Addressing this topic would also highlight the legal deficiencies and gaps of our positive legislation in the addressing of special administrative cases and reflect a lack of efficiency and effectiveness of public and state administration bodies in solving various administrative issues.
Therefore, the question is how the majority of such cases end in dispute administrative proceedings in front of the competent courts?
During the addressing there will be the collecting and analyzing of numerous scientific materials, publications, monographs and supervisory reports of various administrative bodies, through which will enable a comprehensive review of such procedures. Research will focus on the scientific, legal, historical, sociological, empirical and interview methods and other methods that can be applied during the research process.
From such comprehensive research of special administrative procedures our expectations are oriented in the encouraging stimulation of state and public administration bodies to increase their capacity and efficiency to more complex treatment of these procedures, where as a result thereare more legal gaps

Wood in Architectonic Identity – An Overview of Wood-based Architecture Development in Kosovo
Get PDFTraditional wooden architecture is a valuable heritage of Kosovo, developed in relation to local climate, geographical position, political circumstances, diversity of cultural influences, material accessibility and skills in construction techniques.
In this context, this paper investigates building typologies in two terms: traditional building systems and applied to contemporary structures, by analyzing and classifying their structural elements as well as interpreting the architectural values. A brief chronological description is given, and detailed explications follow. Technical details of construction methods and figures are presented based on a literature review and field survey of both historical and contemporary timber architecture. Furthermore, wooden decorative handcraft of Kosovo popular craftsman, which takes a considerable part of traditional house, is described.
In conclusion, this paper asserts some clear results that are categorized, therefore subsequent suggestions are provided. Suggestions are addressed toward the significance of traditional and contemporary timber architecture, the importance of preservation and further development of wood-based application

për informimin e publikut që ndodhet përtej rajoneve që u përkasin, është
tema e këtij punimi. Ndonëse në kuptimin klasik të fjalës, media lokale dhe
rajonale përfshinë interesin e lokalitetit dhe rajonit që mbulon, në ditët e
zhvillimeve të shpejta teknologjike, kjo duket se nuk ka kuptim. Mediat
lokale të licencuara pranë Komisionit të Pavarura për Media, emetojnë
program nëpërmjet rrjeteve kabllore duke mbuluar kështu hapësirë të gjerë të
territorit po aq sa mediat nacionale të cilat emetojnë edhe nëpërmjet rrjetit
tokësor. Zhvillimi i mediave lokale në përputhje me mundësitë online të
informimit është një proces tjetër, por që zhvillohet me hapa më të
ngadalshëm. Në këtë punim analizohet përmbajtja e lajmeve të postuara në
llogaritë e tri televizioneve rajonale në facebook si platformë më popullore
në Kosovë. Televizionet rajonale për të cilat bëhet analiza janë; TV Prizreni
dhe TV Opinion që mbulojnë rajonin e Prizrenit si dhe TV Tema në Ferizaj.
Nga metoda kualitative e hulumtimit rezulton se lajmet që prekin interesat e
banorëve lokalë dhe lajmet që për subjekt kanë aktivtetet e komunave
përkatëse përbëjnë kryefjalën e përmbajtjes. Por hapësirë gjejnë edhe lajmet
që kanë si burim informacioni të drejtpërdrejtë, drejtuesit e institucioneve
qendrore. Nga intervistat me drejtues të televizioneve, kuptohet se mediat
lokale nuk u kushtojnë shumë vëmendje shërbimeve online të informimit.
Kjo ndodhë për disa arsye, në plan të parë, vështirësitë financiare me të cilat
ballafaqohen, më pastaj edhe mungesa e burimeve njerëzore

Learning a foreign language is viewed from a more complex perspective, rather than simply learning its vocabulary or grammar, or the four skills of learning a language (reading, listening, speaking and writing). While they are highly important when learning a foreign language, there is still more. What is also expected from students is to be better communicators in today’s globalized world, i.e. a world of people from different cultures and backgrounds living together in a community. The interaction or communication between the members of this community does not mean that we should only speak the same language, but we should learn more about the culture, the customs, the communication behavior and many other characteristics of the people we communicate with. As a result, intercultural competence has become important among scholars who discuss or analyze foreign language learning and intercultural learning
Transformimi i mediave lokale në Kosovë dhe debatet për çështje publike
Get PDFPër ta ushtruar aktivitetin e tyre mediatik, televizionet në Kosovë duhet
të licencohet në Komisionin e Pavarur të Mediave (KPM). Ky organ
kompetent për rregullimin, menaxhimin dhe mbikëqyrjen e spektrit të
frekuencave të transmetimeve, lëshon licenca për televizione nacionale,
regjionale dhe televizione lokale. Por, Kosova e ka pasur si kusht nga
Konferenca e Gjenevës që të kalojë televizionet në platformën digjitale të
transmetimeve deri në qershor 2015, gjë e cila nuk ka ndodhur.
Punimi trajton këtë fazë kalimtare dhe transformuese nëpër të cilën
kalon vendi i cili nuk është as anëtar i Unionit Ndërkombëtar të
Transmetimeve (ITU) ndonëse merr përsipër detyrimin e rregullimit
frekuencor. Në këtë periudhë tranzicioni nga transmetimet analoge drejt
transmetimit digjital, televizionet lokale në Kosovë, ndonëse me licencë
lokale, arrijnë që programet e tyre t'i ofrojnë në të gjithë Kosovën në sajë të
veprimit të operatorëve kabllorë. Por, programi dhe cilësia e tij mbeten për të
dëshiruar. Debatet për çështje publike në televizionet lokale ose huazohen
nga televizionet me frekuenca nacionale, ose debati shndërrohet në hapësirë
vetë-reklamuese për politikanin. Megjithatë, televizionet lokale që mbushin
programacionin e tyre me muzikë e filma, vazhdojnë të mbijetojnë në
periudhën e transitore, para kalimit të platformën digjitale
