Migration from Sub-Saharan Africa to Europe
No full textThe European perception of flight and migration is strongly influenced by the idea that people travel to the destination countries because of violence, poverty and lack of prospects as well as being led by the positive impression of better living conditions in the destination countries. However, are these factors enough to adequately explain the steadily growing waves of refugees and migrants? This study investigates this question and presents further reasons recorded in conversations with people wanting to migrate in Sub-Saharan Africa. In addition to the classic reasons, migration is described as a success story that induces many young people to pursue this journey due to the great social pressure on them. A crucial role is played by the belief of possibly being one of the few chosen ones to succeed in a foreign country despite and precisely because of their knowledge about the risks of irregular migration and the frequently miserable living conditions of many migrants. The author concludes that against this backdrop the Eurocentric interests that manifest themselves in the current visa and integration policies are to be scrutinized

Get PDFGermany is one of the key donors when it comes to peace and security initiatives through international organisations such as the United Nations (UN) or the European Union, as well as civil society organisations. Generally, the awareness for an intersectional gender dimension in programmes and projects dealing with peace and security initiatives has increased during the last two decades, also through various funding schemes. By now there exists a relatively comprehensive normative framework around gender, peace and security issues that guides and highlights the different dimensions and entry points to respond to gender specific considerations in peace building, conflict resolution and transitional justice. This paper outlines such framework in relation and relevance to Germany’s foreign policy and development cooperation. To better understand the effects and impact of Germany’s contribution to the implementation of the women, peace and security agenda on the ground, a total of ten projects funded and supported by ifa’s zivik Funding programme have been reviewed to identify good practices and lessons learned

Denn die Geschichte ethnologischer Museen ist untrennbar mit dem Eurozentrismus und Kolonialismus verbunden. Die Kritik an ethnologischen Museen ist nicht neu, doch sie fand in der Museums- und Ausstellungspraxis bislang nicht den entsprechenden Niederschlag - dominante Narrative wurden immer wieder aufs Neue reproduziert. Die postkoloniale Kritik an den Museen setzt nicht erst bei der Aneignung und Unterwerfung von Körpern und Objekten fremder Kulturen an, sondern bereits bei den epistemologischen Konzepten, auf denen die Institution Museum gründet. Wie also können Museen dieser Vergangenheit begegnen? Kann die Umwandlung einer kolonialen Einrichtung in einen Raum postkolonialer Auseinandersetzungen gelingen? Get PDFVor dem Hintergrund der aktuellen Debatte um das Humboldt Forum in Berlin wurde der Umgang mit ethnologischen Sammlungen in Wissenschaft und Gesellschaft zu einem umstrittenen Thema. Ein Ausweg aus der Krise der Repräsentation wird in der Zusammenarbeit mit zeitgenössischen Künstlern und Künstlerinnen gesehen. Postkoloniale künstlerische Interventionen, Artist in Residence-Programme oder Artistic Research-Projekte können einen wertvollen Beitrag leisten, in kollaborativen Prozessen zwischen Wissenschaft und Kunst die Institution zu hinterfragen. Aber tiefgreifende strukturelle Veränderungen müssen die Museen selbst leisten. Denn jenseits des kolonialen Projekts macht es keinen Sinn, die Menschen nach 'Ethnien' und Kulturen einzuteilen. Es gilt, sich jedem gesellschaftlichen Gefüge gleichermaßen unter Berücksichtigung der politischen, ökonomischen, sozialen und kulturellen Verhältnisse aus einer historischen und gegenwärtigen Perspektive anzunähern. An diesen Verhandlungsprozessen wären in Deutschland wie in den 'Herkunftsgesellschaften' unterschiedliche gesellschaftliche Institutionen und soziale Gruppen zu beteiligen, also Museen, Universitäten, Kunst- und Kulturschaffenden, aber auch NGOs und politische Aktivisten. Es geht also nicht so sehr um die Lebensweisen fremder Kulturen, sondern Einblicke in koloniale Herrschaftsbeziehungen in der Vergangenheit und vor allem Ausblicke auf deren Spuren in eine von Globalisierungsprozessen gekennzeichnete Gegenwart. Auf diese Weise könnte vielleicht die Umwandlung einer kolonialen Einrichtung in einen Raum postkolonialer Auseinandersetzungen über historische und zeitgemäße Konzepte von Kultur, Identität und Differenz, über historische und gegenwärtige Praktiken der Ausbeutung, Ausgrenzung und Aneignung gelingen

Criticism of ethnological museums is not new, but it has not yet translated into the exhibition practice accordingly - dominant narratives have consistently been reproduced. Post-colonial criticism of museums is not only levelled against the appropriation and submission of bodies and objects of other cultures, but already starts at the epistemological concepts on which the museum as an institution is founded. How can museums encounter this past? Can the transformation of a colonial institution into a space for post-colonial discourse be successful? Neue Friedensbemühungen und Herausforderungen in den internationalen Beziehungen erfordern daher vermehrt Religionskompetenz und -sensibilität in der Außen- und Sicherheitspolitik - und die Bereitschaft und Qualifikation, mit Religionsgemeinschaften partnerschaftlich zusammen zu arbeiten. Zahlreiche Staaten und internationale Organisationen haben das Friedenspotenzial von Religionen außenpolitisch verstärkt in den Blick genommen, die strategische Bedeutung religionsbezogener Friedenspolitik erkannt und entsprechende Kooperationen initiiert. Die in die Friedensverantwortung genommenen Religionen sowie eine religionskompetente Außenpolitik können gemeinsam einen wichtigen Beitrag für das friedliche Zusammenleben der Menschheit leisten. It asked: How can we stay true to the principle of equality, as enshrined in the Universal Declaration of Human Rights (UDHR), when "othering" has resurged in identity and politics validated by a newly-vocal narrative of "us versus them?" Populist movements formalized by Brexit in the United Kingdom in June 2016 and the election of Donald J. Trump to the US presidency five months later march in lock-step with other racist-nationalist regimes in the Philippines, Turkey, Austria, and so on. Many pockets of Scandinavia, previously models of liberal tolerance, also exhibit similar sympathies. Renewed commitment to the UDHR will not suffice, I’m afraid. Cultural Education and Digitisation

This international context repeatedly provides illustration that the concept of cultural education is not based on a universal understanding. Thus, international dialogue forums are even more important - in particular, when societies are facing similar structural challenges, which also affect cultural education. Digitisation, which is transforming each area of life, is such a challenge. As it constitutes a significant aspect of a fundamental global and local cultural shift, the question of how the challenges of digitisation can be handled is of utmost importance for the extent, form and content of cultural education. It is not only about developing new ways of mediation, but also about understanding digitisation itself as a cultural transformation in order to shape and handle it in the best possible manner."Cultural Education and Digitisation" was the subject of the German‐Chinese expert forum which took place in Berlin from 27 to 30 November 2017. The Mercator Foundation and the China Soong Ching Ling Foundation initiated and funded the event as the second in the German‐Chinese forum "Cultural Education Across Cultural Borders", and carried it out in cooperation with ifa (Institut für Auslandsbeziehungen). This Input summarises the core findings of the expert forum and shows perspectives for connecting digitisation and cultural education in Germany and China. Which discourses determine the debates on cultural education in both countries? Which hopes and concerns are connected to digitisation in general, but also to cultural education in specific? Which perspectives can be shown for future development, and which significance will be attributed to the international dialogue between Germany and China
