Study on Career Information for Students with Special Educational Needs(Ⅰ)
Despite drastic change in the world of work, such as increasing numbers of part-timers, teleworkers, and nomad workers, it is not easy to predict what the worklife will be like in the Korea of the future, and what preparations should be made to prepare for our future prospects. The purpose of this study is to explore the driving forces that may affect the future of worklife, foresee the changes in worklife in the future, and make suggestions to enhance preparation for future workers through new policies in the fields of career and technical education, and training and development.
Various future research methodologies were used for this study. these included environmental scanning, futures wheel, causal loop diagram, causal layered analysis, delphi, and scenario planning. A review of the available literature, workshops, brainstorming sessions, and focus group interviews were also conducted.

The Socioeconomic Effects of the Expansion of Higher Education in Korea
This study analyzes the socioeconomic effects of the expansion of higher education in Korea. Korean society witnessed the rapid expansion of higher education from the 1980’s onwards. This study focuses on the economic, social, and educational effects of the expansion of higher education.
While the effect of the expansion of higher education on Korean society has been widespread, the present study focuses only on the economic, social, and educational effects.
In terms of economic effect, the expansion of higher education has raised the level of human capital stock. The calculation of the human capital stock from 1980 to 2009 conducted herein shows average annual growth rates of 1.51% for the 1980s, 1.02% for the 1990s, and 0.95% for the 2000s. This can be construed to mean that the rapid expansion of higher education has to some extent helped to facilitate the accumulation of human capital.
The expansion of higher education has contributed to economic development in Korea. Using a growth account model, this study shows that the school year symbolized by the accumulation of human capital stock affected industrial growth by a 0.1 ~ 0.22 coefficient. Tasks Pertaining to Training and Assisting in the Formation of High-Skilled Workers in a High Skill Society
This research not only discusses the features of a high skill society and the types of high-skilled workers in each industrial sector, but also, based on an analysis of the current patterns of training and managing high-skilled workers and career path and management system in each industrial sector, suggests policy implications. To this end, the research was broken down into six steps. First, a definition and typology of high skill society, skill formation, and skilled workers was developed via a review of the existing literature. Second, the pattern of career paths in the manufacturing, agriculture, construction and culture industries was analyzed using secondary data such as the Korean Employment Classification of Occupations. Third, the delphi method was applied to investigate the features of a high skill society, the changing perception of skilled workers, and the barriers to the cultivation of skilled human resources. Fourth, a survey of workers was carried out in order to understand the current patterns involved in the training and management of skilled workers and career paths and management systems in each industrial sector. National Competency Observation(2011)
The purpose of this study was to observe the competencies of the labor force nationwide in Korea. The research approach, contents, and range of the national competencies observed may base on their interests and majors, differ from researcher to researcher.
This research entitled, “National Competency Observation,” is slated to begin in 2010 and continue for 10 years. The range of the competencies researched this year encompasses not only core(basic, generic) competencies, but also job specific ones.
The following competency related problems were analyzed:
- Ratio of majors by education level
- Level of competency acquisition through formal education program
- Certificate of qualifications for job performance requirements and status of the acquisition of certificate of qualifications.
- Determinants of newly hired workforce’s competencies such as diplomas, public qualifications certificates, and private qualification certificates
- Level of quantitative and qualitative difficulties in hiring new and skilled workforce
- Settlement level of skill shortage problem and cause of non-settlement
- Utilized methods and effective means of resolving the competency problems.

Construction of a Manpower Demand and Supply Forecasting System for the Establishment of Higher Education Talent Policies(Ⅰ)
There is a need to construct a manpower demand and supply forecasting system so that policies related to the higher education talent needed to bring about sustained growth may be formulated. A great contribution to mid to long-term national development can be made by establishing policies on higher education talent that are based on more reliable forecasting of manpower demands. In addition, such a system can also help to maximize the potential growth capacity of the national economy.
Manpower training should be implemented based on policies that reflect manpower demand and supply forecasts based on the actual state of manpower over the mid to long-term. The classification system for the training and utilization of human resources should be constructed based on sectorial characteristics.
