Trends in financing education, science, and sports in ukraine’s budget policy
No full textСфери освіти, науки та спорту є фундаментальними стовпами соціальної інфраструктури та відображають пріоритетний напрям бюджетної політики України, особливо в контексті триваючої децентралізації та відновлення після кризи. Метою цього дослідження є вивчення засад фі нансування державних установ у цих секторах на основі оцінок та аналізу короткострокових тенденцій у їхньому фінансуванні за рахунок загаль ного фонду державного бюджету. У дослідженні висвітлюється структура та управління бюджетними асигнуваннями відповідно до положень Бюджетного кодексу України, з особливим акцентом на прикладах установ Одеської області за період з 2022 по 2024 рік. Методологічно в дослі дженні використовується поєднання порівняльного аналізу, синтезу, узагальнення та методів логічного виведення (індукції та дедукції), методи наукового пізнання, табличний метод. Бюджетні дані для місцевих і регіональних установ, зокрема навчальних закладів, наукових організацій та муніципальних спортивних підприємств, аналізуються з метою оцінювання динаміки фінансування та виявлення системних закономірностей. Результати дослідження свідчать про загальну позитивну динаміку збільшення фінансування освіти, науки та спорту на регіональному рівні. Однак аналіз також виявляє нерівномірний розвиток громад: тоді як одні отримують значно більші обсяги асигнування на підтримку розвитку інфраструктури та розширення програм, інші демонструють повільніше, але стабільніше зростання, що, ймовірно, пов’язано з різницею в ін ституційній зрілості або спроможності стратегічного планування. Зокрема, різке збільшення асигнувань на спортивні споруди в менших грома дах може свідчити про цілеспрямовані зусилля держави щодо сприяння інклюзивному розвитку та децентралізації публічних послуг. Практичне значення дослідження полягає у його потенціалі інформувати політиків і місцевих адміністраторів про ефективність та справедливість на явних механізмів розподілу бюджетних коштів. У дослідженні підкреслюється важливість підвищення ефективності та прозорості державних видатків, вдосконалення інструментів планування та узгодження бюджетної політики з фактичними потребами та можливостями місцевих інституцій.
The fields of education, science, and sports are fundamental pillars of social infrastructure and represent a priority direction of Ukraine’s budget policy, es pecially in the context of ongoing decentralization and post-crisis recovery. The aim of this study is to examine the principles of funding for public institutions in these sectors based on assessments and analysis of short-term trends in their financing from the general fund of the State budget. The study presents the structure and management of budget expenditures in accordance with the provisions of the Budget Code of Ukraine, with particular emphasis on examples of institutions in the Odesa region for the period from 2022 to 2024. Methodologically, the study employs a combination of comparative analysis, synthesis, generalization, and methods of logical reasoning (induction and deduction), scientific research methods, and the tabular method. Budget data for local and regional institutions, including educational institutions, research organizations, and municipal sports enterprises, are analyzed to assess funding trends and identify systemic patterns. The study results show an overall positive trend in the increase of funding for education, science, and sports at the regional level. However, the analysis also reveals uneven community development: while some receive considerably larger expenditures to support infrastructure develop ment and program expansion, others exhibit slower but more stable growth, likely due to differences in institutional maturity or strategic planning capacity. In particular, the sharp rise in expenditures for sports facilities in smaller communities may indicate deliberate government efforts to promote inclusive develop ment and the decentralization of public services. The practical significance of the study lies in its potential to inform policymakers and local administrators about the effectiveness and fairness of existing budget allocation mechanisms. The study highlights the importance of improving the efficiency and transpar ency of government expenditures, enhancing planning tools, and aligning budget policy with the actual needs and capacities of local institutions

