    La culture dans les Objectifs de développement durable

    Le Programme de développement durable à l’horizon 2030 est le programme de développement le plus exhaustif et le plus ambitieux que le monde ait jamais connu. La culture fait partie de ce programme. Les Objectifs de développement durable offrent des pistes qui permettront à la culture de s'épanouir, mais la culture contribue également à la réalisation des ODD. L'Union européenne et ses 27 États membres se sont engagés à respecter ce programme mondial. Si l'Europe a beaucoup à apporter, elle a également beaucoup à apprendre. L'objet de cette étude est double. Son premier objectif est de faire le point sur les progrès réalisés par l'Union européenne pour atteindre les objectifs culturels et les cibles de l'Agenda 2030. Cinq ans après l’adoption de l'Agenda 2030, où se trouve l'UE ? Étant donné qu'il ne reste plus que dix ans pour réaliser les ODD, où l’UE se dirige-t-elle? Deuxièmement, le document va explorer un nombre limité de priorités politiques potentielles. Comment l'UE et les États membres peuvent-ils maximiser leur impact?     The physical and psychological wellbeing of human rights defenders is key to the sustainability of their difficult and demanding work. This publication supplements the 2019 Barcelona Guidelines that provide principles to guide the work of wellbeing support providers (e.g. coaches, therapists and mental health professionals) and coordinators of temporary international relocation initiatives. It collects best practices and concrete examples from different initiatives on the topics of social networks and support for relocated persons (such as recreational and educational activities, local friendship or professional networks, counselling or therapy), integration of wellbeing activities in relocation plans and wellbeing of staff and supporters of relocation initiatives

How can threatened civil society actors make an informed decision on whether return to their home countries or prior work locations can be safe? Which mechanisms can host programs include from the beginning to plan for return, and to assess the conditions for return? How can post-return follow-up and reintegration be supported? This study identifies challenges and best practices for planning safe return, and gives recommendations for program managers of how to support civil society actors in their decision-making and planning life after relocation

    Cultural and Creative Industries Supporting Activities in Sub-Saharan Africa

    Over the last 20 years, the power of cultural and creative industries (CCIs) as enablers and drivers of sustainable development has been broadly recognised. They are viewed as critical to social cohesion, social and economic transformation, and political stability. For this reason, it is important to explore and analyse what kind of CCIs supporting strategies, programmes and projects are in place in Sub-Saharan Africa, how they are working and their practical impacts. Furthermore, to deeply understand these dynamics and be able to provide accurate recommendations, this research looked not only at the practical cases of programmes developed multilaterally by the EU but also those developed individually by European countries’ cultural institutions. The authors show how, where and why CCIs programmes are implemented and put forward a case for more sustainable projects with a stronger focus on local ownership

    第三届中德论坛曾于2018年11月在北京与天津举行。研讨重点是创意性与创新力,尤其在针对文化教育所具有的重要性与潜力方面进行了深入探讨。针对跨文化教核心概念所进行的跨文化对话,在很大程度上要求对自身所持有的传统观念与立场进行反思。我们打算通过以下研讨报告更有成效地应对该等挑战。“创新”是文化教育背景下的一个流行术语。在德国针对文化教育所进行的探讨方面,对创意的具体理解与国际公认的观念有所不同。这种对历史根源所进行的独特解释可以追溯到欧洲现代教育学历史。该等因素导致了教育改革,但也导致了今天对创意与创新所持有的批评态度,而其中创意作为一种规则与规范的游戏 ‐ 一方面超越了内心的浪漫主义思想,另一方面则体现了资本主义的自我营销。它在一定程度上对东西双方对话所存在的重大差异,但同时也存在的相似之处予以解释,使相互了解的距离拉得更近,而且使相互学习的愿望成为可能

    In 2017 EU ministers said that culture is “an essential part of the EU’s international relations.” But the EU is a new-comer to the field of cultural diplomacy and its policy is still in its infancy, both conceptually and in terms of implementation. Many questions remain unanswered. How to draw the line between cultural relations and public diplomacy on the one hand and propaganda on the other? How to steer clear of neo-colonialism? How to encourage European governments, who are prone to national cultural show-casing, to work together and derive strength from unity?
