punës në komunat e Republikës së Kosovës janë ndër qëllimet kryesore
të institucioneve lokale dhe Ministrisë së Administrimit të Pushtetit
Lokal. E tërë kjo për të bërë plotësim të nevojave dhe realizim të
shërbimeve publike të qytetarëve përmes vetëqeverisjes lokale,
përkatësisht Komunës së Ferizajt në kohë dhe në formën e duhur. Ky
hulumtim është i përqendruar në reformat që janë duke u aplikuar në
administratën e Komunës së Ferizajt, më saktë në ato për elektronizimin
e punës dhe vendosjes së mënyrave të reja që përshtaten me kushtet për
ofrim të shpejtë dhe korrekt të shërbimeve nga ky institucion. Qëllimi i
këtij studimi është i përqendruar në atë se sa ndihmon e-administrata
në përshpejtimin e procedurave dhe në kryerjen e punës nga ana e
zyrtarëve të Komunës së Ferizajt. Është bërë identifikimi se cilat janë
vështirësitë dhe sfidat që shfaqen gjatë realizimit dhe krijimit të një eadministrate
efektive për udhëheqësit dhe zyrtarët komunalë që ofrojnë
shërbime në aspektin e përgatitjes së tyre dhe aplikimit në praktikë të
këtyre reformave
Public Relations influence in media during election campaigns
Increasing and strengthening the MP’s industry has impacted directly media content. Nowadays in Albanian media is almost impossible to find TV programs, talk shows, news, newspapers, magazines, etc. that public relations to not be noticed. The main reason is that media and public relations are highly correlated. We can underline that the presence of public relations in media is higher during the election campaigns because in the political department of media are political parties, politicians that try by all means to influence the editorial line to meet their goals. This study aims to show how public relations impact media content especially during election campaigns. Research questions of this study are: how public relations impact quality of information communicated to the media? What is the role of public relations in the so-called “agenda settings” of media? Does the media financial crisis affect the journalism – public relations relationships and if so, how? To conduct the study we are based on empirical data, interviews conducted with stakeholders in the field of media as journalists, editors, previous studies, etc
Organization and functioning of Public Administration in the Republic of Kosovo
Mentor: Prof.Ass.Dr. Mersim MAKSUTIPublic administration aims to regulate the functioning of society. Public administration is a mediator between the government, civil society, private sector and citizens. Only with a developed public administration, professional and accountable, the country can be efficient and functional. Reforms in public administration in our country after independence as a sovereign country, represent an important dimension of the priorities of the Government of the Republic of Kosovo, to create a modern administration, although it remains necessary to proceed in further reforming of public administration .
The current reforms are based on laws, regulations and standards for internal organization and systematization of jobs in the state administration, which regulate the organization and operation, method of work and decision-making procedures, cooperation with other institutions provided by the constitution and other legal acts that define the guiding principles of our country and the Law on State Administration which includes the organization of state administration in the Republic of Kosovo, being harmonized with the Constitution of the country and the standards of the European Union.
This paper discusses the organization and functioning of the state administration of the Republic of Kosovo, including a brief historical summary of the management structures of the United Nations more specifically by UNMIK, moving from the common administration with UNMIK into self-governance. Acceptance of criminal liability of the legal persons in the South East Europe countries – the solution of legislator in Kosovo
The issue of criminal liability of legal persons is currently a concept that has been raised worldwide, as result of the growing influence of legal entities, in all areas of economic and social life, thus enabling the potential for committing many criminal offences on their behalf and benefit. After a long tradition in the "Common law", in recent decades the corporate criminal liability is also accepted in the countries that are part of the "Civil law" as a response to the need of protecting from corporate crimes. This trend has existed also in the South East Europe countries towards regulation such liability (Kosovo, Bosnia and Herzegovina, Albania, Serbia, Croatia, etc.). In this paper we will analyze in the comparative aspect the legal solution in the South East Europe countries. In particular, we will address the main aspects of criminal liability of legal persons in the Republic of Kosovo
European Media Law
The right of the media in terms of its content generally includes issues related to various legal fields such as public law, civil law and criminal law. General regulation of information and public and private communication is one of the primary goals of the law on media in general ensuring communication infrastructure, diversity of opinion, protection of media users, data protection and youth, protection of intellectual property etc. The European Media Law (or entertainment law) as a new area of law has its beginnings in the reports of two parliamentary groups of the European Parliament published in the 1980 television policy. While codification of European media law began with the issuance of Directive (89/552 ECC) ("Television without borders") of the European Economic Community. Normative regulation of European media law derived from primary and secondary sources of European law. Corporate security in the region of the western balkansavn
The work has descriptive character, consisting of several related units, the introduction would be based on empirical description of the topic, which we will process through presenting genesis and formation of modern concepts related to the cooperative security legislation. Historical emergence of corporate security system of the EU, to the description of the corporate security as strategic business functions, which presents aspects of corporate security, its relationship with other business functions, and to demonstrate the role and importance of corporate security for a successful business in modern conditions is the goal of this work. Uniquely display various aspects of the design process of corporate security: the structure of the organizational unit for corporate security, features and profile of managers, as well as other jobs of integral security organizational units. All this points to the importance of establishing the modern concept of corporate security legislation and regulatory framework in which acts corporate security. Autorpresent the transition development of activities of cooperative security, through the formation of legal regulations, which they were going through and adapting to different systems and political authorities through which Europe and Bosnia and Herzegovina were passing through their long history. The genesis of job creation in the field of corporative security business in Bosnia and Herzegovina, as well author describes comparisons of short comings of our legislation in relation to the EU, but only the part that relates to the operation of the establishment and functioning of law and business in the domain of larger companies. Description of the importance of infiltrating this activity in the security system of all countries of Europe, as irresistible part of security system of each country that can response to all requirements that are in its domain. In the end, author analyze the work of large companies and their respect of law, pointing to both positive and negative sides, indicating to possible solutions that would contribute to and lead to establishing an integrated and strong system related to corporative security
