직장 내 따돌림: 기초분석과 해외 주요국의 관련법
직장 내 따돌림은 근로자의 신체적·정신적 건강에 해를 미치는 한편, 기업에도 막대한 비용을 유발시킴. 해외의 직장 내 따돌림의 발생요인으로는 개인적인 특성보다 조직적인 문제점이 더욱 크게 작용하고 있음. 따라서 이를 해소하기 위한 노력 역시 조직적으로 이루어질 필요가 있음. 직장 내 따돌림 금지법을 제정하여 가해자에 대한 처벌을 엄격히 하는 한편, 직장 내에서 피해자를 보호하기 위한 기반을 마련할 필요가 있음. 또한 직장 내 따돌림의 발생을 막는, 안전한 근로환경을 제공할 책임을 사업주에게 부여할 필요가 있음.Ⅰ. 직장 내 따돌림의 기초분석 3

OECD INES LSO Network(2013)
한국을 대표하여 OECD INES 교육성과(LSO)의 국제지표 개발을 지원하기 위한 이 사업의 구체적인 목적은 다음과 같다.
첫째, OECD가 발간하고 있는 대표적 교육통계 자료집인 (Education A Glance)에 활용될 한국의 LSO 관련 통계자료를 발굴가공하여 제공함으로써 OECD 통계자료의 국제비교 가능성을 제고한다.
둘째, OECD INES LSO의 주요 지표영역에 대한 국제 동향을 파악하여 국내에서도 국제적으로 비교 가능한 지표 및 통계 개발에 기여하고자 한다.
셋째, OECD INES LSO 지표를 중심으로 최근 교육의 노동시장 및 사회적 성과 관련 동향을 파악하고, 우리나라 사례와의 비교분석을 통해 이와 관련된 국제적인 관심 주제와 시각을 원 내외로 공유한다.

Analysis of the association between school bullying and workplace bullying and recommendations to prevent bullying
본 연구는 학교 따돌림과 직장 따돌림의 연관성을 분석하고 따돌림의 방지 방안을 제안하는 목적으로 수행되었다. 이를 위하여 ① 문헌 연구와 ② 학교 따돌림과 직장 따돌림 연관성의 양적·질적 분석을 시도하였다. 양적 분석을 통해 학교 따돌림과 직장 따돌림의 연관성이 통계적으로 유의함을 확인하고, 질적 분석을 통해 따돌림 피해자의 불안정한 심리·심리정신적 상태가 피해자 본인과 자녀를 또 다른 따돌림의 피해에 노출시킬 위험이 있다는 근거를 제시하였다. 또한 따돌림에 대한 인식의 문제점과 피해자의 의견 등을 바탕으로 하나의 따돌림에서 다른 따돌림으로 이어지는 악순환의 고리를 끊도록 4개의 방안을 제안하였다.The study aimed to analyse the association between school bullying and workplace bullying and to make recommendations to prevent bullying. Followed by the literature review, quantitative and qualitative analyses were conducted. Through quantitative analysis, the association between the school bullying and workplace bullying was found to be statistically significant. Through qualitative analysis, evidence to explain how school bullying may lead to workplace bullying and vice versa was obtained. 대학생의 글로벌역량 진단 결과 분석
글로벌역량은 수도권 학생들이 53.4점으로 비수도권 학생들(45.1점)보다 현저하게 높음.
계열별로는 이공계열 학생이 46.7점으로 인문사회계열 학생(47.4점)보다 낮게 나타남.
학년별로는 4학년(52.9점), 3학년(51.0점), 2학년(47.5점), 1학년(45.1점) 순으로 나타나, 고학년일수록 글로벌역량 수준이 높음.
글로벌 환경에 대한 노출 정도에 따라 글로벌역량의 격차가 나타남. 즉 글로벌 환경 노출 정도가 높은 상위 25%의 글로벌역량 수준은 50.3점인 반면, 하위 25%는 44.0점으로 큰 차이를 보임.
대학생들의 글로벌역량을 강화하기 위해서는 글로벌 환경에 대한 관심을 확장시키고 관련 경험을 제공할 필요가 있음.The results show that students in the capital area have a significantly higher level of global skills (53.4 points) compared with students in provincial areas (45.1 points).
In terms of majors, the average score of students majoring in natural sciences and engineering was 46.7 points, which is lower than the 47.4 point average recorded by students majoring in humanities and social sciences.
