전자산업과 철강산업의 직장 따돌림 실태
직장 따돌림으로 인해 발생하는 산업별 연간 비용은 전자산업이 약 1,380억 원, 철강산업은 약 261억 원으로 추정됨.
직장 따돌림 때문에 발생하는 1인당 연간 비용은 피해자의 경우 143만 원, 가해자는 91만 원, 목격자는 118만 원으로 추정됨.
두 산업 분야의 따돌림 발생률은 8.9%이며, 근로시간이 길수록 따돌림 발생률이 높아짐.
직장 따돌림은 피해자뿐만 아니라 가해자와 목격자 모두의 직업 만족도를 떨어뜨리고 근로시간 손실을 야기함.
직장 따돌림 방지 법안 제정을 위해 직장 따돌림에 대한 산업별 통계조사와 심층연구가 필요함.In terms of industries, the annual cost resulting from workplace bullying is estimated to be 138 billion won for the electronics industry and 26.1 billion won for the steel industry.
The annual cost from workplace bullying per capita is estimated to be 1.43 million won for victims, 0.91 million won for offenders, and 1.18 million won for witnesses.
The bullying occurrence rate for the two industries is 8.9% and is proportional to the number of working hours.
Workplace bullying decreases not only the job satisfaction of victims but also those of offenders and witnesses. It also results in a loss of working hours.
Statistical survey by industry and in-depth research on workplace bullying are necessary to enact the Workplace Bullying Prevention Act
학력 및 스킬 미스매치와 노동시장 성과
학력?스킬 미스매치 현황을 살펴보면, 적정 학력은 61.0%인 반면, 적정 스킬은 전체의 약 85%로 나타나 학력 미스매치가 스킬 미스매치보다 높음.
과잉 학력은 27.0%로, 연령이 높고 기업 규모가 작을수록 높게 나타났으며, 학력별로는 전문대졸(39.4%)이 중졸(26.4%), 고졸(24.0%)과 4년제 대졸 이상(23.8%)보다 높음.
과잉 스킬은 10% 내외로, 연령이 낮고 학력이 높을수록, 또 기업 규모가 클수록 높게 나타남.
16~65세 취업자 중 적정 학력의 월평균 소득은 261만 2천 원인 반면, 과잉 학력은 210만 8천 원, 과소학력은 236만 3천 원임.
과잉 학력은 적정 학력에 비해 상용직 종사 확률은 47.8% 낮고, 정규직 고용 확률은 48.7% 낮음.
기업에서는 학력중심의 인사정책을 직무능력중심으로 개편하여 채용, 승진, 임금 보상을 실시해야 할 것임.With respect to educational and skill mismatches, 61.0% have an optimum level of education whereas approximately 85% have appropriate skills, which indicates that the educational mismatch is more serious than the skills mismatch.
27.0% have been over-educated, with excessive education is more commonly found in older age groups and in smaller companies. In terms of education levels, 39.4% of two-year college graduates have an excessive level of education, which is higher than those with middle school education (26.4%), high school education (24.0%), and those with a four-year college education or higher (23.8%).
The percentage of over-skilled people is about 10% and the cases of excessive skill are more commonly found in younger age groups, among those with higher levels of education, and in larger companies. Among employed people aged 16 to 65, the average monthly wage of people with an optimum level of education is 2.612 million won, as compared to 2.108 million won earned by over-educated people and 2.363 million won earned by under-educated people.
Compared to a person with optimum level of education, an over-educated person is 47.8% less likely to be working in a full-time job, and is 48.7% less likely to be hired in a regular job.
