Environmental Preferences and Technological Choices: Is Market Competition Clean or Dirty?
International audienceWe investigate the effects of consumers’ environmental concerns and market competition on firms’ decisions to innovate in “clean” technologies. Agents care about their consumption and environmental footprint; firms pursue greener products to soften price competition. Acting as complements, these forces determine R&D, pollution, and welfare. We test the theory using panel data on patents by 7,060 automobile sector firms in 25 countries, environmental willingness to pay, and competition. As predicted, exposure to prosocial attitudes fosters clean innovation, all the more so where competition is strong. Plausible increases in both together can spur it as much as a large fuel price increase
An experimental study of capacity remuneration mechanisms in the electricity industry
International audienceAfter electricity liberalization, the “energy-only market” design lacks effective incentives to invest in new capacity. Across the world, capacity remuneration mechanisms have been taking hold as an alternative to the energy-only market to ensure adequate power generation capacity. The way these designs are characterized reflects the insight from general economic theory on market power and strategic behavior. Indeed, Europe is heading toward a patchwork of different, uncoordinated national mechanisms. In practice, design choices are driven by national policies, needs and constraints. In addition, they are progressively converging toward a market-based mechanism with a forward period and market power mitigation. In this paper, we investigate their efficiency properties in terms of new investments, the reduction in unserved energy frequency and the energy prices of a generic capacity remuneration mechanism that is impervious to the so-called forward capacity market. The results from laboratory experiments confirm that this mechanism gives better incentives to invest in new capacity than the energy-only market alone and provides an empirical understanding of the investment decision process. The forward capacity market contributes to lower energy market prices in peak demand and extra-high peak demand periods and average energy costs if we consider the social cost of unserved energy
Évaluation micro-économétrique du plan France Très Haut Débit
L’investissement public et privé dans la diffusion de l’accès du THD est considérable (environ 20 milliards d’euros en France). Il repose sur l’hypothèse d’un effet positif du THD sur la performance des entreprises et l’attractivité des territoires. L’évaluation des effets socio-économiques des réseaux THD est donc cruciale afin de juger de l’opportunité de l’effort d’investissement consenti et d’estimer la capacité du PFTHD à atteindre ses objectifs en matière de promotion de la compétitivité de l’économie française et de l’usage du numérique.Le projet de recherche mené par l’IPP consiste en une analyse quantitative s’intéressant aux effets multidimensionnels induits par l’arrivée du THD dans les territoires, à la fois sur le comportement des entreprises et des ménages. Ce projet a été financé par France Stratégie.L’étude se concentre en particulier sur les modifications dans l’usage du numérique induite par le THD (en particulier au sein des entreprises), et vise dans un second temps à estimer les impacts de ces changements d’usage sur la structure de l’activité (créations d’entreprises, relocalisation d’établissements, dynamiques d’emploi des entreprises), et sur les revenus et dépenses des ménages (population, revenus non salariaux, loyers et prix de l’immobilier).Vu le contexte de crise sanitaire traversé pendant la durée de ce projet de recherche, une partie de ce rapport utilise des données très récentes pour estimer la résilience des zones connectées au THD dans un contexte de distanciation des interactions sociales etprofessionnelles
Préférences et croyances pendant le « Grand confinement » : les attitudes vis-à-vis du risque de l'épargnant
La psyché des individus est-elle susceptible de changer pendant les « crises » ? Ou inversement, pour paraphraser Stigler et Becker (1977), les préférences individuelles sont-elles « solides comme un roc », en d’autres termes, stables temporellement ? Même si théoriquement, les économistes privilégient la stabilité des préférences à l’instabilité, savoir si des « chocs », qu’ils soient démographiques, sanitaires, naturels, conflictuels ou économiques, sont susceptible de modifier les paramètres de goût des individus et en conséquence leurs comportements, est une question importante en matière de politique publique.De nombreux travaux empiriques cherchent aujourd’hui à tester si les préférences évoluent ou non dans le temps, ou encore si elles sont durablement modifiées par des événements de la vie ou des chocs structurels auxquels sont confrontés les individus. Les conclusions dépendent de l’origine des chocs, de la méthodologie adoptée pour mesurer les préférences et de la nature des questions posées. Le choc de la pandémie du Covid-19 de 2020 est une nouvelle opportunité pour étudier cette question de la stabilité des goûts. Il existe déjà de nombreuses études qui ont analysé l’impact de la crise du Covid sur les épargnants mais qui n’aboutissent à aucun consensus sur le sens de l’impact de la crise sanitaire sur les préférences.Pour la France, les traitements statistiques réalisés ici à partir de l’enquête Pat€r 2020 montrent plutôt une stabilité des préférences vis-à-vis du risque : le « grand confinement » n’aurait ainsi eu que peu d’impact sur les préférences de l’épargnant
: Evaluate the socio-economic impacts of health-enhancing-physical activity in France
