    Teachers’ Perception on Career Education

    The purpose of this study was to offer the advisable and tangible material for building a career education in curriculum model by investigating and analysing the perception on career education of teachers. For the purpose, 1,000 teachers of 200 schools were surveyed for identifying and explaining the reality of career education at the elementary and secondary school level. The results of survey on career education with 1000 teachers are as follows. - 55.3% of teachers are evaluating current career education positively. However, only 18.2% of teachers had participated in the training on career education. 70% of teacher responded that there is not enough time for career education. - 69.1% of teachers agreed that teachers affect the student’s career decision making. - Most of teachers(89.5%) agreed that career education needs to be provided in the integrative way with other subject matters. - The way to integrate career education with other subjects should be either permeating career education elements into the contents of other subject(40.2%), or a chapter targeting career education can be inserted in other subjects’ texts(39.7%). Providing additional recourse books for career education was perceived as inefficient. - 60% of the contents of social studies and 50% of moral and ethics were considered as related to career education. Mathematics, English, and Korean were considered as not to share much elements with career education. - In order to improve career education in schools, 35% of teachers answered that on-the-job training for career education should be provided to more teachers. 20.3% of teachers answered that text for career education should be revised in a way to motivate students better. Based on the results, this study points out the major problems in career education at the school level, and suggests the strategies to activate the career education

    Study on Establishment of a System to Evaluate Operation of the Qualification System

    In order for qualifications to work properly in the fields, the government should be able to make correct analysis on system operation of at least those qualifications governed by law. However, appropriate analysis is not being made as there is a lack of infrastructure required for the evaluation and as authorities concerned do not have strong motivation or capability. Considering this, setting aside the achievement analysis of the qualification system as a mid-and long-term challenge, this study aims to provide guidelines on qualifications management and operation to individual authorities so that they can establish independent evaluation frameworks for systematic management and operation of qualifications

    A Survey of Credentialism and Meritocracy in Korea

    In the globalized society, the high-value and competitiveness of human resources are decided by the priorities of nation’s power. In this situation, common people’s and the staff’s recognition to the credentialism and meritocracy are very important to the social environment. This survey is starting point to find the degree presenting sound society. Our main issue is that common people have different recognition of competency and diploma components from personnel staff in companies. The trends about the credentialism and meritocracy are an index of the society. We know the diploma diseases and suggested several times to solve the problems. Until now many scholars tried to find the solution. But that is very difficult if the common people and personnel staff’s minds are not changed. As a result, in the future, same thinking to meritocracy between common people and personnel staff will be more important than now. And the personnel staff in companies recognized the diploma to be stronger than the competency in the recruit, but the competency was more powerful than diploma in the promotion. And there is a factionalism in the companies, that is especially based on the school and university. ..

    Institutional and Policy Reforms for Educational Advancement

    This study examines the institutional and policy reforms that have already begun to improve the efficiency and fairness of education system in Korea, and future reforms that will strengthen the education even further. The underlying premise is that two fundamental elements - market discipline and sound institutional infrastructure - must be strengthened in order to ensure greater educational advancement and offer the best and most competitive education opportunities for the next generation. The study consists of four themes: Part I, Institutional and Legal Reform Agenda for Education Advancement; Part II, Policy Challenges for Improving Secondary Education; Part III, Reforms for Enhancing the Performance of the Tertiary Education System; and Part IV, Restructuring Lifelong Education System. Each part of this study analyses the significance of the issue under discussion, the major points of contention, and the likely results of institutional and policy reforms, with further suggestions on how the issue may be settled

    Research on Occupations in Biotechnology Industry

    Biotechnology industry(or Bio-industry) is defined as the technology- intensive, highly value-added industry to provide useful goods or services for human beings with applying biotechnology to DNA, protein, cell body, and so on. Biotechnology industry, together with ICT industry, has been regarded as one of core sectors for contributing to national competitiveness. Although much efforts should be made for the growth in biotechnology industry, more important is the cultivation and management of highly professional manpower. Although many research agreed that quantitatively manpower cultivated through higher educational institution is sufficient, some qualitative problems, especially problems of the gaps between school and industry, have been pointed out. In other words, the manpower that are cultivated through universities or colleges failed to meet the needs of industries in qualitative perspectives. In this study, we tried to investigate the qualitative problems in biotechnology industry with the occupational perspectives. Specifically, our objectives of this study were not only to generate detailed occupational information in biotechnology industry, but also to produce several countermeasures for developing human resources and improving qualification systems in biotechnology sector. In order to achieve these objectives, this research made use of following methodologies: (a) reviewing the related literature, (b) interviewing and surveying scores of SME’s with contents of occupational status and change, demand of human resource development, occupational outlooks, and so on, and (c) discussing our results and countermeasures with some professionals

