Relocating Artists at Risk in Latin America
Get PDFThis study is a mapping of existing temporary relocation programmes and support networks for artists and cultural workers based in Latin American countries. It investigates the prerequisites for partnerships between arts institutions and human rights organisations as a means to better protect artists at risk and to promote artistic freedom. The human rights and the arts sectors approach these aims from their different perspectives, with different terminology and different focuses. The study calls upon these two sectors to develop synergies in their strategies to better meet the needs of artists at risk in Latin American regional contexts in all their diversity. As such, the study provides insights into current developments, e.g. in Mexico, Argentina, Costa Rica and Colombia

Get PDFThe concept of “soft power” entered public debates after the color revolutions in Georgia and Ukraine and what was perceived as Western tactics aimed at destabilizing Russia. As a counter-reaction, Russia pursued a much more active cultural, educational, and information policy abroad. Two trends are evident here. The promotion of Russian language and high culture aims to strengthen Russia’s image abroad and maintain its influence in post-Soviet countries. On the other hand, a more aggressive information policy seeks to undermine the West and discredit its values and thus present Russia as a potential antithesis. Overall, the Russian ECP approach is characterized by pragmatism and awareness of its geographic limitations. Without the need for further investments, Moscow is working to consolidate its digital & media presence and become a ‘virtual power’

Jahrhunderts eine spezifische Veröffentlichungspraxis im Kunstkontext bezeichnet: Kunstwerke, Dokumente und Artefakte werden in Konstellationen eingebunden und gezeigt, um Rezipient:innen aufzuklären, zur Reflexion ihrer Wahrnehmung und Selbstwahrnehmung anzuregen und als Mitspieler:innen in kommunikative Aushandlungsprozesse zu involvieren, die die Grenzen der künstlerischen und individuellen Freiheiten, der Toleranz und der Akzeptanz von Andersartigkeit, von Wissen und Nicht-Wissen austarieren. Kuratorisches Handeln findet auf der Basis historischer Voraussetzungen statt. Es leitet sich ab vom Recht auf Bildung und Mitsprache in einer Zivilgesellschaft, beruht aber zugleich auf Hierarchien und diskriminierenden Exklusions- und Marginalisierungsmechanismen der westlichen Moderne. Unter Berücksichtigung von Pierre Bourdieus Modell der Bildung von Allianzen werden kuratorische Praktiken vorgestellt, die sich eignen, hegemoniale Muster zu durchbrechen und transkulturelle Austauschprozesse anzustoßen
