지방대학생의 취업처 선호도 및 중소기업 취업 의사
지방대학생들이 취업 시 중요하게 고려하는 요소는 ‘적성(24.9%)’과 ‘직업 안정성(24.7%)’이며, 대학 졸업 후 가장 취업하고 싶은 곳은 ‘정부부처·공공기관(32.6%)’임. 반면, 중소기업에 취업하고 싶어하는 지방대생은 10.6%에 불과함.
중소기업에 대한 지방대학생의 호감도는 5점 만점에 3.37점으로 정부부처·공공기관 4.23점, 대기업 4.16점, 외국계기업4.0점보다 크게 낮음. 항목별 호감도는 대기업을 100점으로 할 때 ‘직장의 복리후생(58.0점)’, ‘직장의 사회적 평판(58.4점)’, ‘임금(61.2점)’이 대기업에 비해 크게 낮음.
재학 중인 대학 소재지의 중소기업에 취업을 고려했던 지방대학생은 44.1%이나, 실제 지역 내 중소기업에 취업하기 위해 구직활동을 한 비율은 31.4%임.
지역 내 중소기업에 대한 인지도는 5점 만점에 2.16점으로 낮고, 지역 내 중소기업 취업을 고려한 적이 있는 지방대학생의 인지도도 2.30점으로 나타남.
지역 내 중소기업에 취업할 의사가 없는 이유로는 ‘수도권 기업이 더 희망적임’이 27.6%로 가장 높게 나타남. 그 다음으로 ‘낮은 복리후생 수준(14.1%)’, ‘기대에 못 미치는 임금 수준(13.3%)’, ‘지역 내 중소기업 정보 부족(12.0%)’ 순임.The most important factors considered by Suburban university students when seeking for a job were identified to be aptitude (24.9%) and job security (24.7%). The most preferred employers were government agencies or public organizations (32.6%), and only 10.6% of students preferred to enter a small and medium sized company.
Suburban university students’ preference for small and medium sized companies is 3.37 on a 5 point scale, which is very low compared to government offices or public organizations with 4.23, large companies 4.16, and multi-national companies 4.0. In terms of preference by category with conglomerates rated 100 points, small and medium sized companies scored very low points in “work benefits”(58.0 points),”social reputation”(58.4), and ”wage”(61.2).
44.1% of students considered getting a job in small and medium sized companies near their university, but 31.4% of students actually tried to get a job at a local small and medium sized company.
Awareness of small and medium-sized companies located in the region turned out to be low 2.16 points out of a 5 point scale, and the same awareness by the local university students who have considered getting a job at a local small and medium sized company was also low at 2.30.
As the reason for why the students don’t want to work at a small and medium sized company in the region, “companies in the metropolitan area are more hopeful” scored the highest points with 27.6%. It was followed by “Low benefit level (14.1%)”, “Low wage (13.3%)”, and ’‘Lack of information about small and medium-sized companies in the region” (12.0%)
A Study on Core Manpower Development Policies of Creative Economy: Focused on Software Industries and Advertising Industries
This study is designed to achieve largely the following two purposes: One is to define the scope of creative industries and promising fields among them which reflect the nature of Korean creative economy; and the other is to suggest practical manpower policy measures to realize creative economy successfully by analyzing current situation and prospect, and by drawing effective linkage measures between education and labor market.
Overseas and domestic literature review was conducted to clarify the concept and issues of Korean model of creative industry and its leading manpower. In the research advertising industry and software industry are selected as representative fields in creative economy, so as to explore the job specifications and its education and training system. Especially the balance of core and the rest of the labor force in the specific industries were looked into both in the formal education system and non-formal training system.
Besides, some survey research were conducted to grasp the conditions of supply and demand of core labor force, which would be applied as grounding to suggest development policy tasks to enrich the quality of education and training to advance the industries
The Actual Condition Analysis and the Measures for Substantiality of the College of Further Education of High School Workers
The employment rate has increased with the pre-employment?post-entrance into a college support policy of the last MB government to invigorate employment of a high school graduates. Although there is a difference by type of the College of further education targeting in-service workers, the number of participating colleges is sharply increasing. However, the quantitative expansion of department establishment of college of further education at the education supply level doesn't result from reflection of exact survey results or industries' educational needs by region or industry of college of further education demand of high school workers. The problems of the entrance quota securement and the quality of education are serious because most of the colleges expand the department establishment for the student securement. It needs to come up with plans for construction of operation support system, amendment and improvement of the related laws, substantiality of curriculum operation, invigoration of the system operation, and support for participating subjects to normalize the college of further education and substantialize operation. The aim of the research is to implement the precise diagnosis on the actual condition and the problems of the college of further educational operation and seek the substantial, political plans of further educational operation. The research also used the following methods: literature review, field interviews, experts conferences, and actual condition surveys to draw objective, valid result
Improvement of the Vocational Training via enhanced ?Customized Employment Support?