    Development of KRIVET Occupation Prospect Index(2008)

    This study succeeds the 2007 project on “Development of KRIVET Occupation Prospect Index.” The main objective of the 2007 study was to complete the development of the Occupation Prospect Index of 152 jobs from manufacturing and construction industries. In addition to last year’s survey, we have carried out a survey on 165 jobs from management occupations, business and financial operations occupations, social service occupations, sales, personal care and service occupations, farming, fishing, and forestry occupations in this year. The purpose of this study is to afford a credible Occupation Prospect Index of 317 jobs in all occupations synthetically and make it public so as to broaden the understanding of individuals about the world of occupations and thereby support rational career planning. Also, it aims to strengthen the linkage between school and work, and to support the government’s HRD policy. KRIVET Occupation Prospect Index consists of seven evaluation areas and 23 detailed items as follows: ① compensation - earnings and benefits ② employment conditions - job creation, job growth, and job competition ③ employment stability - full-time employment and job retention ④career growth prospects - self-development, promotion, and possibility of job change ⑤working conditions - working hours, physical environment, stress ⑥ professionalism - expert knowledge, autonomy, authority, social reputation, community service, and spirit of calling ⑦employment equality - gender equality, elder-friendliness. First of all, we have constructed a database of 17,517 occupation experts using various ways and developed an on-line survey system. Survey period was from May 9th to June 20th, 2008. We received 4,950 responses from 1,082 occupation experts of 165 occupations surveyed this year. They responded to these items for maximum of 10 jobs among 165 jobs which were from management occupations, business and financial operations occupations, social service occupations, sales, personal care and service occupations, farming, fishing, and forestry occupations. They have evaluated 23 detailed items for each job of their choice for present and 10 years later from now

    National Human Resources Development Policies and Strategies under New Government System

    Human Resources Development(HRD) policies are very important tools for strengthening national competitiveness in general, Korea in particular. In Korea which does not possess rich natural resources such as oil, the human resources with high quality is the most important factor to bring about economic growth. And thus, HRD policies to produce high quality HR and to utilize HR effectively must be dealt with as one of the most important national agendas. In this study, in order to support the new government, we tried to analyze the change of external environment surrounding national HRD policies, to set up new paradigm for HRD, and to draw core policies and strategies for the new HRD system. We proposed a new paradigm for NHRD, which focuses on the reform of learning curve from ‘learning for college entrance’ to ‘life-long learning’. As HRD policy direction to support ‘Lifelong Learning Curve’, we proposed life-stage approach, globalization, and indirect support through building infrastructure such as statistics and DB system. ..