In terms of the average score of each educational year, students are ranked in the order of seniors(52.9 points), juniors(51.0 points), sophomores(47.5 points), and freshmen(45.1 points), indicating that higher the educational year, higher the level of global skills.
There were differences in global skills level depending on the level of exposure to the global environment. The global skills score of the top 25% of students in terms of exposure to the global environment was 50.3 points, whereas that of the bottom 25% was 44.0 points, showing a significant difference.
In order to enhance global skills of college students, it is necessary to help them to expand their interest in the global environment and provide them with relevant experience
한국의 사회적 자본 수준
한국의 경우 정치효능감은 OECD 국가 평균을 상회하지만, 신뢰의 폭과 질, 봉사활동 참여는 평균보다 낮음.
학력이 높을수록 사회적 자본 수준이 높아짐. 신뢰의 폭과 질은 중졸 이하가 각각 2.20점, 2.01점인 반면 대졸자는 2.37점, 2.31점이고, 정치효능감도 중졸 이하는 2.83점이나 대졸자는 3.19점임.
청년층(16~29세)이 장년층(30~65세)에 비해 사회적 자본의 수준이 더 낮음. 신뢰의 폭과 질에서 장년층은 각각 2.36점, 2.21점인 반면, 청년층은 2.20점과 2.13점, 정치효능감에서는 장년층 3.30점, 청년층 2.85점으로 나타남.
성인의 역량이 높을수록 정치효능감이 높고 봉사활동을 많이 하지만, 신뢰 수준의 차이는 확인되지 않음. 언어능력 최상위 집단은 최하위 집단에 비해 정치효능감은 2.1배, 봉사활동을 할 가능성은 2.5배 높음.Korea's political efficacy is higher than the OECD average, but the breadth and quality of trust and participation in volunteer activities are below average.
As education levels increase, the level of social capital increases as well. With respect to the breadth and the quality of trust, people who have only received middle school education or lower scored 2.20 and 2.01, respectively, while college-educated people scored 2.37 and 2.31, respectively. With respect to political efficacy, people who have only received middle school education or lower scored 2.83 while college-educated people scored 3.19.
The social capital level of the younger generation (aged 16-29) is lower than that of the older generation (aged 30-65). With respect to the breadth and the quality of trust, the younger generation scored 2.36 and 2.21, respectively, while the older generation scored 2.20 and 2.13, respectively. With respect to political efficacy, the younger generation scored 3.30 and the older generation scored 2.85.
It is found that higher skills level among adults corresponds to higher political efficacy as well as a higher frequency of participation in volunteer activities, but differences in levels of trust are yet to be proved. The political efficacy of the top group in language skills is 2.1 times as high as the bottom group in language skills. In contrast, the top group in language skills is 2.5 times more likely to participate in volunteer activities
Facilitating Official Development Assistance (ODA) of Vocational Education and Training through Public-Private Partnership (PPP) for the Realization of New Asia Community
The purpose of this study is to propose guidelines and policies to facilitate Official Development Assistance(ODA) through PPP in the field of Vocational Education and Training(VET) in Asia. More to the point, this study aims to propose a new model along with in-depth policies to facilitate previously government-led VET in ODA through PPP in which corporations and social partners could cooperate with each other, based on government supports.
Since Asia encompasses the various regional features, the target area of the research is divided as South East Asia(ASEAN) and Central Asia. Among these groups, five countries in ASEAN(Vietnam, Indonesia, Cambodia, the Philippines, and Laos) and 3 countries in Central Asia(Kazakhstan, Uzbekistan, and Mongolia) are chosen as target countries.
During the first year, a basic research on the 5 ASEAN countries was conducted. In the second year, the more in-depth research on the ASEAN countries and a basic research on Central Asian countries were conducted.
In the third and final year, more extensive research was carried out on Central Asian countries keeping with conforming with ASEAN.
This report is the part of the third year study, which aims to prepare a comprehensive report aggregating implications of three-year study by using the methods as follows: analyses of academic background of PPP, cases of major donor countries, Korean cases of VET in ODA using PPP and the surveys on corporate social responsibility (CSR) activities of Korean corporations in the target countries. Through this process, the following policy strategies in ODA are provided to facilitate ODA pertaining to VET in Asia. ..
