Peran lisensi forest law enforcement governance and trade (flegt) dalam peningkatan daya saing ekspor furnitur kayu indonesia di pasar uni eropa
International trade in timber products including wood furniture in the past
few decades has always been linked to the issue of illegal logging (IL), where the
industry is the cause of global forest and environmental damage. In this regard, to
maintain forest and environmental sustainability, consumer countries seek to
eradicate IL through trade arrangements.
The EU is a collection of the main consumer countries of world wood
furniture which in 2003 established an action plan for Forest Law Enforcement,
Governance and Trade (FLEGT), which is a multidimensional EU plan to
overcome IL, through the implementation of regulation No. 2173/2005 concerning
the establishment of a FLEGT licensing scheme to import wood to the European
community. The policy steps at the core of the FLEGT action plan are: (1)
Voluntary Partnership Agreements in the context of FLEGT (Voluntary
Partnership Agreement on FLEGT - FLEGT VPA) and (2) EU Timber Regulation
(EUTR). FLEGT VPA is a legally binding bilateral trade agreement between
timber producing countries (producers) and the EU to work together to stop IL.
Whereas the EUTR is a prohibition on trading timber illegally harvested on the
EU market, so that every EU importer must carry out due diligence on the
products they import.
The FLEGT VPA agreement is directed at implementing the FLEGT
licensing scheme. For this reason, producing countries that make agreements with
the EU must get recognition from the EU that the country has carried out IL
eradication, so that they get the right to issue FLEGT licenses. With licenses,
timber products from producer countries can enter the EU market without the need
for due diligence. This is a competitiveness for the licensing country.
Indonesia is one of the 15 FLEGT-VPA countries. The FLEGT VPA
agreement between Indonesia and the EU began in 2007 where the Timber
Legality Verification System (SVLK) which is a forest certification system and
guarantees Indonesian timber legality is the basis of the agreement to obtain a
FLEGT license. After going through various stages of negotiation and assessment
of the SVLK, the EU acknowledged and Indonesia obtained the license to issue
licenses on 15 November 2016. Thus, since 15 November 2016 every export of
Indonesian wood furniture to the EU was accompanied by a FLEGT license so EU
importers did not need to do due diligence. , as they must do if they import wood
furniture from other countries.
Until now, Indonesia is the only FLEGT-VPA country that has obtained a
license from the EU. The purpose of this study is to analyze the extent of business
actors' readiness and the role of FLEGT licenses in increasing the competitiveness
of Indonesian wood furniture exports on the EU market. This research is a
combination of qualitative and quantitative methods using the Diamond Porter
Model, Revealed Comparative Advantage (RCA) and Gravity Model. The data
used are primary data and secondary data. Primary data was obtained from conducting an online survey of 459 Indonesian wood furniture exporters, the
results of which were confirmed to the parties through the implementation of
Focus Group Discussions (FGD). While secondary data is obtained from various
sources such as the UN Comtrade and World Bank.
The results showed that Indonesian wood furniture businessmen were ready
to use the FLEGT license, judging from three things: (1) Business actors'
knowledge of the FLEGT-VPA agreement and FLEGT license, where almost all
business people knew about FLEGT-VPA and FLEGT licenses so make it easier
for them to implement licensing schemes (2) Number of timber legality certified
business actors (S-LK). S-LK is a requirement to be able to export using a FLEGT
license. Thus more and more business people who have S-LK means that more
and more can export to the EU using FLEGT licenses. As Table 16, the number of
business actors who have certified timber legality is quite large, namely 1,513
business actors (81.60%) out of a total of 1,854 business actors (3) Proficiency of
businesses using FLEGT licenses. The majority of businesses have been proficient
in using FLEGT licenses, as evidenced by their smooth export to the EU using
FLEGT licenses. However, there are still business people who have not been
proficient in using licenses so that their exports to the EU are hampered. This
happened partly because of an error in filling out the license documents so that
there was a difference with the contents of other export documents. This
difference makes the authorities in the EU request clarification from the
authorities in Indonesia. The solution requires time so that the goods arrive late.
Indeed, in the use of the FLEGT license since 15 November 2016, Indonesia and
the EU did not provide a transition period; which should be used by business
actors as a period of adaptation (learning) to the use of FLEGT licenses. In this
regard, to overcome various problems in using the FLEGT license, Indonesia and
the EU are currently implementing a 'mini action plan'.
The FLEGT license increases the competitiveness of Indonesian wood
furniture exports in the EU market because licensing of products exported to the
EU does not need to be subject to further due diligence by importers. Thus,
licenses play a role in providing convenience and speed in importing for
importers. Equally important, the license also guarantees legality certainty for EU
importers, so there is no longer a concern that imported products come from
illegal sources, which can violate the requirements required by the EU.
The results of the analysis of the effect of licenses on the export value of
Indonesian wood furniture with a 4-digit HS Code (9401 and 9403) which is an
aggregation of 6-digit HS Code, are positively significant. However, against the 6
digit HS Code (940161, 940169, 940350 and 940360) the effect of the license is
not significant. This shows that export value is related to demand where many
factors influence it; so in addition to the existence of licenses that provide
convenience and guarantee legality for EU importers, demand is also influenced
by other factors such as the extent to which the marketing strategies and activities
carried out include 4P (Product, Price, Place and Promotion)
Kompetisi antar terminal peti kemas studi kasus pelabuhan tanjung priok
This research investigates intra-port competition in Port Of Tanjung Priok. The main purpose of this research is to be able to see the conditions of competition between container terminals and the behavior of container terminals and shipping companies in decision making terminal determination. Empirical analysis is used to the results of questionnaire surveys to shipping companies based on factors influencing the determination of the choice of container terminal services.
