    The book, titled “Reflections on the Birth of the University of Dodoma” explains how the University of Dodoma, or in its famous acronym, UDOM, came into existence. It describes the arduous journey of establishing the new institution of Higher Learning in Tanzania from scratch to where it is now. The choice of the title indicates the intention of the author to portray a general picture of how the journey started, as well as the opportunities and challenges experienced all along. Since the author was the first Vice Chancellor of the University of Dodoma, it was easy for him to collect, organize, reorganize and present through writings the footsteps and ups and downs encountered during the journey.     Elimu ya Rwanda inakabiliwa na changamoto ya kikwazo cha lugha, hasa lugha ya kufundishia. Walimu wanasema kuwa mara nyingi wanafunzi hushindwa kuelewa masomo kutokana na kiwango kidogo cha uelewa na kuwasiliana katika lugha wanazojifunza shuleni (Urunana, 2018). Hali hii imetoa msukumo wa kuibuka kwa makala hii ili kutathmini namna fasihi inavyotumiwa, na inavyoweza kutumiwa katika ufundishaji wa lugha ya pili kwa mazingira yanayotawaliwa na mtaala wa umahiri nchini Rwanda. Utafiti ulioibua makala hii uliegemea katika mkabala wa kitaamuli na kuongozwa na Nadharia Jengaji iliyioasisiwa na Piaget kati ya miaka 1896 – 1980. Mbinu za ukusanyaji data zilizotumika ni mahojiano, ushuhudiaji na uchambuzi matini. Kwa kutumia sampuli lengwa, washiriki wa utafiti walikuwa walimu kumi na tano (15) na wanafunzi sabini (70) wa Kiswahili kutoka shule za sekondari nne zilizochaguliwa nchini Rwanda. Matokeo ya utafiti yanaonesha kuwa fasihi huchukuliwa kama somo tu. Walimu na wanafunzi hawajatambua kwamba fasihi inaweza kutumiwa kama nyenzo ya kufundishia na kujifunzia lugha na hawajajua namna ya kuitumia.&nbsp

    Adoption of Multiple Climate Smart Agricultural Practices in Mbeya and Songwe Regions in Tanzania

    Climate change is the leading global problem which affects agricultural development and household food security. Climate-smart agriculture (CSA) is one of the approaches developed by FAO to address the impact of climate change through increasing agriculture productivity, improving adaptation to climate change, and mitigating greenhouse gases emission. However, the CSA practices usage by farmers is still low in developing countries, Tanzania inclusive. To understand the challenges in the use of CSA practises, an analysis which combines multivariate and ordered probit models were employed to analyse the decisions to use and the intensity to use the six CSA practices (i.e., drought-tolerant maize seed, crop rotation, organic manure, intercropping, irrigation, and residue retention) frequently practised in the study area. The study sampled 1443 farming households from two regions (Mbeya and Songwe) in the Southern Highlands of Tanzania. The results show that farming households are using CSA practises as complements. The results are essential in designing combinations of CSA practices. The study also found that the gender of the head of the household, geographical location, and plot ownership are essential determinants of the use of the type and number of CSA practices. It is recommended that agriculture experts should carefully design combinations of CSA practices for the aim of increasing agricultural productivity, resilience to climate change, mitigation of greenhouse gases, and improvement of food security

    Contested Community Participation in the Governance of Marine Resources in the Mafia Island Marine Park, Tanzania: A Political Chicanery

    It is almost two and half decades since the government of Tanzania established the Mafia Island Marine Park. Guided by the principle of participatory resource governance, this significant socio-economic move was expected to promote sustainable marine resource use and conserve ecosystem processes and biodiversity. However, this is contrary to what is befalling today. This qualitative study sought to examine how this cardinal governance rule was applied during the establishment of the park and how the nature of its execution could have a bearing on the current exhaustion and destructive course. The study used focus group discussions, in-depth interviews, life histories, and observations to collect data. Both, manual content analysis and software-aided qualitative data analysis (Nvivo—12) were applied to gain a sense of the data. The findings of the study indicate that the current unsustainable marine resource practices in the park are, in some measure, a result of inconsiderate, poor, and disingenuous participation exercised during and after the inception of the park in 1995. The study recommends a democratically genuine participatory process in which the most affected, collectively or individually, actively decide on the course of action to address their genuine concerns

    Power Dynamics in Higher Education Policy Reforms in Tanzania, 1990s-2010s: Actors and Interests

    The education policy domain has attracted the concern of many writers in Tanzania. Although much has been documented on educational reforms, there is scarcity of scholarly works on the politics of higher education policy reforms. In light of this context, this article analyses power dynamics in higher education policy reform processes in Tanzania. Drawing from pluralist theory, elite interviews and documentary analysis, the study reveals that, although donors and the Government of Tanzania emerged as central actors in the policy process, with donors having overriding powers in shaping the policy direction and content especially in 1990s and 2000s, Tanzania higher education policy is an outcome of competing demands and interests as different actors struggle to negotiate space in country’s politics and policy process. The article recommends mitigation of overbearing external influence in higher education policy reforms.

