    The issue of Kosovar identity

    With the re-proclaimed independence of Kosova on 17 February 2008 and with the foundation (establishment) of Kosova’s state among the public opinion began to circulate the idea that “since Kosova became a state, now we can also find the “Kosova nation”, because every state should have his own nationality, different (divers) by other national-states. The aim of this study is to argue that the idea of the Kosova state has not born with the purpose to create the new national identity of Kosova’s people (so the Kosovo nation) because the Albanian national identity of Kosova has been solid, established and determined. Besides the political unit not necessarily imposes the changing the national identity of the people (even if in the occupation circumstances). In fact, the efforts of Kosova people for liberation, independence and state building had the aim to protect guarantee and cultivate their determined and formed Albanian national identity which was being violated by Serbia. The paper will explain the idea that the “Kosova identity” as the “new national identity of Kosova” is more an artificial construction that ignores the historical and political conditions on the road of Albanian of Kosova for independence, than a real natural identity aspiration of Kosova’s people. Moreover, this idea is in contradict with the theoretical principles of modern nation building in general. At the end, will be concluded that Kosova state was projected from elites and the people of Kosova as a second Albanian state, temporarily unable for the union with the (natural Albanian state), Albania, so the “Kosova’s identity” is only an Albanian sub-identity with distinguished characteristics, but this is normal for all the modern national identities. As an actual obstacle of natural compliance of the Albanian identity with the state of Kosova are the “Ahtisaar principles” of the actual Republic (the republic of 17 February); which the political elites of Kosova after 2007 accepted as a compromise for the “recognition” of Kosova independence from the Security Council of UN (even after this compromise the council does not recognize Kosova’s independence)

    Complaints and appeals related to election process-necessity for change

    Republic of Kosovo has declared independence in year 2008. After the act of declaration of independence, a few months later, the constitution of Republic of Kosovo had entered into force and a series of new laws that regulated certain segments of social life in Kosovo. Among others, the law on organizing elections in Kosovo, which among other things, defined the responsible body for organizing elections and referendums but also the body for review of complaints and appeals that are related to all aspects of election organization in Kosovo. The defined body for such matter, Election Panel on Appeals and Complaints, regarding the method of establishment, composition and operation, constitutes a somewhat special case from practices that can be found in different countries but whom have similar specifics with Kosovo. Therefore, since these issues are of immense significance for each democracy and constitute a strong proof of the function of the legal state, especially for Kosovo which is considered a very young democracy, and since elections are generally a very challenging process for the entire society and for bodies responsible for their organization and progress, especially, the role and function of this organ, were frequently a subject of numerous debates very often followed with requests to change and to transfer this responsibility, review and settlement of complaints and appeals that are related to elections, directly to judicial bodies

    Albanian online media and its patterns of functioning

    The establishment of the first informative websites in Albania has a relatively short history that goes somewhat more than a decade. Currently, online media in Albania is an undeniable reality, which have brought many positive innovations in the media industry, consequently they are also accompanied by some problems. The nature of these information portals or various blogs of journalists, which run toward last-minute news, is also driven by the existing great competition between them and somehow has brought a difficult relation with their credence regarding the information they publish. Being suspicious on the authenticity of the information, the audience often tends to read the same information in several different pages. Online media, as the entire media market, needs financial income to survive and continue the activity. But, how can these online medias provide financial income? What are their relationships with the advertisers and how has changed the behavior of the last ones in the distribution of advertising budgets. On the other hand, these new media have created an additional market for young journalists or reporters, who now constitute a significant community. Even though during the first few years of the last decade there was a community of journalists only working in a television, newspapers or radio, now there is already a large number of reporters engaged full-time or part-time only in online media. looking at this new media reality, it arises the need to study about the status of journalists employed in these portals. How are they treated financially? Does their professional commitment differ as they are employed only in an online media? How does their status change in relation to the source of information compared to their peers in traditional media? This study aims precisely to seek answers to questions raised about management models of online media in Albania, its relationship with the credibility and status of journalists employed in these medias. This study will be based on analyzing the operating models and conditions of the following informative websites: balkanweb.com, albeu.com, gazetastart.com, noa.al and lapsi.a