ANOVA test is used to test the assessment given by the respondents, assuming that time efficiency, service reliability, administration, operational and commercial are categories of factors that form the performance assessment of the container terminal, while the comparison of one container terminal with another container terminal is done with Wilcoxon Signed Rank Test. The results of statistical tests prove that there is no significant difference from the performance offered by the four container terminals. In line with the results of statistical tests, the result of cost analysis by taking into account the real cost shows the difference in market share estimation and the real market share is very significant, especially in the terminal JICT, MAL and PTP. Furthermore, game theory is used to derive the basic model of competition between container terminals and between shipping companies in Tanjung Priok Port through modeling of the container demand function, the cost function delays, and the profit function of container terminals and shipping companies, with demand terminal is assumed linear, conducted game theory analysis through non-cooperative two stage approach.
The result of game theory analysis in duopoly competition shows that when the terminal capacity utility (CU) is small, the marginal difference between two terminal rates significantly displaces the demand to the cheaper terminal. Conversely, when the capacity utility (CU) of both container terminals is large, demand shift becomes inelastic with the difference in terminal tariffs. Furthermore, from the perspective of terminal expansion, capacity expansion at both terminals will lower the tariff balance. Overall, this article can help with advanced analysis of upgrading container terminals and allowing the terminal to know and balance demand and capacity levels so that it can be used to develop long-term strategies. This article can also provide better knowledge of the criteria of shipping companies when selecting container terminals

Pengaruh kualitas produk dan layanan terhadap terhadap kepuasan dan loyalitas konsumen rumah pangan kita (rpk)
RPK (Rumah Pangan Kita) is a program of Perum BULOG that cooperate with society to maintain staple food price stability. The rapid growth of RPK in the early period can be caused by the easiness of registration requirements, small capital requirements, and BULOG’s support to RPK, but nowadays there are a lot of inactive RPKs. These problems can be caused by unsatisfactoriness of customer to BULOG product and RPK service qualities. This study aims to analyze the effect of product quality and service quality on satisfaction and loyalty of the customer and to formulate managerial implications that can be applied to increase RPK customer satisfaction and loyalty.
Multistage sampling was used in this research. The city selection was based on purposive sampling technique, include Jakarta, Bandar Lampung, Pontianak, Surabaya, and Palu. The selection of RPK outlets for each city was based on simple random sampling technique and convenience sampling used for customer in every outlet. There was requirement for customer to be the respondent of this research, it is the customer that has consumed BULOG product more than once. The sample used in this study was 450 respondents.
The results showed that the product quality and service quality significantly influence satisfaction, while satisfaction have a significant effect on loyalty. Penyertaan modal pemerintah daerah pada bank pembangunan daerah di indonesia
The participation of local government capital in Regional Development Banks (BPD) is a program of local government in order to promote the welfare of the people in Indonesia, this is in view of Law number 23 of 2014 on Local Government, Law Number 1 of 2004 on State Treasury, Regulation of the Minister of Home Affairs Number 52 Year 2012 on Guidelines for the Management of Local Government Investment. The purpose of this study are (1). Analyze the impact of changes in capital participation policies, personnel expenditures (burden) of BPD Banks and increase retribution on other provincial fiscal performance for the welfare of communities in Indonesia; (2). Identify factors that affecting the provincial capital participation policy simultaneously to the profit of the Regional Development Bank and the provincial fiscal policy for the welfare of communities in Indonesia; and (3) Formulating appropriate fiscal policies in order to improve the performance of Bank BPD and optimalizating the fiscal performance in other provinces for the welfare of the people in Indonesia.
This study begins with a study of literature related to investment and rules that give authority to the local government to make direct investments in the form of equity participation. The Grand theory used in this research is the theory of investment along with the results of previous research related to local government investment. The method used is regression of simultaneous equation system 2SLS (two stage least square) with eight structural equations and one identity equation as a tool to analyze endogenous and exogenous variables.
The results of the study describe eight structural regression equations in general either, the exogenous variables in the equation are compatible with the economic and statistical criteria. Based on that, the result of the analysis shows the criteria of statistical model R2 value between 39.96% to 93.24%, with R2 details above 70% are in six equations, it means that the variation of independent variable in each equation can explain each percentage of variation variables described (dependent).
Based on the estimation result, the built model has been eligible to estimate the actual condition marked by all U-Theil's test close to 0 and R2 close to 1. The simulation result of the policy is formulated in two groups: single policy and combination policy. In actual practice the provincial government or the Governor in making the policy of provincial government capital participation is made on the agreement between the executive and legislative as set forth in the Regional Regulation. The simulation of the policy is formulated to find out how big the influence of the change of policy concerning fiscal area especially the change in the level of social welfare as the main goal in determining the regional policy through the role of Regional Development Bank as measured instrument of fiscal policy area.
The implementation of simultaneous equation method is one of the tools of analysis of fiscal policy in both single and quantitative policies can predictable quantities of desired change of a policy. The single policy on each exogenous variable directly affects the endogenous variable both positive and negative. Single policy if the coefficient in the simultaneous equation is positive then the change of the endogenous variable is entirely positive, otherwise if negative coefficient then all endogenous variables will turn negative
The implementation of a combination policy on the variables under the Governor's authority will result in both negative and positive changes. Negative and /or positive changes depend on the number of simulated numbers performed on each of the exogenous variables. Combination policy simultaneously raise three policy variables with the same percentage increase that increases regional equity participation, raises the expenditure of bank employees and raises the local retribution directly impact on the decrease of profit of BPD Banks, the increase of original regional income. Indirectly increase the dividend, the realization of regional revenue, with increasing regional revenue will increase equity participation. Increased local revenue also encourages SILPA increase, capital expenditure thus increasing per capita income
