In both Japan and China, the occurrence of great earthquake has led to an increased emphasis on mutual aid among local communities. The sociological term “Community" is translated into “Shaku" in China. According to general view of the previous studies, it was found that as the unit for disaster reduction activities, the concept of “Community" and “Shaku" had not been examined whether they can be used in the same way.In this paper, to examine whether Shaku can be the unit of mutual aid in China, the author clarifies the characteristics of Shaku and the relationship between Shaku and the government by analyzing the concept of Shaku (sociology and Ministry of Civil Affairs), changes in Shaku (before and after the establishment of China), and laws related to Shaku. Then, after reviewing the previous studies on Shaku disaster reduction, the author analysis the relevant policy documents of model shaku, evaluation criteria and application process and case studies to examine the aspects that the researchers focus on, the implementation of shaku disaster reduction, and the position of shaku in disaster reduction. Through these studies, the following points were elucidated. In Japan, the core of community used for community disaster reduction is “locality" and “communality". In China, Shaku has the characteristics of “self-governing organization of residents" and “end organizations of the government", while the geographical boundary of Shaku is defined by governmental procedures, and model Shaku is also implemented by the government. Therefore, it can be concluded that Shaku cannot be expected as the unit in charge of mutual aid, and the concept of community disaster reduction in Japan cannot be directly used for Shaku disaster reduction in China.departmental bulletin pape
Despair to Inspire in P. B. Shelley's “Ode to the West Wind"
“Ode to the West Wind," written by Percy Bysshe Shelley (1792-1822), is one of the most significant odes in English romantic period. The poem was written in October 1819, and was published in the Prometheus Unbound in 1820. The ode consists of five stanzas. The purpose of this paper is to examine the process of how the poet unfolds the images of dying autumnal things in the three spheres of the earth, the air, and the sea while identifying the ideal role of a poet with the west wind which brings destruction and resurrection to the natural world. From the first to third stanza, the poet describes vivid scenes on the ground, in the sky, and in the water in which the west wind plays two roles of destroyer and preserver. The fourth stanza states that the poet is unable to identify with the west wind, nor with the dead leaves, the clouds (the lightning), and the waves. After the fourth stanza, the poet gradually regains inspiration through writing this ode. The recuperative process is described in the fifth stanza. Thus, “Ode to the West Wind" is a poem about the poet himself that has been suffered from despair, but now regained hope for his poetical recuperation.departmental bulletin pape
