    What Kind of Youth Do Korean Major Companies Prefer in Recruiting?

    본 연구에서는 우리나라 500대 대기업이 청년 채용 시 서류전형단계와 면접 단계에서 어떤 스펙과 숙련을 중요시하는 지 분석해보았다. 본 연구에서는 선택형 컨조인트조사 방식을 사용하였으며, 이 방식을 채용할 경우 전통적인 생략변수로 인한 편의 문제로부터 자유롭다는 이점이 있다. 분석 결과, 서류전형 단계에서는 졸업 시점이 대단히 중요한 역할을 하고 있었다. 특히 졸업 후 3년 이상이 경과된 청년들의 경우 졸업평점이나 전공의 직무적합성, 출신학교 등이 최고 수준이라고 하더라도 졸업 시점의 약점을 극복하기에 어려움이 있는 상황임이 확인되었다. 졸업 시점 다음으로는 졸업평점, 전공의 직무적합성, 출신학교가 비슷하게 중요시되고 있었다. 면접 단계에서는 회사와 직무에 대한 이해, 직무 관련 기초지식과 같은 특정 기업이나 업종에서 요구하는 숙련보다는 도덕성/인성, 팀워크, 인내력, 문제해결능력 등과 같은 어떤 직무를 수행하더라도 공통적으로 요구되는 직업기초능력이 더 중시되고 있었다. 직업기초능력 중에서는 도덕성/인성이 다른 어떤 요인보다도 중요시되고 있었고, 도덕성/인성 다음으로는 팀워크, 인내력, 문제해결능력 등이 중요했다.This study analyzes qualifications (in Korea, known as “spec,” shortened from the English “specifications”) and skills to which the top 500 Korean corporations attached importance when recruiting candidates. The study uses the choice-based conjoint method as it has the advantage of being free from omitted variable bias. The results of the study show that their timing of graduation played a very important role in the stage of assessing their supporting documents for qualifications and skills. In particular, young people applying more than three years after graduation had difficulty overcoming the weaknesses of the graduation timing even if their grades, job suitability of major, and school reputation were the highest. After graduation timing, grades, job suitability of major, and school reputation were similarly important. In the interview stage, core competencies commonly required for any job, such as morality and personality, teamwork, endurance, and problem-solving ability were found to be more important than the skills required by a particular company or industry, such as understanding of the company and the job and basic knowledge of the job. Among the core competencies, the variable of morality and personality was most important, followed by teamwork, endurance, and problem-solving ability

    A Study on Improvement of Career Education System in Specialized Vocational High School for Intelligence Information Society

    The industry and employment structure in the intelligent information society are expected to change drastically with technology and ICT innovation. Intelligent information technology is combined with various industries, and it is expected that new jobs in the new industry will be created and atypical employment such as platform-based service workers will be expanded. Although research and policy discussions on the direction and role of vocational education for intelligent information society were conducted, research and discussion on the improvement of career education system due to vocational education change are insufficient. In particular, the graduates of specialized vocational high schools(SVHS) are more likely to be exposed to the threat of job loss in the intelligence information society than the higher educated ones, so research on the career education system at the secondary vocational education level is more urgently needed. Chapter 1 outlines the background, content and research methodology of the study as an overview. In The purpose of this study is to analyze the present situation, problems and requirements of the career education system in the specialized high school for the intelligent information society and to suggest ways to improve the future oriented career education system. The contents of the study are as follows. First, the concept of intelligence information society, the changes and trends of secondary vocational education institutions, and the factors affecting secondary vocational education required in intelligent information society were examined. Second, we analyzed the current status of SVHS / meister high school (MHS) and analyzed the characteristics of students' career education system. Third, we analyzed the perception of changes in secondary vocational education for SVHS/MHS teachers and students according to the arrival of intelligence information society. We analyzed the problems and improvement requirements of the SVHS/MHS career education system for career guidance teachers, job support teachers and students. Fourth, the cases of career education system in Korea and the cases of overseas vocational career education system in Germany were analyzed. Fifth, the policy of improvement of career education system of secondary vocational education institutions in national and social perspectives in preparation for intelligence information society was suggested. In this study, research methods such as literature research, in-depth focus group interviews (FGI), questionnaires, overseas business trips, expert conference, and seminars were conducted to achieve the objectives of the study

    The purpose of this study was to present the direction of policy support and the management plan for the introduction of university career experience semester system through case study of career semester system and similar system operated by four-year colleges and junior colleges in Korea. In order to do so, first we reviewed the university career education policy. Second, we analyzed the cases of university career experience semesters in Korea. Third, we conducted the needs analysis for introduction of university career experience semester system. Finally we proposed policy suggestions for introduction of university career experience semester system.     Studies on Establishment of Vocational Skills Development System for North Koreans in Preparation for Potential Reunification of the Korean Peninsula

