Multiparty Non-Interactive Key Exchange and More From Isogenies on Elliptic Curves
Get PDFWe describe a framework for constructing an efficient non-interactive key exchange (NIKE) protocol for n parties for any n ≥ 2. Our approach is based on the problem of computing isogenies between isogenous elliptic curves, which is believed to be difficult. We do not obtain a working protocol because of a missing step that is currently an open mathematical problem. What we need to complete our protocol is an efficient algorithm that takes as input an abelian variety presented as a product of isogenous elliptic curves, and outputs an isomorphism invariant of the abelian variety.
Our framework builds a cryptographic invariant map, which is a new primitive closely related to a cryptographic multilinear map, but whose range does not necessarily have a group structure. Nevertheless, we show that a cryptographic invariant map can be used to build several cryptographic primitives, including NIKE, that were previously constructed from multilinear maps and indistinguishability obfuscation
Analyzing the Response to COVID-19 in Pennsylvania State Correctional Institutions
Get PDFTo evaluate the effects of the COVID-19 outbreak on the Pennsylvania prison system, I collected data from the Pennsylvania Department of Corrections, the Pennsylvania Department of Health, and the Marshall Project. I supplemented the data with opinion pieces and journal articles discussing the specific issues that this pandemic imposes upon prisons in the United States. In sum, population data collected from the Department of Corrections showed that only a few State Correctional Institutions saw a steady decrease in population over the 25 day study period from from June 18th through July 13th (Pennsylvania Department of Corrections, 2020). Combining testing data collected in part from the DOC and in part from the Department of Health, I compared testing rates of surrounding communities (Pennsylvania Department of Health, 2020 & PA DOC, 2020). The Marshall Project data demonstrates that testing rates are higher and COVID-19 diagnosis rates are lower among incarcerated persons than among the general population (The Marshall Project, 2020). However, this finding did not hold true for correctional staff, who had a higher rate of diagnosis coupled with a lower testing rate compared to all of Pennsylvania (The Marshall Project, 2020)

For a company such as PSEG to implement effective climate policy, it is required that they develop, maintain, and leverage relationships with multiple stakeholders at the municipal, county, state, and federal levels, as well as promote a positive reputation among its ratepayers (who possess a valuable double function as both customers for the utility and as constituents for local politicians). Hence, the complexity belonging to environmental policy combined with the essential services provided by an energy company, constitute a fascinating lens through which to analyze the influence of a policy environment on the policy cycle

Get PDFPower Sharing and Democracy in Post-Civil War States examines the challenge of promoting democracy in the aftermath of civil war. Hartzell and Hoddie argue that minimalist democracy is the most realistic form of democracy to which states emerging from civil war violence can aspire. The adoption of power-sharing institutions within civil war settlements helps mitigate insecurity and facilitate democracy\u27s emergence. Power sharing promotes \u27democratization from above\u27 by limiting the capacity of the state to engage in predatory behavior, and \u27democratization from below\u27 by empowering citizens to participate in politics. Drawing on cross-national and case study evidence, Hartzell and Hoddie find that post-civil war countries that adopt extensive power sharing are ultimately more successful in transitioning to minimalist democracy than countries that do not. These figures embody the gendered and sexual politics of representing the Philippine nation in the Filipina/o diaspora. Gina K. Velasco explores the tensions within Filipina/o American cultural production between feminist and queer critiques of the nation and popular nationalism as a form of resistance to neoimperialism and globalization.
Using a queer diasporic analysis, Velasco examines the politics of nationalism within Filipina/o American cultural production to consider an essential question: can a queer and feminist imagining of the diaspora reconcile with gendered tropes of the Philippine nation?
