    Consumer Perception of Barista Services in Pare-Pare City

    The purpose of this study is to determine consumer perceptions of barista services in Parepare City, South Sulawesi Province. The method in this study is qualitative using a descriptive approach. The method of data collection in this study was done through observation, interviews with a list of questions, and documentation. The results of the study indicate that consumer perceptions of Barista services have not been maximally reached in general, including the aims and objectives. Baristas do not understand the importance of consumer perceptions of service, especially services in blending coffee drinks. This needs to be followed up so that consumers or guests can better understand the existence and services of Baristas, this is because consumers or guests as coffee drinkers are not coffee connoisseurs and only choose the type of coffee provided. and still lack the availability of very limited and expensive equipment that is spent on each equipment needed

    Governability in Central Sulawesi: An Assessment of Government Capacity to Support Minorities of the Regional Representative of Central Sulawesi Province

    This article focuses on discussing governance, which is defined as the government's ability in governance. Governability is influenced by the number of parties, the degree of political polarization between parties, party participation in government, and the relationship between most of the parliament and the executive. This research was conducted using a qualitative method with a descriptive analytical approach that describes, describes, and analyzes the governability in Central Sulawesi after the election of governors and vice governors in 2015. Although it has the potential for divided government to occur in the Regional Government of Central Sulawesi because only 13 seats or 29% of 45 (forty-five) the number of seats in the Regional People's Representative Council (DPRD), but in fact throughout 2016-2020 it was running effectively. There has never been any rejection of government programs by the DPRD during the 2016-2020 government. An interesting finding in this research is that the capacity and background of the regional head from the regional head elections has a big role in building governance with the ability to establish communication and coordination with DPRD members. Regional heads with good capacities and a background in bureaucracy and politicians also influence the performance of local governments and are related to their relationship with the DPRD.     The Effectiveness of Smart City Program Through Batu Among Tani Teknologi (BATT) in Batu City, Indonesia

    This paper explains the effectiveness of implementing the Batu Among Tani technology (BATT) program in Batu City. BATT itself is one of the leading smart city concepts of the Batu City Government, which aims to protect and develop agricultural quality. BATT is here to solve some of the fundamental problems of agriculture in Batu City, focusing on harvests, brokers’ intervention, lack of agricultural information, and several other complaints. This research uses qualitative research with a descriptive approach—sources of data obtained through interviews with relevant stakeholders and observations and documentation. Data is processed through data collection, data reduction, data display, and conclusion drawing. The results showed that the BATT Program, which began running effectively in September 2017, was not optimal. First, the server capacity is limited so that it often experiences interruptions and the benefits of services provided are less than optimal. Second, the lack of participation of farmers as active users of BATT. The factor of the lack of outreach and ongoing assistance is the cause. Third, the program has not effectively delivered price updates and cut off the brokers' intervention chain. However, this program is criticized for converting agricultural land to non-agriculture for the past 5 (five) years in Batu City

    Policy Analysis of West Papua Provincial Government Regarding Welfare Disparities of Migrants and Non-Migrants

    This study aimed to analyze the poverty factors of migrant and non-migrant households through socio-economic variables resulting from the West Papua Province government policy program. The research method used in this study was a quantitative research method using descriptive analysis depicted through diagrams. The data collection method used was secondary data collection derived from the results of the March 2020 National Socio-Economic Survey (SUSENAS) conducted by the Central Statistics Agency (BPS). The results of the study showed that the implementation of West Papua Province government policies had not succeeded in changing the poverty level of the population even though it has the authority as the organizer of special autonomy. Special treatment for non-migrant residents had not been able to eliminate the disparity in the level of welfare between the migrant population. The majority of poor households in West Papua were affected by the age of the head of the household above 60 years, the number of household members more than four people, no health complaints, the education of the head of the household who is mostly below high school, working in the informal sector, living in rural areas and are non-migrant households.

    Development of Green Open Space Policy in The Order to Realize A Sustainable City in Malang

    The current massive industrial development in urban areas that is not balanced with reforestation practices will have an impact on the environment such as air pollution, hot environmental conditions, flooding, and the lack of adequate Green Open Space. Therefore, good urban spatial planning is needed through the development of green open space in urban areas to maintain or facilitate urban settlements and reforestation practices for the future urban sustainability agenda so that there is a balance in terms of the economic, social, and natural environment as a form of a sustainable city. In analyzing the problem of this research using the literature study method by analyzing the results and information from previous studies. The result of the research is that the development of green open space in Malang City has not been fully managed properly, this is in accordance with the percentage of public green open space in Malang City which is only 1.362.32 Ha or 12.38% which the results of this percentage are still far from the minimum proportion of public green open space, which is 20% of the area of Malang City. As less than the maximum development of green open space, it will also have an impact on a sustainable city that runs less than optimally

