 and 2015. In the revised RTRW, mapping of the areas prone to earthquake and tsunami disaster. The purpose of this research is to explain the policy efforts made by the City of Padang in spatial planning based on disaster mitigation. This study used qualitative research methods. The technique of selecting informants using purposive sampling, primary data obtained from interviews, while secondary data from documentation and literature studies. Data analysis was performed using an interactive model. The results showed that the spatial planning in the city of Padang based on Regulation No. 4 of 2012 had paid attention to disaster-prone areas, it can be seen from the categorization of disaster-prone regions in the city of Padang. But there are still disaster-prone areas that even violate the rules of development. For this reason, Padang City Government needs to pay attention to building permit recommendations, especially in disaster-prone areas from the relevant agencies.Persoalan penataan ruang menjadi hal yang krusial bagi daerah yang rawan bencana. Padang sebagai salah satu daerah yang rawan terhadap bencana gempa bumi perlu memperhatikan peruntukan ruang. Setelah kejadian gempa tahun 2009, tercatat Kota Padang telah dua kali melakukan revisi terhadap Rencana Tata Tuang Wilayah (RTRW) yaitu tahun 2010 dan 2015. Dalam revisi RTRW tersebut telah dilakukan pemetaan terhadap daerah-daerah yang rawan bencana gempa dan tsunami. Tujuan dari Penelitian ini adalah untuk menjelaskan upaya-upaya kebijakan yang dilakukan oleh Kota Padang dalam penataan ruang yang berbasis mitigasi bencana. Penelitian ini menggunakan metode penelitian kualitatif. Teknik pemilihan informan dengan menggunakan purposive sampling, data primer diperoleh dari wawancara, sedangkan data sekunder dari dokumentasi dan studi pustaka. Analis data dilakukan dengan model interaktif. Hasil penelitian menunjukkan bahwa penataan ruang di Kota Padang yang didasarkan pada perda No. 4 Tahun 2012 telah memperhatikan daerah rawan bencana, terlihat dari adanya pengkategorian daerah rawan bencana di Kota Padang. Namun masih terdapat daerah rawan bencana yang masih menyalahi aturan pembangunan. Untuk itu, pemerintah Kota padang perlu memperhatikan rekomendasi izin mendirikan bangunan terutama di daerah-daerah yang rawan bencana dari instansi-instansi yang terkait

    The problem of bureaucracy has become a national problem, not least in the city of Cimahi, BPN / ATR as one of the institutions serving the community has always been in the spotlight because of the many complaints felt by the community and in this paper the researcher wants to know the types of bureaucratic pathology that violate legal norms and laws. invitations that apply and what strategies can be done to overcome the problem. The method used is a mixed method with descriptive analysis, data collection techniques used are structured interviews and questionnaires. Pathology suffered by the BPN / ATR city of Cimahi; Receive a bribe, Corruption. The strategy carried out is the strategy of strengthening the role of individual bureaucracy related to the quality of human resources, the strategy of strengthening the role of the bureaucracy in an organization, and the Strengthening Strategy of the role of the bureaucracy in a systematic manner. Permasalahan Birokrasi sudah menjadi masalah nasional, tidak terkecuali di kota Cimahi, BPN/ATR sebagai salah satu lembaga yang melayani masyarakat selalu menjadi sorotan kerena banyaknya keluhan yang dirasakan oleh masyarakat dan dalam tulisan ini peneliti ingin mengetahui jenis patologi birokrasi yang melanggar norma hukum dan perundang-undangan yang berlaku serta strategi apa saja yang dapat dilakukan untuk mengatasi masalah tersebut.     Strategy Analysis of Regional Tourism Development: Case Study of Restaurant in Barru District

    This study aims to describe the strategies used in increasing restaurant guest visits in Barru Regency. This research uses a quantitative descriptive approach. Based on the results of the study, it was found that the 4P marketing mix strategy (Price, Promotion, Place and position) was applied to the Barru district restaurant to increase guest visits, this proved effective in attracting guests to visit the restaurant. product, price, place, promotion, have shown conformity with the segmentation, targeting and positioning expected by the restaurant. For example, the products offered are varied and use quality raw materials in accordance with the positioning that the company wants to achieve as the only restaurant that uses healthy raw chicken and seafood. Apart from that the price, physical evidence and promotion are also in accordance with the targeting of young people and families, because the prices offered are still quite affordable, the place is also unique and is promoted through online media