    이 연구는 직업교육 혁신 방안 탐색을 위해 통계자료, 선행연구, 과거직업교육 혁신 정책 등을 분석하여 직업교육의 현실 진단을 통한 문제점과 혁신 과제를 도출하였다. 또한 직업 교육체제 주변 환경 변화를 전망하고 주요 국가의 직업교육 혁신 동향을 분석한 후 직업교육 혁신에 제공하는 시사점을 도출하였다. 연구 결과, 직업교육 혁신 정책 방향 논의에 기초하여 추진하여야 할 직업교육 혁신과제로는 직업교육의 개념 재정립, 직업교육체제 혁신, 수요자 중심의 직업교육 정책과 제도 운영, 직업교육의 국제화, 직업교육기관의 구조조정, 정부의 직업교육 혁신 정책 추진·관리 등을 제안하였다. ○ 주요내용 - 현실 진단을 통한 직업교육 혁신의 필요성 - 주변 환경 변화의 직업교육 혁신 관련 시사점 - 직업교육 혁신 정책 추진 방향 - 직업교육 혁신 실천을 위한 정책 과제A. Purpose of Study Korean vocational education system has contributed to the outstanding development of the economy by meeting the needs of manpower from industries. However it does not now actively respond to the various needs from knowledge-based society, changing labor market, changing population structure, and advent of life-long learning society. Based on the current situation, this study aims at analyzing the current situation of vocational education system and exploring reformative initiatives and tasks that the government and vocational education institutes need to follow in order to cope with the changes and needs from society. Reformative initiatives and tasks recommended for the government in this study are supposed to be fulfilled in the year of 2020. B. Methods and Procedure This study adopts several research methods. A review of the related literature is carried out, focusing on the problems of vocational education system. A series of conferences were held with government authorities, vocational educators, and authorities from industries with a view to developing reformative initiatives and tasks for the reform of vocational education system. Finally, a seminar was held to present the outcomes of this study and discuss the feasibility of the proposed initiatives and tasks. C. Major Findings The major findings of this study are as follows. Firstly, major problems of vocational education system include rigidity of the school system(single ladder system), students' preference to general education and to university entrance, low level of students' academic achievements, suppliers-driven education, insufficient quality of vocational educators, weak relationship between school and industry, and insufficient supports of the government. Secondly, changes of the society strongly suggest the reform of vocational education system. Due to the continuing decline in natural population in recent years, the number of school-age population has also been experiencing a downward curve. This situation has been assumed to have a significant impact on the decrease in investments, the decline of diversified curriculum and facilities, lagging innovation in administration, and the reduction-in-force of educators. Accordingly, vocational education institutes need to reduce the size of student admission quota. The change of national economy from manufacturing industry to service industry implies that courses in vocational education institutes need to be changed in accordance with the changes in industries. The forecasting of manpower projections for the graduates of vocational education institutes implies that labor market will require highly-educated persons beyond high school. This result raise the need of reduction of the size of student enrollment in vocational high schools and the need to review the appropriateness of school years system(2~3 years) in vocational colleges. Thirdly, the government has neglected, while pursing the reform policies for vocational education system, several strategies including suggestions for future oriented visions and goals, sufficient review of feasibilities of policies, emphasis on the vertical and horizontal linkages in vocational education system, flexibility and autonomy of management authorities including schools and provincial boards of education, and sufficient administrative and financial supports. This experience implies that the government needs to prepare systematic strategies for the management of reform policies to gain more fruitful outcomes in the future. D. Policy Recommendations A set of reformative initiatives and tasks are suggested to cope with the needs of the reform of vocational education system. Firstly, the concept of vocational education needs to be changed to cope with the changes in the Korean society. For this purpose, the government needs to amend the article No. 2, which stipulate the definition of vocational education and training, in 'the Vocational Education and Training Promotion Law' to include the concept of life-long education and to emphasize the linkage between vocational education and vocational training. Secondly, vocational education system needs to be reformed. The government's reformative initiatives needs to include reform of the whole school system, types of high schools including types of major track in vocational high schools, and redefinition of the identities of vocational college and vocational high school. Thirdly, the government's reformative initiatives needs to be focused on the customers-oriented approaches. For this purpose, the government needs to perform various policies to meet the needs not only from students but from industries. In particular, the government should strengthen the relationship between schools and industries. Fourthly, the globalization of vocational education system is needed to maintain the international competitiveness. The government should offer vocational education institutes with administrative and financial supports to help them recruit overseas students into Korea and send graduates to get jobs in foreign countries. Fifthly, restructuring of vocational education institutes needs to be performed. The government needs to forecast the proper size of student enrollment according to the continuing decline in natural population and to the demands from the labor market.     외국인 인적자원의 개발과 활용 방안