    This research aims at how the Village Fund Direct Cash Unity program in the 2019 Corona Dessease Virus pandemic (Covid-19) In Tondegesan Village, Kawangkoan District, this research uses a qualitative approach method, and uses data techniques: observation, interviews and documentation, with data sources are : The Tondegesan Village Government and the Tondegesan Village Community, with the results of the research showing 1). The standards and targets that defined the criteria set did not qualify as BLT-DD recipients. 2) Characteristics of Implementers related to the nature and tendency of implementers in the distribution of BLT-DD to go through various stages carried out through village meetings 3) The communication between the village government and the community is due to the absence of socialization from the village government regarding the BLT-DD program. For request 1) Need to be implemented as much as possible with existing standards and the right target. 2) The village government must be more objective in determining the beneficiary families of BLT-DD according to the established criteria. 3) Communication is needed in creating a harmonious relationship

    Critical Analysis of Indonesia's Global Maritime Fulcrum under Joko Widodo: Problems and Challenges

    The vision of the Global Maritime Fulcrum (GMF) for Indonesia not only raises national awareness but also gets international attention. Jokowi in the first term of his administration echoed this vision as the identity of his foreign policy. However, in its implementation, there are various shortcomings. As a result, the vision did not work out well. Especially during his second election as president of Indonesia, Jokowi no longer mentioned GMF as a priority policy. This paper aims to analyze the causes of the failure to implement the GMF vision in Jokowi's first term as president. Several previous studies on GMF were divided into 3 major studies, namely security studies, international cooperation, then regional and geopolitical studies. Most of these studies discuss GMF Indonesia's vision only in the international scope, such as cooperation formed with other countries, its influence on the region, geopolitical implications, and also on the perspective of threats and security. There is no research that specifically addresses the problems and challenges of the GMF. By the governmental and leadership approach in policy studies, this paper identifies the factors that have resulted in the GMF vision's lack of implementation. This article argues that uncoordinated governance, overlapping institutions, and Jokowi's lack of leadership are the main determinants of the success or failure of the GMF vision. The limitations of this study allow for further analysis of the economic perspective of GMF in subsequent studies

    Tour Guide License to Improve Tourism Human Resources Professionalism in Tana Toraja Regency

    This study examines the tour guide license in improving the professionalism of tourism human resources in Tana Toraja Regency. A tour guide has a very important license, this license proves the competence of a tour guide so that tourists do not hesitate in using his services. The research method used is descriptive qualitative research methods. Data collection techniques were carried out by means of observation, interviews and documentation. This research was conducted at tourist objects in Tana Toraja Regency and related agencies since July-October 2020. Based on the research results, it was found that currently there are still many illegal tour guides in Tana Toraja Regency who are not licensed, the lack of tour guides' attention to the importance of this license has an impact on the image of tourism in Tana Toraja Regency. The government in this case has made various efforts to improve professional tourism human resources in Tana Toraja district by conducting education and training as well as controlling unlicensed foreign guides by imposing criminal and administrative sanctions. The license also has a validity period of 2 years and has 3 levels, namely Young Tour Guide, Intermediate Tour Guide, and Tour Leader. The license function for tour guides is as legal protection for tour guides in carrying out their profession

    The innovation raised by Bakesbangpol in providing services to the public, especially the management of mass organizations is by launching the A_ormasapplication, where this application contains a database of mass organizations, registration, and reporting of mass organizations. Therefore, this study aims to analyze the implementation of public service innovations in the implementation of this application, the supporting and inhibiting factors, as well as strategies to face obstacles in the implementation of the A_ormasapplication. This study uses a qualitative approach with a descriptive type of research. Collecting data using interviews, surveys, observation, and document techniques. While the data analysis used interactive model analysis. The results of the study indicate that public service innovation in the mini web-based A_ormas Application has been running effectively, the supporting factors in this innovation are the support from the leadership, competent service personnel, adequate service facilities and infrastructure as well as central and local government assistance. While the inhibiting factors include limited personnel who master information technology, still using open-source networks, no public dialogue menu, and no reward and punishment system. Improvement efforts have also been made, including: Urging the local government to immediately realize the use of fiber optic networks so that they can improve services, submitting IT personnel to the Probolinggo City Government through the section that handles staffing and optimizing the function of the public dialogue menu

    Strengthening the Capacity of Partnership-Based Cultural Heritage Management to Increase Tourism Visits

    This article discusses the extent to which Cultural Heritage management involving various sectors can contribute to increasing tourist visits. The research was conducted in the city of Bengkulu, the location of the research was the legacy of Bung Karno's house. Data collection was carried out through secondary data and primary data. Primary data was carried out by interviewing related parties, namely two of Bung Karno's house staff, the Head of the Jambi Cultural Heritage Preservation Agency (BPCB), the Head of the Bengkulu Province Education Office, one cultural expert, four tourism activists, and six communities. members who were visiting Bung Karno's house. The steps in this research are data collection, classification, analysis, and data processing, making conclusions, then narrating in depth. The results of the study explain that the Heritage of Bung Karno's House is one of the historical tourist objects visited by many tourists. Bung Karno's heirloom house is a historical tourism object that has an attraction and has an important role in increasing tourist visits. For optimal Cultural Heritage management, it is important to strengthen the capacity of Cultural heritage management sustainably by optimizing technology and involving five partnership sectors, namely government, private sector, universities, media, and society.
