    Application of minimal spanning tree search algorithms to the resolution of graph problems: Case of salting and snow removal of the road network of the city of Tiaret

    The main objective of this study is to treat a primordial subject of the optimization of graph and network problems, namely the problem of finding the spanning tree of minimum weight, which consists of identifying and determining the tree which connects all vertices of a graph using a set of edges whose cost is minimal.Through this research study we address the problem of salting and snow removal from the road network of the city of Tiaret during winter by the municipal authorities and services. Our mission is to determine a partial road network (sub-network) from the initial road network of the town of Tiaret, which will have to be salted and cleared of snow by these authorities and services.The application of graph theory techniques for modeling the problem, and the use of the main search algorithms for the minimum weight spanning tree, allowed the study to propose the optimal subnetwork which contains the main roads of the road network of the city of Tiaret, to salt and clear snow at the lowest possible cost

    This study aims to measure and analyze the asymmetry in the impact associated with crude oil price shocks on the fiscal policy response in Algeria during the period 2000-2021, Using The Non Linear Autoregressive Distributed Lag Model (NARDL), coupled with asymmetry test and shock analysis. The econometrics results showed that there are: firstly, along-term equilibrium relation ship between government spending and positive changes in the price of oil and negative changes in the price of oil. Secondly, the price of crude oil exerts an asymmetric effect on government spending in the short and long term. Thirdly, Fiscal policy in Algeriais more responsive to positive shocks in the price of crude oil in the short and long terms, compared to negative shocks in the price of crude oil

    Innovative Teaching and Knowledge Economy in Universities from the Perspective of Academics at Mascara University

    The purpose of this study is to find out the underlying relationship between the quality of innovativeteaching and Knowledge Economy from the perspective of the teachers interviewed in the Facultiesat Mascara University. Thus, the study was conducted based on a questionnaire composed of fourmain axes and the target sample included 120 academics. Then, the questionnaire data wereanalyzed by using the Statistical Package for the Social Sciences Software (SPSS) based on thecalculation of the average scores and the Pearson correlation coefficient. The study concluded thatthere is a close correlation between the quality of lectures, teaching, and the availability of therequirements of the Knowledge Economy and encouraging research resources and administrativefacilities

    Dynamique et performances des dépenses publiques en Algérie : un réexamen: Dynamics and performance of public expenditure in Algeria: a review

    The objective of this paper is to determine the impact of public spending on macroeconomicperformance in Algeria, taking into account growth rates. Using annual data covering the period(1992-2019), the VAR model regressions reveal a positive relationship between economicfundamentals and the dimension of government intervention designed by budgetary stimulus plansadopted since 2001. This result can undoubtedly be explained by the role of regulator andstabiliser of the overall economic activity played by the State on the national scene, especially whenserious threats of cyclical imbalances are looming. Given these specificities of the Algerianeconomy, it is likely that these results cannot be generalised, and that these tests do not allow us tohighlight a significant causality between public spending and economic growth.L’objectif de ce papier est de déterminer l’impact de dépenses publiques sur les performancesmacroéconomiques en Algérie en tenant compte des rythmes de croissance. Utilisant des donnéesannuelles couvrant la période (1992-2019), les régressions du modèle VAR révèlent une relationpositive entre les fondamentaux économiques et la dimension de l’intervention gouvernementaledéployée par de plans de relance budgétaire adoptée depuis l’année 2001. Ce résultat peut sansdoute s’expliquer par le rôle de régulateur et de stabilisateur de l’activité économique globale jouépar l’Etat sur la scène nationale surtout lorsque se profilent de sérieuses menaces de déséquilibresconjoncturels. Compte tenu de ces spécificités de l’économie algérienne, il est probable que cesrésultats ne soient pas généralisables, et, que ces tests investis ne permettent pas de mettre enlumière une causalité significative entre dépenses publiques et croissance économique

    The purpose of this paper was to discuss the characteristics of the entrepreneurial university and the mainmechanisms of shifting form the traditional to the entrepreneurial one as a proposition to facilitate thetransformation for Algerian universities. We accomplish this objective by presenting some obstacles withregard to the fostering of entrepreneurial change at universities and studying some leading models in thefield.We conclude by answering the question whether Algerian university is an entrepreneurial one, answerwas no since it is performing some entrepreneurial activities which is not enough to define it as anentrepreneurial one. We end up by recommending that Algerian university must embed entrepreneurship inevery part of itself, build up and maintain a strong relationship with its surrounded economic and socialenvironment, responds to its needs and challenges, solves its problems

    This study aims at measuring the efficiency of health systems in the Eastern Mediterranean countries in facing the rapid spread of the COVID-19 during the first year of its expansion in the region using data envelopment analysis (DEA) approach. We have adopted a set of variables that express inputs and outputs of the model (Health Expenditure per Capita, Physicians per 10 000 population, Nurses and midwifes per 10 000 population, Hospital beds per 10 000 population) as input variables,(Recovery Rate) as output variables.The study concludes that the studied Eastern Mediterranean countries achieved different levels of efficiency from one country to another, in that the efficiency is not always linked to high income and increased supply, but rather to optimal utilization of resources