Research on Qualification in Service Industry(III) : Focused on Personal Service
This research aims to suggest a solution for the issue raised out of an existing qualification through the comprehensive analysis on the current state in qualification of personal service amid service industry, and thus to develop the newly-demanded qualification in personal service. To attain these goals, the significance, the current state of personal service and its VET have been examined along with an analysis of qualification's utilization and proposition of drawback, solution, etc. based on the results of research. For the foreign personal service qualification and current state of occupation, those of Japan, France, Germany, Britain and the US were researched and analyzed in comparison with the domestic. The examination for the suitability of a newly-developed qualification was proceeded following the preparation of the criteria and course for its selection to create the demand for it. The further study was offered along with the cultivation of business and the measure related to the qualification system and job creation. The utilized methodology was literature analysis, professions council, survey, interview, etc.
For its current state, there are about 239 of personal service qualifications with private qualification of more than 70% among them. In this study the portions of service provision and production with management for the personal service qualifications of 239 were compared, while a personal service was prescribed to be 'a job creating profits by satisfying the customer's demand with individual provision of service'. Among them, the qualifications with higher portion in service-related job were chosen for the examination study. Vocational Training as Self-reliance Support for Youth in Residential Care
The aim of this research is to develop a self-reliance support system for the youth in the residential care. To accomplish the aim, complementary qualitative and quantitative research through analysis on relevant literatures and materials focusing on self-reliance of the youth in the residential care, investigation(FGI and survey) focusing on the current state and bottlenecks of self-reliance support policy, and case studies to grasp success factors of vocational training was carried out. Based on precedent studies and related laws(Child Welfare Act and Framework Act on Juveniles, etc.), this research defined the youth with self-sufficiency support in residential care as those “who are between the ages of 12 and 25 and who lives temporarily or in long-term in a child welfare institution due to their parents who are not able or do not want to take the role of parenting their children
A Research on Vocational Training Right for Social Integration
This research analyzed on how Korea’s laws are defining an individual’s vocational training right, and how the regulations related to the actual vocational training right are managed. It also analyzed on how the foreign vocational training rights are defined, and reviewed on how those rights have been realized throughout vocational training policies and programs in other countries. Throughout those analysis, the research proposed a direction of legal/systematic adjustment in terms of social integration to improve the vocational training right.
Same as the general education, vocational training plays an important role in improving the social equity, and the training that specifically targets those from the vulnerable groups needs to be improved. Reality, however, is that those from vulnerable groups tend to go through some difficulties participating in the training, and such difficulties are shown to vary among different vulnerable groups. For employees, aspects that need to be improved from the currently operating training environment are: providing relevant training programs to their occupation; adjusting the training programs’schedule so that it does not interfere with their working hours; providing consultation on the training programs; and supporting company’s substitute labor force. For the low-income groups, physically disabled, marriage immigrants and expatriates from North Korea, what appeared to be in need of support were a training course directly related to their occupation, information about the training, and individual supports.
There are, in fact, some cases of paid-training leave in Korea that are stated in convention or recommendations of ILO as a measure of vindicating the individual vocational training right. Those are, however, not of obligatory procedure but optional choices made based on the companies’ intent, not being mindful of the rights of their employees, but instead merely posing as part of the training prepared by their employers. For the training for the unemployed, although a training course which an individual may select and apply for is being in progress, several problematic facts have been pointed out: there have not been a sufficient pool of information or opportunities for consultation that allows individuals to employ their right; and general consciousness on accountability regarding such right has not been firmly established yet. ..
Analysis on Human Resources Status in Agricultural and Fishery Corporations
As opening agricultural, fishery and food market to the world after the EU-Korea, U.S.- Korea FTA agreement, it becomes significant to understand the domestic capability to cope with external environmental changes. The more competitive market is, the more demands of capital increase. Especially in the era of knowledge-based economy society, human capital is regarded as the most important form of resources. Thus, the present research aimed to describe the exact status of human resources in the agricultural and fishery corporations and to suggest policy directions to develop globally competitive agricultural and fishery corporations.
The research study mainly investigated thoroughly qualitative and quantitative status of labor force, recruitment, education training participation in agricultural business corporations. In addition, the study also includes needs analysis of CEOs of agricultural corporates to find implications to relieve current problems.
In order to improve objectivity and validity in describing the reality, the study built a mixed research method. A mixed method approach is one in which the researchers collect, analyze, and integrate both quantitative and qualitative data in a single study. This research study carried out two different types of research methodology. One is a survey. The sample corporates were selected through purposive sampling methodology from the Korea Chamber of Commerce and Industry Database. The majority of samples were a member of Korean Agricultural, Fishery and Food Associations(KAFFA). The other is an in-depth case study.
