La diplomacia cultural de China en una nueva era de multilateralismo
Get PDFLa diplomacia cultural ha sido un componente de la política exterior de la República Popular China (RPC) desde su fundación. No obstante, solo en las últimas décadas, el gobierno chino la ha empleado como una herramienta estratégica para alcanzar objetivos de gran envergadura, acordes con su estatus de superpotencia y sus aspiraciones de hegemonía global. En este estudio, la autora investiga los recientes esfuerzos de China para fortalecer los intercambios culturales en plataformas multilaterales ya consolidadas y emergentes, tales como la UNESCO, la Iniciativa de la Franja y la Ruta (BRI), el grupo BRICS (Brasil, Rusia, India, China y Sudáfrica) y los foros regionales que el país asiático mantiene con países en desarrollo. Todo esto se aborda a partir de un marco conceptual centrado en las nociones de transición hegemónica, hegemonía y diplomacia cultural. Enfocándose en América Latina y el Caribe, la autora examina sistemáticamente las iniciativas, áreas prioritarias, actores y estrategias que sustentan la diplomacia cultural china en el marco del Foro China-CELAC, evalúa la trayectoria de este Foro en la dimensión cultural y ofrece recomendaciones

Notably, changes in recent years have accentuated imbalances among languages, affected the situation of cultural sectors, and impacted the integrity of information while also providing a platform for influential tech players with unique imaginaries. This is unfolding in an era characterised by an increasing geopolitical competition and a global search for new AI governance frameworks. Most of these issues will likely further intensify in the coming years, with the proliferation of AI agents with whom users will interact in various contexts. In such a scenario, it has become urgent to outline a strategy for the work in the field of ICR in the AI era. Considering the mutual influence between AI and ICR, institutions engaged in ICR should aim to ensure ethical and responsible technology use and emerge as pivotal contributors to the advancement and regulation of AI

Research in the midst of conflict
Get PDFBetween 2023 and 2024, a substantial body of new knowledge on conflict and peacebuilding has been produced by researchers in universities in Sudan and Ethiopia. A total of 47 research studies shed new light on peacebuilding and the causes and impact of conflict in these countries. This research, produced as part of the Enabling University Peace Education (EUPE) project, funded by the EU and British Council, involved more than 50 researchers from fifteen universities situated in or near conflict zones.
The resulting collection of papers offers a wealth of new data, insights and recommendations for government, international aid organisations, local peacebuilders and researchers seeking effective peace solutions
