    Turkey describes foreign cultural and educational policy as a key factor in its “2023 Vision” to mark the centenary of the Turkish Republic. In a 2017 speech, President Erdoğan remarked that Turkey must “exert strenuous efforts, study hard and sweat blood to obtain cultural power” (Presidency of The Republic of Turkey, 2017).     Over the past decades India has created a steadily growing Indian presence abroad, mostly carried by its interdisciplinary Indian Cultural Centres and the deployment of “Indian Chairs” for Indian studies or Indian languages to higher education institutions. The arms-length Indian Council for Cultural Relations is the most important body charged with ECP. Through this body, the Indian government also offers upwards of 3,000 scholarships to international students seeking to study in India.     “Public diplomacy” in the United States’ understanding is primarily intended to support the goals of U.S. foreign policy and protect national interests and security by influencing the public abroad with its media and outreach strategies. The cultural and educational promotion plays a rather subordinate role. Characterized by a fragmented, heterogeneous structure of largely independent actors, the ECP system reflects the national understanding of culture, which should be completely independent of the State. Perhaps exactly for this reason and thanks to strong economic performance, the U.S. cultural exports have thrived, and no other country can match its worldwide influence. In fact, due to the success of U.S. media and culture, the government has at times worked to shape the content of cultural products to make it more amenable to American interests

Foreign media not only want to reach countries as well as politically and economically important target groups, but also see themselves as competitors in a quest for international sovereignty.
