RESILIENCE IN CHANGING POLITICAL AND SOCIAL ENVIRONMENTS: THE GARRI PASTORALISTS IN SOUTHERN FRONTIERS OF ETHIOPIA
While conflict and the resulting damage to livelihoods displacement are commonly seen as socio-economically and politically disruptive, yet it is essential to recognize that they can also present opportunities for social transformation and collective continuity. This study used historical methods to examine how Garri communities cope with recurring displacement and instability. Through historical analysis and interviews, the study explores Garri's resilience in a complex political setting. Garri's ability to handle crises and create stability is influenced by their historical experiences, cultural adaptations, and strategic alliances. Particularly, the Garri shift from reactive to proactive resilience helped them maintain their collective continuity and ontological security. The town-making and commercialized pastoralism highlights their adaptability to uncertainties and proactive response to evolving circumstances. Proactive resilience is irreversible, sequential, autonomous, and result-oriented. Therefore, Garri's resilience mechanisms reveal multifaceted narratives of adaptation, transformation, and strategic response, offering valuable insights into the complex dynamics of survival, living with and adapting to uncertainties, and community rebuilding within a dynamic environment. The study argues that conflict and displacement, despite their hardships, should be viewed as opportunities for collective development and continuity. Communities can achieve ontological security and collective continuity by adopting proactive resilience mechanisms and seeking constructive solutions
SOME IMPORTANT ASPECTS USED IN ENHANCING STUDENTS’ PROFICIENCY WHILE TEACHING SPECIALIZED ENGLISH
The teaching of specialized English encompasses a multifaceted approach that integrates the four fundamental language competences - writing, speaking, reading, and listening - within the context of specific professional domains. This article synthesizes the most important aspects in teaching specialized English, elucidating the significance of genre-based instruction, authentic materials, task-based learning, and formative assessment in fostering language proficiency and disciplinary literacy. Drawing upon theoretical frameworks and empirical evidence, we delineate pedagogical strategies and approaches that empower learners to navigate the complexities of language use within specialized domains with confidence and competence. Knowledge of specialized English is an indispensable tool for people who want to excel in various professional fields, where effective communication is essential for success. That is why teachers should analyze thoroughly the students’ level of English and provide them with necessary information and authentic materials in order to develop their skills and help them become high quality specialists in their domains
LAND-USE AND TRANSPORT INTEGRATED PLANNING AND MODELLING IN CLUJ-NAPOCA, ROMANIA
The paper presents an example of successful reconversion of an industrial site located in the built-in area of Cluj-Napoca, Romania. This case study shows that land-use and transport integrated planning can be effectively implemented when a transport-oriented development (TOD) is designed for the redevelopment of an industrial site. Using TOD principles identified in the Romanian law and the technical criteria identified in the scientific literature, Sanex platform is analyzed to demonstrate it is a TOD. This would be the first documented TOD designed in Romania. A model is developed for TOD Sanex to estimate the impact that the redevelopment of the industrial platform into a multifunctional area will have on the local traffic. In this regard, two scenarios are analyzed – present scenario and future scenario after completion of the redevelopment. Two variants of the future scenario are discussed in connection to the Northern Mobility Corridor (CMN), the main project in implementation in the area, which is designed as a complete street. The results demonstrate that the induced traffic wouldn’t have a considerable impact on the local traffic now or in the perspective of the redevelopment. It can be integrated by the street network, which could operate in appropriate conditions. Considering the need of revitalization of the urban and rural industrial sites at the national scale in Romania and the benefits of TOD, a methodological framework in four steps is proposed. This framework would be a helpful support in the sustainable urban reconversion process, especially to achieve the reduced impact over the built environment and urban mobility
OVERSIZED ROAD TRANSPORT - PARTICULARITIES, REALIZATION CONDITIONS, PROBLEMS AND DEVELOPMENT PERSPECTIVES