Companies need to carry out recruitment, promotion, and wage compensation practices after reforming their education level-oriented human resource policy to a competency-based one
Measures to Secure International Currency of Qualifications with Signing of FTA
The purpose of this study is to prepare measures to facilitate the movement of Korean manpower across FTA counter partners. In order to achieve this objective, the following six professional qualifications were chosen as commonly dealt in the FTA process: architect, veterinarian, engineer, accountant, lawyer, and tax accountant. This study also aims to provide comprehensive national policies that will bring coherence to the six qualifications, which will contribute to effectively responding to the policy needs when negotiating, concluding and implementing FTA. Important contents and findings of this study could be summariged in five categories as follows:
First, after reviewing theories related to manpower movement between countries, the study presents the trends and characters of these movement based on professional levels in the aspects of economics.
Second, it also gives an explanation about service sectors for detecting these movement with recent FTAs and include some regional trade agreement issues.
Third, this study employs several research methods of reviewing reference, interviewing government officers and holding forums focused on the latest issues for the KOR-US FTA.
Fourth, Korea’s professional qualifications need to be thoroughly analyzed from the global standards perspective for its higher incompatibility. Accordingly, through the in-depth review of several professional forums, interview with government officers and a seminar, disparate interests from various stakeholders have been reflected in the radar graphs, guiding us in developing relevant action plans. Each plan has been then classified and prioritized in accordance with the criteria of effectiveness and feasibility. ..
A Study on the Human Resource Development Strategy in the Era of FTA
This is a 2013 study report for the three-year study on the human resource development(HRD) strategy in the age of FTA, conducted from 2013 to 2015. Recently, multilateral trade liberalization has made slow progress. But exclusive trade liberalization agreements through FTAs have recently seen rapid development. Particularly, multiple FTAs are being negotiated simultaneously between governments, and there is visible effort of establishing an exclusive multilateral trade block in the Asia-Pacific region. With such simultaneous negotiations of multiple FTAs and expansion of multilateral negotiations beyond negotiations between individual countries, it is no longer possible to ensure sustainable growth of the Korean economy solely by securing favorable terms in bilateral FTA negotiations. Against a backdrop of this FTA-driven, rapid economic globalization, this study has assigned enhancing competitiveness through HRD innovation as the core task for the sustainable growth of our economy and has begun researching this task. Considering the vast scope of studies regarding HRD innovation, this study is planned to be conducted over a period of three years with the intention of covering two main study areas, namely: ways of enhancing competence of human resources inside Korean society, and ways of utilizing competence of human resources outside Korea. It was deemed that effective response to FTA-driven rapid globalization requires the utilization of human resources competence inside and outside Korea.
Under this overall study plan, the 2013 study focused on creativity in terms of enhancing the competencies of human resources inside Korea, and on globalization and labor mobility in terms of utilizing the competencies of human resources outside Korea. Concerning the selected study subject for 2013, the Korean economy is put under ever-increasing pressure from competing corporations and competing countries. As a result, there is a need for the country to become a “leader”. In order to respond adequately to such demands, it is necessary to saturate the society with creative ideas and translate them into economic achievements. In this regard, and from the perspective that it is necessary to promote generation of more creative ideas across the society, this study examined elements of the social system that influence creativity.
Next, as the recent FTAs concern both liberalization of trade goods and liberalization of trade services, there is a growing discussion of labor mobility. In particular, adequate utilization of excellent foreign talents is emerging as an important aspect amidst intensifying global competition.