There is strong evidence that physical activity has various benefits on health in primary, secondary and tertiary prevention. However, studies on the socio-economic impacts of Health-Enhancing Physical Activity (HEPA) still remains scant, particularly in the French context. The aim of this report was to explore the grey and scientific literature to identify studies evaluating the socio-economic impacts of HEPA policies and to put forward some research perspectives. Based on twenty studies conducted in France, this report showed that reducing sedentary behavior and promoting of HEPA might generate substantial savings. Nevertheless, new studies must leaded to estimate more precisely the extent of the savings that could be generated according to the environments and populations targeted by HEPA policies.Il existe un haut niveau de preuve scientifique sur les effets bénéfiques sur la santé desactivités physiques et/ou sportives en prévention primaire, secondaire et tertiaire. Cependant, les études portant sur l’évaluation des différents impacts socio-économiques des activités dites de sport-santé sont encore rares, en particulier dans le contexte français. L'objectif de ce rapport est d'explorer la littérature afin de recenser les travaux qui évaluent les impacts socio- économiques des actions relevant de la politique nationale sport-santé en France afin d’avancer des pistes de réflexion sur le sujet et de favoriser le déploiement de ce type de recherche. En se basant sur une vingtaine d’études menées en France, ce rapport montre que la lutte contre la sédentarité et la promotion des activités physiques et sportives relevant de la politique sport-santé peut générer des économies substantielles. Néanmoins, de nouvelles études doivent êtreencore développées afin d’estimer plus précisément l’ampleur des économies qui pourraient être générées en fonction des milieux et des populations ciblés
Education Transmission and Network Formation
International audienceWe propose a model of intergenerational transmission of education wherein children belong to either highly educated or low-educated families. Children choose the intensity of their social activities, while parents decide how much educational effort to exert. Using Add Health data, we find that, on average, children’s homophily acts as a complement to the educational effort of highly educated parents but as a substitute for the educational effort of low-educated parents. We also find that policies that subsidize kids’ socialization efforts can backfire for low-educated students because they tend to increase their interactions with other low-educated students

Continuity ofmarketable payoffs with re-trading
International audienceWe consider a stochastic financial exchange economy with a finite date-event tree representing time and uncertainty and a financial structure with possibly long-term assets. We address the question of the continuity of the set of marketable payoffs with respect to the asset prices. In a previous paper, we have exhibited a sufficient condition,which is based only on the returns of the assets.However, it is never satisfied in the structures with re-trading [See Bonnisseau and Chéry (Ann Finance 10:523–552, 2014)], which is a very common feature in many papers following the model of Magill and Quinzii (Theory of Incomplete Markets, MIT Press, Cambridge, 1996). The main purpose of this paper is to address this issue. We exhibit a new sufficient condition for general financial structures, which enjoys the property to be inherited by the re-trading extension of a financial structure. So, we pave the way for equilibrium existence results under assumptions only on the fundamentals of the economy

This reports sheds light on the various dimensions of climate inequality in a systematic and detailed analysis, focusing on low- and middle-income countries in particular. It then builds on these insights, together with additional empirical work and interviews with experts, to suggest pathways to development cooperation, and tax and social policies that tackle climate inequalities at their core
Au-delà du PIB : qui croît et à quel prix ?
This report examines the limitations of Gross Domestic Product (GDP) as the main economic indicator and proposes complementary measures to improve the measurement of well-being in relation to two major challenges: inequality and climate change. It does so focusing on the case study of Spain. GDP, traditionally used to estimate the output and income generated in an economy, does not capture crucial factors such as income distribution, the environmental impact of economic activities, and unpaid work, resulting in an incomplete representation of economic well-being.To better measure inequality, it is proposed to use the "Real-Time Inequality" methodology to obtain monthly statistics on the distribution of income and wealth growth, expand access to administrative microdata, and use indicators such as the Human Development Index (HDI) and the Genuine Progress Index (GPI). Regarding climate change, the importance of integrating environmental statistics to measure the impact of productive activities on natural assets is highlighted. It is suggested to improve the capacities of the National Institute of Statistics (INE) to produce more detailed and frequent environmental statistics, as well as to implement international standards to measure these impacts. In addition, the practice of budget climate labeling is recommended in order to prioritize public spending on climate policies, thus facilitating more efficient planning and allocation of economic resources.Este informe examina las limitaciones del Producto Interior Bruto (PIB) como principal indicador económico y propone medidas complementarias para mejorar la medición del bienestar en relación con dos retos importantes: la desigualdad y el cambio climático. El PIB, tradicionalmente utilizado para estimar la producción y las rentas generadas en una economía, no captura factores cruciales como la distribución del ingreso, el impacto medioambiental de las actividades económicas y el trabajo no remunerado, lo cual resulta en una representación incompleta del bienestar económico.Para medir mejor la desigualdad, se propone utilizar la metodología "Real-Time Inequality" para obtener estadísticas mensuales sobre la distribución del crecimiento de la renta y la riqueza, ampliar el acceso a microdatos administrativos y emplear indicadores como el Índice de Desarrollo Humano (IDH) y el Índice de Progreso Genuino (IPG). En cuanto al cambio climático, se destaca la importancia de integrar estadísticas medioambientales que permitan medir el impacto de las actividades productivas en los activos naturales. Se sugiere mejorar las capacidades del Instituto Nacional de Estadística (INE) para elaborar estadísticas ambientales más detalladas y frecuentes, así como implementar estándares internacionales para medir estos impactos.