No full textThe article examines the essence of globalization and its impact on the financial and economic situation against the background of the events of the last sixteen years. The author establishes that globalization as a process of integration of the world economy and society has both positive consequences (improvement of living standards, increased access to goods and services, introduction of innovations) and negative effects (economic crises, increased inequality, loss of economic sovereignty, environmental problems, and growing influence of transnational corporations) for the development of national economies. The author identifies key trends in the development of the global economy as the main form of globalization, including the rapid development of artificial intelligence, regionalization and "glocalization", diversification of global supply chains, and the transition to a knowledge economy in the face of growing uncertainty due to global crises. The analysis of the impact of the global crises-the 2008-2009 financial crisis, the COVID-19 pandemic, and the war in Ukraine-confirmed their negative impact on both the global and national levels. The correlation analysis showed a low level of Ukraine's integration into the global market, which is caused by dependence on external borrowing, raw material orientation of exports, high emigration, unfavorable investment climate, and insufficient integration into international scientific and technical cooperation. To increase the level of global integration of Ukraine after the war, it is recommended to implement strategies of economic diversification, stimulating innovation and attracting foreign direct investment, taking into account the existing potential for development and experience gained.У статті розглядається сутність глобалізації та її вплив на фінансово-економічну ситуацію на тлі подій останніх шістнадцяти років. Автор встановлює, що глобалізація як процес інтеграції світової економіки та суспільства має як позитивні наслідки (підвищення рівня життя, розширення доступу до товарів та послуг, впровадження інновацій), так і негативні наслідки (економічні кризи, зростання нерівності, втрата економічного суверенітету, екологічні проблеми та зростання впливу транснаціональних корпорацій) для розвитку національних економік. Автор визначає ключові тенденції розвитку світової економіки як основної форми глобалізації, включаючи швидкий розвиток штучного інтелекту, регіоналізацію та «глобалізацію», диверсифікацію глобальних ланцюгів поставок та перехід до економіки знань в умовах зростаючої невизначеності, спричиненої глобальними кризами. Аналіз впливу глобальних криз – фінансової кризи 2008-2009 років, пандемії COVID-19 та війни в Україні – підтвердив їхній негативний вплив як на глобальному, так і на національному рівнях. Кореляційний аналіз показав низький рівень інтеграції України у світовий ринок, що зумовлено залежністю від зовнішніх запозичень, сировинною орієнтацією експорту, високою еміграцією, несприятливим інвестиційним кліматом та недостатньою інтеграцією у міжнародне науково-технічне співробітництво. Для підвищення рівня глобальної інтеграції України після війни рекомендується впроваджувати стратегії диверсифікації економіки, стимулювання інновацій та залучення прямих іноземних інвестицій з урахуванням існуючого потенціалу розвитку та набутого досвіду

для ухвалення інвестиційних рішень.The aim of the study is to systematize and deepen the theoretical basis of the concept of "investment attractiveness"
of an enterprise, as well as to identify its key characteristics based on an analysis of existing definitions in the scientific
literature. Understanding this concept is crucial for forming enterprise strategies for capital attraction, which ensures financing
for development and the implementation of investment projects. The study analyzed various approaches to defining investment
attractiveness at the country, industry, region, and enterprise levels, which allowed for the identification of the main factors
influencing this process. The research methodology involved applying the dialectical method to analyze economic phenomena and
processes in their interconnection and development. Additionally, synthesis and comparison methods were used to identify common
features and differences in the interpretation of the concept of "investment attractiveness." This approach not only clarified the
essence of this concept but also allowed it to be examined in the context of the modern economic environment.
The results of the study confirmed that investment attractiveness can be assessed at various levels: for a country, industry, region,
and also for an individual enterprise. An enterprise, in this system, is the final point where investments are directed and wherespecific projects are implemented that can influence the further development and financial stability of the organization. The practical
significance of the study lies in its contribution to a better understanding of the theoretical aspects of investment attractiveness, which,
in turn, can serve as a basis for making effective managerial decisions regarding the financing and development of enterprises. The
findings provide investors with the necessary information to make informed investment decisions, thereby improving the efficiency
of capital attraction and reducing investment risks