    Makala hii inachunguza namna viambishi tamati vya utendeza, {-z-, -ez-, -iz-}, vinavyoathiri urefu wa irabu za neno pindi vinapoambatishwa kwenye mashina ya vitenzi vya Kiswahili Sanifu (KS). Data za utafiti huu zilikusanywa maktabani katika Chuo Kikuu cha Dodoma (UDOM), kwa mbinu ya upitiaji nyaraka; na uwandani, huko Mji Mkongwe, Zanzibar, kupitia usaili. Data zilikuwa vidahizo vya KS vyenye uambishaji nyambulishi ambavyo vilitamkwa na wazungumzaji wa KS, kurekodiwa kwenye kinasa sauti, na kuchakatwa kwa programu ya kompyuta ili kubainisha nyakaa za irabu zinazotokea kwenye matamshi hayo. Uchanganuzi wa data uliongozwa na kiunzi cha dhana ya urefu, urefushaji, na ufupishaji kama zinavyotumiwa katika fani ya fonolojia na fonetiki. Matokeo ya uchanganuzi huo yanaonesha kuwa viambishi {-z-, -ez-, -iz-} vinapoambatishwa kwenye mashina ya utenda ya vitenzi vya KS, urefu wa irabu za maumbo mapya ya vitenzi unaweza: (i) kutobadilika katika irabu yoyote; au (ii) kubadilika kwa kurefushwa kwa irabu fulani, hasa inayotokea kabla ya kiambishi tamati hicho, inayopakana nacho; au (iii) kubadilika kwa kufupishwa kwa irabu ndefu iliyopo kwenye umbo la utenda. Aidha, makala inaonesha kuwa vitenzi vya KS vinavyoishia na mlolongo wa irabu za chini, <-aa>, vinaweza kutofautiana sana na vitenzi vingine vya K.S. pindi vinapoambatishiwa viambishi-tamati vya utendeza, {-z-, -ez-, -iz-}, au viambishi vinginevyo

    Social business environment and transnational corporations’ loyalty: the executives’ perceptions in Tanzania

    The economic growth of the host low-income countries, which depends on foreign investments, among other things, has been impacted by the disloyal behaviours of foreign firms, including transnational corporations (TNCs). The demonstrated disloyal behaviours include the closure of operations and productions, scaling back expansion plans, and shifting income-generating operations to other countries with favourable business settings. This study examines the influence of the social business environment (SBE) on TNCs loyalty towards the host country, Tanzania. A cross-sectional design was employed to collect data from 131 TNCs in Tanzania using a structured questionnaire. The hypotheses were tested by hierarchical regression analysis. Findings reveal that the SBE has a positive and significant effect on TNCs loyalty through social attitudes, language, consumer preferences, and attitudes towards foreign businesses. Other dimensions of SBE, including age structure, gender roles, and the population’s literacy level, have negative and insignificant effects. Among all dimensions of the SBE, language is the best predictor of TNCs loyalty in Tanzania, followed by social attitudes, customer preferences, and attitudes of society towards foreign businesses. Based on the results, it is suggested that policymakers establish consistent social policies that encourage favourable social attitudes and beliefs, local and international language usage and proficiency, predictable customer preferences, and amicable attitudes of society towards foreign businesses to stimulate high TNC loyalty in Tanzania, which is crucial for sustainable economic development

    Macroeconomic Stabilization Effects of Public Expenditures: Empirical Evidence from Tanzania

    This study examines macroeconomic stabilization effects of public expenditures in Tanzania. The study used co-integration and error correction modeling approach to analyze effects of public expenditures on macroeconomic stability. The results show that increase in development expenditure enhances macroeconomic stability. By contrast, the results reveal that increase in recurrent expenditure destabilizes macroeconomic environment. Also, the results show that increase in aggregate government expenditure dampens macroeconomic stability. Thus, to nurture macroeconomic stability, government needs to increase development expenditure in the expenses of reducing recurrent expenditure

    Makala hii inaeleza msukumo wa uwasilishaji wa hisia za watoto kupitia maigizo ya utotoni. Msukumo wa uwasilishaji wa hisia hizo haujawekwa bayana. Hali hii inachangia kutopewa umakini kwa uwasilishaji na uelewekaji wake (Walton, 1990). Nadharia ya Saikolojia Changanuzi, kupitia msingi wa ung’amuzibwete, imetumika kuongoza mjadala wa makala hii. Msingi huo unaeleza kuwa mawazo na matamanio yaliyomo akilini mwa mtunzi wa kazi za kifasihi, hubweteka na kushindwa kutolewa kwa njia ya moja kwa moja kutokana na sababu mbalimbali. Mawazo ya msingi huo yamesaidia kueleza msukumo unaowafanya watoto wawasilishe hisia zao kupitia maigizo ya utotoni. Data za utafiti uliozaa makala hii zilipatikana kupitia njia ya mahojiano[1]. Mahojiano yalifanywa kwa wazazi/walezi, walimu wa shule za msingi, wahadhiri wa taaluma za fasihi, na watunzi wa kazi za kifasihi za watoto. Makala inaeleza kuwa sababu za kimchakato-makuzi na kidhima-tanzu huwasukuma watoto kuwasilisha hisia zao kupitia maigizo tajwa.
