Conventionalism and Theory of Meaning
What is conventionalism in philosophy of science? Basically, it is a thesis about empirical underdetermination. According to Conventionalists, there is “a slack” between our theories and experience that is to be “lined” with conventions. As the experience does not “impose” any theory, scientists are always free to choose a theory on “softer” non-evidential grounds when facing empirical underdetermination. “Conventionalism is a philosophy of freedom,” as Édouard Le Roy put it. Yet the thing to remember is that there is no such a thing as the conventionalism. Reasons for empirical underdetermination that Conventionalists state are not always the same, hence it is more convenient to talk about varieties of conventionalism. The present paper is an attempt to sketch a line between two basic variants of conventionalism which are instrumentalism and constructivism.
The study focuses on aspects of Dante`s De monarchia — particularly on Alighieri`s conception of realization of the idea of universal monarchy as the only guarantee of permanent peace. This is presented as a necessary precondition for a full realization of all spiritual potentialities of the human kind as such. Although Dante`s views display an influence of contemporary Averroism, his philosophical argumentation in favour of the rule of one universal monarch is based on scholastic interpretations of Aristotelian metaphysics. Key moments of Dante`s philosophy are confronted with the views of Marsilius of Padua and, particularly, with the conceptions of Thomas Aquinas. It is then argued that Dante contributed to strengthening of the autonomy of the secular order and to liberation of monarchic rule from power claims of the contemporary papacy. At the same time, however, his deification of monarchic rule created preconditions for deification of the state and modern etatism

New Media and Expectations of Social Closeness: The Mobile Phone and Narratives of “Throwing People Away” in Cameroonian Transnational Social Relationships
In studies on transnationalism, mobile phones have gained prominent attention as tools that maintain relationships in the event of migration. They have transformed transnational sociality from procedural to a daily event all at the control of the actors who, for example, no longer relies on the post office for letters. Mobile phones provide avenues for social closeness and intimacy, impact social identities, facilitate participation in events dis-embedded from a locality, and help in the expression of belonging and solidarity across national borders. Despite these positive facets, the technology could become a source of discomfort as seen in this contribution, which revolves around the unmet expectations of utilising the device to sustain transnational social closeness. Drawn from a multi-sited study conducted among Cameroonians in Germany and Cameroon, the article demonstrates how the consciousness of the possibilities of direct communication negatively influences an actors’ interpretation of silences and non-communication. In this context, the technology rather contributes to frustration, uncertainty and disappointments in transnational social bonds
Reconstruction and Development Programme as a Tool of Socio-economic Transformation in South Africa
The article offers an overview of the post-apartheid development in South Africa with a special focus on a policy promoted by the African National Congress (ANC) to mitigate socio-economic inequality within South African society. In this sense, the key strategy of the ANC was the economic platform, of which the goal was to achieve poverty reduction and the strengthening of the economy. For this purpose the Reconstruction and Development Programme (RDP) was adopted in 1994. The main aim of the article is the ANC’s strategy in the field of the RDP that can be considered the specific tool of socio-economic transformation because the RDP was essentially a basic-needs programme which focused on the provision of infrastructure, housing, free and compulsory schooling, electricity, running water and toilets, health care and land to the poor.