This study seeks to identify policies that can help maximize the potential growth capacity of the national economy and sustained growth in the era of low fertility and an aging society by constructing a mid to long-term manpower demand and supply forecasting system that can facilitate the forging of policies on higher education talent.
The first year of this study revolved around the analysis of the current state and problems with higher education talent policies. Its purpose was to construct a long-term manpower demand and supply forecasting system that could help to facilitate the establishment of higher education talent policies which reflect the changes in the internal and external environments and the variability of the industrial structure and labor market. This should be achieved through the development of a macroeconomic econometrics model that reflects the characteristics and structure of the Korean education market.
During the second year, the main focus will be on the reform of the existing manpower demand and supply forecasting-related statistical infrastructure. Such a move is designed to improve the reliability of the mid to long-term manpower demand and supply forecasting model. Moreover, a new statistical infrastructure will also be constructed to expand the general utilization of the results of the forecasting model crafted during the 1st year. The overall purpose is to conduct manpower demand and supply forecasts for individual majors, with the main focus being on the higher education sector.
The purpose over the third and final year of the study is to set up a linkage system for sectional mid and long-term manpower demand and supply forecasts and to improve the compatibility between sections via forecasting in conjunction with a couple of selected core sections which are expected to lead growth in the higher education sector. A Study on the Higher Education Professional Degree System
In the Korean higher education, degrees themselves are not considered an effective nor meaningful means for employment, although some great emphasis has been placed on academic-industrial cooperation and vocational education. The vocational education for employment is largely limited to the programs offered in specialized high schools and junior colleges. At the level of bachelor degrees and above, higher education does not have any explicit or systematic recognition of vocational education, thus failing to develop vocational or professional degrees in distinction from traditional academic degrees. In these circumstances, where laws and regulations concerning vocational education are not properly provided, individual universities are helplessly left with the highly challenging task of a successful transition from higher education to the labor market.
It is the business of this research to lay foundation for the establishment of ‘higher education professional degree system’ in Korea that enables a smooth transition from higher education to the labor market. For this purpose, this research conducts the international comparative study of five nations(Korea, the UK, the US, France, and Japan), which consists of a simple comparison and an in-depth comparison of the five nations. Seven categories are examined for basic comparison; (1) higher education system, (2) laws concerning higher education degrees, (3) national qualifications system, (4) academic degrees and professional degrees, (5) conditions for professional degrees, (6) quality control system of professional degrees, (7) recent policies concerning professional degrees. Study on the Reform of the Framework Act on Qualifications
This study seeks to improve the relevant Framework Act on Qualifications (hereinafter ‘FAQ’) through the introduction of the provision of private qualifications to those persons who have completed the required course (hereinafter, “course qualification”). In addition, this study also tries to improve the advertising provisions, which have heretofore misled consumers, and the structure and contents of the FAQ. The study consists of three chapters. The first revolves around the introduction of the background and methods to the introduction of private qualifications as part of the introduction of course qualifications. The second chapter focuses on adding additional regulations in terms of the advertising of private qualifications. Finally, the third chapter introduces measures through which to improve the structure and contents of the FAQ. As part of this research, the available literature as well as previous studies produced in Korea and abroad were analyzed and experts’ opinions were utilized.
The FAQ does not contain any provisions pertaining to course qualifications for private qualifications through the National Competency Standards(hereinafter ‘NCS’). As the Korean government has announced that it will introduce course qualifications, there is a need to develop provisions pertaining to this matter. This study suggested provisions which should be included in the FAQ and the matters for which more research will be needed in the future.
In terms of advertising by private institutions, the scale of false and exaggerated advertisement has continuously increased in recent years. This kind of advertising has damaged job seekers. In particular, some institutions have placed ads which falsely stated that the qualifications or certificates they provide constitute a pathway to full employment. The situation regarding such private qualifications is made even worse by the fact that the victims of such false or exaggerated advertising mostly emanate from the ranks of those with less education or unskilled labor. In this regard, the present study called for the introduction of more detailed provisions and the strengthening of the punishment for violations of the FAQ so as to promote fair competition amongst advertisers and to give consumers more transparent and unbiased messages that can help them make rational choices. In addition, the study also recommended continued advertising- related education for private qualification administrators.