The government has promoted improvement and expansion of customized support packages by life cycle and step. Especially, it has strengthened the customized employment support service to address the needs of different groups including the ones disadvantaged in the job market in order to achieve the employment rate of 70% until 2017. Accordingly, it has promoted expansion of the employment support service by dividing the target groups of ?customized employment support? into youth, older generations, women, working poor, people with handicap and discharged soldiers.
Current ?customized employment support? service has been limited to offering typical job information considered promising to the a certain target group. Consequently, ‘crowding effect’ has occurred where job placements are limited while the number of potential workers prevail and the depression of wages was inevitable along with the competition for a placement.
Therefore, it has become highly important to select the targets of the ?customized employment support? and tailor the service provided for them. It is necessary to establish the system to screen those who truly need vocational training and help them into stable employment.
Coming problem the above issues, the study addresses the state and problems of the current ?customized employment support?service, analyses the cases of advanced countries and drew a number of practical implications. Through a survey on the service users of the Employment Centers, their state of service use and demands are analysed. The result reveals that job seekers could be divided into: targets of the ?employment success package?, targets who lack the willingness to work, targets lacking in employment skills, and targets lacking in work skills. ..
The schemes on training development support and assessment & evaluation linkages using the NCS
In this study, enabled the NCS-based training courses, with plans for training and development support so as to develop a training course using National Competency Standard(NCS) actively conducted. Aims to derive a plan to link the skills development training institutions evaluation and training to maintain and improve the quality of screening for such training.
Looking at the main NCS-based training and development support, and review the evaluation linkages derived from this study are as follows.
First, it is determined in the NCS-based training course development support needed to develop their own training institutions teaching the test system and recognition system. And the limited time that is deemed necessary to support the actual cost payment and settlement systems to ensure training facilities and equipment. And this is deemed necessary in the provision of corporate and institutional apparatus for providing equipment and training institutions free of charge subject.
In addition, staff capacity building, strengthening links with the review and evaluation to strengthen academic cooperation set as the screening criteria and evaluation criteria related to job training, and institutional strengthening for Cooperation incentive grant exemption for the industry, such as toiletries and training institutions the institutional unit is deemed necessary for the administration and legal obligations, including financial support, support for costs.
In addition, training institutions operating target enrichment courses, follow-up studies are deemed necessary for the specific measures provided for strengthening university-industry cooperation and capacity building of the customized consulting staff conducted in accordance with institutional type and size, depth and occupation. ..

Success Factors and Supporting Strategies for the Free Semester System Focusing on Career Exploration
The purpose of this study was to explore the success factors of and obstacles to the free semester system in terms of the promotion of career exploration, which encourages students to explore their talents and aptitude, and to come up with supporting strategies for promoting the free semester system. To this end, the specific goals were to: first, analyze the operating status of free semester system focusing on career exploration; second, explore success factors of and obstacles to the free semester system on career exploration; and third, promote and come up with supporting strategies for introducing the free semester system.
To achieve such objectives, the methods covered literature review; content analysis; focus group interviews; site visits and interviews; the delphi method; expert meetings; and seminars. To examine the policy of and preceding research on the free semester system, the study looked at policy documents, reports, and academic journals. Content analysis was conducted focusing on reporting the outcomes of operating pilot schools for the free semester system (42 schools) in 2013 in an attempt to determine the operating status of the free semester system. For exploring the success factors of and obstacles to the free semester system on career exploration, focus group interviews were conducted with school teachers who run the free semester system, officers from the local office of education, officers from metropolitan and provincial offices of education, and persons in charge of an agency working on implementing the free semester system. Additionally, site visits and interviews were carried out on schools that operate the free semester system. In order to promote and come up with supporting strategies for free semester system on career exploration, two rounds of delphi method were conducted with 25 experts relevant to the free semester system and school teachers. To review the validity of the outcomes from the methods and gather public opinion, a seminar was conducted with expert meetings. ..
A Study on the Actual Condition on Utilization and Improvements of Career Information
Career information is in a very important position in information and knowledge based society. This research is meaningful as it provides the baseline data that can be utilized for making holistic policy on generation, distribution and utilization of career information through the analysis of actual condition and feedback. Also this research looked at the effectiveness of careers information generation and delivery process by reviewing some issues, amount, quality, content, and delivery system of careers information from the perspective of students, parents, and teachers or career counselors.
The first chapter describes the purpose, necessity, contents, range and the method of the study.
The second chapter suggests the direction of careers information generation through literature review and the analysis of“Myfuture”, the careers information portal site in Australia. The changed concept due to the information and communication technology revolution is arousing changes in the paradigm of career development. MyFuture gathers and provides occupational information that developed for public purpose. Therefore career information needs to reflect the reality of career world and to be efficiently accessible. Also career information should have the proper delivery system and support the self-directedness of information consumer.
The third chapter identifies the problems by reviewing the actual condition of generation and delivery of career information in both regional and state level. In the state level, it provides information on college entrance examination and departments, employment and recruitment, and standardization test. However, most of the information is not up to date and not customized for parents. Moreover, the search function is very uncomfortable to use. In the regional level, it collects and reproduces the information gathered by the states level. Yet, there is no standardized classification and no clear delivery function.
