    The The Cooperation Between the Philippines and China in the Field of Culture, Education and Tourism (2001-2021)

    Cultural exchange is becoming increasingly significant in international relations as a result of globalization. The use of culture as a new and independent kind of diplomacy in global relations is highly valued by countries all over the world. In their bilateral relationship, the Philippines and China are highly active in building cultural diplomacy to improve mutual understanding, cooperation, and friendship, and settle issues and conflicts of interest through peaceful means, in addition to political and diplomatic accords. To clarify the cooperation process between the Philippines and China in the fields of culture, education, and tourism, the author has flexibly applied statistical, analytical, synthesis, and systematic methods, as historical and logical methods to contribute to the research work. From comparative and contrasting analyzes throughout the history of cooperation between the two countries in the first two decades of the 21st century, the author clarifies the achievements of cooperation through cultural diplomacy, thereby proposing some solutions for the two countries to maintain good relations, contributing to promoting the friendship between the two peoples

    A Case Study on the English Teachers’ Knowledge of Formative Assessment

    Effective educational decisions founded on learning evidences demonstrated by the students make the learning process more relevant and significant to both the teacher and the learners. Corollary to this, instructional adjustments which cater to the diverse learning needs of the students require teachers to be substantially prepared in terms of content, process, and strategies so that students may be provided with the necessary learning scaffold and the desired learning outcomes may be achieved. Studies have advanced that teacher’s knowledge and preparation are directly linked to practice and are significantly related to student learning performance. Adapting Bremner’s (2014) The Knowledge of the Formative Assessment Survey as framework, the study looked into the knowledge of formative assessment of English Teachers among the select State and Local Universities and Colleges in Cebu City. Findings revealed that teachers demonstrated knowledge on the functions of learning target such as setting the direction of learning, setting the criteria for success, aligning instructional and assessment activities with purpose, but not on specifying learning outcomes. Also revealed is the teachers’ knowledge on the essential focus of monitoring students’ learning such as the nature of students’ activity, timely recording of data, and the alignment of activity with the purpose, but not on reinforcement and follow up. Finally, the teachers demonstrated knowledge on the timeliness of giving feedback, its alignment to the learning target and the amount of feedback given, but not in terms of assisting students’ learning

    Career Development and Attributes of Scholar Graduates from State Universities in Region 8, Philippines

    Career success calls for certain individual attributes that would contribute to one\u27s achievement and satisfaction of career goals, and build a harmonious relationship with everyone in the workplace. This study assessed the career development of scholar-graduates and their graduate attributes. The study employedamixedmethod embedded research design involving participants based on the list fromthe science scholarship institute. The respondents totaled 81which constitutes37% of the total population.AmodifiedTracer survey instrument of CHED and a researcher-made interview guide were employed. Scholar-graduates were contacted through Group Chat messenger while others were informed through their batchmates\u27 referral. Quantitative and qualitativedatawere collected and analyzed at the same time. Based on the findings, the career status of the scholars in terms of eligibility, training, advanced studies, and employment status aremostly in place and they have the ideal attributes geared towards reaching career success but a fewhave no eligibility, no advanced studies and are working at a non- S&T track. Moreover, scholar-graduates have understood and experienced these attributes at the university. Thus, together with other factors that help shape them, these are nowbeing demonstrated and utilized in theworkplace at a great extent. The notable finding includes scientifically-inclined attributes under competencies that are not shown as the dominant graduate attributes compared to other attributes alongwith values and qualities. It is then recommended to enhance the academic courses, maximize instructional strategies, and strengthen the scholarship program to enhance scientifically-inclined attributes among science scholars

    Exploring the Lived Experienced of Young Motorcycle Drivers from Motor Vehicular Accidents (MVAs)

    Road crashes are leading causes of traumatic injury in the world and themotorcyclists are always the most endangered. MVAs have been found to be the single leading cause of posttraumatic stress disorder in the general population. Encountering an accident can have profound effects on a young person’s life. Understanding the meaning of the accident among young adults is vital, so as to fully extrapolate the significance of the experience and the lessons they learned from this fall. This study utilized the Hermeneutic Phenomenology to explore the meaning of the experience. Five (5) male young adults who encountered a motor vehicular accident within the localities of Cebu, identified after data saturation was reached,were the participants of the study. After consent was signed a recorded interview was done to explore the experience of these informants. Subsequently, transcription were made by each researcher, the data were then compared and condensed to draw a common ground. Using the Interpretative Phenomenological Analysis (IPA), three themes emerged from the 35 significant statements of the informants. The first theme, “The Red Light”, talks about the trauma that caused a standstill. “The Yellow Light”, the second theme, refers to proceeding with caution; this has two subthemes namely, “Blind Curve” which gives significance to being focused and “Slippery When Wet” which entails the avoiding distractions. The third and last theme, “The Green Light”, refers to moving on. These inspired the creation of the poem entitled “Dust After the Fall”. The study gave light for the need of holistic care for these victims, that however minimal the injuries may be, trauma can still be experienced. This will also assist in reshaping the driver’s mindset when driving and additional measures may be implemented to ensure road safety