As far as the structure and contents of the FAQ is concerned, the Act has in the past been revised in response to pertinent demands at the time. This study recommended that some additional provisions be included in the FAQ. These provisions include those related to the clarification of the relationship with other laws so to establish the FAQ as the basic Act on qualifications; separation of private qualification provisions so as to overcome the misunderstanding that the FAQ is a private qualification Act; and other provisions to guarantee the governance of the FAQ
교육 수준과 삶에 대한 만족
교육 수준이 높을수록 삶에 대해 만족하는 비율이 높아짐. 중졸 이하 40.2%, 고졸 50.8%, 대졸 이상 60.5%
고졸-대졸 이상 학력 간 삶에 대한 만족 비율은 노동시장 진입 초기에는 큰 차이가 없으나 장년층(45-54세)에서는 17.5%p로 격차가 크게 벌어짐.
소득이 높아질수록 삶에 대한 만족 비율도 높아지나, 월평균 소득 500만원 이상의 고소득일수록 학력 간 격차는 더 커짐. 대졸은 71.1%인 반면 고졸은 57.6%, 중졸 이하는 50.9%에 그침.It is found that the higher the education level achieved by individuals, the higher the likelihood of being satisfied with life: 40.2% among those with less than middle school education; 50.8% for those with high school education; and 60.5% for those with a college education or higher.
In the early stage of entry into the labor market, those with high school education and those with a college education or higher show no significant difference in the proportion of people expressing their satisfaction with life, but the gap widens to 17.5%p among the elderly aged between 45 and 54.
Generally, more people are satisfied with life as their income grows, but the share of 'satisfied' people diverges depending on the educational attainment level among the people in the high-income group earning an average monthly income of more than 5 million Korean won. 71.1% of those with college education indicated there are satisfied with life, as compared to 57.6% of those with high school education and just 50.9% for those with middle school or less education

OECD INES LSO Network(2012)
한국의 OECD INES LSO 네트워크 사업 참여의 의의와 목적은 다음과 같다.
첫째, LSO 네트워크에 참여하여 지표개발 등에 우리나라의 상황에 관한 의견을 제시하고 관련자료 및 데이터를 제공한다.
둘째, OECD 사업 참여를 통하여 교육고용의 주요 지표영역들에 대한 국제 동향을 파악하여, 국내 통계 생성 및 자료개발에 반영한다.
셋째, 국내의 교육과 노동시장의 연계에 관한 데이터의 수준을 OECD 주요국 통계 수준으로 향상시켜 국내 교육훈련통계의 질을 국제적인 수준으로 높이는 데 기여한다. 넷째, 인적자원 분야에서 OECD 통계의 활용 증대를 통한 정책수준의 제고에 기여한다.
결론적으로, 본 사업을 통하여 『OECD 교육지표집』에서 우리나라 통계의 결측치를 최소화하고, 보다 정확한 수치를 제시함으로써 통계 지표로서의 활용 가능성을 높인다. 이 과정을 통하여 여타 통계의 개발 및 정책, 연구에서 활용 수준을 제고하는 데도 긍정적인 영향을 주고자 한다.The portion of human resource development budgets in national finances or economy is high in all countries and as there are many related parties, attention has been paid to the need of efficient budgeting. Accordingly, due to the increase of statistical demand for human resources, the OECD has published statistical compilation indexing major statistics in education and human resource development field(Indicators of Education Systems: INES). Education at a Glance, which is the education statistics data being published sice the late 90''s, is used as a fundamental data for related policy making in all countries world wide.
Statistics presented in Education at a Glance can be divided in to two major categories; statistics related to the overall education system(supply of human resource) and a field associating to labor market, that is, statistics related to economical·social performance of education(distribution, utilization, performance of human resource).
Among these, the part responsible for economical and social performance of education related statistics is the Labor market & Social outcomes of learning network(LSO network). The Labor market & social outcomes of learning network is dealt as an interested area required for additional indicator development within the OECD''s Education at a Glance project, and this is because problems associated with education and labor market such as global youth unemployment are occurring.
This report was documented after organizing information provided by carrying out related consultations and analyzing statistics data as a representative of Korea in OECD INES Labor market & social outcomes of learning(LSO).요 약