    During the past ten years, the Republic of Korea (henceforth "Korea") has become an advanced industrialized society. Realizing this, Korean policymakers and scholars have been searching for new engines of economic growth. In particular, Koreans have been looking at the information economy, focusing on the services sector. At the same time, the same policymakers and scholars are attempting to preserve Korea's historical prowess in engineering. Korean firms have been very successful at exporting manufactured goods because they could rely on a diligent, well-educated pool of local engineers. However, anecdotal evidence suggests that this pool of human capital has started to diminish. This paper investigates one potential solution to these problems: expatriate labor. Expatriate labor, or "global talent" working in Korea, can not only provide skilled individuals for the emerging services sector, but also replenish a diminishing local pool of engineering talent. This solution is consistent with a large body of academic literature on economic growth, which has long considered expatriate labor as a key instrument for enhancing a country's economic competitiveness With increased economic globalization, competition has intensified for top service and technical professionals and Korea must compete with other advanced countries already lobbying for talented individuals (Kirkegaard 2007; McHale 2003). The United States, Great Britain and Germany have all initiated programs to recruit highly skilled laborers like medical professionals (see OECD 2008) and technical specialists (see Kirkegaard 2007). Despite the international competition for "global talent", there are two compelling reasons why Korea should attempt to recruit these professionals: (1) global talent has become necessary in an increasingly globalized world economy; and (2) global talent is necessary to replenish Korea's pool of top-notch engineers.Concurrent with globalization, South Korea has experienced a gradual shortage of human capital in the form of well-educated engineers. One solution to this problem is to look to expatriate labor or "global talent", which could provide not only skilled individuals for the emerging services sector but also replenish a diminishing local pool of engineering talent (also known as "brain drain"). Further, increased economic globalization has intensified competition for such "global talent" and Korea must compete with other advanced countries already lobbying for these individuals. This study investigates two potential sources of skilled expatriate labor for the Korean domestic market: 1) second and third generation ethnic Koreans residing overseas and 2) foreigners studying at Korean universities for Ph.D. degrees, primarily in engineering fields. In order to become a competitive recruiter, however, South Korea must revamp and implement certain immigration policies to attract these pools of individuals to stay in the country. After discussing the status quo in Korea, in terms of the underlying situation as well as existing policies that deal with expatriate labor issues, we look at 'four other advanced countries' (the U.S., Canada, Germany, and Japan) policies to see which approaches have been the most successful and which best apply to the Korean case. In general, the most important variations between these four countries are first, how intensively countries have recruited expatriate labor and second their emphasis on a single national culture versus a "melting pot" of diverse cultures. Statistics on expatriate labor in Korea are used as a type of barometer to gauge where Korea stands in comparison to other advanced nations and where certain improvements might be warranted. We conclude by offering certain policy recommendations that will bolster Korea's competitiveness in recruiting and retaining global talent. ○ Key Points: - Korea is experiencing a depleting pool of local engineering science talent. - Korea must recruit capital to its market in order to remain competitive in the global economy. - Expatriate labor offers a viable source to remedy the "brain drain" and increase Korea's competitiveness. - Two potential groups of expatriate labor that Korea might focus on are 1) second and third generation ethnic Koreans residing overseas and 2) foreign Ph.D. students, studying at Korean universities. - Korea must thereby revamp and implement certain immigration policies to attract these two groups by learning from the experiences of other advanced nations who have been successful in expatriate labor recruitment and retention. - Specifically Korea should:· restrict its OPT-like program to benefit primarily graduates of four-year institutions, majoring in science and engineering- related fields· closely monitor the success of the Science Card· increase support for foreign postdoctorate students in engineering and the sciences, ad funded by the Ministry of Educations and awarded to top researchers at individual universities · create a national database of information on foreign students residing in Korea.     A Preliminary Study on Employment Policy for Restoring Middle-Class

Overview This study is designed to provide a comprehensive analysis of Korea’s middle class based on theoretical and empirical researches, and therefore to explore specific policy solutions concerning the middle class households in danger of losing their middle class status amid the economic crisis. The main themes of this work are to suggest the overall directions for supporting the middle class by examining how they have changed, and to identify ways to improve their economic stability by ensuring they are served by the job creation policies limited to the vulnerable social groups. This study refines the themes by using four different approaches: 1) defining the middle class theoretically by reviewing the trends of middle class study and examining their socio-economic roles and influences, 2) providing an in-depth understanding of Korea’s middle class from an empirical perspective by tracing changes brought by the current global financial crisis and 1997 IMF financial crisis in terms of the ‘share’ and 'internal composition' of the middle class, 3) identifying what kinds of people has been pushed out of the middle class and exploring possible policy measures to save them, and 4) discussing the new directions to restore the middle class from both short-term and medium-term perspective, based on the assessment of the current job creation initiatives and the cases of the western countries.