    Municipal Level-Democratic Dialogue Towards Empowerment and Genuine Community Development: The Municipal Talakayan Experience

    The “Municipal Talakayan” (Talakayan for brevity), translated in the Visayan Dialect as “Panaghisgutay” is an internal evaluation tool which brings together the local stakeholders (Municipal Inter-Agency Committee, Barangay Captains, Civil Society Organization representatives and community volunteers/ members) to a municipal level democratic dialogue. It is both a diagnostic and capacity-building tool. As a diagnostic tool, it assesses the level of and changes in the development of the municipality of the broader development context and existing local process. As a capacity-building tool, it enhances awareness and understanding of the roles and responsibilities of all the stakeholders in local development and governance. The goal of the Talakayan which is to build local capacities is best achieved through knowledge generation, sharing and collaborative self-assessment among stakeholders. Building of local capacities in turn is attained through empowerment. Empowerment is defined as a person’s capacity to make effective choices; the capacity to transform choices into desired actions and outcomes (Alsop and Heinsohn). The stakeholders generally receive the talakayan activity with positive feedback however, there are some concerns and challenges as drawn out from its participants especially from the first talakayan run. To these participants, the objectives of the talakayan are attained, namely: raise awareness of the people on the development initiatives of the municipality, provide an avenue for dialogue of all stakeholders, and proper use of data for planning and policy formulation. Nonetheless, talakayan is deemed as an activity of lesser priority by the LGU. In gist, the talakayan is regarded as an effective means of providing an avenue for gathering the various stakeholders and for public dialogue but that in itself does not necessarily translate to empowerment. For sure, the process of empowerment is strengthened through the conduct of the talakayan as perceived by all the stakeholders, but the actual state of empowerment is yet to be achieved

    The Dynamics of Research Culture Development

    This paper sought to discuss the activities facilitating the development of research culture. A narrative inquiry was done with fourteen key informants from seven reputable teacher education institutions in Region VII. Interview transcripts were coded with the aid NVIVO 11.3.2. It is found that research culture, being a process, is dynamic (systemic and developmental in nature) as manifested in its internal and external activities. Within the institution, internal dynamics begin in the acknowledgment of the need to do research as the individual goes to fulfill a duty while the institution establishes systems to support such function. It expands when it is given emphasis and the researcher experiences a paradigm shift and research permeates all the other functions in the institution. Maturation is reached in the prioritization of research where the environment is acclimatized and the role of the faculty as a researcher is internalized. The external dynamics move from benchmarking, simply identifying standards and meeting the fundamentals of research as required, to being able to build partnerships. Fostering affiliations go together with the institution’s ability to determine its niche in the knowledge economy leading to leadership where it is able to demonstrate expertise and pioneer development

    A Ricoeurian Phenomenology of Health Professionals Participating in Therapeutic Abortion

    This study aimed at representing the stories of healthcare professionals who have participated in therapeutic abortion. A phenomenological method was utilized, using Paul Ricoeur’s theory of Interpretation as a guide for thematic analysis. The interview was unstructured aided with an audio recorder for the transcriptions of the data. Gathering of informants was through snowball and maximum variation sampling. A total of 6 informants (5 females, 1 male) have participated in the study. Four (4) major themes emerged from the interpretation of the informants’ experiences namely; “The Choices We Make”, “A Choice of Words”, “A Couple Can Build a House but a Child Can Create a Home” and “It Could Have Been”. The findings have significant implications to inform practice of health care professionals

With limited works exploring this topic, the current study aimed to test the predictive influence of FB Use, Perceived Number of Friends, and Attachment Styles on FBrelationship satisfaction. Drawing data from a local University FB study, the current research found that only accessibility to FB, avoidant, and anxious attachment styles predicted FB relationship satisfaction.     Advancing Research as Praxis in Public Administration Graduate Education

    Engaging praxis (theory and practice) towards doing research is fundamental to every public administration (PA) scholar. However, public administration’s practical objective as praxis and applied social science is often challenged by an emergent culture of treating research as mere academic compliance for graduate PA students. Both descriptive and analytical, this study aims to investigate the topic selection and theme consideration in doing public administration research. This case study seeks to analyze the research outputs in the public administration masters program from 2005 to 2018 of a university in Cebu City, Philippines. The study summarized and adopted the trends of topic selection and theme consideration in conducting public administration research from Bowman and Sami (1978), Perry and Kraemer (1986), Box (1992), Bingham and William (1994), and Terry (2005) in Raadschelders & Lee (2011), for content analysis. The study utilized descriptive statistics to present the data. Findings show that most of the graduate students’ research outputs point towards a specific theme that is commonly used. Most of the graduate school studies are classified as informative research that is directed towards description and information over a particulartopic or issue in focus. Also, there are themes and issues in PA research that are less considered because researchers may prefer an already established methodology and design. The discussion expounds on salient issues of academic research in PA and the importance of praxis and research utilization since these are necessary to strengthen the research culture in the discipline. This study will also recommend possible research themes and topics for PA graduate students to explore and to strengthen praxis in doing PA research