Transport is in continuous evolution, regardless of the activity sector. Road transport faces various obstacles, and their management is a crucial part of planning and executing bulk transport operations. One of the main obstacles is the low height of bridges or power lines along the planned route. To avoid collisions with these obstacles, detailed studies of the route are carried out, identifying potential conflict points in advance. Preventive measures such as temporarily raising power lines or temporarily changing the height of bridges can be implemented to ensure the smooth passage of oversized cargo. Ground communication routes with a curved axis represent another limiting factor in oversized transport. Solutions include planning routes to minimize the number of bends or using special trailers with directional axles. These trailers allow for easier cornering and ensure that the transport can cross terrain with difficult geographical features. The necessary authorizations also represent a major obstacle. Oversized transport often involves dimensions and weights that exceed the usual limits, which is why it is mandatory to obtain authorizations issued by competent public authorities. But this stage, by way of consequence, determines the legality and admissibility of carrying out transport operations. To manage obstacles in oversized transport, a proactive approach is essential, with detailed route analyses, the implementation of appropriate preventive measures, and compliance with applicable regulations. These solutions contribute to the efficiency and safety of oversized road transport, ensuring harmonious integration in the context of the existing infrastructure
SELECTION AND EVALUATION OF TRANSFER TECHNOLOGIES
Technological development is not a process determined only by the technology itself, the characteristics of which are largely decisive. Technology must be absorbed by an initially foreign system, in which a series of process-factors manifests itself, such as: strategy, top management, organization (company), technology and environment. The results are determined by each of these factors, but especially by the interactions, the connections between them. This paper develops a methodology for selecting and evaluating technologies for transfer based on groups of evaluation criteria (strategic, financial, industry / market technology consumers, internal, technological specifications, intangible effects) with the assignment of points (prioritization) starting from the performance descriptors for each criterion. The role of performance descriptors is not only to elucidate the relative value of technologies, but also to do so as objectively as possible

EFFECTS OF INTEREST RATE STRUCTURE AND ENERGY PRICES ON MANUFACTURING OUTPUT IN NIGERIA
Until recent years, the performance of the Nigeria’s manufacturing sector has been characterized by downward pressures. Given the present shocks in the global energy markets and upward review of borrowing costs by the Central Bank of Nigeria, the historical developments around the manufacturing output appear to be subject to renewal. Consequently, this study investigates the impact of interest rate structure and energy pricing on the Nigerian manufacturing output from 1980 to 2021. Secondary data obtained from World Development Indicators and the CBN’s Statistical Bulletins were anchored by an autoregressive distributed lag (ARDL) model and error correction modelling. The findings revealed that manufacturing output is inelastic in its response to changes in interest rate while it is elastic in its response to energy price. This is less puzzling as the Nigerian manufacturers seem to favour availability of credit facilities over low interest rates. Also, productive activities respond immediately to a given shock in the energy price, especially the price of diesel. On this basis, this paper concludes that energy pricing is a strong predictor of Nigeria’s manufacturing output. Consequently, policy makers should institute a preferential treatment on energy distribution towards the manufacturers. This would make production more attractive, thereby boosting their capacity utilization
SUPPORT FOR YOUNG ENTREPRENEURS AS A PRIORITY FOR ECONOMIC DEVELOPMENT
The development of entrepreneurial interest among young people represents an important alternative in terms of using the potential of young people. Youth unemployment represents a significant loss of human capital that could contribute to economic growth. The last challenges that young people faced (mass emigration abroad, general demographic decline, the COVID-19 pandemic), shows that it is absolutely necessary to support young people in starting their own businesses. Analysing the experience of the European Union in supporting young entrepreneurs, we found that the inclusion of young people in economic activity is characterized by certain specific difficulties. Based on the obtained results, we can conclude that most of the analysed countries aim to develop entrepreneurial skills among young people through various mentoring and coaching programs, the dissemination of good practices and the sharing of experience. For the Republic of Moldova, the experience of the analysed countries demonstrates that the main support for young people to be interested in entrepreneurship, as a way of self-employment, is the promotion of public policies that must clearly indicate the need to develop and promote entrepreneurial education and culture, including the development entrepreneurial skills and an entrepreneurial mindset at all levels of education