Therefore, HRD policies also need to address not only the enhancement of human resources competence within Korea, but also effective utilization of human resources outside Korea. For this reason, the 2013 study discussed globalization and labor mobility in general. Also, mutual recognition of degrees and qualifications was examined as a core systematic device required for facilitation of such labor mobility. As such, this report comprises 2 parts: Part I. Social Study of Creativity and Part II. Globalization and Labor Mobility. As continuous extensions of the 2013 study, the 2014 study and the 2015 study will be carried out with more subjects that span across the two main enhancement areas of human resources competence inside Korea and utilization of human resources outside Korea
A Study of Korea’s Job Index(2013)
This study, the third year project of the Study of Korean Occupational Index(KOI), was conducted for the occupation area of Engineer, Production, and Construction as a second wave research, which is a part of five year research(2011-2015). The purpose of this study was to provide KOI with scientific and objective research methods to support career choices by investigating and analyzing environments and prospects of Korean major occupations. In other words, the aim of this study was to develop and disseminate trustworthy and valid KOI that could be a guide for all people who needs a job choice. This research has been done by following five major stages: planning development of the index, conducting a survey on occupational index, analyzing current issues, and suggesting policies. The methods used in each stage of the study consist of literature reviews, experts conference, an web-based occupational survey, statistical analysis, and a seminar. In case of web-based survey, 25 to 35 employees and 5 to 15 job professionals of 209 occupations participated and total 8,360 data was collected. Finally, FGI was used in this study to compensate for the quantitative analysis and understand the world of work profoundly. For the literature review, this study compared and analyzed various occupational index from several countries, including the US, the UK, Canada, Australia and the EU in order to find out guidelines and recommendations to KOI. Followed by the review, this study illustrated the analysis of KOI in chapter 3 and characteristics analysis by each occupational category in chapter 4. Consequently, in chapter 5, applied KOI was investigated and elaborated according to following six factors; the level of proficiency, core competence, job satisfaction, transfer and transition, balance between work and family and suitability for the handicapped. Lastly, in chapter 6, several policy suggestions were recommended.
The KOI will be utilized as fundamental data for developing policies regarding to finding employments, promotions and job transitions. In addition, the appendix book, “2013 Korean Natural Science and Engineering Occupational Index”, that was published based on this research will enhance dissemination and availability of the study, as a career guidebook for teachers, students and parents
A Study on Education and Employment Linkage of Master’s Degree Course in General Graduate Schools
The purpose of this research is to examine linkage between education and employment for a master’s degree course of general graduate schools and to suggest thereby practical policy plans to support effective entering to labor market for graduates with a master’s degree. This research is organized as follows. The first section is to set a theoretical framework and deals with recent theories of linkage between education and employment. The second section conducts a survey on career and education for graduates with a general graduate school master’s degree and is to analyze employment status and wage effect to apply statistical method. The third section analyzes 5 countries advanced graduate school system and graduate school programs(Germany, France, Japan, England, and United states of America). The final section is to suggest practical policy plans to improve employability of graduates with a master’s degree in several aspects. ..
The Foundation Study of Analyzing the Association between Career Education Performance and School Education Performance
Since the introduction of the Career Education Reinforcement Policy in 2011, the need has been raised for research to examine how career education may influence school education performance. However, due to the short period of time that passed since the introduction of the policy, it is too early to expect to obtain significant results.
Therefore, the aim of the study is to provide the basis for analysing the association between career education performance and school education performance and to analyze the association between the performances with the existing data set. For that purpose, the report defined ‘performance’ as a multi-dimensional concept that can be measured in terms of the ‘output’ and ‘outcome’. The report also distinguished the concept of career education performance and school education performance by limiting their scope. Then, indices that could be used to represent the two performances were identified and their associations were analyzed.
Quantitative analysis were conducted using the existing data set(2012 School Career Education Indices, School Information Announcement(2010, 2012) and Careernet Career Maturity Test Data(2009~2012)). Additional qualitative analysis were also conducted based on the FGI and interview of Career Guidance Teachers, other subject teachers and students.
The results provided a limited support to the link between career education performance and school education performance. However, this could be explained as that the Career Education Reinforcement Policy is still at its early stage. Further study is required later when the policy has been fully implemented and settled in order to examine the impact of the policy on the career education performance and of the career education performance, in turn, on school education performance.
Addressing the limitation of the study, further suggestions were made regarding the collection and management of the data. Currently, the data sets used for the statistical analysis are managed separately by separate bodies. They should be managed together so that the indices for the career education performance and school education performance could be drawn from the same data set and analyzed without facing the difficulties the current study faced. Further data that matches the performance indices should also be obtained. In the current study, only a limited number of indices could be used in the analysis, and the association between career education performance and school education performance could not be clearly established.
