Fake Qualifications and the Challenge of regulating Higher Education in Southern Africa
This article examines the prevalence and implications of fake qualifications and the need for an effective regulatory regime to contain fake higher education qualifications. Fake qualifications by definition refer to false academic and professional credentials, regardless of the source, which means they may be acquired from illegitimate institutions, superficially legitimate institutions or through illegitimate means from legitimate institutions. The qualifications are in this sense illegitimate both in the manner in which they are obtained and also in terms of what they signify. The research for this article shows that the clandestine nature of the production and issuance and its global reach make it difficult to quantify, but also to control the use of fake qualifications and to manage their impact locally, nationally and globally. Drawing from several cases, it is apparent that the phenomenon of fake qualifications defies the integrity and legitimate expectations from an education system and is a serious challenge to education and ethical standards. It is further argued that given the challenges presented by the proliferation of fake qualifications generally, and in southern Africa in particular, it is imperative for higher education institutions, regulatory bodies, employers and the general public to develop a keen interest in the subject of fake qualifications and to cooperate in order to contain the menace

Précis of What It’s Like, or What It’s About? The Place of Consciousness in the Material World
Článek sumarizuje obsah mé nedávno vydané knihy Jaké to je, nebo o čem to je? Místo vědomí v materiálním světě (2017). Jak napovídá podtitul, tématem knihy je filosofie vědomí. V současné literatuře má většina účastníků na mysli tzv. fenomenální charaktery, přičemž hlavní spor se vede mezi dualisty a materialistyo to, zda jsou to materiální vlastnosti. Dokonce i russelliánští monisté, kteří se jinak prezentují jako alternativa vůči dualismu i materialismu, akceptují pojem fenomenálního charakteru. Já mám o tomto pojmu pochybnosti, jež vyjadřuji v šesté kapitole knihy, jíž proto v článku věnuji nejvíce místa. Navzdory většinovému mínění mám za to, že ohledně obsahu pojmu fenomenálního charakteru ve skutečnosti nebylo dosaženo žádné shody. Podobně jako Daniel Dennett, tudíž doporučuji pokusit se o filosofii vědomí bez pojmu fenomenálního charakteru. Jak známo, Dennett – do jisté míry podobně jako někteří výše zmínění materialisté – navrhuje redukovat vědomí prostřednictvím pojmu reprezentace. Já však končím o poznání skeptičtěji než Dennett, protože v návaznosti na svou předchozí knihu Metafyzika antiindividualismu (2008) soudím, že naturalistická teorie reprezentace je nekoherentní.The paper provides a summary of my recent Czech-language book, What It’s Like, or What It’s About? The Place of Consciousness in the Material World (2017). As suggested by the subtitle, the topic of the book is philosophy of consciousness. In the contemporary literature, most participants have in mind the so-called phenomenal characters, and the main issue debated between dualists and materialists is whether these characters are material properties. Even the Russellian monists, who otherwise present themselves as an alternative to both dualism and materialism, accept the concept of phenomenal character. I express doubts about this concept in chapter six of my book; accordingly, I allot most space in the paper to the material from this chapter. Despite the majority opinion, I believe that no agreement has in fact been reached concerning the content of this concept. Similarly to Daniel Dennett, I recommend trying to develop a philosophy ofconsciousness without the concept of phenomenal character. As is well known, Dennett – to some extent similarly to the aforementioned materialists – proposes a reduction of consciousness in terms of representation. However, I wound up rather more skeptical than Dennett, since following up on my previous book, The Metaphysics of Anti-Individualism (2008), I claim that a naturalistic theory of representation is incoherent

Land Tenure and the Grassroots’ Concern in Bamako: Between Social Embeddedness and Political Alienation
The question of the practice of urban land in Bamako is the subject of a crucial (in-)security, which is based both on bureaucratic imbroglio and on an epistemological difference of regularisations of access to the ground through national, regional, municipal institutions and the grassroots. To put an end to the illegal occupation of urban land by the population in need of housing, the state and its representatives have undertaken urban redevelopment measures. Land speculation is taking hold where the State’s intervention capacities do not seem capable to control demographic pressure. Households have been and continue to be evicted by the authorities for projects deemed as “urban redevelopment” or “public utility.” Some citizens have regrouped in Associations that have set themselves the task of combating abuses by the state