    Since the division of the Korean Peninsula, the inter-Korean relationship has been punctuated by not only the Korean War but also a series of inter-Korean summits calling for mutual peace and co-prosperity. In particular, the heads of the two Koreas adopted the historic Panmunjom Declaration for Peace, Prosperity and Unification of the Korean Peninsula on April 27, 2018. Amid changing dynamics of the inter-Korean relations, the Republic of Korea (hereafter “Korea”), with little natural resources, achieved outstanding economic growth and democratization at an unprecedented pace. Economic growth comes from a combination of factors, but one of the largest contributors to Korea’s economic accomplishments was, notably, its talent pool. Human resources were readily fostered into skilled workers by a wide array of vocational skills development (hereafter “VSD”) policies and support, and they eventually spearheaded Korea’s modernization and internationalization. Now, Korea is sharing its lessons learnt from economic success not only with the international community in the form of official development assistance and the like, but also with North Korea by hiring North Korean workers in Gaeseong Industrial Complex or through Korean businesses operating in North Korea, thereby cementing inter-Korean economic ties. In this process, VSD of North Korean workers or residents is vital for success of inter-Korean economic cooperation and the reunification process. Thus, while Korea needs to provide VSD assistance to the international community, it should also prioritize VSD support for North Koreans in the course of reinvigorating inter-Korean economic cooperation and preparing for a reunited Korea. Enhancing vocational skills of the North Korean workforce is anticipated to stabilize their employment and society, and save the cost of reintegration in the long run. In recognition of the background, necessity and significance of VSD studies, this paper explores VSD systems in the two Koreas, analyzes Korea’s VSD experience and support for Gaeseong Industrial complex and North Korean defectors and looks into interviews with vocational training specialists and case studies of Germany, to identify how to set up a VSD support system tailored to specific needs of North Koreans in the prospective transition of the North Korean regime. ..

    Study on National Skills Outlook(2018)

    This study aims to conduct Korea measuring the qualitative level of labor supply, that is, National Skills Outlook by the Korea Research Institute for Vocational Education & Training(KRIVET). This study can contribute to large-scale skills forecasting, as it attempts to identify both quantitative and qualitative data on needed skills, and the sample includes the employer survey with all industries. Moreover, this study can be a highly significant inquiry, as it identifies qualitative forecasting data on skills required in the future by applying the real-time Delphi technique. We used the real-time Delphi method for qualitative forecasting of skill demand. In general, the method is known to produce reliable results by collecting expert opinions and combining those opinions into group consensus, thereby avoiding any negative psychological phenomena(bandwagon effect, group noise, halo-effect, etc.) that may occur during face-to-face interviews with experts(Baek, 2012). Thus, this technique involves collecting and aggregating opinions of experts and organizational members and deriving group judgments. It is therefore mainly used for forecasting, and it is particularly used widely for qualitative forecasting(Tessaring, 1998; Wilson, 2001.) The Delphi method was integrated into the abovementioned NCVER model. A Delphi survey is usually conducted through mail by using written documents. Specifically, a prepared questionnaire is sent to a panel of selected experts. When questionnaires are collected, the researcher edits and summarizes the results and returns the revised questionnaire to each respondent. To realize the advantages of online survey, the real-time Delphi method was used to survey the employers in this study. ..

    The Growth Paths of German Apprentice Students: A Model for Korea?

    본 연구는 직업계고 졸업생들의 일과 학습을 병행하는 방향에서 산학일체형 도제학생들의 성장경로를 모색하려는 목적에서 시작되었다. 학교와 산업체를 오가며 이론과 실습을 배우는 도제학생은 최근 ?산업현장 일학습병행 지원에 관한 법률? 제정안이 국회 본회의를 통과함으로써(2019. 8. 2.) 학습근로자 보호와 지원을 받을 수 있게 되었다. 더불어 NCS기반의 과정평가형 자격이 국가자격으로 인정받게 됨에 따라 이들이 산업계 내에서 계속적인 발전경로 및 고등교육으로의 연계를 통해 학업을 계속할 수 있는 경로의 체계화가 필요하게 되었다. 이에 산학일체형 도제교육을 실시하고 있는 독일에서는 도제과정 이후 어떠한 경력개발경로 및 학습경로가 있는지 조사하였다. 독일은 이미 산업체 내에서 계속교육으로 고급기술자의 자격을 취득하고, 후학습(진학)과정을 통해 다양한 고등교육과정으로 진학하여 기술의 변화를 학습할 수 있는 모델이 존재한다. 본 연구에서는 문헌연구와 전문가협의회 면담 등을 통해 독일 사례를 고찰하여 한국형 도제학생의 성장경로를 모색하고 제안하였다.The purpose of this study was to determine students’ work and learning growth paths after apprenticeship education at vocational high schools. This study explored and suggested a growth path for Korean apprentice students by reviewing German cases through literature studies and expert council meetings. In Korea, apprenticestudents who learn theory and practice between school and industry have recently received protection and support for learning workers through the enactment of the National Assembly’s Act on Supporting Parallel Workplace Learning in Industry (2019.8.2.). In addition, as NCS -based process-evaluation type qualifications are recognized as national qualifications, it is necessary to systemize a path of continuous development and higher education in the industry. Therefore, this study followed the case of apprentice students in Germany, a country which provides industry-academic type apprenticeship education. The research investigated the career development and learning paths available after German students’ apprenticeship course.