In order to ensure that the performance indices are in line with the education policy, it was recommended for the policy makers to consider what would be the ultimate aim of the policy they are making and implementing
마이스터고 졸업생의 노동시장 이행 성과 : 스위스, 독일 등 직업교육 선진국과 유사한 완결적 직업교육 모델로 정착
마이스터고 졸업생의 78.1%가 대졸자와 동일한 업무를 수행하고, 학위 취득을 계획하고 있는 졸업생은 82.5%이며, 그중 78.4%가 직장과 학업을 병행하겠다고 응답함.
마이스터고 졸업생의 71.4%가 학교 교육에 만족하고 있으며, 70.1%가 학교 교육이 업무 수행 시 유용했다고 평가함.
마이스터고 졸업생의 80% 이상이 산학협력 기업으로 추천 입사하거나 공개채용(산학협력 기업 포함) 등을 통해 입사하여, 마이스터고와 기업 간의 맞춤형 교육과정 및 채용연계가 효과적으로 구축된 것으로 나타남.
마이스터고 졸업생 중 현 직장에서 동료·상사와의 관계에 만족하는 비율은 84.3%이며, 고용 안정성에 만족하는 비율은 76.8%로 높게 나타남.Research shows that 59.2% of Meister school graduates found employment in companies participating in school-industry collaboration through employee recommendations, indicating that the customized curriculum-employment link between Meister schools and companies has been established effectively.
84.3% of Meister school graduates are satisfied with their relationships with co-workers and superiors and 76.8% are satisfied with their employment stability, showing high percentages in both aspects.
71.4% of Meister school graduates are satisfied with the education they received and 70.1% indicated that their school education was useful in carrying out their work.
78.1% of Meister school graduates perform the same tasks as college graduates, while 82.5% are planning to study for a degree and, of those, 78.4% responded that they plan to study and work at the same time
청년층의 취업관련 시험 준비 실태
2007년 이후 청년층의 취업관련 시험 준비 인원은 지속적으로 증가하여 2013년 96만 명에 달하며, 공무원 수험생이 31만 9천 명으로 가장 많음.
4년제 대졸 및 대학원졸 청년층 미취업자의 약 1/4은 공무원 시험 준비 중임.
4년제 대학 재학생(휴학생 포함)의 취업관련 시험 준비 비율은 8.7%(2007년) → 12.1%(2013년)으로 3.4%p 상승함.
입사시험(공무원, 민간기업, 공기업) 준비생 중 취업자 비중은 14.0%(2007년) → 22.9%(2013년)로 8.9%p 상승함. 이는 청년층 취업자 중 더 좋은 조건의 직장으로 이직을 준비하는 취업자가 증가하였음을 의미함.
수험생을 양산하는 지필고사 중심의 대규모 공채에 의한 신입직원 충원방식을 개편하고, 자격증 준비생의 증가에 대응하여 자격증 활용실태에 관한 종합정보망을 구축해야 함.Since 2007, the number of young people preparing for employment-related tests has increased steadily, peaking at about 960,000 in 2013, and the largest group consists of those preparing for civil servant exams (about 319,000).
About one quarter of unemployed young people with a four-year college degree or a graduate school degree are preparing for civil servant exams.
The percentage of four-year college graduates (including students on a leave of absence) preparing for employment-related tests has increased by 3.4%p from 8.7% (2007) to 12.1% (2013).
The percentage of workers preparing for entrance exams (government offices, private companies, and public companies) has increased by 8.9%p from 14.0% (2007) to 22.9% (2013). This signifies that there has been an increase in the number of employed young people preparing to change jobs in search of better employment conditions.
Reform is needed in the recruitment practice dependent on large-scale open recruitments through written tests, producing a huge number of exam-takers, and a comprehensive information network for the status on the utilization of qualifications should be established in response to the increase in the number of young people preparing to obtain qualifications
